SOUTH EAST LONDON & KENT YOUTH FOOTBALL LEAGUE Web site: www.selkent.org.uk SECRETARY S NOTE NO.3 01 st November 2017 1. Member Teams Withdrawn after July AGM Fastfield United Under 17 2. New Committee Members Referee Secretary John Goodman selkentrefsec@gmail.com 07508 521 837 Assistant Referee Secretary Daniel Mascoll daniel.mascoll@cnbc.com 07827 253 970 3. New Mini-Soccer Teams (Spring Divisions Under 7 - Under 10) Member clubs wishing to enter new mini-soccer teams into the Spring 2018 divisions are required to complete a team application form via the web site. The Web site will notify the League Secretary of a new member team and your details will be added to our Spring divisions. Member Clubs should complete the above action by Sunday 03 rd December 2017. The New Member Mini- Soccer teams will be officially voted in at the December League Meeting being held on Wednesday 06 th December 2017. We ask that you collect and complete your player registration cards as soon as possible in preparation for Spring divisions commencing on Sunday 07 th January 2018. 4. Christmas Holiday Under 7 s to Under 21 s The final pre-christmas official fixtures, will be Sunday 17th December 2017. Fixtures will commence as from Sunday 07 th January 2018. Mini-Soccer Fixtures Under 7 s to Under 10 s Incomplete Autumn divisions (U7-U10) will be cast fixtures up to and including Sunday 17 th December. Completed Autumn divisions will not be cast friendlies as from Sunday 3 rd December. Mini-Soccer Teams who have outstanding games (games not cast by Sunday 10 th December may like to think about playing these games on a Saturday to complete their division by Sunday 17 th December) as this will assist the league in forming the new Spring Divisions. Under 7 League Cup Please be aware that the Under 7 League Cup has been cast for Sunday 10 th December 2017. 5. FS2 (Fixture Breaks) Please be informed that a club asking a committee officer to breach a league rule brings the club into disrepute with the league and may be charged. Can we remind all Club if we do not receive your official SF2 (request for a fixture break) within our 21-day rule it will not be accepted it does not matter if it is one day or two days late it is out of rule and will be declined under rule. 6. Courses Level One Please be aware that applicants applying to attend a subsidised SelKent League Level One course must be aged 18 and over to qualify for the 100.00 subsidy. This regulation falls in line with us offering this course to Team Managers and Assistant Team Managers as we do not accept a person holding either of these roles until they reach the age of 18. We are aware that a sixteen-year-old does qualify to participate in a Level One Course and as such you can book such candidates on to a County Level One Course. We will be offering a second Level One in the New Year date will be confirmed at the January 2018 League Meeting.

Linesperson Course. Our first course for Season 2017-2018 took place on Monday 16 th October with over forty applicants attending. We do expect all 9 A Side and 11 A side teams to have a linesperson that has attended this course and as such will be wearing the appropriate League badge when taking the flag. We need our Referees to identify the person taking on this role for the match has attended the course and been instructed in the Laws of the Game. We will be offering a second course in the New Year date will be confirmed at the January 2018 League Meeting and we expected it to be well attended. Mini-Soccer Referee Workshop The first Mini-Soccer Referee Workshop is scheduled for Monday 6 th November taking place at the London Marathon Ground. We have accepted and confirmed forty applications. We will be offering a second course in the New Year date will be confirmed at the January 2018 League Meeting, this will allow the new Spring teams to send a volunteer who will be the person responsible for referring their home games. In-Service Manager Training Course (6 th & 7 th December 2017) We never expected so many Assistant Team Managers to request a place on this course this led to the October Course being turned into a double with both being over prescribed. We are delighted with their enthusiasm in wanting to attend this course. Assistant Team Managers must be 18+ and be in possession of a valid DBS before they can be named on the SelKent League Web Site (SKLWS) as holding this position. We can only accept an Assistant Team Manager onto the course if they have been named on the SKLWS. We are offering a new date for this course this being Wednesday 6 th & Thursday 7 th December 2017. This will allow the new managers for season 2017-2018 who could not attend the October course to complete the course before the start of the New Year. Confirmation of Course Attendance. Each applicant on completion of a courses will be presented with an ID badge. This means that we need you to inform your named applicants that they must provide two passport size photo s that are a true likeness as to how they look now. We are hoping to get to the stage where every Manager, Assistant Manager, lino and mini-soccer referee will be holding an identity card for the relevant course they attended. We are hoping that this will be a positive influence at all SelKent League official fixtures. Please be reminded that Clubs where their applicant fails to attend or cancel at short notice will be charged an administration fee of 20.00. 7. Referee Fees We have reminded you on many occasions it is the responsibility of the HOME team Manager to ensure their League Appointed Referee is paid either before or after the match. This includes if a match fails to be played for whatever reason. No League Appointed Referee should be contacting this league stating that they have not been paid. If a team fails to attend and the Referee is in attendance, then he or she is paid by the home team Manager. The Club then completes an SF1 where they then claim this fee from the offending club. Clubs failing to do follow this rule will be fined accordingly. Where a game does take place and on completion of the game the home team Manager fails to pay the League Appointed Referee, the offending club will be charged the Referee fee along with a 25.00 fine for failing to follow rule. We think it is advisable that you inform your managers of this league rule or it could become very costly to the offending club. 8. Match Card Procedure Fines We gave you all three weeks grace to meet with your Team Managers, so you could confirm the league rules for match card procedure. We did this with the best intention of assisting Clubs in not receiving unnecessary fines. I can report overall our intention failed and will not be repeated next season. 9. December League Meeting The above league meeting will be held on Wednesday 6 th December 2017, commencing at 8.00pm. Please ensure your club is represented. Best wishes Sally
