GENERAL TECHNICAL RULES 1.TIME AND DURATION The 50th International Children s Games will take place from July 11 to 16, 2016 in New Taipei City, Chinese Taipei. As stated in Clause 2 of the ICG Statutes, the Games aim to enable, develop and advance the meeting, understanding and friendship of students from different countries around the world and promote the Olympic ideal. 3.ATHLETES 3.1 All athletes must be 12 through 15 years old to participate in the Games. Only athlete aged 12, 13, 14, 15 on December 31 in the year of the games may compete. 3.2 Athletes are allocated one sport ONLY and must be supervised by the city coaches and head delegate. 3.3 Athletes must be a resident within the area of the participating City. 2.PROGRAM The program of the 50th International Children s Games includes the following disciplines: 2.1 Individual sports: Athletics (Track & Field), Swimming, Table Tennis, Taekwondo, Tennis 2.2 Team sports: Basketball, Handball, Football (Soccer), Volleyball 4.IDENTITY CARD, CONTROL AND SANCTIONS 4.1 All participants of the Games (including athletes, coaches and city representatives) will be issued identification cards by the organizers. The ID card will include the participant s photo, first and last name, City, Country and the name of the sport in which they are participating. 01

4.2 The head of delegation is required to provide accurate data for the ID card through the registration process. It is also advised that the head delegate bring copies of the team s legal documents in case of any complaint. 4.3 In the case of fraud, the City will be required to pay all penalty expenses and fines imposed by the Executive Committee of ICG. 4.4 The Referee of appointed disciplines as well as the Head of Competition must inspect the athlete s ID card before commencing the competition. 5.TECHNICAL MEETINGS 5.1 A joint technical meeting for all disciplines will take place at athletes village (Fu Jen Catholic University) on July 12, 2016 at 8:00~8:30am. The heads of competition, members of the ICG technical commission, sports coordinators and coaches will participate in this meeting. 5.2 Following the joint meeting there will be a technical meeting for all individual disciplines at athletes village (Paul Cardinal Shan Medical Bld of Fu Jen Catholic University) on July 12, 2016 at 8:40~9:30am. 5.3 At the end of competition there will be a final technical meeting involving the heads of competition and members of the ICG Technical Committee. From this a final report will be compiled by the host city and ICG Technical Committee. The report will contain: The organization of the competition Analysis of the facilities Fair play report Praise and thanks to organizers Problems occurred during the competition Suggestions and feedback for the next games 6.AUTHORITY AND JURISDICTION 6.1 Sports protest procedure A head of delegation may file a sport protest. Challenges made to sports officials, referees, umpires and judges in matters of competition will be judged by them. To launch an appeal, the protest must be initiated in writing (English or Chinese) by the city s head of delegation. The protest must provide details necessary for the committee s review. The protest should be submitted to the head referee of the given sport or any member of the protest committee. All protests require a 100 USD protest fee to be paid to the ICG before a protest will be heard. Only one protest can be filed per sport incident by a city s head of delegation. All sport protests will be heard and either denied or investigated by the ICG Protest Committee. All decisions by the protest committee are final and binding. 6.2 Protest Committee TBA, representative of the host city New Taipei, Chinese Taipei Igor Topole, Vice president of the ICG TBA, Member of the ICG TC TBA, Head referee of the sport TBA, Referee of the sport (invited members) 7.DRAWS 7.1 Draws for starting order and matches shall be conducted by the Chairperson and the Referee of each discipline, and posted by the administrative personnel. 7.2 Draws for all disciplines had been held on May 25, 2016 at the Sports Office of New Taipei City Government. 02

INDIVIDUAL SPORTS ATHLETICS Track & Field Date Of Competition July 13 to 15, 2016. Competition Rules Each city may register a maximum number of 8 girls and 8 boys and a minimum of 2 girls and 2 boys. Maximum 2 athletes from each team are allowed to participate in one event. Each athlete may compete in three events including the 4 x 100m Relay. Girls running 800m and boys running 1500m are not allowed to compete in any other discipline the same day of their middle distance competition. Athletics events: 100m, 400m, 800m (girls only), 1500m (boys only), long jump, high jump, shot put, 4x100m relay. Number of coaches: One for each boys team, one for each girls team. Personal best performance from each athlete will be required during registration for seeding purposes. Competition numbers will be given to Team Managers/Coaches, who will be responsible for issuing bib numbers to all athletes in their team. The competition numbers must be worn firmly attached to the front and the back of the uniform with no less than four (4) pins so that the entire number and logo can be easily seen. No part of the number can be folded. Hip numbers will be provided by an official at the start of events requiring them. If an athlete fails to scratch from an event after confirmation, she/he may not be permitted to compete in any other event in the Games including relays (See IAAF Rule 142.4) The competition will take place according to IAAF Rules and ICG Rules. Uniforms: Athletes must wear the uniform of their city. 03

Call Room There will be a call room in operation. All athletes must report to the call room on time with their competition numbers attached to their uniform. In the call room athletes will be expected to demonstrate that their competition uniform, singlet and numbers, shoes and other equipment comply with the competition rules. Please do not take unnecessary items into the call room like mobile phones, ipods etc. as they will be confiscated. Athletes will proceed to the start of their event from the call room ACCOMPANIED BY A CALL ROOM JUDGE OR FIELD EVENT OFFICIAL. Athletes who proceed to the event not accompanied by a judge or official may not be allowed to start. The closing Call Entry Times at the call room are: (prior to scheduled event starting times) Jumping and throwing events: 40 min. Running events: 30 min. The composition of a team and the order of running for a relay shall be officially declared 90 min prior to relay scheduled event starting times. This time allows for marshaling and movements to the competition site. The remainder of the time may be used to complete the warm up at the competition site where the competition site is not in use (under supervision of the officials). If an athlete is already, or is likely to be, competing in another event at the designated call time, the athlete or his/her team official must notify the Call Room of this circumstance prior to the designated call time. Athletes who fail to be at the call room on time will be suspended!!! Warm up: Athletes may warm up in the designated area. Starting Blocks: must be used by all athletes in the 100m, 400m and relay. These will be supplied by the venue. No private blocks will be permitted. False start: Each athlete responsible for a false start will be disqualified (IAAF 162.7) Shoes: The sole and heel of the shoe may be constructed so that they can accommodate up to 11 spikes. Any number of spikes between 0 and 11 may be used, but the number of spike positions cannot exceed 11. The protecting portion of the spike should not be longer than 9 mm. Exception is high Jump, where the length of more than 12 mm is not allowed. The spike point must be so designed, that at least half of the length measured from the tip of the spike, fits into a square mold with straight sides of 4 mm. 04

ATHLETICS Track & Field Qualification 100m: Qualification: 24 runners will advance to the semi-final. Advancement procedures will be set upon receipt of final entries. Semi-final: 3 heats, the first two places from each heat, and the two fastest runners will progress to the A final, and the second eight fastest runners will progress to the B final. MEDALS WILL BE GIVEN ONLY IN THE A FINAL. 400m: Qualification: 24 runners will advance to the semi-final. Advancement procedures will be set upon receipt of final entries. Semi-final: 3 heats, the first two places from each heat, and the two fastest runners will progress to the A final, and the second eight fastest runners will progress to the B final. MEDALS WILL BE GIVEN ONLY IN THE A FINAL. 800m (girls only): Qualification: 8 fastest girls will advance to the A final. The next 8 fastest runners will progress to the B final. Girls participating in the 800m run are not entitled to participate in another event on the same day. MEDALS WILL BE GIVEN ONLY IN THE A FINAL. 1500m (boys only): Qualification: 12 fastest boys will advance to the A final. The next 12 fastest runners will progress to the B final. Boys participating in the 1500m run are not entitled to participate in another event on the same day. MEDALS WILL BE GIVEN ONLY IN THE A FINAL. Long Jump: Qualification standard: Girls 5.00m, Boys 5.80m Qualification: each athlete has three attempts. All competitors who reach or exceed the qualification standard will progress to the final. If less than 12 athletes reach the qualification standard, the 12 best performances of qualification groups will progress to the final. Final: the best 8 athletes after three attempts will have three further attempts. High Jump: Qualification standard: Girls 1.55 m, Boys 1.65 m Qualification: All the competitors who will clear the above-mentioned qualifying standard reach the final. If less than 12 competitors jump the standard, the next best athletes in order will progress the final (until number of 12 competitors is reached). The heights for the qualifications: Girls: 1.30, 1.35, 1.40, 1.45, 1.50, 1.55 Boys: 1.45, 1.50, 1.55, 1.60, 1.65 The heights for the final: Girls: 1.40, 1.45, 1.50, 1.55, +3 cm Boys: 1.55, 1.60, 1.65, 1.70, 1.75, +3cm Shot Put: The shot weights are: Boys: 5KG Girls: 3KG Shots will be provided by the organizers. For athletes wishing to use their own shot, the implement must be lodged with the Technical Manager at the equipment room by 9:00am on the day of competition in which your event is to be held. The implements will be impounded until after the competition 05

when athletes may collect them from the equipment room. Any competitor may use all implements in the pool. Qualification standard: Girls 9.00m, Boys 12.00m Qualification: each athlete has three attempts. All competitors who reach or exceed the qualification standard will progress to the final. If less than 12 athletes reach the qualification standard, the 12 best performances of qualification groups will progress to the final. Final: the best 8 athletes after three attempts will have three further attempts. 4x100m RELAY: Qualification: 24 teams will advance to the semi-final. Advancement procedures will be set upon receipt of final entries. Semi-final: 3 heats, the first two places from each heat, and the two fastest runners will progress to the A final, and the second eight fastest runners will progress to the B final. MEDALS WILL BE GIVEN ONLY IN THE A FINAL. Technical Information Centre (TIC) The TIC will be located at the venue. Results of all events will be posted on the wall inthis area. Any item confiscated in the Call Room can be reclaimed from the TIC as long as your accreditation card is shown. Enquiries/protests should, in the first instance, be lodged with the TIC. Disputes Any disputes will be resolved in compliance with IAAF rules and the clauses included in the ICG Sports Rules. Any disputes will be heard by the Protest Committee. Protests must be lodged initially with the Referee at the event as per IAAF rules. Appeals to the Jury are to be made in writing, signed by a responsible official on behalf of the athlete and submitted within 30 minutes after the official announcement of the decision made by the referee and lodged with a deposit of USD 100, not returned if the protest is unsuccessful. Disciplinary Rules The ICG Code of Conduct must be adhered to at all times. Athletes and coaches will be excluded from the Games for indecent behavior, offence made through words and/ or actions, violent behavior, and abusive language. All delegations have to comply with any instruction given by the venue staff. Coaches are responsible for the well-being and behavior of their athletes at all times. 06

ATHLETICS Track & Field Presentation of Medals The following Medals will be awarded: Gold For indivi duals and relay teams ranking first place in the competition. Silver For individuals and relay teams ranking second place in the competition. Bronze For individuals and relay teams ranking third place in the competition. Medals will only be awarded to the first three athletes/teams in the A Finals. Medal presentations will be made at designated times as per schedule. Athletes must wear their competition uniform or team tracksuit for the ceremony. Team coaches are requested to assist in ensuring athletes are readily available and correctly dressed. Pre competition training Practice is 10:00am ~ 13:00pm on July 12, 2016. Medical First aid will be available on site. At this first aid station, a doctor, a nurse, a physical therapist and an ambulance will be present and available for all participants. Serious cases will be referred to Taipei Hospital. Technical Meeting Following the joint meeting there will be a technical meeting for all individual disciplines at athletes village (room MD202, Paul Cardinal Shan Medical Bld of Fu Jen Catholic Universit) on July 12, 2016 at 8:40 ~ 9:30am.. 07

Competition Rules The meet will take place according to FINA and ICG rules. Swimsuits are required for all competitors. Swimwear must comply with FINA regulations. 3-point entry must be used to get into the swimming pool during warm up. No diving or jumping is allowed unless in designated lanes opened up by the officials or meet director. Athletes will be provided with full pool access for warm up at least 30 minutes prior to the first race commencing (open hours: 08:00~08:30 and 13:00~13:30) A and B Finals will take place in all 50m and 100m events. Medals will only be awarded to the first three athletes/teams in A Finals. Withdrawals Withdrawals from heats should be notified by 4:00pm on the day before heats are scheduled to take place. Withdrawals from finals should be notified within 30 minutes of finalist lists having been published or announced. Disputes Any disputes will be resolved in compliance with FINA rules and the clauses included in the ICG Sports Rules. Any disputes will be heard by the Protest Committee. Competition Rules The competition will take place according to ITTF Rules and ICG Rules. All matches shall be best 3 out of 5 games with 11 points of each game. Matches will be played with official ball (Nittaku 40mm balls). All the players must be in the venue 50 minutes before the designated fixture. Preliminary rounds (Group Stage League System) - Each athlete will play all other athlete in his/her group once. - Boy s tournament: 20 athletes will be divided into 5 groups. - Girl's tournament: 14 athletes will be divided into 4 groups. - Two points will be awarded for a win, one point for a loss and zero point for a withdrawal. - The athlete ranking first place in each group will advance to quarter finals. Competition Information There will be two competition areas equipped with an electronic score board system and one warm-up area. A city enters a maximum of five boys and five girls, and a minimum of one boy and one girl. Only one athlete per team may compete in a particular weight category. One coach per city allowed. For boys the following weight categories apply: Under 45, 48, 51, 55, 59, 63, 68, 73, 78, 78+ (kg) For girls the following weight categories apply: Under 42, 44, 46, 49, 52, 55, 59, 63, 68, 68+ (kg) If the time and venue space permit, friendlies will be arranged after official games. Competition Rules The competition will take place according to WTF Rules and ICG Rules. Single elimination competition. The duration of the contest shall be three rounds of two minutes each, with a one-minute rest period between rounds. In case of tie score after the completion of the 3rd round, a 4th round of two minutes will be conducted as the golden point round, after a one-minute rest period following the 3rd round. The trunk protector, head protector, and sensing socks will be provided for competitors by the technical officials. The contestants are required to bring their own protectors such as groin guard, forearm guards, shin guards, foot guards and a mouthpiece for personal use. Latest Dae-do Electronic Scoring System will be used. Equipment used and clothing worn by athletes and other relevant participants in competition must comply with the rules and regulations of WTF. Wearing any item on the head other than the head protector shall not be permitted. In the case of previously approved religious item, it shall be worn beneath the head protector and inside the dobok, but shall not cause harm or obstruct the opposing contestant. 17

Weigh-in shall be completed on the previous day (14:00~16:00) of the relevant contest, according to the competition schedule. Weighin shall be made once. Knockout competition format will apply. All the coaches must stay outside the court and are not allowed to interfere with the games. The size of the court for singles matches: 23.77 x 8.23 meters. The size of the court for doubles matches: 23.77 x 10.97 meters. Matches will be played with official balls (YONEX-TB TR3 TOUR). Athletes are given five minutes prior to the competition. Up to the Bronze Medal Match and final, all matches are played as one Pro-set with a tiebreak at 8 games all, 7 Point Tie-break (difference of 2). Each doubles match, NO-AD SCORING shall be used throughout the match. Whenever a game goes to deuce, the winner of the next point wins the game; the receiving player decides from which side of the court he/she desires to return the serve. The Bronze and Gold Medal Match will be the best of 3 sets first 2 set tiebreak sets (at 6 all play to 7 points difference of 2). Final set ONE MATCH TIE-BREAK (10 points difference of 2) shall be played to decide the match. On the 1st and 2nd day of the tournament, there must be an assistant referee outside the court in order to detect and solve any issue between the two players. It is the responsibility of both players to keep the score of their match. In the Semifinals and finals, there must be a chair umpire for every match. Preliminary rounds (Group Stage League System) - Each team will play all other teams in their group once. - Boy s tournament: 8 teams will be divided into 2 groups. - Girl's tournament: 8 teams will be divided into 2 groups. - Three points will be awarded for a win, and one point for a draw. - The team ranking first and second place in eachgroup will advance to semi-finals. - In the case of the teams in the same pool have the same number of points, the final standings will be decided by the following order: 1.Head to head between the teams concerned. 2.Goal difference - the greater - resulting from the group matches ONLY between the teams concerned. 3.Greater number of goals scored in all group matches ONLY between the teams concerned. 4.Lowest number of goals against all group matches ONLY between the teams Concerned. 5.If still undecided, the winner will be decided by a coin flip by the head referee. Athletes are prohibited to wear neither any footwear with metal studs nor glasses/ sunglasses during a game unless sports/ plastic/protective glasses Competition Rules Each game consists of two halves of 20 minutes each. Half-time break is 5 minutes. Warm up duration: 10 minutes. The pitch size will be 50-55m by 40-45m. No offside rule will be operated. Game will be played with a size 5 official ball (CONTI-SC5MSD-YBK) Goal length 4.8-6m and height 1.9-2m. Competition within the group is led by 1 referee Quarter-finals, semi-finals and Finals will be led by 2 referees A system of rolling substitutions will apply. A timekeeper is required, controlling the duration of the games, using a horn/hooter as no injury time is allowed except in the Finals, which is at the discretion of the referee(s). The area between pitches should be kept clear for teams and officials only, with spectators viewing only from the opposite side. Throw-ins are allowed. Slide tackles are not allowed (punishable with a yellow card) but sliding to score, or to stop the ball going out of play or to stop a goal, is allowed 25

Time penalties must be controlled by an official/referee at the side of the pitch The normal football back-pass rule applies. Goals cannot be scored directly from a kick-off. In the event of a game going to penalties, any 5 from the squad take the first 5 before moving to the rest of the squad if required. The choice of the first 5 takers is from the whole squad. A team which does not show up for their first game will be disqualified from the tournament but allowed to play the scheduled fixtures as friendlies at the discretion of the Tournament Director and the opposing teams. Preliminary rounds (Group Stage League System) - Each team will play all other teams in their group once. - Boy s tournament: 10 teams will be divided into 2 groups. - Girl's tournament: 4 teams. - Three points will be awarded for a win, and one point for a draw. - The team ranking first place in each group will advance to semi-finals. - In the case of the teams in the same pool have the same number of points, the final standings will be decided by the following order: 1.Head to head between the teams concerned. 2.Goal difference - the greater - resulting from the group matches ONLY between the teams concerned. 3.Greater number of goals scored in all group matches ONLY between the teams concerned. 4.Lowest number of goals against all group matches ONLY between the teams Concerned. 5.If still undecided, the winner will be decided by a coin flip by the head referee. Final rounds (Knock-out Stage): - The semi-finals will be between the 4 group winners. - The girl team will advance to semi-final. - The final will be between the 2 semi-finals winners. - In the event of a draw at the semi-final and final in the end of regulation play, there will be two extra periods of 5 minutes. If the game is still tied, there will be penalty kicks to decide the winner. All the players must be in the venue 50 minutes before the designated fixture. 26

FOOTBALL Soccer Disciplinary Rules The ICG Code of Conduct must be adhered to at all times. Athletes and coaches will be excluded from the Games for indecent behaviour, offence made through words and/or actions, violent behaviour, and abusive language. All delegations have to comply with any instruction made by the venue staff. Coaches are responsible for the well-being and behavior of their athletes at all times. Players who receive a yellow card will be sent to the bench for two minutes. The 2 minutes commence after play restarts. Typical yellow card offences include: Unsporting behaviour, dissent by words or actions. Players sent off (red card) for any reason will be suspended for the teams next game. Typical red card offences include: Serious foul play, violent conduct, abusive language. If a team is permanently reduced to 4 players due to sending offs, the game will end and the match will be awarded 2-0 to their opponents, unless the score, as it stands at that point, is more advantageous to their opponents. 27

SOCCER Presentation of Medals The following Medals will be awarded: GOLD For team ranking first in the competition. SILVER For team ranking second in the competition. BRONZE For team ranking third in the competition. Medalists should be present at the ceremony and must wear their team uniform. Pre-competition Training Practice will be scheduled for all cities on July 12 at 10:00am ~ 13:00pm. The schedule will be posted on the website by June 30. Medical First aid will be available on site. At this first aid station, a doctor, a nurse, a physical therapist and an ambulance will be present and available for all participants. Serious cases will be referred to Taipei Hospital. Competition Information There will be separate tournaments for girls and boys team volleyball. Each team may consist of between 6 and 8 players. During the match there are six athletes per team on the field. One coach per boys team and one coach per girls team. Maximum number of teams: 16 per gender Competition Rules The competition will take place according to FIVB Rules and ICG Rules. Matches will be played with the official ball (Mikasa MVA 200). All team members wear the uniform of that city. Boys play with a net-height of 232cm and girls play with a net-height of 224cm. The game is won by the team that wins 2/3 sets. A set is won by scoring 25 points; there should be a difference of 2 points in the score. A decisive third set is played to 15 points; the set is won by two points difference. Teams change courts when one team has scored 8 or13points, respectively.
