Oregon School Activities Association 25200 SW Parkway Avenue, Suite 1 Wilsonville, OR 97070 503.682.6722 fax: 503.682.0960 www.osaa.org September 28, 2017 TO: FROM: SUBJECT: Superintendents, Principals and Athletic Directors Kyle Stanfield, Assistant Executive Director Brad Garrett, Assistant Executive Director Update on the Proceedings of the Classification and Districting Committee and Final Recommendation The Classification and Districting Committee for the 2018 2022 four year time block held its twelfth and final public meeting at the OSAA Offices in Wilsonville on September 25, 2017 to receive testimony and review written communication thus far received. The Committee initially met in a closed work session to review written correspondence received since the last meeting. Once the public meeting began, Classification and Districting Committee Chair Curt Shelley and OSAA staff members Peter Weber and Kyle Stanfield addressed those assembled. The three welcomed those assembled, reminded them of the meeting proceedings, timelines of proceedings and their goals after the meeting concluded. Kyle Stanfield also reviewed the charge of the committee, specifically the four items the Committee must first consider when placing schools (9.2.1(d)1 a, b, c, d). The group received testimony from 43 representatives from schools and leagues. The Committee then adjourned to a closed work session to review and discuss the testimony and written correspondence. During the work session, the Committee spent considerable time putting together their final recommendation to the OSAA Executive Board. They discussed both the written and verbal testimony received that day and previous meetings. This Final Recommendation will be presented to the OSAA Executive Board and Delegate Assembly on Monday, October 16 th. The Board will consider member school written input and public testimony prior to acting on the Committee s Final Recommendations, and the Delegate Assembly will meet to adopt cutoff points and league quantities for the new time block. Following the closed work session, the Committee reached consensus on the following issues. Number of Classifications: The Committee is supporting a six classification model. Petitions to Play Down: The Committee recognizes and supported the approved petitions to play down by the OSAA Executive Board for schools who met the established criteria and deadlines. Approved petitions to play down include: North Salem (6A to 5A), Woodburn (5A to 4A), Chemawa (3A to 2A), Illinois Valley (3A to 2A), Jefferson (3A to 2A), and Gervais (3A to 2A). Petitions to Play Up: The Committee recognizes the desires from schools to play at a higher classification than their enrollment number may place them. The supported play up schools include: Lakeridge (6A), Central Catholic (6A), Benson (6A), Jefferson PDX (6A), Madison (6A), Roosevelt (6A) and Horizon Christian, Tualatin (3A). Geographic Exceptions: The Committee recognizes that some schools, due to their geographic location, may warrant being placed in a lower classification than their enrollment dictates. The Committee continues to support Brookings Harbor High School being given a geographic exception and placed at the 3A level. School Enrollment Projections: Committee members heard from a number of schools about their desire to change their proposed placement based on current enrollment for this year and into the future. Historically the OSAA s Classification and Districting Committee hasn t placed schools based on projections, so it can use consistent data for all schools. Once a new four year time block begins, the Executive Board will review school enrollment figures each December and has the authority to make emergency changes on a case by case basis.

Based on testimony, discussion and correspondence received, the Committee made the following changes from Draft #19 when creating the Final Recommendation. 1A (Cutoff Ratio NA) The Committee received minimal written testimony and/or verbal testimony. The Committee continues to support the cutoff between the 2A and 1A classification being at 90. The Committee feels that raising the cutoff point higher would not be advantageous to the 1A nor the 2A classification. 2A (Cutoff Ratio 2.28) The Committee received no verbal testimony and limited written correspondence. No changes were recommended. 3A (Cutoff Ratio 1.69) The Committee heard verbal testimony to raise the bottom number of the 3A classification from the three smallest schools and move them to the 2A classification. The Committee had extensive conversation about these moves but concluded to not move the cutoff point because the 2A classification already has the highest ratio between cutoff points and adding schools to the third largest classification and shrinking the 3A would not be advantageous to the stability of the classification going into this next time block. The Committee did support the addition of a 6 th league at the 3A level, as proposed by Dave Brown of Horizon Christian, as it had garnered support from the majority of affected schools. The move adjusts league placement for several schools and helps to address competitive balance within leagues. 4A (Cutoff Ratio 1.90) The Committee heard testimony from a number of 4A schools, particularly those who are at the bottom of the classification. The Committee understands the desires for those schools to be placed at the 3A level but concluded to not move the cutoff point any higher than currently proposed. The Committee concluded that there wasn t a distinct cutoff line to be drawn to move schools down a classification and it created issues for many league alignments. The Committee heard testimony about the size of leagues but decided that there wasn t a clear solution to the issue of an odd team league existing in the 4A structure. 5A (Ratio 1.89) The Committee heard testimony from several 5A schools, particularly those who are at the bottom of the classification. The Committee spent considerable time reviewing the proposal and requests from schools to be placed in a lower classification. The Committee felt that the current cutoff point (665) was a preferred number and would allow for the schools to both shrink from above and grow from below without the necessity for movement during the four year time block. Moving the lower end cutoff point higher could create stability issues during the time block. 6A (Ratio NA) The Committee spent a considerable amount of time reviewing where to place the Bend schools in the 6A classification. The Committee reviewed potential placements with Southern Oregon/Eugene schools, Salem schools and East Portland schools. After lengthy conversation, the Committee reached consensus that the three Bend schools fit best within the Greater Valley Conference when reviewing the four criteria of placement. The Committee feels that a standalone three team Central Oregon league is not a viable option nor is separating those schools into different leagues (per OSAA policy). Though it has become evident that no current league is interested in adding the three Bend schools, the group believes that choosing the shortest of the three travel options makes the most sense when applying the criteria. The Committee also revised the bottom number of the 6A classification, raising it from 1200+ to 1260+. The Committee felt that this was a natural cutoff point and provided additional teams in the 5A classification while alleviating additional travel for Bend schools to the valley. The Committee understands that not all of the moves made and placements of schools are going to be ideal for each individual school. The Committee s charge is to review placements for all member schools within the OSAA for the next fouryear time block. The Committee recognizes that any decision regarding placement of a school has the potential to substantially impact a school and its community. Placement of schools within classifications and league are interrelated. In some cases travel increases for some while decreases for others. There is simply no scenario that exists to positively impact every school. The Committee continued to refine their recommendation in an attempt to follow the criteria while providing stability for the upcoming four year time block. It should be understood that the release of the Committee s Final Recommendation is not the final step in the public process. Member schools and the public will also have the opportunity to respond to the Committee s Final Recommendation to the Executive Board in writing prior to and/or in person at the public meeting at which the Board will take action on the Final Recommendation. The Board will consider member school written input and public testimony prior to acting on the Committee s Final Recommendation, and the Delegate Assembly will subsequently meet to adopt cutoff points and league quantities for the new time block. The Final Recommendation of the Classification and Districting Committee will be considered by the OSAA Executive Board and Delegate Assembly on October 16, 2017 at the Holiday Inn, Wilsonville. The Executive Board meeting will convene at 9am, with the Delegate Assembly meeting to follow at 1pm. Written suggestions and proposals on these issues, as well as other classification related subjects should be mailed or emailed to the OSAA (bradg@osaa.org) Any communication received by the OSAA will be shared with all Executive Board members for review and discussion.
