Occasioally we eve wax ostalgic about why a place matters o a persoal level ad the role buildigs play i coectig us to our ow stories. We ca ow add aother reaso buildigs matter, the way they ifluece our brais, ad i tur our health ad well-beig. Emergig research is revealig a deep coectio betwee architectural desig ad physiological ad eurological resposes. The work of the Academy of Neurosciece i Architecture is ow dedicated to this coectio, ad Historic Dever hosted a pael o this topic, titled This is Your Brai o Buildigs, o September 19 as part of the ogoig re:dever series. The speakers icluded Do Ruggles, who has worked i the architecture idustry for over 35 years, ad Meredith Baasiak, a desig researcher who focuses o the iteractios betwee people ad eviromets. Particularly thought-provokig was Do Ruggle s debukig of the age old adage, beauty is i the eye of the beholder. Istead, Do s presetatio charted a very specific set of criteria that ca predict what our brais perceive as beautiful. He oted humas, over millios of years, have developed sophisticated ad automatic respose mechaisms that tie our cellular biology to our surroudigs. For the purpose of the talk, Do broke subcoscious resposes ito two categories, parasympathetic, which icludes edorphi-led reactios, stress relief, beauty ad iterest, ad sympathetic, adrealie-led reactios associated with flight or fight. Parasympathetic resposes were of particular iterest to Do because they ca be triggered by the eviromet. Accordig to Ruggles, Beauty is a physical ad emotioal reactio to a patter that geerates the feelig of pleasure. The formula for beauty he preseted is a positive feedback loop that coects curiosity, aticipatio ad pleasure. Takig this cocept a step further, Coli Ellard, a euroscietist at the Uiversity of Waterloo, coducted a study i 2011 after observig the ew additio of a so-called blad-lookig Whole Foods i Mahatta. Fall 2017 PRESERVATION BRIEFS Packard s Hill Historic District Approved! A group of residets worked together to create a ew historic district oe that jois Ghost, Wolff Place, Witter-Cofield ad Potter Highlads i achievig historic district status i what has bee traditioally kow as the Northside, ow ofte referred to as Northwest Dever. This approved district ecompasses the west side of Lowell Boulevard to Osceola Street, ad orth of 32d Aveue to 35th Aveue ear Highlads Square. The district icludes 173 historic homes i three of the origial West Highlad subdivisios: Packard s Hill, Highlad Place, ad First Additio to Highlad Place. The Packard s Hill subdivisio was platted i 1887 by William C. Packard ad Charles L. Hoffma. I 2015, Historic Dever, i partership with the West Highlad Neighborhood Associatio, received a State Historical Fud grat to research ad survey the eighborhood. Workig with Frot Rage Research Associates, we discovered the people ad places that make this part of Dever so uique, icludig the uusually high umber of wome activists ad professioals who made the district their home i its early years, ad the high rates of female homeowership ad costructio. The district was amog the first specifically recogized for its relatioship to wome s history. Additioally, the architectural character of the eighborhood is remarkably itact, highlightig the developmet of the area from 1886 1940. I respose to support from more tha 75 property owers i the district, the applicatio was submitted to the City of Dever for historic status i early Jue. That applicatio made its way through the City s processes, ad wet before City Coucil for a Public Hearig o Moday, September 25th. After may hours of testimoy from those who supported the desigatio ad those who opposed it, the desigatio of Packard s Hill was approved by a vote of 8 to 5. Packard s Hill Historic District is ow amog the importat districts that tell our city s story, ehace our City s uique idetity, ad cotribute to our quality of life. The district is a fatastic opportuity to tell the story of pioeerig families that moved across the river, civic-mided wome that pushed for equal rights, ad workig class families that shaped the city ito what we kow today. Developers of the Fruitdale School i Wheat Ridge, pictured before rehabilitatio, used the preservatio tax credit program to covert the vacat school ito housig. Tax Credit As A Preservatio Tool IN 2014, THE STATE OF COLORADO eacted the Colorado Job Creatio ad Mai Street Revitalizatio Act, brigig a sigificatly ehaced state historic preservatio tax credit to all Colorado commuities. Historic Dever, ad our parters at Colorado Preservatio, Ic., ad Dowtow Colorado, Ic. played a big role i craftig ad supportig the legislatio, ad the program has bee overwhelmigly successful sice its lauch i July 2015. The commercial versio of the credit has kick-started preservatio projects across the state, totalig more tha $121 millio i ivestmet, while residetial tax credit projects have allowed homeowers to repair ad maitai their historic resideces i Dever ad beyod. The tax credit is the most importat preservatio icetive i Colorado, ecouragig owers to pursue desigatio, ad supportig those who already ow protected properties. This beeficial legislatio is set to expire December 31, 2019 ad alog with our preservatio parters we are spearheadig efforts to reauthorize the tax credit durig the 2018 legislative sessio. Sice 2015, the tax credit has supported key projects i the Dever area, icludig the Staley Marketplace, the Sheedy Masio, the 1st Aveue Hotel, the Fruitdale School, Tivoli Brewery, the Alliace Ceter, 1801 Blake Street ad the much aticipated affordable housig coversio of Tamme Hall o the old Childre s Hospital site. Other commuities that have take advatage of the program to spur preservatio ad adaptive reuse iclude Silverto, New Castle, Triidad, Telluride, ad Steamboat Sprigs. These tax credit projects will yield more tha $9.5 millio i direct sales tax for the state, ad project applicats estimate that 661 ew full-time jobs will be created as a result of the ecoomic developmet geerated by these projects. Coutig all full- ad part-time jobs, project applicats estimate they will icrease payroll by $31 millio oce their projects are completed. St. Barabas Episcopal Parish Rehabilitatig Steel Historic Dever has bee delighted to parter as grat admiistrator with the cogregatio kow as St. Barabas Episcopal Parish o 13th Ave. ad Vie. The State Historical Fud has provided the grat aid for the rehabilitatio of steel casemet widows i their Marshall House additio. St. Barabas Episcopal Parish bega almost 125 years ago ad has cotiued to be a visible presece i Capitol Hill ever sice, i both their church buildig ad through the activities of their members. The cogregatio baded together to build Marshall House i 1951, ad rebuilt ad moderized the iterior of the historic sactuary i the 1990s after a roof beam crashed to the sactuary floor (resultig i o ijuries). Historic Dever News February - March 2016 First Uitaria achieved ladmark status, i part, as a statemet that they are committed to maitaiig their presece at this historic locatio as a urba sactuary i the heart of Dever. Just as i the past, today First Uitaria is active ad ifluetial i social justice, issues of race, gay ad lesbia rights, marriage equality, wome s rights, ad immigratio justice. Sice occupyig the buildig i 1958, First Uitaria has made few alteratios to the buildig, oly makig chages to improve accessibility ad iterior fuctioality (especially followig a 1985 fire which destroyed much of the origial iterior). This year First Uitaria with the help of Historic Dever as grat admiistrator, obtaied a State Historical Fud grat to address the much eeded rehabilitatio of the buildig s exterior stoe masory o all four buildig facades. The Church is a outstadig example of buildigs that icorporate veracular rhyolite stoe crafted i the Richardsoia Romaesque Revival style. Also, the First Uitaria Society Church cotais a uique ad historic example of the work of Watkis Staied Glass Studio, a family-owed busiess from Eglad which bega i 1761 i staied glass craftsmaship, ad made their way to Dever i 1881. The First Uitaria buildig is worth preservig for may reasos ad the cogregatio is celebrated for makig a log-term commitmet, ot just to the Dever commuity, but oe of its importat buildigs as well. = Architects to udertake a Historic Structures Assessmet (HSA) of the buildig. Based o the results of the HSA, i 2004, the cogregatio of St. Barabas applied for, ad received, a State Historical Fud grat to rehabilitate the brickwork, woodwork, ad widows of the 1891 Chapel ad 1897 Parish House. These earlier projects required extesive emotioal ad fiacial commitmets ad the Parish rose to the occasio, which they have doe agai. I 2015, St. Barabas applied to the State Historical Fud to restore the steel casemet widows as part of a project at Marshall House. The Marshall House is a Tudor Revival 13,500sf additio to the south of the origial Sactuary ad Lukes Wig of St. Barabas Parish. The grat work o the widows of the Marshall House was predomiatly completed this summer with the help of both Aderso Hallas Architects ad Heritage Widow Restoratio, LLC. This was the culmiatio of a larger project which ivolved the expasio of the upper floor of Marshall House ad the istallatio of a elevator, amogst other improvemets. The rehabilitatio of the steel casemet widows has allowed for the preservatio of the beautiful character defiig aesthetic for the Tudor Revival widow type while upgradig operability ad eergy efficiecy through the additio of low profile iterior storm widows. Historic Dever looks forward to St. Barabas Parish ow havig a solid home base to cotiue to welcome all to their commuity, as well as fulfillig the directive to feed the multitudes with loaves ad fishes. Their small church commuity has really accomplished great thigs: from startig Sewall House i 1944 to serve those impacted by polio, cerebral palsy, ad other physical disabilities; to opeig their kitche to Project Agel Heart, a program which delivers home-cooked meals to people livig with HIV/AIDS; cookig soup to help support St. George s Cliic i Baghdad; ad servig as a shelter for the Wome s Homelessess Iitiative. First Uitaria Buildig Well o its way to aother 100 years The First Uitaria Society Church is oe of Dever s most recetly-desigated local ladmarks, receivig uaimous City Coucil support i August 2016. The buildig is ow home to its secod local cogregatio over its 120 years. Its origial builder ad occupat was the Plymouth Cogregatioal Church begiig i 1893. First Uitaria Society purchased the buildig i 1958. First Uitaria is the oldest Uitaria cogregatio i Colorado. It bega i 1871 five years before Colorado statehood. Durig its first two ad a half years, the cogregatio used seve differet assembly veues, largely due to the cotroversial social actio work udertake by its members. The Bosler House Steve ad Ja Davis are the ew owers ad stewards of the Bosler House, oe of Dever s oldest homes, which they have restored to its former glory after several years of serious eglect ad vacacy. The Bosler House is a Territorial House built i 1875 before Colorado received statehood. It was costructed i the same year that the Tow of Highlads was icorporated by oe of the Tow s foudig fathers, Ambrose Bosler. The Italiaate style home was desiged by a otable Dever architect Joh G. Weller. The Davises have completely restored the home, icluded all ew systems, a ew roof structure ad roof, rebuildig of the origial tower, brick-restoratio, widow replacemet with historically appropriate wood widows, ad the beautificatio of the yard. Krisaa Park Coservatio Overlay District Built i the 1950s with architecture ispired by Califoria developer Joseph Eichler, Krisaa Park was the visio of developers Brad Wolff ad his father, H.B. Wolff. All the homes follow a similar patter that provided comfortable livig for families durig Dever s post World War II growth spurt. The eighborhood of early 150 homes is almost etirely itact.
