NIVEA IODA EUROPEAN CHAMPIONSHIP 2010 2-10.07.2010 Kamień Pomorski POLAND ORGANISING AUTHORITY AND VENUE The NIVEA IODA European Championship will be held in Kamień Pomorski Bay, Poland from July 2 to July 10, 2010. The Championship is organised by the Kamień Pomorski Yacht Club in conjunction with the National Optimist Dinghy Association under the authority of the International Optimist Dinghy Association (IODA). 1. RULES PRELIMINARY NOTICE OF RACE (NOR) Issued January 7 2010 Amended April 6 2010 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2. The current Conditions of the IODA will apply. 1.3 No national authority prescriptions will apply. 1.4 Rule 61.1 Informing the Protestee is changed as follows: (a) (b) Add to rule 61.1(a) The protesting boat shall inform the Race Committee of the boat/s being protested at the finishing line immediately after finishing. Rule 61.1(a)(2) If the hull length of the protesting boat is less than 6 meters, she need not display a red flag is deleted. 1.5 English will be the official language for the Championship. If there is a conflict between languages the English text will take precedence. 2. ADVERTISING 2.1 As per ISAF Regulation 20.5.6 (a), no advertising may be displayed pursuant Regulation 20.3.1.2. 2.2 Boats may be required to display advertising chosen and supplied by the Organising Authority. 3. ELIGIBILITY 3.1 The Championship is open to competitors sailing on boats of the Optimist class that fulfill the eligibility requirements stated below. 3.2 Competitors shall enter through the national association member of IODA (hereinafter member ) they represent. 3.3 Each European member of IODA may enter up to 7 competitors with a maximum of 4 being of the same gender.

3.4 Each non-european member of IODA may enter up to 4 competitors with a maximum of 3 being of the same gender. 3.5 Each team shall be accompanied by a Team Leader and may be accompanied by two other adults. 3.6 Poland, as a host nation, may enter two teams. 3.7 Competitors who will compete in the IODA World Sailing Championship 2010 are not allowed to participate, except that the defending 2009 European (closed) champions (boy and girl) may participate, if eligible, in addition to those stated in NoR 3.3 above. 3.8 Each competitor entered by an IODA member shall have been born in 1995 or later. 3.9 Competitors shall be either national or bona fide residents of the country they represent, unless otherwise agreed by the IODA Executive Committee. A competitor who has represented one country at an IODA World or Continental Championship shall not represent another member country except in cases of alteration of residence, which cases shall be approved by the IODA Executive Committee. 3.10 Attention is drawn to ISAF Regulations referring to the ISAF World Youth Championship (change of nationality). 4. ENTRY 4.1 Entries shall be made by filling in the on-line registration form available at the event's website www.europti2010.pl and submitting it together with the required fees according to the following schedule: (a) The Preliminary Entry Form shall be returned to the Organising Committee not later than March 31, 2010. (b) The Second Entry Form shall be returned to the Organising Committee not later than May 31, 2010. (c) The Final Entry Form shall be returned to the Organising Committee as soon as the members of the delegation are defined but not later than June 30, 2010. 4.2 Required fees are described in NOR 5 (ENTRY FEES), 14 (SUPPORT BOATS) and 15 (CHARTER BOATS). 4.3 Competitors, team leaders, and any other adult (when they are members of the official delegation) shall complete an on-site registration at the Race Office. The on-site registration of each competitor will not be completed until the measurement form issued by the Measurement Sub-Committee has been returned to the Race Office (see NOR 8). 5. ENTRY FEES 5.1 Entry fee will be EUR 450 both per sailor and per adult (maximum three). 5.2 Accommodation and meals are included in the entry fee for the duration of the Championship which is from the Official Arrival day to the Official Departure day inclusive. 5.3 Fee payment:

(a) First deposit of 50% of the total entry fees shall be made by Bank Tranfer not later than March 31, 2010. (b) the balance of the entry fees shall be made by Bank Transfer not later than May 31, 2010. 5.4 A surcharge of 25% will be charged to all entries received after May 31, 2010. 5.5 In the event that an entry is cancelled by the competitor, the entry fee will be refunded as follows (except for any bank cost incurred due to the refund): Cancellation Date Entry Fee Refund On or before March 31, 2010 100% Between March 31 and May 31, 2010 80% After May 31, 2010 0% The same schedule applies for any payment made according to NOR 14 and 15. 5.6 Payment shall be made by Bank Tranfer to: Beneficiary: Jacht Klub Kamien Pomorski Bank: PEKAO S.A I o/kamień Pomorski International Bank Account Number (IBAN): PL03 1240 3868 1111 0010 1165 8879 Society for Worldwide Interbank Financial Telecommunications (SWIFT) Code: PKOPPLPW 5.7 Fees must be paid in EUR. 5.8 Fees must be free from bank commissions. Any bank fee will be charged to the competitors. 6. FORMAT OF THE CHAMPIONSHIP 6.1 The IODA European Championship shall comprise two equal events, one for boys and one for girls. Girls and boys will sail in separate fleets. 6.2 Each fleet shall be divided into four divisions (as far as possible with the same number of boats) each of which will sail at least once but no more than four times with each of the other divisions. 6.3 The allocation to divisions will be done by the Race Committee based on the list of registered competitors at 12:00 hrs on July 3, 2010. Sailors registering later will be added at the bottom of the sorted list in the order of registration. 6.4 No more than four races will be sailed on any day. 7. MEASUREMENT Sunday July 4 Races Monday July 5 Races Tuesday July 6 Races Wednesday July 7 Races Thursday July 8 Races Friday July 9 Races 18:00 Prize giving and Closing Ceremony Saturday July 10 Official Departure Day Accommodation provided until 12:00 hrs 8.1 Each boat shall produce a valid Registration Book and each sail shall be accompanied by the corresponding Sail Measurement Certificate (CR 2.5.6 and 6.1.4). 8.2 Competitors shall use only one hull, daggerboard, rudder (with tiller and tiller extension), mast, boom, sprit and sail. These parts of the equipment will be scrutineered and may be measured by the Measurement Sub-Committee according to the Measurement Regulations, and approved by this Sub-Committee to be complying with the Class Rules. 8.3 Substitution of damaged or lost equipment will not be allowed unless approved in writing by the Race Committee. Requests for substitution shall be made to the Race Committee at the first reasonable opportunity. 8.4 Substitution of damaged equipment may be permitted providing that the relevant form has been filled in at the Race Office, the damaged equipment has been checked by the Measurement Sub-Committee and the substituting equipment has been scrutineered by the Measurement Sub-Committee. 8.5 If the substitution was made on the water between races, both the damaged and the substituting pieces of equipment shall be presented to the Measurement Sub-Committee after the end of racing on the day in question. In this case, the substitution is subject to the approval of the Race Committee given retrospectively. 8.6 Only the boats chartered through the Organising Committee may carry national letters or sail numbers in contravention of the Class Rules. The national letters to be carried shall be those of the country entering the chartered boat, and the number shall consist of the number of digits equal to the most recently issued sail number in that country. All other boats shall be correctly registered in the country of the competitor and shall carry the correct sail numbers for the boat. 8.7 Hulls officially chartered through the Organising Committee shall be supplied with a Registration Book but are exempt from complying with Class Rule 2.4.3 (b) and (c) and hence from CR 2.4.1. 8.8 Sails measuring to the maximum limits during the measurement days may be inspected again on any day. 8.9 Sails to be used during the Championship shall have been measured before inspection at the Championship. If a sail is presented unmeasured (or without the Sail Measurement Certificate), it will be measured at the Championship at a cost of EUR 30, payable to IODA. Measurement of country letters and sail numbers is available for free. 8.10 GRP boats shall be equipped with epoxy foils. 9. SAILING INSTRUCTIONS

Sailing instructions will be available at registration and may be available on the event website. 10. THE COURSE The course will be a trapezoid outer-loop with the finishing line at the end of the second windward leg. 11. PENALTY SYSTEM 11.1 Appendix P will apply. 11.2 An international Jury will be constituted in accordance with RRS Appendix N. Decisions of the International Jury will be final as provided in RRS 70.5. 12. SCORING 12.1 For each fleet (boys and girls), the series will consist of up to 12 races for each division, three of which are required to be completed to constitute a series. 12.2 Each race of the two divisions will be scored as one race in which all competitors of those two divisions have entered. Allocation of points according to RRS A4.2 will consider that the number of competitors entered in the series is the maximum number of competitors after grouping the two largest divisions. Only races which have been completed for all 4 divisions will count. 12.3 Each boat s total score will be the sum of her scores for all races except that when 11 or more races have been completed, her two worst scores shall be excluded or, if only 6 or more but less than 11 races have been completed, her single worst score shall be excluded. 13. SAFETY Each competitor must wear a personal flotation device (PFD) in accordance with CR 4.2 (a) properly secured at all times while on the water except when temporarily adding or removing clothing. This changes RRS 40. 14. SUPPORT BOATS AND PERSONNEL 14.1 Team support boats shall be registered with the Organising Committee and comply with the following conditions: (a) (b) (c) (d) Each boat shall display a white flag with the three letter national code of the countries it supports, which will be supplied by the Organising Committee. No other flags shall be displayed by support boats. From July 2, boats shall be shared by coaches of at least two different countries as decided by the Organising Committee. No more than one person from each team shall be on the water at the same time. All support boats shall comply with the rules established by the Organising Committee. Fuel and other consumables will be paid by the teams using the boat.

(e) Each coach is requiered to carry a working VHF radio. 14.2 Team support boats to be used during the Regatta days (July 2 to July 9) are available from the Organising Committee at the Support boat charter fee of EUR 100 per boat per day (one boat per two teams, fee includes insurance). 14.3 Reservations of support boats shall be made by submitting the Support Boat Reservation Form and transferring a first payment of 50% of the total amount per team (200 EUR), both of which shall be received on or before March 31, 2010 (See NOR 5.6 above for payment instructions). The remaining 50% of the total amount (200 EUR) shall be transferred on or before May 31, 2010. Availability of support boats is not guaranteed for reservations and/or payments made after May 31, 2010. 14.4 A damage deposit of EUR 300 is required at the registration and will be refunded at the end of the Championship provided that the boat is in good condition. Should the Organising Committee decide to deduct a specified amount from the damage deposit, it may require that the deposit be restored to its original amount before the coaches are permitted to use the boat again. Any remaining deposit will be refunded at the end of the Championship. Damage deductions will be divided between the teams using the boat. 14.5 Late reservations and/or payments of support boats charter fees will incur a surcharge of 20%. 15. CHARTER BOATS 15.1 Charter boats are NOT mandatory. 15.2 Charter boats will be provided by: Sport-Sails Center, Dworcowa 48, 89-642 Rytel POLAND Tel. +48 523 982 322 Fax. +48 523 982 323 www.blueblue.pl Charter boats will be allocated on a random basis to individual competitors by the Organising Committeee under the supervision of the IODA Executive Committee. 15.3 Competitors shall not modify the boats or cause them to be modified in any way except that: (a) (b) (c) (d) (e) A compass may be tied or taped to the hull or spars; Wind indicators, including yarn or thread, may be tied or taped anywhere on the boat; Hulls, daggerboards and rudders may be cleaned, but only with water; Adhesive tape may be used anywhere above the water line; and All fittings or equipment designed to be adjusted may be adjusted, provided they comply with the Class Rules. 15.4 Competitors may use their own foils, spars, fittings and running rigging. 15.5 Charter boats will be equipped with blocks, airbag, racing spars, racing foils, mainsheet, padded toe straps, trolley and bowlines. (Specific manufacturers to be announced later)

Bailers, paddles and sails will NOT be provided. 15.6 The charter fee for the Regatta days (July 2 through July 9) will be 400 EUR per boat. Reservation of charter boats shall be made by submitting the Charter Boat Reservation Form and by transferring the first payment of EUR 200 per boat, both of which shall be received on or before March 31, 2010. The remaining EUR 200 per boat shall be received on or before May 31, 2010. (See NOR 5.6 above for payment instructions). 15.7 Late reservations and payments will include a surcharge of 25%. Charter boats availability will not be guaranteed for reservations and/or payments made after May 31, 2010. 15.8 In addition to the charter fee a damage deposit of 100 EUR will be required upon collection of the boat and will be refunded after the Championship if no damage has occurred. 16. PRIZES 16.1 Prizes will be awarded to: (a) (b) (c) (d) The three best-placed male competitors, regardless of their continent of residence; The three best-placed female competitors, regardless of their continent of residence; The three best-placed male competitors whose IODA member is European, the first of whom will become the European Champion 2010; The three best-placed female competitors whose IODA member is European, the first of whom will become the European Champion 2010; 16.2 More prizes may be awarded, in which case they will be announced later. 17. DISCLAIMER OF LIABILITY 19.1 Competitors participate in the regatta entirely at their own risk and responsibility. See rule 4, Decision to Race. The Organising Authority and any other party involved in the organisation of the Championship will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the Championship. 17.2 All competitors and support staff will be required to execute a liability waiver. 18. INSURANCE 18.1 Each competitor shall be insured with valid third-party liability insurance with a minimum cover of at least 1,000,000 EUR per event or the equivalent. Each participating boat shall provide the certificate of insurance at registration. 18.2 Competitors unable to contract the insurance in their country may contract it through the Organising Committee at EUR 45 per competitor. 19. MEDIA RIGHTS 19.1 By participating in the IODA European Championship competitors automatically grant to the Organising Committee, their sponsors and IODA the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of the athlete during the period of the competition without

compensation. 19.2 Boats may be required to carry cameras, sound equipment or positioning equipment as specified by the Organising Authority. 20. ACCOMMODATION, LOCAL TRANSPORTATION AND MEALS A.1 Competitors and team officials will be accommodated in: Centrum Rehabilitacji I Wypoczynku JANTAR Wolności 5-7 Street 72-420 Dziwnówek www.dziwnowek.com.pl A.2 Official accommodation will be available from 11:00 hrs on July 2 until 14:00 hrs on July 10, 2010. A.3 Competitors will be provided with full board. Breakfast and dinner will be served at the hotels. The first official meal will be dinner on July 2 and the last official meal will be breakfast on July 10, 2010. A.4 A damage deposit of EUR 100 per person may be required in cash by the hotel and will be refunded at the check-out if no damage has occurred. The damage deposit and other extra charges will be paid directly to the hotel. Special food can be provided if requested before May 31, 2010. Please send any special requests by filling in the relevant field in the Second Entry Form. B. EARLY ARRIVALS B.1 Teams wishing to arrive before the official arrival date should return the Early Arrival Accommodation Form on or before March 31, 2010 in order to book the accommodation. The daily fee will be approximately 40 EUR per person per day. B.2 Club facilities will be open from June 26, 2010. C. EARLY ARRIVAL SUPPORT BOATS C.1 It is possible to rent a support boat to be used before the Official Arrival day (from June 26 to July 1, 2010) at EUR 80 per boat per day including insurance but excluding a fuel. Reservation of such boats shall be made by filling in the relevant fields in the Support Boat Reservation Form and by transferring 50% of the total amount on or before March 31 in order to guarantee the rate. The remaining 50% shall be transferred before May 31. Allocation of early arrival support boats will be made on first come first served basis. C.2 A surcharge of 25% will be added to late reservations and/or payments of support boats for pre-regatta days. D. EARLY ARRIVAL CHARTER BOATS D.1 Charter boats will be also available before the Official Arrival Day, from June 26 to July 1, at the cost of 40 EUR per boat per day. Reservations of pre-regatta charter boats shall be made by filling in the relevant fields in the Charter Boat Reservation Form and by

transferring 50% of the pre-regatta charter fee, which shall be received on or before March 31, 2010. The remaining 50% shall be received on or before May 31, 2010. D.2 Late reservations and payments of pre-regatta charter boats will include a surcharge of 25%. E. TRANSPORTATION TO AND FROM THE AIRPORT E.1 Transportation to and from the International Airports of Berlin and Szczecin-Goleniów will be provided free of charge on the official arrival and departure days. Teams are requested to inform the Organising Committee when filling in the registration form if such a transportation is needed. E.2 On any other day the cost of airport transportation will be EUR 20 per person per way. E.3 Please indicate your transportation needs before May 31, 2010. F. ACCOMPANYING PERSONS Accompanying persons shall make reservations by themselves. Please contact the official travel manager Mr. Tomasz Ksiąźek at tomek@mokis.home.pl to arrange the accommodation and transportation. Special hotel rates will be available before and during the Championship. G. SOCIAL EVENTS To enhance the friendship between the participants and to make their stay in Poland some social events may take place. More details will be announced in due course. H. MISCELLANEOUS H.1 Each team is kindly requested to bring its own National Flag (100cm x 150cm) and the National Anthem recorded on CD. H.2 There are no medical precautions that need to be taken when entering Poland. I. members of delegations will be charged 5 EUR per day. L. REPAIRS Repairs will be available at the nautical venue. M.
