/, AIS Triathlon Program 12'h March, 2001 Richard Moran 44 Mareeba Road, Ashgrove, QLD 4060 Th;mk you for you recent letter updating me on Alan's results. Also thank you for the letter and race restil~s details you provided with Alan's AIS application. I have been following Alan's race results and progress since I first spoke with you, but it is great, and very useful for me, to get first hand summaries. Is Alan racing in Adelaide on 25 111 March? I am looking forward to seeing him race over the Olympic distance. I will not be adding any one else to the AIS Program until after Adelaide and then only if the results are outstanding. But as I said to you over the phone, the AIS Squad is by no means closed or finalised and there is still plenty of time and provision for Alan to be added. The AIS Junior Elite Program is taking the place of the old TA Junior Elite squad. Its aim is to be the highest level of junior achievement and development in the country. To gain an AIS scholarship is a very prestigious honour and it really something all Australian Junior Triathletes are and will aspire to. As the Elite Junior Triathlon Program in Australia, the AIS program necessarily (unfortunately?) has to focus on Olympic distance racing. Those selected are those performing best over the Olympic distance and those most likely to represent Australia at the highest level -the Junior Elite category at the Triathlon World Championships. After Mooloolaba, the current AIS Junior Elite squad (scholarships until Nov 30' 11 ) will be finalised and will include all those athletes selected in the Junior Elite Team for the 2001 Triathlon World Championships. This is along the same lines as criteria for theta National Senior Elite Squad. The top senior squad is chosen from results at Olympic Distance races- not Fl or sprint, or long course, X-Terra etc. It also ultimately consists of the national senior team for Triathlon World Championships. I do agree with you that not all juniors are physically, physiologically or emotionally ready to race Olympic Distance. I applaud your move in holding Alan back from this until he is ready (as Courtney Atkinson did for a long time). I believe this is a very sensible and insightful move and will ultimately pay high dividends. You are also correct in suggesting that these juniors have a lot of potential and could and should benefit from support. It is my aim as National Junior Coach to provide support and encouragement for as many promising juniors as possible- and, of course, to be aware of the potential and subsequent development of juniors

, across the country. The AIS program itself, however, as explained above, has to be focused on the best performed Olympic distance athletes. At this stage the AIS program is still very small and has a limited budget. I would love to include a lot more athletes, but it is just not logistically possible. I am trying to assist the states to set up good support programs for the juniors. The problem in Queensland is that there are just so many good athletes- QLD certainly has the cream of the top juniors right now! It is difficult for the QAS and Tri QLD to support them all. In other states, athletes with lesser achievements can be well supported by their State Institute Programs and/or STTA Junior Development Programs. The benefit of being in QLD, however, is that the standard of coaching, competition and support networks is far superior to that in other states. Generally the level of coaching and the development of juniors in QLD is well above that in other states. It is my role to try and ensure that all juniors get the opportunity for support to develop their potential, thus lifting the standard around the country (A very big and rather idealistic task, but I have an ambitious vision!). I hope this goes part of the way to explaining my philosophy with the AIS program - and alleviating your concerns. So far I have chosen the athletes who have had the best recent Olympic distance performances for the AIS Program. A couple more will be added between now and Mooloolaba. Right now I have my eye on about 5-6 male athletes who are all performing very well. Alan is certainly one of them. It is not going to be an easy job selecting the AIS Squad or the Australian Junior Elite Team (Thankfully the later is not my responsibility). Like I said, I would like to include more athletes, but the size of the program just won't allow it at this stage. Please keep in touch with Alan's results. If he races very well in Adelaide (as his recent form suggests he should), he may well be added immediately. If this is the case, I will be inviting him to immediately come into the first AIS Triathlon Camp, at the AIS in Canberra, from 25-31 March. (Please be prepared for this possibility). Otherwise, if he is selected in the Australian Junior Elite Team subsequent to Mooloolaba, he will be added then. If not, then given his age, he still has two more years left as a Junior Elite and I am confident he will be in the AIS Program in the near future. He is certainly an exciting prospect! In the meantime I will keep in touch and try to support his development (indirectly) where I can. Selection Policy AIS TRIATHLON PROGRAM TRIATHLON AUSTRALIA 1st December 2001-30th April 2002 A. INTRODUCTION This Policy details the process and criteria by which the Head Coach of the Australian Institute of Sport (AIS) Triathlon Program, in conjunction with the Triathlon Australia (TA) High Performance Team (HPT) recommends to the AIS Director the scholarship holders for the period 1st December 2001 until 30 1 h April 2002. Up to12 athletes (preferably, but not limited to, equal numbers of males and females) may be selected as AIS scholarship holders for the AIS Triathlon Program. Triathletes considered will be those racing Olympic Distance events, who are under 23 years of age as of 1st October 2001, including Junior Elites. B. THE AIS TRIATHLON PROGRAM The Australian Sports Commission (ASC) and the Australian Institute of Sport (AIS), in conjunction with Triathlon Australia (TA), established the AIS Triathlon Program in January 2001. The program is run and co-ordinated, on behalf of these bodies, by the appointed AIS Head Coach. The new AIS under 23 Triathlon program will be a coach-driven, de-centralised program, which will include AIS camps. The AIS Head Coach will work closely with the athletes and their established coaches to optimise the development and potential performances of all athletes selected, both in the home coaching environment and in camp situations. The AIS Head Coach will be using the resources and expertise provided by the AIS to enhance the knowledge and practice of the athletes and their coaches. This will be done with minimal disturbance to the normal coach-athlete routine and relationship. Camps, clinics and seminars are conducted as part of this AIS program to assist the athletes and their coaches to optimise their training and racing performances and to add value to coach-athlete relationships. Though not totally compulsory, attendance will be a major concern. It is therefore recommended that non-attendance must be discussed with the AIS Head Coach and followed up by a legitimate and documented excuse from a Doctor, School, Parents, or Coach.

The AIS Head Coach, in consultation with, the National Head Coach, and the HP Team, after conferring with the athletes and their coaches, will determine the timing and duration of these initiatives, so as to best suit the needs of all concerned. The AIS Head Coach is a member of theta High Performance Team (HP -Team), working closely with TA and the State Institutes and Academies of Sport {SIS/SAS) to ensure the AIS Program structure will fit in line with the overall structure of TA HP Team and Elite Athlete support and development programs and policies. The development of Australia's prospective (Olympic Distance) elite Triathletes will always be the number one priority. All Triathletes who are selected scholarship holders in this AIS Program, will be expected to show full commitment to the program. As a representative of the AIS, they will be expected at all times to display the highest levels of behaviour. An attitude of excellence and professionalism is expected and cultivated as part of the AIS Program. The principle aims of the AIS Triathlon Program are: 1. Helping the athletes to attain sporting excellence and professional elite status will be a major component of this new AIS Triathlon Program. 2. To help the athletes develop the physical, physiological and psychological basis to be able to handle the workload required to succeed at the elite level in Triathlon. This will be achieved with the support of the experts in all areas of sports science and sports medicine and the sports coaches. 3. Race analysis- examining specific needs of Triathlon in race situations and working to optimise training methods and race tactics for the future. Using biomechanics psychology, physiology, nutrition and selected coaching techniques and skills 4. To provide the athletes with the experience of living as a professional sportsperson in various locations and situations, and in using a team coach/manager, as well as massage, physiotherapy, nutrition, physiology and psychology services. 5. To develop the highest levels of professionalism in all aspects of the sport of Triathlon from competition to training attitude, and from dealing with sponsors and the media, to business acumen. C. ELIGIBILITY To be eligible for a scholarship in the AIS Triathlon Program, Triathletes must be: Citizen or national of Australia Current member of relevant State/Territory Triathlon Association Under 23 years of age as of 1st October 2001.

D. SELECTION CRITERIA 1. Up to twelve (12) athletes (preferably, but not limited to, equal numbers of male and female Triathletes) will be nominated as AIS scholarship holders for the period 1st December 2001 to 30th April2002. 2. The AIS scholarship holders will be selected from nominations of triathletes who are under U/23 years of age on the 1st day of October 2001 and who meet the AIS scholarship requirements. The athletes selected will include Junior Elites. 3. The AIS Head Coach in consultation with the National Head Coach and the TA High Performance Team will consider all applications for scholarships to this AIS Triathlon program. 4. If circumstances warrant, more than the said 12 athletes may be included. 5. The AIS Triathlon Head Coach will then present these recommendations for scholarships to T A for endorsement. Final ratification will be at the discretion of the AJS Director. SELECTION 6. Athletes will be selected largely on their best race performances (primarily at the Olympic Distance) between 1st November 2000 and 5th November 2001. 7. Attitude and commitment to excellence in the sport of Triathlon as well as to the AIS Triathlon Program will also be a major consideration in the selection process. 8. They may also be selected for their future prospects as promising Triathletes who are showing outstanding abilities. 9. All potential and selected AIS Triathlon Scholarship Holders will be subject to an interview with the AIS Triathlon Program Head Coach, who may at times theta National Head Coach and/or the High Performance Team. 10. It is necessary for the home coaching environment to reflect and support the culture of the AIS Program and theta High Performance Plan. 11. Athletes to be selected must be of a standard, where it is deemed by the TA National Head Coach, the AIS Head Coach, and/or the TA High Performance Team that they are capable of a performance at the following levels, within the next 24 months, or that they are likely prospects for: - Selection in theta Junior Elite Team for ITU Triathlon World Championships, and a finish within the top 15 placings. Selection in theta senior C squad, but preferably the Senior 8 squad. Performance in the top 10 at TA National Series events at the senior level, or top five at the Junior Elite level. Selection to race for Australia in any ITU World Cup event.

12. The AIS Triathlon Management Committee reserves the right, at any time, to amend alter or withdraw any clause in the AIS Triathlon Program Selection Policy, for any legitimate purpose in the best interest of the AIS, TA and the sport. The AIS Head Coach, the AIS and TA shall not be responsible or liable in anyway to any person as a result of such amendment(s). SELECTION RACES The races from which the scholarship holders will be considered will include, but will not be limited to the following: 2001 ITU World Championships. Australian Olympic Distance Championships, Mooloolaba. 2001. 2001 TA National Series events. 200012001 ITU World Cup events Other domestic and international races E. FUNDING AND SUPPORT AIS Triathlon Program Scholarship Holders will receive the following funding or support: Travel and accommodation support to all National Selection events. Sports Science and Sports Medicine support - at the AIS during AIS camps and up to a limited amount when in the home environment (or through SIS/SAS programs if appropriate). This will include support from sports science, sports medicine (including physiotherapy and massage), Nutrition, Psychology, Strength and Conditioning, and other services. Support to camps, clinics, seminars including travel accommodation (where meals are not provided, athletes may be responsible for their own food I meal expenses). Some sponsored racing and training equipment, as deemed appropriate after consultation with the athletes and their existing sponsorships if applicable. The AIS Head Coach may deem access to any other reasonably approved kind of support that is seen as needed or necessary. The AIS Triathlon Program will try to provide some funding for travel and/or accommodation for the coaches (min Level 2 NACC Triathlon coaching accredited) of scholarship holders at selected activities. All those selected as scholarship holders of the AIS Triathlon Program shall have the AIS as their primary support program. If they take up an AIS Triathlon scholarship, any membership of SIS/SAS program, or HP-Team appointed TA A-B-C squad shall be an associate membership, with restricted entitlements as per the TA High Performance Program specifications. It will be a requirement that a T A High Performance I AIS contract is signed agreeing to this effect.

F. ATHLETE AGREEMENT All AIS Program scholarship holders will be required to sign an athlete agreement with the AIS. The Agreement will outline details on benefit and obligations and an athlete code of conduct. All athletes must abide by the conditions in this agreement. It is a further requirement that all coaches involved with athletes or receiving any benefits from this agreement must also sign a special T A/AIS/SIS code of conduct agreement. G. NOMINATION FOR INCLUSION IN THE PROGRAM The AIS and TA will circulate this Selection Poiicy to its State & TerTitory Triathlon Association members and will list the Policy on the AIS Triathlon and TA websites. All athletes and coaches will be responsible for ensuring they are fully aware and understand the Policy and its contents and any such changes to the Policy should they occur. An official AIS application form is also required and is available from the AIS Triathlon website, from TA or from the AIS Triathlon Program. Junior Sprint athletes may be considered, but must reach the age criteria. 8. THE AIS TRIATHLON PROGRAM The Australian Sports Commission (ASC) and the Australian Institute of Sport (AIS), in conjunction with Triathlon Australia (TA), established the AIS Triathlon Program in January 2001. The major camp for the 2002/03 scholarship year will be a Northern summer camp in Europe (France) of 6-8 weeks duration. This camp is designed to give athletes a supportive environment from which to gain International experience. Attendance at (the majority of) this camp is expected and application to the program should be done with this in mind. Non-attendance at any camp, or part thereof should be discussed with the AIS Head Coach. Allowances may be made with good reason. The AIS Head Coach is a member of theta High Performance Team (HP -Team), working closely with TA and the State Institutes and Academies of Sport (SIS/SAS) to ensure the AIS Program structure will fit in line with the overall structure of TA HP - Team and Elite Athlete support and development programs and policies. The development of Australia's prospective (Olympic Distance) elite Triathletes will always be the number one priority. All Triathletes who are selected scholarship holders in this AIS Program will be expected to show full commitment to the program. As a representative of the AIS, they will be expected at all times to display the highest levels of behaviour. An attitude of excellence and professionalism is expected and cultivated as part of the AIS Program. The principle aims of the AIS Triathlon Program are: 1. To help the athletes to attain sporting excellence and professional elite status will be a major component of the AIS Triathlon Program. 2. To help the athletes develop the physical, physiological and psychological basis to be able to handle the workload required to succeed at the elite level in Triathlon. This will be achieved with the support of experts in all areas of sports science and sports medicine and in conjunction with the sports coaches. 3. To examine specific needs of Triathlon in race situations and work to optimise training methods and race tactics for the future, using biomechanics, psychology, ' physiology, nutrition and selected coaching techniques and skills 4. To provide the athletes with the experience of living as a professional sportsperson in various locations and situations, and in using a team coach/manager, as well as massage, physiotherapy, nutrition, physiology and psychology services. 5. To develop the highest levels of professionalism in all aspects of the sport of Triathlon from competition to training attitude, and from dealing with sponsors and the media, to business acumen.

C. ELIGIBILITY To be eligible for a scholarship in the AIS Triathlon Program, Triathletes must be: Citizen or national of Australia Current member of relevant State/Territory Triathlon Association Aged 18-23 years as of 31 st December 2002. D. SELECTION CRITERIA 1. Up to fqurteen (14) athletes (preferably, but not limited to, equal numbers of male and female Triathletes) will be nominated as AIS scholarship holders for the period 1st May 2002 to 30th April 2003. 2. The AIS scholarship holders will be selected from nominations of triathletes who are 18-23 years of age as of 31 st December 2002 and who meet the AIS scholarship requirements. The athletes selected may include Junior Sprint athletes. 3. The AIS Head Coach in consultation with the National Head Coach and theta High Performance Team will consider all applications for scholarships to this AIS Triathlon program. 4. The AIS Triathlon Head Coach will then present these recommendations fo r scholarships to T A for endorsement. Final ratification will be at the discretion of the AIS Director. SELECTION 1. Athletes will be selected largely on their best race performances (p rimarily at the Olympic Distance) between 1st October 2001 and 22nd April2002. 2. Attitude and commitment to excellence in the sport of Triathlon, as well as to the AIS Triathlon Program, will also be a major consideration in the-selection process. -. - - - 3. Athletes may also be selected for their future prospects as promising Triathletes who are showing outstanding abilities. 4. All potential and selected AIS Triathlon Scholarship Holders may be subject to an interview with the AIS Triathlon Program Head Coach, who may at times be accompanied by the TA National Head Coach and/or the High Performance Team. 5. It is necessary for the home coaching environment to reflect and support the culture of the AIS Program and the T A High Performance Plan.

6. Athletes to be selected must be of a standard, where it is deemed by the AIS Head Coach, the TA National Head Coach and/or the TA High Performance Team that they are capable of a performance at the following levels,.within the next 24 months, or that they are likely prospects for: - Selection in theta U/23 Team for ITU Triathlon World Championships, and a placing within the top 15. Selection in theta ~ unior Sprint Team for ITU Triathlon World Championships and a placing within the top eight. Selection in the TA senior C squad. Performance in the top 15 at TA National Series events at the senior level, or top three at the Junior Sprint level. Selection to race for Australia in any ITU World Cup event. 7. The AIS Triathlon Management Committee reserves the right, at any time, to amend alter or withdraw any clause in the AIS Triathlon Program Selection Policy, for any legitimate purpose in the best interest of the AIS, TA and the sport. The AIS Head Coach, the AIS and TA shall not be responsible or liable in anyway to any person as a result of such amendment(s). SELECTION RACES The races from which the scholarship holders will be considered will include, but will not be limited to the following: 2002 TA Accenture National Series events. Australian Olympic Distance Championships, Mooloolaba. 2002. Any National Level draft-legal Junior Sprint events (ie St Kilda, Canberra, Kurnell). 2002 ITU Points or World Cup events Other domestic and international races E. FUNDING AND SUPPORT -~- - -- -- - ~~ - AIS Triathlon Program Scholarship Holders will receive the following funding or support: Travel and accommodation support to National Selection events. Sports Science and Sports Medicine support - at the AIS during AIS camps and up to a limited amount when in the home environment (or through SIS/SAS programs if appropriate). This will include support from sports science, sports medicine (including physiotherapy and massage), Nutrition, Psychology, Strength and Conditioning, and other approved services. Support to camps, clinics, seminars including travel and accommodation. (Note: Where meals are not provi.ded, athletes may be responsible for th eir own food I meal expenses).

The majority of costs for the International Camp will be covered, including International travel, camp accommodation and meals. However, scholarship Holders should be prepared to contribute between $2000- $3000 to the trip (mainly for travel and expenses associated with racing in European events). AIS race uniforms Some sponsored racing and training equipment, as deemed appropriate after consultation with the athletes and their existing sponsorships, if applicable. The AIS Head Coach may deem access to any other reasonably approved kind of support that is seen as needed or necessary. The AIS Triathlon Program will endeavour to provide some funding for travel and/or accommodation for the coaches (min Level 1 NACC Triathlon coaching accredited) of scholarship holders at selected activities. All those selected as scholarship holders of the AIS Triathlon Program shall have the AIS as their primary support program. If they take up an AIS Triathlon scholarship, any membership of SIS/SAS program, or HP-Team appointed TA A-B-C squad shall be an associate membership, with restricted entitlements as per the TA High Performance Program specifications. It will be a requirement that a TA High Performance I AIS contract is signed agreeing to this effect. F. ATHLETE AGREEMENT All AIS Program scholarship holders will be required to sign an athlete agreement with the AIS. The Agreement will outline details on benefit and obligations and an athlete code of conduct. All athletes must abide by the conditions in this agreement. It is a further requirement that ali coaches involved with athletes or receiving any benefits from this agreement must also sign a special TA/AIS/SIS code of conduct agreement........,.... -~... ~ G. NOMINATION FOR INCLUSION IN THE PROGRAM The AIS and TA will circulate this Selection Policy to its State & Territory Triathlon Association members and will list the Policy on the AIS Triathlon and TA websites. All athletes and coaches will be responsible for ensuring they are fully aware and understand the Policy and its contents and any such changes to the Policy should they occur.
