The Final Competition Schedule (including Training Schedule) will be distributed after the Official Entry Deadline (30 days before the Official Arrival day). The latest Schedule updates will be provided at the Technical Meeting. 3. Rules and Regulations The ISSF World Cup will be conducted according to the ISSF Rules and Regulations Edition 2013 (Third Print, 01/2015) Effective 1 January 2013. Detailed information is available on the ISSF website www.issf-sports.org. ISSF Juries (Jury of Appeal, Competition Jury, Classification Jury, and Equipment Control Jury) will be designated by the ISSF to supervise the ISSF World Cup. Qualified Range Officers / Referees holding applicable ISSF licenses will conduct the competitions. 1

Rifle / Pistol Equipment Equipment Control will be conducted according to ISSF Rules using approved, calibrated instruments. Pre-competition testing is not mandatory, however, athletes are responsible for competing with legal equipment and clothing. All athletes are urged to submit any doubtful equipment and clothing to Equipment Control for checking before the competition. All athletes are subject to being selected for random post-competition testing according to ISSF Rule 6.7.9 and will be disqualified if their equipment or clothing is not legal according to ISSF Rules. Rifle Clothing All rifle athletes must have ISSF seals with serial numbers on their jackets and trousers. Any rifle jackets or trousers that do not have ISSF seals must be submitted to Equipment Control for inspection and the affixing of a seal before the athlete s first competition. Jackets and trousers that were previously inspected and have an ISSF seal continue to be valid except that athletes with more than one jacket or trousers must report to Equipment Control before their first competition to confirm which jacket and which trousers they will use. All other seal numbers for that athlete will be cancelled. Athletes that wish to replace a registered jacket or trousers with a new clothing item must bring that item to Equipment Control for inspection and a new seal. Previous seals will then be cancelled. Rifle athletes can have only one active jacket and trousers at any time. Rifle Clothing Post-Competition Testing If one panel of a rifle jacket or trousers tests 2.9 or lower, the stiffness device must be recalibrated and the panel must be retested. If it fails again, but all other panels pass, the athlete will not be disqualified, but a written warning must be given to the athlete and the ISSF seal must be cut off. The athlete can continue using this clothing for that day in that event. If two or more panels fail, the athlete must be disqualified. Air or CO2 Cylinders Please refer to ISSF Rule 6.2.4.2. that states: "It is the athlete s responsibility that any air or CO2 cylinder is still within its validity date. This may be checked by Equipment Control. Shotgun Equipment Control will be conducted according to ISSF Rules using approved, calibrated instruments. Pre-competition testing is not mandatory, however, athletes are responsible for competing with legal equipment and clothing. All athletes are urged to submit any doubtful equipment and clothing to Equipment Control or the Shotgun Jury for checking before the competition. All athletes are subject to being selected for random testing during the competition according to ISSF Rule 9.4.1.1. "Athletes found to be in violation of the rules for guns or skeet marker tapes must be disqualified. Cartridge Controls During Qualification, athletes whose cartridges are to be tested are selected by a computer draw. 18% of the athletes participating in an event will be selected for cartridge testing. Two (2) plus four (4) cartridges will be selected from each athlete and placed in separate labeled envelopes. The two (2) cartridges must be tested, first. If they pass, the other cartridges will not be tested. If one (1) cartridge weighs 25.0 g or more, the athlete must be DSQ. If both cartridges weigh 24.6-24.9 g, the athlete must also be DSQ. If one (1) of the two (2) cartridges weights 24.6-24.9 g, then the second envelope (with four) must be tested. If one (1) of those cartridges weighs 24.6 or more, then the athlete must be DSQ. During Finals, all six (6) finalists must be tested using the same procedure. The Finalists must bring, as early as possible, but not later than 30 minutes before the scheduled start of the Finals (Reporting Time), all the cartridges that will be used during the Finals and place them in separate Cartridge Control Boxes on the Finals field of play. The Equipment Control Jury will take the necessary samples 2

from the boxes. The boxes must be left under the supervision of a Shotgun Jury Member. Once ammunition is placed in the box, only the Equipment Control Jury or the Finalist can remove ammunition from the box. If additional cartridges are brought to a Finalist during Finals, samples from those cartridges must also be selected for testing. All cartridge controls must be completed before the start of the Presentation of the Finalists. Any disqualified (DSQ) athlete will not be allowed to participate in the Finals. 4. Participation ISSF Member Federations may enter a maximum of three (3) athletes per World Cup event. Because of the limited range capacity, and the expected very high numbers of entries, the additional up to two (2) athletes to shoot out-of-competition are NOT permitted! The maximum number of starts per event is the number of athlete entries that can be accepted for each ISSF World Cup event. Range capacity is determined by the available shooting time and the number of available firing points / ranges. If the maximum number of starts is reached during the Final Entry process, a waiting list for that event(s) will be established. If cancellations are subsequently received, entries from the waiting list will be entered on a first come, first served basis. ISSF Headquarters and the Organizing Committee will cooperate to determine if additional entries from the waiting list can be accommodated. Important The set numbers listed below are the definite maximum, especially for the Shotgun events. There are no possibilities to accept more starts! Athletes without ISSF ID number will not be allowed to participate. ISSF ID numbers can be obtained from the ISSF Headquarters by using the official application form. Results obtained during this ISSF World Cup will NOT be recognized as MQS for 2016 Olympic Games Rio de Janeiro (BRA). Athlete biographies will be distributed and photos will be taken. 3

5. Entry Process Please complete the attached Registration Forms (Annex 1 12) and return them by the established deadlines. Preliminary and Final Entries for Athletes and Officials must be returned to the ISSF Headquarters. All other Registration Forms must be returned to the Organizing Committee (see also: Summary of Deadlines ). Preliminary Entries (ISSF Rule 3.7.3.1) ISSF Member Federations entering the ISSF World Cup must submit the Preliminary Entries not later than 13 JAN 2016. Please use the ISSF Online Registration Service http://entry.issf-sports.info, or exceptionally complete the Preliminary Entry Form (Annex 1) and return it by email or fax to the ISSF Headquarters. Final Entries (ISSF Rule 3.7.3.2) ISSF Member Federations must forward their Final Entries directly to the ISSF HQ. The Official Entry Deadline (30 days before the Official Arrival day) is 14 MAR 2016. Please use the ISSF Online Registration Service http://entry.issf-sports.info, or exceptionally complete the Final Entry Forms (Annex 3) and return them by email or fax to the ISSF Headquarters. Late Entries (ISSF Rule 3.7.3.4) If maximum number of athlete entries have not been reached, late Entries will only be accepted until the Final Entry Deadline (3 days before the Official Arrival day) which is 9 APR 2016. Any additional entries received after the Final Entry Deadline, from 10 APR 2016 onwards, may not participate (ISSF Rule 3.7.3.5) Entry Changes after the Final Entry Deadline From 10 APR 2016 onwards, only the following changes in the Final Entries are permitted: a) Replacement of a registered athlete by another already registered athlete in another event (ISSF Rule 3.7.3.6) can be made only before 12:00h on the day before the Pre-Event Training for that event. Entry Confirmation upon arrival All Team Leaders of ISSF Member Federation Delegations must report to the OC Entries Official and confirm their Final Entries. The confirmation must be completed before 12:00h on the day before the Pre-Event Training. Cancellation (ISSF Rule 3.7.4.3) Any ISSF Member Federation reduces the number of entered athletes and / or officials after the Official Entry Deadline (14 MAR 2016) is obligated to pay all applicable fees and costs including entry fees according to the number of starts on the Final Entry Forms originally received. If the applicable fees and costs are not paid no member of that federation may participate. Entry Fee (ISSF Rule 3.7.3.4.3 and 3.7.4) The entry fees include all charges for registration, local transportation between shooting range and official hotels and doping control. The Entry Fees DO NOT include the cost of the Pre-Event and Unofficial Trainings for Shotgun. 4

Accreditation Process All persons involved in the ISSF World Cup (Athletes, Team Officials, ISSF Officials, OC Officials, Media Persons) must have accreditations that clearly identify the accreditation holder (with photograph, family name and first name, nation and function) in order to use the local transportation and to enter controlled areas on the shooting range. Accreditations (for persons registered before the Final Entry Deadline and with photograph in the ISSF database) will be prepared by the ISSF Headquarters and Organizing Committee. All other accreditations will be prepared by the Accreditation Office of the ISSF World Cup. Accreditations and BIB Numbers will be distributed by the Organizing Committee after payment of the entry fees. 5

6. Shooting Range The ISSF World Cup will take place at the Olympic Shooting Center (OSC) in Rio de Janeiro. Address: Av. Brasil 26.196 Gericinó Zip Code: 21615-339 Rio de Janeiro Brazil Rifle/Pistol The shooting range is equipped as follows: Range 50m range 25m range 10m hall Finals hall Description 60 firing points, electronic targets, SIUS AG 40 firing points (8 groups); electronic targets, SIUS AG 60 firing points, electronic targets, SIUS AG 15 firing points, electronic targets, SIUS AG The firing direction of the 50m and 25m range is south. (Note: Brazil is located in the Southern Hemisphere.) Shotgun The shooting range has 3 combined ranges for Trap/Double Trap/Skeet. The shooting range is equipped with acoustic release system. All ranges are equipped with electronic scoreboards. The firing direction of the shooting range is south. (Note: Brazil is located in the Southern Hemisphere) The targets used for the ISSF World Cup are Laporte, standard orange for the Qualification and flash orange for the Finals. IMPORTANT The shooting range will NOT be open for training before 14 APR 2016. 7. Immigration and Customs Requirements Entry Visas The participating federations, which require entry visa into Brazil, are kindly requested to obtain it before departure from their country. If needed, please fill in the enclosed Visa Support Form (Annex 7) and send it to the Organizing Committee in time but not later than 1 FEB 2016. Upon request, the Organizing Committee will send Official Invitation Letter to apply for their entry visa at the Brazilian Embassy or Consulate in their respective countries, or where required in case of countries having no diplomatic relations with Brazil. The has no influence on the embassy and can provide the invitation regarding the ISSF World Cup only! Gun License All participating federations must declare all of firearms and ammunitions brought to Brazil for the ISSF World Cup in advance. They are kindly requested to complete the Firearm and Ammunition Form (Annex 8) and must return it together with passport copies of each athlete as early as possible, but not 6

later than 1 FEB 2016. A fee of USD 20.00 will be charged for each gun that will be checked in Brazil, including air guns. In order to optimize the customs procedures and to obtain the GT - Guia de Tráfego (Transit Permit), the Organizing Committee strongly recommends that all participating ISSF Member Federations have to obey the following steps: 1) Send to the Organizing Committee wcrio@rio2016.com the Athletes Long List Form (Annex 10) as soon as possible, but not later than 1 FEB 2016. This list must include all the athletes that could participate at the ISSF World Cup Rio de Janeiro. There is no limited number of athletes to include in the Long List. 2) After 1 FEB 2016, but not later than 14 MAR 2016, all participants must input the information about firearms, ammunition and travel s data for the athletes confirmed to participate on the ISSF World Cup in the Rio 2016 Arrival & Departures System (ADS) System https://omsportal.rio2016.com/. The access to Rio 2016 ADS will be provided only for the personnel that have access to the ISSF Online Registration Service http://entry.issf-sports.info after receive the login and password by Rio2016 email. This information will be able to provide the Transit Permit and the customs procedures. Note: As the ISSF World Cup Rio de Janeiro is a Test Event for the Olympic Games, these procedures is in accordance with the Brazilian Laws for the Games put in practice also for the ISSF World Cup. Ammunition will be able to buy during the ISSF World Cup according rules described on paragraph 10 of this General Information. Custom Clearance All delegation are requested to arrange the GIG Airport (Rio de Janeiro Tom Jobim International Airport Galeão) for arrival and departure. International airlines mainly can be reached to GIG Airport directly. If there is any country that the first stop in Brazil will be GRU Airport (Sao Paulo), the Custom Process will be not automatic and can take much more time than in GIG. For those countries we request to have a connecting flight with minimum 5 hours from GRU to GIG, because our government requests that the custom formalities for all luggage and firearms must be made at the first international airport of Brazil Territory upon arrival and at the last one upon departure. The Organizing Committee is not responsible for losses of flights and baggage connections at GRU before arriving in GIG. Countries with connecting flight in GRU must fly to GIG in a domestic flight. It will also bring consequences about limit of quantity and luggage weight. Arrivals to Brazil by other airports than GIG or GRU will not be accepted. Arrivals to Brazil by Bus or Car will not be accepted also. 8. Accommodation Official Hotels There are no triple occupancy rooms. The rate includes all taxes and breakfast. A variety of restaurants are located nearby each of the official hotels. All hotel reservations must be made through (email: wcbra2016@cbte.org.br). Please use the Hotel Reservation Form and Rooming List Form attached to this General Information packet. 7

Preliminary Hotel Reservation Annex 2, no later than 13 JAN 2016. Final Hotel Reservation Annex 5, no later than 1 FEB 2016. Final Rooming List Annex 6, no later than 1 MAR 2016. Room cancellations after 1 MAR 2016 will be charged one (1) night s room rate for each room. Each hotel room change after 1 APR 2016 will be charged USD 20.00 per room changed. No exceptions. In April Rio de Janeiro will be hosting eight Sports Test Events for the Olympic Games. All hotels will be full. We asked the participants to reserve their places in advance. Delegations and individuals are responsible for paying their own meals, telephone, and miscellaneous charges. A cash deposit or credit card will be required by the hotel for a room telephone and incidentals. If no credit card or cash deposit is presented, all room services will not be available. If members of a delegation choose to stay in a non-official hotel or not making reservation through, they will not have daily transportation to shooting range. Travel and Transportation Travel Arrival All arrival and departure must be from GIG International Airport Galeão, Rio de Janeiro. The Organizing Committee will provide transportation from the airport to the shooting range to leave the guns and then to the official hotels. The official transportation begins on 13 APR 2016 (at 01:00 AM) and ends on 25 APR 2016 (at 20:00 PM). 8

If travel information is provided to the Organizing Committee, a representative will be at the GIG Airport (Arrival Exit) to greet your delegation. If your delegation does choose to come to the shooting range with private vehicle, a parking control and permit will be provide. Airport pick up Transportation to the Official Hotels (and back for departure) The GIG airport is located 20 km from the Olympic Shooting Center. The Olympic Shooting Center is located 45 km from the official hotels. Upon arrival all delegations must take the transportation to the shooting range, leave the guns and go to the official hotels. No guns inside the hotels are permitted. Local Transportation Shuttle Service Local transportation will be provided between the shooting range and the official hotels only. A schedule will be published in each hotel lobby with exact times of departures to the range and back. Please check the designated area in the lobby daily for this information. On days of heavy traffic it will take 90 minutes from the hotels to the shooting range. On days with moderate traffic it will take 60 minutes 10. Competition Related Procedures at the Shooting Range Technical Meeting There will be two Technical Meetings. The Technical Meeting for Shotgun will take place on 14 APR 2016, at 15:00h, at the Rifle/Pistol Finals Hall. The Technical Meeting for Rifle/Pistol will take place on 15 APR 2016, at 15:00h at the Rifle/Pistol Finals Hall. Each participating ISSF Member Federation should have at least one representative present at the Technical Meetings to receive updated information regarding Final Competition Schedule (including Training Schedule), draw procedures and other important issues related to the ISSF World Cup. Storage of Firearms and Ammunition Gun storage will be provided conveniently at the shooting range (next to the main entrance). Firearms and ammunition will not be transported to and from the hotels. A storage space will be provided for equipment bags and ammunition at the shooting ranges. Rifle and Pistol Ammunition available at the Shooting Range Ammunition from the following manufacturers will be available for sale: -.22: o Eley (Tenex, Tenex Pistol, Mach OSP, Match Pistol) o RWS (R50, Super Pistol 250) - Pellets: o RWS (R10 Match Plus 0,53g Rifle, R10 Match 0,53g Rifle, R10 Match Plus 0,45g Pistol, R10 Match 0,45g Pistol). Shotgun Ammunition available at the Shooting Range The Organizing Committee has established a contract with the CBC Company that will make Shotgun ammunition in shot sizes 7½ and 9 available for purchase at the shooting range during both the ISSF World Cup and the Olympic Games. Ammunition from the following manufacturers will be available for sale: - Fiochi - RC4 - Baschieri & Pellagri - CBC The prices are listed in the Ammunition Reservation Form (Annex 11). The ISSF Equipment Control Testing Panel will check samples of all ammunition sold through this program to ensure compliance with the 24.5 g maximum shot charge requirement. IMPORTANT All federations that do want to buy ammunition for the ISSF Word Cup must make a reservation by using the Ammunition Reservation Form (Annex 11) and send to the Organizing Committee not later than 10 FEB 2016. After that date we cannot guarantee ammunition for selling. After all reservations, the Organizing Committee will examine requests and confirm to each federation the full purchase requested. NOTE 1) Ammunition will be sold to federations only, NOT directly to athletes. 2) The amount that each federation can be should be the amount that will be used during the ISSF World Cup. All remaining ammunition must be left in Brazil. 3) Federations who bring their own ammunition to Brazil should leave the remaining ammunition after the ISSF World Cup in Brazil. Ammunition Importation If permitted by their airline carrier, delegations or athletes that bring Shotgun or other ammunition with them on their flights to Rio de Janeiro may bring any ammunition regardless of manufacturer. All participating federations must declare all of firearms and ammunitions brought to Brazil for the ISSF World Cup in advance. They are kindly requested to complete the Firearm and Ammunition Form (Annex 8) and must return it together with passport copies of each athlete as early as possible, but not later than 1 FEB 2016. All Teams or athletes must follow the same procedures as mentioned under Gun License above. Ammunition Shipments to Rio de Janeiro Federations may also ship Shotgun or other ammunition via airfreight or sea to Rio de Janeiro. There are no restrictions regarding ammunition manufacturers. Import Permits for Ammunition Import permits are required for ammunition brought into Brazil as hold baggage or as cargo through airfreight or sea shipments. For ammunition brought on team flights, registering this ammunition in the Firearm and Ammunition Form (Annex 8) and in Rio 2016 ADS System will secure the necessary Transit Permit. 10

Ammunition Importation as Cargo For ammunition shipped as cargo, the customs broker will apply for the import license. The (CBTE) can provide the support for importation for all ammunition manufacturers. Each federation must fill in the Shotgun Ammunition Importation Form (Annex 12) and send it to the Organizing Committee wcbra2016@cbte.org.br as early as possible, but not later than 13 JAN 2016. The federations must pay all costs. The costs will be calculated after CBTE receive the Shotgun Ammunition Importation Form. CBTE will obtain the necessary documents in Brazil for Customs Procedures. Doping Control Tests The Organizing Committee will conduct Doping Controls Tests according to the ISSF Anti-Doping Rules and the ISSF Test Distribution Plan under the supervision of the ISSF Technical Delegate. 11. Ceremonies Opening and Closing Ceremony The Opening Ceremony will take place on 15 APR 2016, at 16:00h, at the Rifle/Pistol Finals Hall. There will be no Closing Ceremony. Victory Ceremony The Victory Ceremonies will take place at the Rifle/Pistol Finals Hall and Shotgun Range A immediately after the end of each Finals (see also: Final Competition Schedule). During the ceremonies the athletes are required to present themselves in their official national uniform or national tracksuits (tops and bottoms). Flags and Anthems Federations must bring with them their national anthem (either in a CD format or on a USB drive) and flag (size requirement: 1m x 1.3m approximately). All federations will be required to confirm their national anthem is correct upon registration. 12. Weather Information The weather in Rio de Janeiro in April is normally hot. Temperatures can vary from 22ºC to 32ºC this time of the year. 13. Media Relations All Media representatives must register for the ISSF World Cup by using the Media Accreditation Form (Annex 9). To sell any repairs or equipment in Brazil the manufacturers must do so in accordance with Brazilian import laws. 15. Social and Cultural Activities The city of Rio de Janeiro is full of tourist attractions and there will be at the shooting range one tour desk for information and sale of tourist tours to all delegation members. 12
