Water Rescue Course (Surface- and Swift- Levels I&II) This is the evaluation tool used to validate the trainees proficiency in the skills required to complete the Water Rescue course (Level I&II). The National Fire Protection Association (NFPA) 6 Technical Rescuer Professional Qualifications 28 edition has specified Job Performance Requirements (JPR) required by individuals to comply with Chapter (Surface Water Rescue) and Chapter 2 (Swiftwater Rescue). In this course all JPR s in Chapters & 2 of NFPA 6 are assessed by one of three methods:. Written exam The written exam will be given to assess the trainee s cognitive knowledge of the material taught during the course. NFPA-6 JPR s-..;..2;..3;..4;..5;..8;..9;.2.4; 2..2; 2..3; 2. Skills Check-off The Skills Check-off is a list of practical skills that each rescuer must perform under evaluation during the course. Exit Skills Test The Exit Skills Test is a set of skills that must be performed at the end of the course. Each skill has criteria that must be met in order to pass the skill. Water Rescue Course (Surface- and Swift- Levels I&II) Written Test Instructions Once all learning objectives have been covered, a written test will be administered to the trainees. The test is a multiple choice exam and each question is directly linked to a learning objective within the curriculum. A minimum score of 7% must be achieved to complete the course. If the student fails the first attempt a second attempt may be given. If he/she fails the second attempt this would constitute a failure of the course. If the trainee fails the course a Course Attendance certificate may be given. This would identify the participation in the course but would not qualify the trainee to continue on to higher levels of training. Skills Check-off Instructions Students will be performing these skills throughout the week during class. Instructors will evaluate two major areas: Safety and Efficiency. If any action is considered unsafe it should be stopped immediately. Instructors will work with students, teaching them to use efficient techniques. As the student performs these skills throughout the week, instructors will assess their proficiency. Once the student performs each of the required skills to the satisfaction of the instructor (evaluating: Safety and Efficiency) the instructor will initial the Skills Check-off sheet indicating the student can competently perform the skill. The instructors will work with trainees until he/she can perform the Check-off skills to the satisfaction of the Lead Instructor. There is no maximum number of attempts. Once all skills are endorsed by an instructor, the student must sign the Skills Check-off Sheet confirming he/she feels comfortable and competent at performing the specified skills. 6
Exit Skills Test Instructions Once all learning objectives have been met, an exit skills test will be administered to the trainee. Each Exit Skill Sheet gives the objective for the skill, instructions for the trainee, examiner notes, and preparation instructions. Each skills test will also describe the criteria that will constitute a,, or 2. Note: Not all possible situations that would dictate a,, or 2 are listed. It would be impossible to encompass all possible variations. In general; A 2 will indicate you performed the skill correctly and efficiently. A will indicate that you performed the skill safely but not efficiently. A will indicate that you have incorrectly performed the skill or done something the evaluator considers to be unsafe. Stations will be set up the same for each test and each student. These are testing stations; no teaching will occur during testing. Each trainee will be allowed three attempts to pass each Exit Skills Test. A separate Skill sheet should be used for each attempt. All Exit Skill Sheets should be attached to the task book for documentation.. If a trainee fails on his/her first attempt, time will be made to remediate the trainee in preparation for a second attempt. 2. In the event of a second failure, a second remediation will be provided in preparation for a third attempt. 3. If the trainee fails on his/her third attempt it will constitute a failure of the course. If the trainee fails the course a Course Attendance certificate may be given. This would identify the participation in the course but would not qualify the trainee to continue on to higher levels of training. 7

The trainee shall swim a designated water course as outlined below: INSTRUCTIONS procedures for achieving the objective The trainee will complete a 5 meter freestyle swim that is untimed. The trainee must complete the skill without stopping in a resting position such as holding on to the side of the pool or standing on the bottom pool. Failure to complete this will result in a failure of the entire skill. The trainee next will tread water for minutes. Failure to complete this will result in a failure of the entire skill. The trainee as part of a team shall negotiate a designated water course in a boat during which the trainee shall apply procedures for flipping and righting the boat. Furthermore, the trainee shall demonstrate techniques appropriate for the water environment to extricate an incapacitated water bound victim from the water. The trainee shall complete the removal according to the criteria below. The trainee must score 9 out of 2 points with no zeros to pass. INSTRUCTIONS - procedures for achieving the objective You will negotiate a predetermined water course while coordinating the efforts of your crew. At my signal, your crew will evacuate the boat and you will flip it over. One of your crew will then right the boat in such a way that will allow you to re-enter the boat. Once you have successfully re-entered the boat, you will remove a victim (one of your former crew) from the water and into the boat. You and the victim will wear full Water PPE including a helmet and a PFD. There will be no assistance by another rescuer or the victim. The skill will begin on my instruction to start. Vertical Patient Movement: 2 (All must apply) The victim is dunked once or twice to gain momentum. Using leg muscles to lift, the trainee brings the victim out of the water, over the tube and into the boat in one smooth motion. The victim is dunked excessively (more than twice). Water Rescue Course (Surface- and Swift- Levels I&II) Throw bags Skill Sheet OBJECTIVE (NFPA..6;..7; 2..4) The trainee shall deploy a water rescue rope to a waterbound victim, so that the deployed rope lands within reach of the victim, the rope does not slip through the rescuer s hands and the victim is moved to the rescuer s shore line. The trainee shall complete this skill according to the criteria below. The trainee must score 7 out of points with no zeros to pass. INSTRUCTIONS - procedures for achieving the objective You and the victim will wear full Water PPE including a helmet and a PFD. You will first deploy the rope directly from the bag, ensure the victim can reach the rope (Do not affect the rescue), then coil the rope and re-deploy it to the victim. You will direct the victim to place the rope over the appropriate shoulder. The rope should not slip out of your hands, nor should you be pulled into the water by the victim. The victim should not be pulled underwater by your efforts. Neither you nor the victim should be tied to or entangled in the rope. The skill will begin on my instruction to start. The time will stop when the victim is safely on the shore line. Do you understand these instructions? INSTRUCTIONS - procedures for achieving the objective You will enter the water at a designated point. You will then use various landmarks in the water to facilitate your crossing to the other side. These landmarks will be pointed out to you prior to entering the water. You are required to stop at every landmark and may not skip any of them on the way across. You are allowed to use any technique covered in this course to reach the landmarks (shallow water crossing, aggressive-, defensive swim). Skills Criteria Contact Rescue The trainee must score 7 out of to pass with NO zeros allowed. Trainee timing: 2 (All must apply) The trainee enters the water at a time and in a way that is safe and allows him/her to intercept the victim. Not too soon and not too late. The trainee makes contact with the victim only after a lengthy swim downstream to catch up, or after prolonged hovering against the current. The trainee enters the water in an unsafe way. The victim passes the downstream safety before the trainee can make contact. Victim management: 2 (All must apply) The trainee gains control of the victim in a safe manner, positioning the victim in front of him/her and assumes a defensive swimming position in preparation to receive a rope, or he/she controls the victim with one hand, while swimming to shore. The trainee gains control of the victim in a safe but less then desirable manner. The victim is submerged excessively when making contact. The trainee does not gain control of the victim in a safe manner or is unable to maintain control once established, resulting in a separation of the victim from the trainee. 36
