Project Purpose and Scope Metrolinx is proposing to expand the Richmond Hill line and construct Bloomington GO Station at south-west quadrant of the interchange. This new station will include a station building a side rail platform, kiss & ride parking lot. External to the site, the following work will be required: Realignment of Bloomington/ Hwy 404 Ramp W- S Partial realignment of Hwy 404 Ramp N-E/W Minor widening of Hwy 404 Ramp E-S and B/N shift Widening of Bloomington Road on the south and north to accommodate turning lanes into the site New access road on the south of Bloomington Road, with traffic signals at Bloomington Road New traffic signals at intersection of Bloomington Road and re-aligned Ramp N-E/W Full illumination adjacent to the site Drainage and storm water management measures, sized to accommodate proposed GO Station and future MTO Car Pool Lot (150 spaces) New CSP culvert crossing of Bloomington Road, west of Ramp N-E/W intersection. Realigning the existing stream to the wetland 6

Page: 7 of 13 2. Design Year 2026 and 2031 for traffic purposes (Construction currently scheduled for Nov 2016 to Nov 2018) 3. Related Studies and Adjacent Project Replacement of the CN railway bridge to be completed under separate contract. 4. Environmental Assessment GO Station approved under the Richmond Hill Layover Facility Environmental Assessment [EA] and Preliminary Design completed in August. Addendum is being completed to address access changes. 5. Pavement The project will involve new road construction with minor widening and cross-fall correction of existing pavement. Preliminary geotechnical investigations have been completed for this project. Follow-up detail geotechnical investigations and preparation of Pavement Design Report are completed. 6. Cross-Fall Correction of exiting pavement cross-fall on Bloomington Road. On the Ramps, new construction will meet the Design Standards for super-elevation. 7. Superelevation New construction and resurfacing will meet the Design Standard for super-elevation (max 6%). 8. Drainage Existing drainage patterns will be maintained. Newly constructed side road ditches outlet to the new culvert crossing immediately west of the Hwy 404 Ramp N-E/W intersection. The existing ditch cuts through the GO Bloomington Station site will be relocated to the east side of the parking area and enclosed, and treated through bio-swale prior to outletting to the wetland south of Bloomington Road. 9. Roadside Safety Traffic barrier requirements will be reviewed and installations provided where appropriate, in accordance with current Ministry policy. Slope flattening will be provided throughout, as available space permits. 10. Signing All traffic signs will be in accordance with the Ontario Traffic Manual (OTM). 11. Illumination Conventional lighting at affected intersections and interchange ramps to be provided (partial illumination). 12. Traffic Signals The existing traffic signals at Hwy 404 Ramp N-E/W intersection will be removed. Temporary signals will be provided as required to accommodate staged construction along Bloomington Road and the Highway 404 ramp modifications. New traffic signals will be provided at the new (re-aligned) Ramp N-E/W intersection with Bloomington Road (+ 43 m to the west). These traffic signals will accommodate a fourth intersection leg (to serve GO Station and future carpool lot) and include the addition of a westbound left turn lane. Signals will operate under split phasing operation. The new westerly site access at Bloomington Rd will be signalized. The intersection will be located 350 m west of the Hwy 404 Ramp N-E/W intersection (centreline to centreline). The new signals will be semi-actuated. 13. Commercial Entrances Two signalized intersections are proposed along Bloomington Road to access the GO Station and future carpool lot. Initially this access will be exclusively used by buses entering/exiting the site, as well as the majority of vehicles entering from Highway 404 southbound. In the future it will also serve all traffic entering/exiting the MTO carpool lot (150-200 spaces). 7

Page: 8 of 13 The existing utility access provided from Ramp N-E/W and Bloomington Road to the communications tower located between the Ramp N-E/W and Ramp E-S will be reinstated. Existing access to Ramp E-S is not affected. 14. Intersections The existing intersection of Hwy 404 Ramp N-E/W and Bloomington Road will be shifted approximately 43 m west to accommodate tightening of the Hwy 404 Ramp W-S and access to the GO Station. This intersection provides for 50 m minimum spacing between the intersection curb radii and the Ramp W-S bullnose. The Ramp W-S lane will begin at the intersection on direct spiral 95 m west of the ramp bullnose. The eastbound right turn and westbound left turn at the intersection (into the GO Station) will be restricted to bus only (and future car pool traffic). The access will be configured as a single left and single right turn lane exiting the site. It will operate under split phase signal control with a No Right Turn on Red restriction placed on the right turn entry and exit movements. No northbound left advance will be provided. The new westerly (signalized) site access at Bloomington Rd will be located 350 m west of the Hwy 404 Ramp N-E/W intersection (centreline to centreline). This is a T- intersection will all movements accommodated, including exclusive left and right turn lanes accommodated along Bloomington Road. A dual left and single right turn lane will be provided on the south leg of the intersection (exiting the GO Station). 15. Structures No structures are proposed on this project. 16. Pavement Widening on Curve Pavement widening at Hwy 404 Ramp E-S will be installed as per MTO standards. 17. Passing Lanes / Truck Climbing Lane No passing Lanes/Truck Climbing Lane are proposed in this project. 18. Fencing All acquired property will be fenced with a standard highway/chain link fence to restrict pedestrian and animal access. 19. Active Transportation Infrastructure No bike lanes or sidewalk will be installed on Bloomington Road under the current project. The cross-section protects for bike lanes and sidewalks in the future (as necessary). A sidewalk and bike lanes will be provided along the westerly site access road. 20. Property Requirements Additional property will be required in the south-west quadrant to accommodate the new GO Station (land is currently owned by MTO and a portion of the lands will need to be acquired by Metrolinx). Modification to the CAH designated right-of-way limits will be required to reflect modifications to the Ramp W-S. There will also be property requirements along realignment of N-E/W/S ramp. 21. Railway Crossings West of Highway 404 there is a railway overpass. This structure is being replaced by CN in 2017 under a separate contract. The revised structure will provide for 3 spans @ 16.73 m, and vertical clearance of 5.2 m. 22. Utilities and Pipelines Bell Canada (fibre cable) located along the south side of Bloomington Road will be directly impacted. Bell will relocate to the north side of Bloomington Road. Power Stream will be installing new pole line along the south side of Bloomington Road west of the site to service the site. An underground concrete duct bank is to be provided to accommodate crossing of CN rail. The existing communications tower located between the Ramp N-E/W and Ramp E-S will not be directly impacted. 8

Page: 9 of 13 23. Construction Staging Detailed construction staging plans will be developed maintaining all existing traffic movements except for short term restricted closures. Existing lane and shoulder widths will be maintained where possible with reductions to 3.5m and 1m respectively, as required. The posted speed of 80 km/h on Bloomington Road will be reduced to 60 km/h during construction. Single lane closures will be required along Bloomington Road (maintain one lane of traffic in each direction at all times). Single lane closures will be required on Ramp N-E/W to accommodate ramp tie-in and staging along Bloomington Road. Short-term closure of Ramp W-S will be required to accommodate ramp tie-in. Municipal Road and MTO Ramps Stage 1: Utilize existing access on Bloomington Road. Construct Ramp N-E/W realignment, widen Ramp E-S, construction west access road (Access Road 1) connection to Bloomington Road. Maintain existing lane configuration and traffic signals Stage 2: Construct Ramp W-S realignment Stage 3: Upon completion of CN bridge (by others), close outer lanes along Bloomington Road and widen Bloomington Road to the outside. Operate single lane EB and single lane WB. Short-term Ramp W-S closure to accommodate tie-in (i.e. weekend or night work). Complete temporary traffic signals at Ramp N-E/W. Install permanent traffic signals at westerly site access (Access Road 1). Stage 4 Shift traffic to outside and reconstruct median and left turn lanes along Bloomington Road. Operate single lane EB and single lane WB. Shift traffic to new Ramp W-S and remove existing Ramp W-S. Construct median on Bloomington Road, and complete new access road connection to Bloomington Road west of the CN rail bridge. Upon completion, close the site access east of CN bridge and direct all site traffic to the new westerly access road. Construct east access (Access Road 2, opposite re-aligned Ramp N-E/W). Stage 5: Complete traffic signals at Ramp N-E/W. Reduce Ramp N-E/W to single lane (short-term) to accommodate tie-in to new ramp. Remove existing Ramp N-E/W. Remove temporary traffic signals and complete median work. 24. Legal Agreements and Approvals The Ministry and Metrolinx to enter into a shared access and maintenance agreement for joint use of the east access to accommodate future car pool lot (protected for under this contract). 25. Miscellaneous a) This project does not include any provisions for ATMS b) The design protects for a future MTO Carpool Lot (150 spaces) immediately east of the GO Station parking lot. Lot will be kept separate for the GO Station. c) Landscaping will be provided as part of this project, and include replacement of trees along MTO fence line. d) No requirement for special wildlife control measures has been identified other than standard ROW fencing. 9
