Hendersonville Parks Department Official Baseball Rules Revised 7/22/11 All baseball leagues will follow Official Baseball Rules published by Sporting News (OBR), and the official rules of Cal Ripken Baseball for applicable divisions. If a rule is not covered by the Hendersonville Parks Department Official Baseball Rules (HPDOBR), refer to Cal Ripken Rules. If not covered by Cal Ripken, refer to OBR. There is no connection between these rules and the rules of Civitan Baseball. Rules for the Spring 15u League (HBA), the Summer Rec Baseball League (SRL) and the Fall Baseball Leagues (FBL) are contained in the HPDOBR. Note specific references for the HBA, SRL and FBL. If there is no reference, then the rule applies to both leagues. If a division is referenced, the rule only applies to that division. If a generic division is referenced (such as 6u), then the rule applies to all related divisions (such as SRL-6u and FBL-6u). 1-01 Field Dimensions Division Bases Pitching Division Bases Pitching 5u 55-6u 55-8u 60-10u 60 46 10u OPEN 60 46 12u 70 50 15u + 90 60 6 1-02 Uniforms No uniform item may be altered except for (1) cap may have a name or number placed on the back or side of the cap and (2) jersey may have a player s name added to the back. The only acceptable name is the player s first or last name (no nicknames). Either of these alterations is at the expense of the player. Make sure all of your parents are aware of these guidelines! 1-03 Coach Uniform Coaches are not required to be in uniform. 1-04 Equipment Helmets with face guards and chin straps are required to be worn by batters, runners, and on-deck batters (and player-pitchers in any coach pitch division and younger). Facemasks are not required in the 14u (and older) division. Catchers must be equipped as defined by Cal Ripken rules. Catchers in 5u division are not required to wear protective gear, but are required to wear a catcher s helmet & mask or a batting helmet. Player-pitchers in all 5u, 6u and 8u divisions are required to wear league-provided chest protection at all times. A catcher s chest protector is an acceptable substitute. No player is permitted to play the position without the protection.

1-05 Bats {SRL} Maximum barrel diameter in any division is 2 ¼ (there are no minus drop restrictions). All 2 ¾ and 2 ⅝ barrel bats are illegal. {FBL} [6u & 8u] 2 ¼ barrel OK, no MAX OZ drop. NO big barrel (2 ⅝ or 2 ¾ ) bats. [10u & 12u REC] 2 ¼ barrel OK, no MAX OZ drop. NO Big barrel. [10u & 12u] 2 ¼ barrel OK, no MAX OZ drop. Big barrel 2 ⅝ - 2 ¾ OK. [14u and older] MAX 2 ⅝ barrel, no MAX OZ drop. 1-06 Batting Tee The league provides batting tees for applicable leagues. No other batting tee may be used in games. 1-07 Casts No player may participate with any exposed cast of any kind without a letter of approval from a doctor on file with the league. The league will provide a confirmation letter for the coach to present to umpires. 2-01 Infield Fly Rule The infield fly rule is not in effect in any 5u, 6u or 8u division. The infield fly rule is in effect in SRL-10u, even when playing under coach pitch rules. 3-01 Home Team The home team will be designated on the schedule. The home team is to take the 3 rd base dugout. The dugouts are not picked by first team to arrive. 3-02 Baseballs The league provides all game balls to all teams, and these are the only approved game balls. The home team is responsible for all game balls. If a team does not have a sufficient supply of acceptable baseballs to start the game, the other team has the option of being the home team. 3-03 Injuries During a Live Ball The umpire has the right to immediately stop play in the case of an injury to a player. Runners will be placed according to the judgment of the umpire. 3-04 Chattering A No Chattering rule will be in effect for all leagues. Players in the field may not chatter towards the batter or any other opposing player (Ex, Swing, Batter, Swing). Cheers may be done from the dugout, by the team batting, as long as the cheers are positive and are not negative against the opposing team.

3-05 Calling Time (all 8u and younger divisions) OBR 5.02 {SRL-5u SRL-6u FBL-6u} After a batted ball, the umpire will stop play and call time as follows: When any defensive player has control of the ball in the infield (fair or foul, within 10 of any normal infield position or closer) AND the current lead runner has already stopped a legitimate advance towards the next base. Time is to be called immediately and the lead runner returned to the prior base touched. When any defensive player has control of the ball in the infield (fair or foul, within 10 of any normal infield position or closer) AND the current lead runner reaches the next base he is advancing towards, including home plate. Time is called immediately upon the lead runner touching the next base once the ball is in control in the infield. Time is called immediately and all trail runners are advanced or returned to their closest base. Time will not be called if the defensive player throws or loses possession of the ball. Time is called in this manner in all circumstances, including when the last batter is hitting. {SRL-8u FBL-8u} After a batted ball, the umpire will stop play and call time as follows: When any defensive player has control of the ball in the infield (fair or foul, within 10 of any normal infield position or closer), and all runners have stopped a legitimate advance towards the next base. When time is called, all runners will have stopped a legitimate advance, and are then advanced or returned to their closest base obtained. Time will not be called if the defensive player is in the process of making a play on any runner. 3-06 Courtesy Runners In all 10u and older divisions, the current (defined as most recent completed inning) pitcher and catcher may have a courtesy runner (CR) at any time after they have reached base. The CR may be any player. If the CR turn at bat comes up while he is one base, his turn at bat will be an out and the CR remains on base. The catcher must be replaced with a CR as soon as 2 outs are recorded. The next inning pitcher or catcher is not eligible for a CR (unless in the top of the 1 st inning). Penalty for using CR for ineligible player replace the original runner on base. Penalty for failure to CR for catcher with 2 outs replace catcher with CR immediately. All play stands if the opposing coach does not catch a CR violation before runners have advanced or scored. Courtesy runners may NOT be used in the 5u, 6u, & 8u divisions.

4-01 Scorekeeper and Lineups The home team will provide the official scorekeeper (can not be a coach on the field of play). If the home team can not provide an official scorekeeper, the other team has the option of being the home team. Coaches must have lineup prepared for official scorekeeper prior to the game, including players last name, and uniform number. Players arriving after the game begins can only be added to the end of the lineup. Players arriving less than 15 minutes prior to scheduled game time do not have to be played (this is solely at the option of the coach). 4-02 Playing Time and Defensive Restrictions Batting Defensive Playing Defensive Infield Playing Lineup Players Time Rules Restrictions Time Rule SRL-5u All All N/A Yes Yes SRL-6u All All N/A Yes Yes SRL-8u All 10 Y Yes Yes SRL-11u All 9 Y Yes N SRL-12u All 9 Y N N FBL-6u All All N/A Yes Yes FBL-8u All 10 Y Yes Yes FBL-10u All 9 Y N N FBL-12u 9 or 10 or all 9 Y N N 15u+ 9 or 10 or all 9 Y N N (A) Batting Lineup When All is specified, all players on each team will be in the batting lineup. The batting order can not be changed during the game. When 9 or 10 or all is specified, each team may hit a 9 player lineup, or 10 w/ EH (USSSA 8.03-J), or they may hit all players present. The teams don t have to do the same thing (for example, in a FBL-12u game, one team can hit 9 with 3 subs, and the other team can hit all players). Teams can t change (from 9 to 10, from all to 10, etc) during a game (once the lineup card is turned in). (B) Defense Players This column specifies the number of players used on defense. (C) Playing Time Rules When Y is specified, the division uses free substitution any 9 (or 10) players on the team are eligible to play defense at any time. Every player must play defense at least every other inning. For example, a player who does not play defense in the 1 st inning must play defense in the 2 nd inning. In this way, some players might play defense all the time, and all players will play defense at least half of the game. Players removed from the field during an inning, including the pitcher, (for any reason, including injury or to warm up in the bullpen) must return to defense in the next inning or be completely removed for the remainder of the game (defense and offense). If a player can t play his minimum defensive requirement, he is also out of the game on offense. In any 12u and older divisions, every player must have at least 1 complete plate appearance every game. On every Parks team, every player must start and play a full game on offense in at least 25% of all scheduled games.

(D) Defensive Restrictions When N is specified, there are no defensive restrictions of any kind. Otherwise, note below: {SRL-5u SRL-6u SRL-8u SRL-10u FBL-6u FBL-8u} Teams must field a 6-man infield, including a defensive pitcher, catcher, and 4 infielders. Infielders may not be positioned more than 5 feet inside the baseline, and may not move closer until the ball is hit. Outfielders must remain in outfield until ball is hit. Outfield is defined as a minimum of 20 feet behind an infielder or at least 20 feet behind the baseline (whichever is further from home plate). The grass on a field is irrelevant with respect to the outfield position. {SRL-5u} The defensive pitcher must be positioned in line with home plate and pitching rubber, and no closer than 30 feet from home plate until the ball is hit. {SRL-6u SRL-8u FBL-6u FBL-8u} Defensive pitcher must remain no closer to home plate than the coach-pitcher, and no further from home plate than the 46 foot pitching rubber, and also within 6 feet of an imaginary line connecting home plate and second base. He must remain in this position until the ball is hit. If (SRL6u) the batter is hitting from the tee, refer to SRL-5u. {SRL-11u} When coach-pitch rules are in effect, defensive pitcher must remain no closer to home plate than the pitching rubber, and within 6 feet of the pitching rubber until ball is hit. Violations for any defensive restriction is a delayed dead ball. Let all play finish. The offensive team then has the option of taking the play (all parts of the play, including any outs recorded or runs scored), or the offensive team may elect to put the batter-runner at 1 st base and move all runners up 1 base, regardless of if they are forced or not. (E) Infield Playing Time Rule Every player must play an infield position at least 1 complete inning each game (start and finish an inning). There are 5 infield positions for the definition of this rule: player-pitcher, 3b, 2b, 1b or shortstop (does not include catcher). This playing requirement must be completely satisfied in the first 3 innings of the game. A player may only be released from this requirement with a written release from the league, after a personal request from the player s parent. 4-03 Playing Short-Handed and Borrowing Players OBR 4.17 Teams must start with at least 8 players in every division (6 in any 5u and 6u). Teams may borrow a maximum of 3 players, from the next younger division or from another team in their own division, including the team they are playing. Teams may not borrow players from an older league. Teams may only borrow enough players to bring their team to 9 players. Teams may not borrow players after a game begins unless to sub for another borrowed player. All borrowed players must bat at the bottom of the order and play outfield, beginning in RF, then CF and LF if more than 1 player has been borrowed. Teams may NOT borrow players that are not registered in the Fall Baseball League, regardless of age. When using borrowed player(s) from another team in the same division, the borrowed players must always play OF (can never play IF and do not adhere to applicable infield playing time

rules). When borrowing a player from a younger division, any IF playing time is optional the borrowed player may play IF and adhere to infield playing time rule or may play exclusive OF.. 4-04 Finishing a Game Short-Handed REPLACE In all 5u and 6u divisions, teams can finish a game with as few as 6 players. A team may never play with less than 6 players. Players who leave a game due to injury or any other reason may return to the lineup. Players who miss a turn at bat due to injury or any other reason will not be called out. If a runner must leave the game there is no penalty (and no courtesy runner). These players can return to the lineup, in their original position in the batting order. In all 8u and older divisions, teams can finish a game with as few as 8 players. Players who miss a turn at bat for any reason (including ejection) will be called out. Players who leave a game for any reason (except ejection) may return to the batting lineup as long as they are meeting their defensive playing requirements (HPDOBR 4-02-C). If a team is down to 8 players, and a player leaves the game for any reason, the game is forfeited at that point. (A) {SRL-8u SRL-10u SRL-12u FBL-8u FBL-10u} Exception - if a batter can not finish a current at-bat or a runner must be removed from a base for any reason, and since no legal sub exists (since all players hit), the opposing coach may select a temporary sub (temp) from the bench (not including the current or on-deck batter, or any player(s) currently in the bullpen) to finish the inning, but the original player may not return to the game and the temp resumes his prior place in the lineup. If a temp is on base and is due to come to the on-deck circle, the opposing coach must select another temp at that time. (B) {FBL-12u FBL-15u } Exception - if a batter can not finish a current at-bat or a runner must be removed from a base due for any reason, and if no legal sub exists (or if the team is hitting all players), the opposing coach may select a temporary sub (temp) from the bench (not including the current or on-deck batter, or any player(s) currently in the bullpen) to finish the inning, but the original player may not return to the game and the temp resumes his own status in the game. If a temp is on base and is due to come to the on-deck circle, the opposing coach must select another temp at that time. The exceptions granted in (A) and (B) above are not intended to provide a loophole for a batter who is injured and can t run the bases. A runner should not be allowed the exception if there has been no subsequent action to disable him since his plate appearance. For example a batter has sprained an ankle in the prior inning and has not yet failed to satisfy his defensive requirement. He bats and walks. There has been no subsequent action to injure the batter, he was already injured when he entered the batters box. He should not now be permitted to leave the game as a runner without penalty. In this example, he must leave the game and an out is recorded. He could still return later if he can meet his defensive requirements.

4-05 Regulation Game Div Innings Time Limit Max Runs / Inning Run Rule 5u 4 1:00 n/a n/a 6u 4 1:15 n/a n/a 8u 6 1:20 5 6 after 5, 11 after 4, 15 after 3 10u 6 1:40 5 6 after 5, 11 after 4, 15 after 3 12u 6 1:40 5 6 after 5, 11 after 4, 15 after 3 14u+ 7 1:45 5 6 after 6, 11 after 5, 15 after 4 {SRL-5u SRL-6u FBL-6u} There are no outs or runs recorded. An inning is not ended with 3 outs. However, when a batter or runner is out, the player is removed from the base. Each team sends half of their team to the plate in each turn at bat. For example, if a team has 12 players present, hitters 1-6 will bat in the 1 st, 3 rd and 5 th innings, hitters 7-12 will bat in the 2 nd, 4 th and 6 th innings. The half inning will end after all players have batted in the half inning, regardless of runs scored or outs recorded. If a team has an odd number of players present, the coach may elect to split them as he wishes. For example, with 11 players present, hitters 1-6 or 1-5 may hit in the 1 st, 3 rd and 5 th innings. There are no exceptions to this rule (Ex. If at team only has 6 players, the coach might want to bat every player, every inning) If a game is called due to rain or other act of God prior to reaching regulation game status, it will not be resumed from point of delay, it will be replayed. This is now 3.5 or 4 innings for a 6 inning game, and 4.5 or 5 innings for a 7 inning game. For our purposes it will be considered 2 full innings played for a 4 inning (5u or 6u) game. 4-06 5 Max Runs Per Inning (8u and older divisions) In all 8u and older divisions, each team hits until they make 3 outs or score 5 runs (teams can score a maximum of 5 runs in an inning). An inning that was inadvertently allowed to continue after 5 runs scored can be corrected by simply adjusting the runs scored to 5 (batters are never allowed to hit again ). 4-07 Tie Games (all 8u and older divisions only) Once time has expired, and an inning ends with the game tied, the game is in tie-breaker status. A game in tie-breaker status will continue to play in tie-breaker status until the game has been won. A game can not enter tie-breaker status until time has expired (regardless of how many innings are played). In tie-breaker status, the next batter due to hit comes to the plate as normal. The prior batter in the lineup is placed on 2 nd base and the inning starts with 2 outs. If a team is playing with one or more batting order positions as an automatic out, and one of those positions is due to bat in a tie-breaker status inning, the automatic out is still recorded and the inning would therefore be over. If the automatic out was supposed to lead off the inning, the next batter would hit and there would simply be no runner placed on 2 nd base. If the automatic out was supposed to be placed on 2 nd base, the next batter would hit and there would not be a runner placed on 2 nd base. Follow these guidelines, even if the team has consecutive automatic outs (the next legal batter can hit, with no runner on 2 nd base).

4-08 Team Can t Catch Up (all 8u and older divisions only) A game may not be called early due to a team s lack of ability to catch up because of the 5 run rule (except for a league run rule). However, at the point of 15 minutes after the expiration of time, if the losing team can not catch up due to the 5 run rule, the game is called immediately at that point. A losing coach can always make his own decision to not continue a game if his team has been mathematically eliminated. 4-09 Defensive Coaches on the Field (5u, 6u, 8u) In all 5u and 6u divisions, three defensive coaches are allowed, and may be positioned anywhere on the field. A coach may be no closer to the batter than the player-pitcher. One coach may be positioned in foul territory behind home plate with the catcher. In the 8u divisions, two defensive coaches are allowed. They must always remain at least 20 feet behind the baselines. In all divisions, the defensive coaches can never make contact with the ball. Penalty for any violation is an immediate dead ball situation, with batter and runners awarded at least 1 base each, at the umpire s discretion. Any other obstruction or interference by coaches not covered by these rules can be handled at the umpire s discretion with a warning and or the removal of the coach for the duration of the game. 4-10 Offensive Coaches and Coach-Pitcher {SRL-5u} Three offensive coaches are permitted (one hitting coach and base coaches at 1 st and 3 rd base). The hitting coach is the batting tee coach, and the hitting coach must be positioned in foul ground behind home plate. {SRL-6u FBL-6u} Four offensive coaches are permitted, although no more than three are allowed at one time (one hitting coach and base coaches at 1 st and 3 rd base). The two hitting coaches are the coach-pitcher and the batting tee coach, and only 1 hitting coach may be used at any one time. The coach-pitcher must leave the field during tee ball, and the batting tee coach must be positioned in foul ground behind home plate during coach pitch (the coach-pitcher and batting tee coach is usually the same coach). The coach-pitcher must pitch in a direct line from home plate to the pitching rubber, and from any distance between 15 and 46 feet from home plate (determined by the pivot foot upon release of the ball). Penalty dead ball and a strike on the batter. {SRL-8u FBL-8u} Three offensive coaches are allowed, one coach-pitcher and base coaches at 1 st and 3 rd base. The coach-pitcher must pitch in a direct line from home plate to the pitching rubber, and from any distance between 35 and 46 feet from home plate (determined by the pivot foot upon release of the ball). Penalty dead ball and a strike on the batter. In all 6u and 8u divisions, a batted ball that makes contact with a coach-pitcher will always result in an immediate dead ball situation. Penalty - if the umpire judges that the coach-pitcher did not make an effort to avoid contact with the ball, the batter is ruled out. Otherwise, the pitch is replayed.

Further, the coach-pitcher may not make contact with or obstruct any defensive player or play (intentional or unintentional). The coach-pitcher is to move to foul territory or out or the way of any play, (immediately after the ball is hit), and remain out of play until time is called. Penalty immediate dead ball and out called at discretion of umpire. Any interference by the coachpitcher with a defensive player making any type of play must result in an out. Once the coach-pitcher has the ball and has entered the pitching area and the batter is in the batter s box, the coach-pitcher may no longer verbally coach the batter or any current runners. The coach-pitcher may not give any verbal instruction to the batter after the pitch is thrown, until the ball is hit. Penalty the ball is dead and the pitch is considered a strike on the batter. If last pitch or already 2 strikes on the batter, the batter is out. No runners may advance. The coach-pitcher may coach a runner arriving at home plate (with respect to slide or stand up). 4-11 Defensive Catcher {6u, 8u, SRL-11u} The defensive catcher may take a position anywhere behind the batter. The defensive coach-pitch catcher may not attempt to distract the batter or the coach-pitcher. 6-01 Batter Slinging the Bat Batter may be called out for slinging the bat (does not have to be intentional, does not have to hit an opposing player). A warning is not necessary. The call is offensive interference, the ball is dead immediately and no runners advance. 6-02 Bunting Bunting is prohibited in any 5u, 6u or 8u division. Penalty ball is dead, ruled a foul ball, and batter continues. If a last pitch, the batter is out (or goes to the tee in 5u). {SRL-11u} When playing in coach-pitch mode, bunting is legal. 6-03 Hitting (8u and younger) {SRL-5u} The batter hits off the tee until a fair ball is hit. The batter must be positioned in a legal hitting position within the batter s box, and the tee may be placed anywhere (as long as it rests on home plate). There are no strikeouts or walks. A batted ball must travel at least 5 feet from home plate to be a considered a fair ball (if it stops or is touched within 5 feet, it is foul). The coach is responsible for the placement of the tee, and the ball on the tee. The coach is responsible for the immediate removal of the tee from fair territory. A batting tee left in the field of play can be ruled interference by the offensive team. {SRL-6u FBL-6u} Every batter will start coach-pitch, and 3 pitches will be delivered. If a fair ball is not hit within 3 pitches, the batter must hit off the tee, and bats until a fair ball is hit. A foul ball on the 3 rd pitch will send the batter to the tee. Refer to HPDOBR 6-01 for SRL-5u for rules for hitting off the tee. {SRL-8u FBL-8u} The batter is allowed 5 pitches to hit a fair ball. There are no called strikes or walks. A pitch hit foul or swung on and missed is a strike. The batter strikes out if he

swings and misses a pitch with 2 strikes. Also, failure to make contact on the 5 th pitch is a strikeout. A foul ball on the 5th pitch will earn the batter another pitch (the at-bat continues until he takes a pitch, swings and misses or hits a fair ball). 6-04 Hitting (SRL-11u only) Each ½ inning will start with a player pitching. If 4 batters are walked (BB) and/or hit by a pitch (HBP) during a team s at-bat, that team will finish that inning hitting under a coach-pitch format. The player may return to pitch the next inning (if he hasn t exceeded 3 innings pitched). If a team changes pitchers during an inning, the total of 4 BB / HPB carries forward to the relief pitcher (the count does not start over with a relief pitcher during an inning). The game will be played under SRL-8u rules (for hitting and calling time only) when this rule is in effect. The Coach Pitcher must pitch from the pitching rubber (from windup or stretch, with no balks). There will be no defensive coaches permitted on the field. Refer to following rules, which will apply when SRL-10u finishes an inning under coach pitch rules HPDOBR 2-01 (IF Fly Rule), HPDOBR 3-04 (Calling Time ), HPDOBR 4-10 (Offensive Coaches), HPDOBR 4-11 (Catcher), HPDOBR 6-02 (Bunting), and HPDOBR 6-03 (SRL-8u for Hitting). 6-05 Dropped Third Strike Rule {SRL-11u FBL-10u} The dropped 3 rd strike rule is not in effect (the batter is always out on a dropped 3 rd strike). The ball does remain live, and runners may advance as normal. 6-06 Intentional Walks {SRL-6u SRL-5u FBL-6u} Intentional walks are not permitted in these divisions. 8-01 Pitching Restrictions { 14u and older} All leagues for 14u and older will follow Cal Ripken/Babe Ruth pitching regulations. {SRL-11u SRL-12u FBL-10u FBL-12u} These leagues will follow Cal Ripken/Babe Ruth pitching regulations, with the following modifications and additions. Single Game Single Day Weekly (Mon-Sun) Maximum Maximum Maximum IP BF IP BF IP BF All 10u 3 21 6 36 8 48 All 12u 3 21 6 36 9 54 FBL-15u 3 21 6 36 10 60 Pitchers will be limited by a combination of Innings Pitched (IP) and Batters Faced (BF). A pitcher can not exceed the maximum IP or BF, whichever he reaches first. For example, if a pitcher reaches 21 BF during the 3 rd inning, he can not finish the inning. He must be removed immediately after the 21 st BF (he can not finish the inning). If a pitcher reaches an IP limit, he can not continue, regardless of the BF count. We don t use the one pitch equals an inning pitched concept. However, if a pitcher is out of innings he can t make an appearance in another inning (even if he doesn t record an out).

A BF is only counted when it is complete. A partial BF (such as with a pick-off or a caught stealing ending an inning) does not count as a BF. Both teams can easily track BF in their respective scorebooks. If a coach protests the BF count for an opposing pitcher, he must have it documented with his official scorebook. No additional IP or BF are allowed any pitcher in an extra inning game. A pitcher who is removed from the pitching position (for any reason except a 2 nd visit) may return to pitch until his 3-inning limit has been reached for that game. {FBL-10u FBL-12u FBL-15u and older} Whenever an OPEN team is playing a PARKS team, each pitcher on the OPEN team may pitch a maximum of 1 IP per game (there will be no reference to BF for the OPEN team pitchers in this situation). The pitchers on the PARKS team are still limited to their normal IP/BF per game. There will be no extra IP allowed for the OPEN team if a game goes extra innings, unless every available player present has already pitched. Note, this reads 1 IP (not 1 pitch equals an IP). If the OPEN team changes pitchers during an inning, the pitchers are charged with actual IP (so if a pitcher throws 1/3 in the 2 nd inning, he could throw 2/3 in the 3 rd inning). 8-02 Additional Pitching Restrictions Special Situations Whenever an inning is ended due to the 5 run rule, with one pitcher of record, the pitcher is credited with 1 full IP (regardless of how many outs were recorded), and the actual BF count. If 2 or more pitchers pitch in an inning ended due to the 5 run rule, they are both charged with their actual IP (or none if they did not record an out), and their actual BF. Any innings played under the tie-breaker status (HPDOBR 4-07) will result in the pitcher charged with 1/3 of an inning (since that inning starts with 2 outs). If the pitcher doesn t record an out, he isn t charged with an IP (unless he gives up 5 runs, in which case he is charged with 1/3 IP). The BF count is still maintained. There are no extra IP or BF permitted for the extra innings. 8-03 Pitching Rule Violations Pitching violations are the responsibility of the opposing team to bring to the attention of the umpire. If a pitcher is found to be in violation, he is removed from the game and all play that occurred after a pitcher has exceeded a limit will stand, however the game is automatically continued under protest. This is a league protest, and not an option of the opposing coach. Both teams are required to file a written league report within 24 hours. If an opposing team suspects a violation from column B or column C, they may report to the umpire and play under protest. Or they may also file a protest with the league within 24 hours. This is not something that can normally be ruled on the field, so the game must continue. If a column A violation is confirmed, the pitcher is removed from the mound, and the game is continued under protest (automatic). Confirmed pitching violations, by the league, will always result in forfeit of the game. Also, the pitcher may be ruled inactive (for the pitching position) for a period of time up to one week on first offense, and the coach is subject to suspension or removal from the league. These rulings will be made by the league.

8-04 Hit by Pitch Once a pitcher has recorded 3 HBP (in which the batter is awarded first base) in the same game, he is removed from the mound for the remainder of that game. 9-01 Umpires and Coaches and Ejections Any coach entering the field of play without being granted permission by the umpire in chief is subject to immediate ejection. Any coach, parent or player approaching an umpire in an aggressive or argumentative manner before or after a game will subject their entire team to disciplinary action. The umpire is not required to explain or address any assistant coach with respect to judgment or rule interpretations. Any coach or parent ejected from a game is to completely vacate the facility, meaning the parking lot at a minimum, and completely out of sight. Failure to sufficiently vacate the area promptly is grounds for forfeiture and extensive suspension. Presence in the facility after an ejection is grounds for extensive suspension. Approaching an umpire anywhere in the complex after a game, for any reason, is grounds for extensive suspension.
