Water Rescue Course (Surface- and Swift- Levels I&II) This is the evaluation tool used to validate the trainees proficiency in the skills required to complete the Water Rescue course (Level I&II). The National Fire Protection Association (NFPA) 6 Technical Rescuer Professional Qualifications 28 edition has specified Job Performance Requirements (JPR) required by individuals to comply with Chapter (Surface Water Rescue) and Chapter 2 (Swiftwater Rescue). In this course all JPR s in Chapters & 2 of NFPA 6 are assessed by one of three methods:. Written exam The written exam will be given to assess the trainee s cognitive knowledge of the material taught during the course. NFPA-6 JPR s-..;..2;..3;..4;..5;..8;..9;.2.4; 2..2; 2..3; 2. Skills Check-off The Skills Check-off is a list of practical skills that each rescuer must perform under evaluation during the course. An instructor s signature will constitute endorsement of acceptable performance. NFPA -6 JPR s-..2;..3;..4;..5;.2.;.2.3; 2..; 3. Exit Skills Test The Exit Skills Test is a set of skills that must be performed at the end of the course. Each skill has criteria that must be met in order to pass the skill. Water Rescue Course (Surface- and Swift- Levels I&II) Written Test Instructions Once all learning objectives have been covered, a written test will be administered to the trainees. The test is a multiple choice exam and each question is directly linked to a learning objective within the curriculum. A minimum score of 7% must be achieved to complete the course. If the student fails the first attempt a second attempt may be given. If he/she fails the second attempt this would constitute a failure of the course. If the trainee fails the course a Course Attendance certificate may be given. This would identify the participation in the course but would not qualify the trainee to continue on to higher levels of training. Skills Check-off Instructions Students will be performing these skills throughout the week during class. Instructors will evaluate two major areas: Safety and Efficiency. If any action is considered unsafe it should be stopped immediately. Instructors will work with students, teaching them to use efficient techniques. As the student performs these skills throughout the week, instructors will assess their proficiency. Once the student performs each of the required skills to the satisfaction of the instructor (evaluating: Safety and Efficiency) the instructor will initial the Skills Check-off sheet indicating the student can competently perform the skill. The instructors will work with trainees until he/she can perform the Check-off skills to the satisfaction of the Lead Instructor. There is no maximum number of attempts. Once all skills are endorsed by an instructor, the student must sign the Skills Check-off Sheet confirming he/she feels comfortable and competent at performing the specified skills. 6

Exit Skills Test Instructions Once all learning objectives have been met, an exit skills test will be administered to the trainee. Each Exit Skill Sheet gives the objective for the skill, instructions for the trainee, examiner notes, and preparation instructions. Each skills test will also describe the criteria that will constitute a,, or 2. Note: Not all possible situations that would dictate a,, or 2 are listed. It would be impossible to encompass all possible variations. In general; A 2 will indicate you performed the skill correctly and efficiently. A will indicate that you performed the skill safely but not efficiently. A will indicate that you have incorrectly performed the skill or done something the evaluator considers to be unsafe. Stations will be set up the same for each test and each student. These are testing stations; no teaching will occur during testing. Each trainee will be allowed three attempts to pass each Exit Skills Test. A separate Skill sheet should be used for each attempt. All Exit Skill Sheets should be attached to the task book for documentation.. If a trainee fails on his/her first attempt, time will be made to remediate the trainee in preparation for a second attempt. 2. In the event of a second failure, a second remediation will be provided in preparation for a third attempt. 3. If the trainee fails on his/her third attempt it will constitute a failure of the course. If the trainee fails the course a Course Attendance certificate may be given. This would identify the participation in the course but would not qualify the trainee to continue on to higher levels of training. 7

Water Rescue Course (Surface- and Swift- Levels I&II) Swimming Skill Assessment OBJECTIVE (NFPA JPR.2.) The trainee shall swim a designated water course as outlined below: INSTRUCTIONS procedures for achieving the objective The trainee will complete a 5 meter freestyle swim that is untimed. The trainee must complete the skill without stopping in a resting position such as holding on to the side of the pool or standing on the bottom pool. Failure to complete this will result in a failure of the entire skill. The trainee next will tread water for minutes. Failure to complete this will result in a failure of the entire skill. There will be no retests given for failures. The skill will begin on my instruction to start. Do you understand these instructions? EXAMINERS NOTE: The trainee must be shown examples of resting position and be taught proper water treading techniques prior to the beginning of the skill. Water Rescue Course (Surface- and Swift- Levels I&II) Boat Flip and Victim Removal Skill Sheet OBJECTIVE (NFPA..,..) The trainee as part of a team shall negotiate a designated water course in a boat during which the trainee shall apply procedures for flipping and righting the boat. Furthermore, the trainee shall demonstrate techniques appropriate for the water environment to extricate an incapacitated water bound victim from the water. The trainee shall complete the removal according to the criteria below. The trainee must score 9 out of 2 points with no zeros to pass. INSTRUCTIONS - procedures for achieving the objective You will negotiate a predetermined water course while coordinating the efforts of your crew. At my signal, your crew will evacuate the boat and you will flip it over. One of your crew will then right the boat in such a way that will allow you to re-enter the boat. Once you have successfully re-entered the boat, you will remove a victim (one of your former crew) from the water and into the boat. You and the victim will wear full Water PPE including a helmet and a PFD. There will be no assistance by another rescuer or the victim. The skill will begin on my instruction to start. The time will stop when the victim is safely inside the boat. Do you understand these instructions? EXAMINERS NOTE: The trainee will not be allowed to review the skills criteria during the skills test. PREPARATION & EQUIPMENT Provide the trainee with an inflatable boat in a body of water where the victim is not within its depth, as well as a crew of three additional personnel. Boat flip and Victim Removal The trainee must score 9 out of 2 to pass with NO zeros allowed. Commanding the boat: 2 (All must apply) The trainee retains control of the boat and crew at all times, gives proper commands, and negotiates the course successfully and as prescribed. The trainee loses control of the boat and/or crew, but is able to regain it and negotiates the course as prescribed. The trainee is unable to negotiate the course as prescribed Flipping the boat: 2 (All must apply) The trainee promptly evacuates the crew while accounting for all paddles when given the signal to do so, and flipes the boat without assistance in one try. Victim Orientation: 8

2 (All must apply) The victim is positioned at the side of the boat in an upright orientation, either facing the boat or facing away. The victim is positioned at the bow or the stern of the boat or at any other location that is safe, but not practical for victim removal. The victim is positioned alongside the boat in a floating position face-up facedown, or otherwise incorrectly. Vertical Patient Movement: 2 (All must apply) The victim is dunked once or twice to gain momentum. Using leg muscles to lift, the trainee brings the victim out of the water, over the tube and into the boat in one smooth motion. The victim is dunked excessively (more than twice). The trainee doesn t use leg strength effectively. The victim is pulled by the wrists rather than the PFD, clothing or under the arms, or is extracted in a way that is safe but not ideal. The victim s face is submerged. The victim is not extricated from the water. Victim securely in boat: 2 (All must apply) The victim is safely extricated in one attempt. The victim is safely extricated in two attempts. The victim is not extricated after two attempts. 9

Water Rescue Course (Surface- and Swift- Levels I&II) Throw bags Skill Sheet OBJECTIVE (NFPA..6;..7; 2..4) The trainee shall deploy a water rescue rope to a waterbound victim, so that the deployed rope lands within reach of the victim, the rope does not slip through the rescuer s hands and the victim is moved to the rescuer s shore line. The trainee shall complete this skill according to the criteria below. The trainee must score 7 out of points with no zeros to pass. INSTRUCTIONS - procedures for achieving the objective You and the victim will wear full Water PPE including a helmet and a PFD. You will first deploy the rope directly from the bag, ensure the victim can reach the rope (Do not affect the rescue), then coil the rope and re-deploy it to the victim. You will direct the victim to place the rope over the appropriate shoulder. The rope should not slip out of your hands, nor should you be pulled into the water by the victim. The victim should not be pulled underwater by your efforts. Neither you nor the victim should be tied to or entangled in the rope. The skill will begin on my instruction to start. The time will stop when the victim is safely on the shore line. Do you understand these instructions? EXAMINERS NOTE: The trainee will not be allowed to review the skills criteria during the skills test. PREPARATION & EQUIPMENT Provide the trainee with a throw bag between 5 to 75 in length, a victim, a moving body of water where the victim is not within its depth, as well as all required PPE including a helmet and a PFD. A downstream safety should also be established. 2

Throw bags The trainee must score 7 out of to pass with NO zeros allowed. Bagged Rope Deployment: 2 (All must apply) The rope lands across/on the victim or within easy reach. The rope deploys properly from the bag and is free of tangles and knots. The rope lands within reach but requires the victim to swim for it or otherwise extensively maneuver to grasp the rope. The rope does not deploy properly from the bag and is knotted or tangled. The rope misses the victim completely or falls short of being within reach. Coiled Rope Deployment: 2 (All must apply) The rope lands across/on the victim or within easy reach. The rope deploys properly from the coil and is free of tangles and knots. The rope lands within reach but requires the victim to swim for it or otherwise extensively maneuver to grasp the rope. The rope does not deploy properly from the coil and is knotted or tangled. The rope misses the victim completely or falls short of being within reach. Instructions to Victim: 24

2 (All must apply) The victim is warned about the incoming rope. The victim is instructed to place the rope over the shoulder opposite from the rescuer s shore. The victim is instructed to hold on to the rope. Any of the above is/are omitted. The victim is not instructed at all or is instructed in such a way that it creates undue danger. Rope Handling: Time: 2 (All must apply) The trainee places the rope behind his/her back on the downstream side and does not allow the rope to slip through his/her hands. The trainee maintains control of the rope and secure footing at all times while the victim pendulums to shore. The Trainee does not place the rope behind his/her back and/or on the wrong side, but maintains control at all times while the victim pendulums to the shore. The trainee looses the rope or looses control in such a way that he/she is pulled into the water by the victim. 2 Victim is moved to the trainee s shore line in under 2 minutes with both rope deployments conducted within 4 seconds. Victim is moved to the trainee s shore line in under 3 minutes with both rope deployments conducted within 4 seconds. Victim is moved to the trainee s shore line in over 3 minutes or both rope deployments are not conducted within 4 seconds. 25

Water Rescue Course (Surface- and Swift- Levels I&II) Eddy Hopping Skill Sheet OBJECTIVE (NFPA 2.2.2) The trainee shall negotiate a designated swiftwater course while crossing from on side of the river to the other. The trainee shall complete the crossing according to the criteria below. The trainee must score 7 out of points with no zeros to pass. INSTRUCTIONS - procedures for achieving the objective You will enter the water at a designated point. You will then use various landmarks in the water to facilitate your crossing to the other side. These landmarks will be pointed out to you prior to entering the water. You are required to stop at every landmark and may not skip any of them on the way across. You are allowed to use any technique covered in this course to reach the landmarks (shallow water crossing, aggressive-, defensive swim). You must complete the crossing prior to passing the downstream safety. The skill will begin on my instruction to start. The time will stop when you have safely reached the opposite shore. Skills Criteria Eddy Hopping The trainee must score 7 out of to pass with NO zeros allowed. Water entry: 2 (All must apply) The trainee enters the water in a manner which is conducive to the conditions, is safe and efficient. The trainee enters the water in a manner which is not conducive to the conditions, is safe but otherwise inefficient. The trainee enters the water in a manner which is not conducive to the conditions, is unsafe (i.e. dive into shallow water) or otherwise inefficient. Movement in the water: 2 (All must apply) The trainee uses the most effective technique given the conditions. The trainee s body is properly positioned in regards to safety and efficiency. The trainee does not select the most effective technique given the conditions, but still manages to safely transfer across the current. The trainee selects an unsafe technique given the conditions. The trainee does not manage to safely transfer across the current or misses a landmark completely. 3

Water Rescue Course (Surface- and Swift- Levels I&II) Contact Rescue Skill Sheet OBJECTIVE (NFPA.2.2; 2.2.) The trainee shall perform an entry rescue in the swiftwater/flooding environment. The trainee shall complete the rescue according to the criteria below. The trainee must score 7 out of points with no zeros to pass. INSTRUCTIONS - procedures for achieving the objective You will remove a victim from the water by entering the water, swimming out to meet the victim and making physical contact with him/her. Once contact is made, you will maintain control of the victim and return him/her to shore. You and the victim will wear full Water PPE including a helmet and a PFD. There will be no assistance by another rescuer or the victim unless you identify the need for a throw line and request it. The skill will begin on my instruction to start. The time will stop when you and the victim are safely ashore. Do you understand these instructions? EXAMINERS NOTE: The trainee will not be allowed to review the skills criteria during the skills test. PREPARATION & EQUIPMENT Provide the trainee with a victim, a moving body of water where neither the victim nor the trainee are within its depth, as well as all required PPE including a helmet and a PFD. Skills Criteria Contact Rescue The trainee must score 7 out of to pass with NO zeros allowed. Trainee timing: 2 (All must apply) The trainee enters the water at a time and in a way that is safe and allows him/her to intercept the victim. Not too soon and not too late. The trainee makes contact with the victim only after a lengthy swim downstream to catch up, or after prolonged hovering against the current. The trainee enters the water in an unsafe way. The victim passes the downstream safety before the trainee can make contact. Victim management: 2 (All must apply) The trainee gains control of the victim in a safe manner, positioning the victim in front of him/her and assumes a defensive swimming position in preparation to receive a rope, or he/she controls the victim with one hand, while swimming to shore. The trainee gains control of the victim in a safe but less then desirable manner. The victim is submerged excessively when making contact. The trainee does not gain control of the victim in a safe manner or is unable to maintain control once established, resulting in a separation of the victim from the trainee. 36

Movement with the victim: 2 (All must apply) The trainee swims with the victim in a safe manner, maintaining control of the victim at all times. Trainee does not require or request a throw rope.
