DEAR BIATHLON FRIENDS, On behalf of the Estonian Biathlon Federation and Otepää Organizing Committee I welcome and invite you to participate in IBU Youth and Junior World Championships 2018, which is going to take place in Otepää Tehvandi Sport Center from 26 February to 04 March 2018. Otepää is the winter capital of Estonia and well-known winter sports center among Estonians and foreign visitors. Tehvandi Sports Center has hosted many different international sports events throughout the years. The center has also become a good training and competition place for different sports as well as for biathlon. We are pleased to say that many young biathletes during world championships will experience the first ever international competitions in their athletics career. We really hope that in the future your athletic career will be successful and we will hear from you again thanks to your achievements and great sports results. We promise that organizers will surely do their best to organize competitions on a very high standard. Dear athletes, organizers and volunteers! I am happy to welcome you to the 2018 IBU Youth/Junior World Championships in Otepäa, Estonia. This is a venue, which has already seen many famous names and big victories. The 2015 IBU Open European Championships were held here, and in 2016 the venue hosted the IBU Summer Biathlon World Championships. These events brought together many talented athletes. Olympic and World Champions, Crystal Globe winners and World Cup medalists have competed at Tehvandi Stadium. Last year's juniors, who tested their strength in Estonia not so long ago, now represent their teams on the World Cup and IBU Cup circuits. The Organizing Committee of Otepää has done a great job to conduct biathlon competitions on the highest level. While preparing for the 2018 IBU YJWCH, the organizers will use their experience from past events: the 2016 IBU SBWCH and final IBU Cup of the last season, that were successfully conducted at this great venue, with excellent tracks and shooting range. Dear participants, I hope that you will feel welcome here and that everything is ready for you to show your talents on the tracks. Estonia, the edge of blue lakes and dense forests, is known for its hospitality. Every year, biathlon becomes more and more popular in this country. The competitions, which are held in Otepää, as well as the unconditional progress of the Estonian national team and its leaders, such as Grete Gaim, Rene Zahkna, Kadri Lehtla, Regina Oja, Meril Beilmann, have increased the fans interest to this sport. Today, biathlon is one of the most popular winter sports in the world. Every year, attention grows and many biathletes are well known worldwide.. Biathlon is a very demanding sport; it requires complete dedication and commitment. Beauty, drama, an intensity of emotions, accurate shots, incredible speed, and amazing landscapes as the background of the competitions... millions of fans love this. The organizers works hard to provide the best conditions for all biathlon competitors: from juniors to venerable sports legends. We try to do everything to make the sport of biathlon accessible and interesting. Thus, we promote a healthy lifestyle, motivate more people around the world, especially youngsters, to do sports and to lead a healthy. I hope that after the Olympic Games, inspired by the successes of your idols and more experienced teammates, you will step onto the Estonian tracks with a special spirit and sports passion. Do not forget sports are synonymous with peace; respect each other, appreciate your rival's talents, and respect the fairplay in our sport. I wish everyone an excellent mood, strength, and health. No other permits are required. 2. The license will be sent to your federation. A License and Official Invitation to the customs authorities must be presented upon entry to Estonia with firearms. In case these documents cannot be presented, no permission will be given to enter the country. Please Attention! Persons who arrive on the flight from outside the European Union (including residents of the European Union) with Firearms must arrive and leave at Tallinn Airport in order to ensure entry and departure to and from Estonia. 2.1. Carnet A.T.A. Procedure This procedure is another possibility for member states to import weapons and ammunitions into the Republic of Estonia in addition to the procedure listed under point 2.
