THE SHELL GAS EXPLORATION DEBACLE On Friday, 28 th January 2011, there was heated debate in Graaff-Reinet about the proposed Gas Explorations by international company Shell, in the Karoo Basin. This was one of several Public Consultation meetings held, during which interested and affected parties were briefed about the process and given opportunity to raise their concerns. The Supper Room of the Graaff-Reinet Town Hall was jampacked with irate landowners demanding credible explanations and clear-cut guarantees, but receiving only vague and ambiguous responses from representatives of Shell and their EIA Consultant Golder Associates. The area contemplated by Shell has been demarcated as the Western, Central and Eastern Precincts, comprising in total almost 100,000 km². Parts of the Camdeboo fall within the Central and Eastern Precincts and a number of farms could potentially be affected. In its presentation, Shell informed the meeting about various aspects of its Exploration License Application and stressed that they were now only at the very beginning of the process. However, after hearing that wells of anything between 1.5 and 4.5 kilometres deep would be drilled, then lined with steel and cement, followed by fracking (the fracturing of the shale layer with high-pressure electrical charges) and that each drilling & fracking operation would consume around 15 million litres of water (mixed with sand and toxic chemicals), the big shots in the audience jumped up with guns blazing. A few recent disasters and catastrophic incidents in other countries were cited and it was emphasized that Shell had seriously compromised its reputation amongst the Graaff-Reinet community, 1 P a g e

with specific reference to the proposed upgrading of its petrol filling station situated on the corner of Parsonage & Church Streets. We do not trust you! and Go back to the drawing board! were some of the comments made. After nearly 3 hours of getting nowhere, the floor put forward a motion that the meeting be closed and that Shell and Golder pay serious attention to the landowners and respective communities position, as well as their total opposition to any gas exploration being undertaken in the Karoo basin. Features PLIGHT OF THE KALAHARI BUSHMEN In the late nineties and early in this decade, most Bushmen in Botswana were forcefully removed to settlements outside their ancestral territories in the Central Kalahari Game Reserve (CKGR). But four years ago Botswana s High Court ruled that they should have the right to return, and to live their traditional way of life as hunter-gatherers. Since then, however, many of the Bushmen who chose to go back to their old way of life have been arrested for hunting without permits. According to Survival International, the Government would not issue these people hunting permits because they were living in a game reserve in which hunting is illegal. In August 2009 six of these Bushmen were put on trial and convicted, but released with a warning not to hunt again. Government spokesman, Clifford Maribe, explained that the authorities are acting in the Bushmen s own interest, pointing out that permanent structures such as clinics and schools cannot be built inside the reserve. 2 P a g e

Living inside the game reserve limits their livelihood opportunities, he says. Their standard of living cannot be improved. Well, yes, I suppose. On the other hand, perhaps these people don t want an improvement in their standard of living, but simply the right to hunt and enjoy their erstwhile [sub]-standard of living. Letting people back into the reserve without letting them hunt is, as one Botswana judge put it, tantamount to condemning the remaining residents of the CKGR to death by starvation. [Source: The Economist, August 8 th 2009, p.34] Later reports stated that the Kalahari s indigenous people are being denied access to water and, more recently, the whistle-blowing website Wikileaks accused the Botswana Government of dumping the Bushmen in deplorable conditions. Habitatverlies en -verval en die koers waarteen indringerspesies gedy, dra onder meer hiertoe by. Meer as twee derdes van spesies in dié planteryk (met inbegrip van byvoorbeeld skaars proteas, strandveldfynbos en renosterveld) kom nêrens anders ter wêreld voor nie. Hoewel die Kaapse blommeryk minder as 4% van die grondoppervlakte in Afrika suid van die Sahara beslaan, huisves dit byna 44% van die spesies wat op dié deel van die vasteland voorkom. Die Kaapse Skiereiland alleen het 2,285 plantspesies. Dit is meer as wat in die Britse eilande (met 1,492 spesies) en Nieu-Seeland (1,996 spesies) voorkom. Wanneer indringerplante fynboshabitat oorneem en brand, woed veldbrande meer intens omdat dit die brandstof-lading verhoog. Tot 40% van die Wes-Kaap is volgens Werk vir Water-bronne tans met indringerplante besmet. Die groot skuldiges is die Acacia Saligna (Port Jackson) en Acacia Cyclops (rooikrans), wat onderskeidelik 1.7 miljoen ha en 1.5 miljoen ha inheemse plantegroei verdring het. PEA SOUP? As with most other Municipalities, Camdeboo s water is tested and analyzed on a regular basis and has to comply with very rigid criteria set by the Department of Water Affairs (DWA), to meet the requirements of the Blue and Green Drop Assessments. For those of you who may have observed the strange colour of the water in the Nqweba Dam of late, please do not be alarmed. It is a natural phenomenon this time of the year, when run-off into the dam (adding nutrients) and extreme heat cause the process of photosynthesis in plant algae to be speeded up, turning the water a slimy, soupy green. During 2010 the Municipality installed some new equipment, which is able to pump, treat and purify Graaff-Reinet s water much more effectively. Blue Drop Assessments relate to the quality and management of the Municipality s drinking water and Green Drop Assessments relate to its waste water treatment. Suitably experienced and qualified technicians must be in charge of both the drinking water and waste water treatment works of the Municipality (a registered Water Services Authority), and all operations must be managed strictly in accordance with the minimum standards set by Government. Currently the dam s water level is at 49% and residents have been urged to use water sparingly. In addition steps are being taken to upgrade the town s emergency water supply. Die Bergappel is die gasheerplant vir die insek Asparagobius Braunsi ~ n klein vliegie (of perdebytjie volgens sommige bronne), wat verantwoordelik is vir die bou van die galle, waarin hulle leef, voortplant en eiers lê. Soos die larwes mettertyd grootword, beweeg hulle deur U kan meer hieroor en ander interessante plante lees in die Karoo Veldblomgids van Suid-Afrika Nr 6, geskryf deur David Shearing en pragtig geillustreer deur Katryn van Heerden.
