Administrative History In 1895, William C. Morgan, YMCA physical director in Holyoke, Massachusetts, invented the game that eventually became Volleyball. The United States Volley Ball Association (USVBA) was established at the 1928 annual meeting of the Joint Volley Ball Rules Committee. The Association s operation remained entirely voluntary for the first 45 years, with the work primarily done by YMCA lay and professional personnel. In 1973, reflecting major changes in the world of amateur sports, the board elected its Executive director as a paid professional. The USVBA is the National Governing Body (NGB) for the sport of volleyball in the United States and is recognized by the Federation International de Volleyball (FIVB) and the United States Olympic Committee (USOC). The 39 "Regional Volleyball Associations" (RVAs) of USA Volleyball are incorporated as legal entities and are each a "subsidiary" member organization of the National Governing Body (NGB) or USAV. The RVAs serve as the grassroots function for the USAV and individually and collectively serve as a catalyst for USAV functions.
