ROCK N ROLL TO RENO LEAGUE BYLAWS SUMMER SEASON 2017 BYLAW 1 - GOVERNING BOARD: Includes: Captains of all teams, President, Vice-President and Secretary-Treasurer All items are decided by majority vote at the start of the season at a meeting of this Board When needed, meetings of the Board may be called to decide other matters BYLAW 2 - ELIGIBILITY: Bowlers must be 18 or older to compete in league Bowlers must be current USBC members in order to remain eligible to compete Bowlers who are not members, must buy a membership card - $23.00 Bowlers who are not in possession of a valid U.S.B.C card will not be permitted to bowl until their membership is current Note: Due to recent USBC Membership changes, USBC memberships purchased in the Summer leagues are valid for the Summer league session only. USBC memberships purchased during Fall 2016-2017, leagues are valid until July 31, 2017. BYLAW 3 - TEAM ROSTERS: Team captains establish rosters by first night of bowling Rosters should have at least 4 bowlers all male, all female or a combination of male/female BYLAW 4 LEAGUE LOCATION & TIME Fireside Lanes 7901 Auburn Blvd, Citrus Heights, CA, 916.725.2101 Sunday nights, May 21, 2017 through August 13, 2017 Practice bowling starts at 6:30 p.m. League play begins at 6:40 p.m. BYLAW 5 - BOWLING FEES: Currently $16.00 per night, the fee breakdown will be $8.50 lineage, $5.00 Prize Fund, $.50 Reno League Championships, $1 secretary fee, and $1 monthly challenge. Bowling fees may be changed by a majority vote of the governing board. Bowlers who are participating in scratch singles competition will pay an additional fee of $5.00. The $5.00 fee will be allocated to the scratch singles prize fund. The last two weeks of the season must be paid no later than Sunday, June 25, 2017. League members two weeks past due, are subject to suspension until outstanding fees have been paid. Members who are more than 2 weeks will be suspended until past due is paid. Captains are responsible for ensuring team members are current. Captains will be responsible for notifying the league s President, Vice President, or Secretary/Treasure, if any member of their team is two weeks in the arrears. All side pot, bracket, and monthly challenge winnings will be garnished, if necessary, to bring bowlers league fees to a current status Should a league member be suspended for non-payment of fees, teams will be permitted to use that league member s average minus ten pins for two weeks. If the outstanding fees are not reconciled at the end of that period, the league member will be dropped from the league. Any fees remaining delinquent at the end of the regular season will be garnished from that bowler s prize money. Any remaining balance will be taken from the bowler s team prize fund. League members are required to pay mandatory Reno League Championship sweeper dues for Saturday, August 19, 2017 Entry fee is $16.00. Bowlers who have delinquent balances as of August 14, 2017, will not be eligible to bowl the Reno League Championships Sweeper events. BYLAW 6 - WITHDRAWALS/RESIGNATIONS: Rule 114a. Members of a league may withdraw from a league during a season. If a team or individual must withdraw, the following procedure is to be followed: A. Two weeks notice must be given along with sufficient cause for resigning. 1) A team shall give notice to the League Secretary. 2) A member resigning from a team shall give notice to the captain and to the League Secretary. B. The resigning member(s) must pay league fees for two weeks if the bowler is not replaced within that period. C. If proper notice and sufficient cause is not given, all franchise, prize and any other money for which the team or individual may have been eligible will be forfeited, unless the league s board determines otherwise. In addition, the member(s) shall be subject to suspension of USBC membership. BYLAW 7 - LEAGUE RULES: The Rock N Roll to Reno League is governed by USBC rules. The league is a handicapped league. An optional scratch singles division has been added for the 2017 season. BYLAW 8 - TEAM SCORING AND SCRATCH SINGLES SCORING 7 points per match determined as follows. Two points will be awarded for each game won, one point will be awarded for each game tied, one point will be awarded for total handicap pins one-half of a point will be awarded if total handicap pins are tied. BYLAW 9 - LEGAL LINEUP: A legal lineup is defined as two or more eligible bowlers from a team roster. A team must have at least two eligible bowlers before the completion of the third frame of the opposing team s fourth bowler. Page 2

A team may use a maximum of two (2) substitutes to fill the four-bowler lineup. If a team is using a bowler without an established handicap, refer to the rules stated in the Handicap section to determine that bowler s handicap for the night. If a team cannot field a legal line up, follow USBC, forfeit rules. BYLAW 10 - BOWLING AGAINST VACANT OR FORFEITING TEAMS: Teams bowling against a vacant team or a forfeiting team must bowl within 40 pins of their team average to win the points for game or series. Should a team fail to bowl within 40 pins of their average, the points will be deemed to be unearned and no points will be awarded. BYLAW 11 - BLIND SCORES: Blind scores are allowed when a team has a legal lineup but less than a full lineup at the start of any game in a series If a bowler has missed less than three weeks, the blind score shall be the blind bowler s average The blind score shall be the average, less ten (10) pins, of any absent bowler who has missed more than three weeks in the season. A team may use the score of a late arriving bowler, if the fourth bowler on the opposing team has not completed the third (3rd) frame. BYLAW 12 - VACANCY: If a substitute and blind score is not available, a score of 140 will be used and handicap will be calculated using the score of 140. BYLAW 13 - POSTPONEMENTS AND UNOPPOSED BOWLING: Postponements (pre or post bowl) will be granted by the executive board only. Request must be submitted at least one week prior to the night to be postponed. For other conditions to postpone, see USBC Rule In the event the two-team captains cannot agree to the approved postponements, the request will be taken to the executive board. The executive board will decide the merit of the request, setting the date and time of the match with decisions to be final and binding. Teams bowling unopposed will not know the outcome of the opposing team s scores until after each game. A league officer not bowling in the postponement must be present for postponement. In the event a league officer cannot be present, a designated team captain may observe. A league officer must be notified 48 hours prior to bowling the approved pre or post bowl. Post bowls must be made up within one week of the missed night of bowling. Post bowls and pre-bowls will be in a team format. Individual pre-bowls and post bowls are prohibited. BYLAW 14 - CONDUCT: Behavior deemed unsportsmanlike will not be tolerated. Behavior that is obscene or disruptive including but not limited to, damaging equipment, intentional fouls, throwing objects, yelling, and gestures towards the pins will not be accepted. Yelling at bowlers on approach will not be permitted. Misconduct or insubordination of a league officer will not be tolerated. Page 3

Inappropriate attire with suggestive language, graphics, or symbols is not permitted. Any bowler of the league can make infractions known to the Sergeant at Arms. The fines and consequences for infractions will be as follows: First offense: $2.00 Second offense: $4.00 Third offense: $10.00 and review for possible suspension with fees due. Fourth offense: $20.00 and suspension from league with fees due. Suspensions and fines are determined by the Board of Directors. Consequences may be modified depending on the severity of the incident. Fines collected will be added to the league s team prize fund. Terms of suspension are decided by the executive Board of Directors All appeals must be presented in writing to the Executive Board of Directors within 48 hours of said action BYLAW 15 - HANDICAPS: Established Average bowled at least 21 games in the previous season A. Before 9 games have been bowled, each bowler with an established average will continue to use last year s average. B. After 9 games have been bowled, handicap will be calculated by using the following formula: HDCP = (220 - Ave) x 90% [if Ave over 220 then HDCP=0] Non-established Average bowler has not bowled in the league before or did not bowl 21 games in the previous season A. First 3 game series Handicap will be calculated based upon the actual score for the series using above-mentioned formula B. Second and third 3 game series Handicap will be based on the lower of 1) Handicap based on the previous games bowled, or 2) Handicap based on the current nights score NOTE: For purpose of monthly intra-league tournament, USBC rule 319a shall apply (10 pin increase in average rule). BYLAW 16 - SUBSTITUTE SYSTEM: If a team has a known shortage of bowlers, they can substitute by following the steps outlined in "Substitute Sign-Up and Assignment Guidelines". 1. The league will permit roving substitutes. 2. A substitute s scores will not be eligible for prizes, but will count toward his or her Average and Handicap. 3. A team cannot bowl with more than two substitutes on any night. Page 4

5. A new list will be compiled each week. 6. Team designated substitutes can withdraw from list at any time. 7. A team-designated substitute cannot bowl with a separate team. 8. Substitutes will be assigned on a first-in/first-out basis. 9. Substitutes will be available for assignment starting Thursdays. 10. Substitutes are not permitted the last two weeks of league play. 11. Substitutes are not permitted to bowl during position rounds, or the Reno League Championship sweepers. 12. There will be no pacing of an absentee bowler at any time. BYLAW 17 - CAPTAINS DUTIES: Field a full team and/or request the necessary substitutes Collecting and verifying team bowling fees, place in envelope provided, write the amount of money included in the designated space on the envelope and deliver to the Secretary/Treasurer by the end of the first game. Check accuracy of scores Deliver completed original score sheet (signed by the opposing captain) to the Secretary immediately after completion of bowling each night Verify accuracy of scores for the opposing team Incorrect score sheets and recording of bowling fees result in a $2 team fine each occurrence. All fines will go towards the league s team prize fund. A $2 team fine will also be imposed for failure to turn in team envelopes timely for each occurrence. Sign opponents score sheet. Each captain will also be the representative of his team on the Board of Directors, and will be allowed one (1) vote on all league matters brought up for discussion and decision. He/she should, however, consult with his team members when possible to get a consensus of opinion before attending any meeting and voting. BYLAW 18 - PLACEMENT IN STANDINGS FOR POSITION NIGHTS: Positions are determined by the total number of points won. Any point ties will be broken and placement made by using total Handicap pin fall. If a tie still exists, scratch pin fall will break the tie. BYLAW 19 - CHAMPIONSHIP ROLL-OFF: In the event of a tie at the conclusion of the regular season for first place, there will be a three game roll off during the Reno League Championships on August 19, 2017 in Reno, Nevada to determine the league champion by points. In the event of a tie, a one frame best Page 5

ball roll off will break the tie. A bowler competing in the Championship roll-off should have bowled 21 games. If a bowler did not bowled 21 games the rules for non-establish average will be followed. BYLAW 20 - LAST NIGHT FOR DETERMINING AVERAGES: The last night of bowling that is used for determining a bowler s average will be the second to last night of bowling. BYLAW 21 - ELIGIBILITY FOR SEASON PRIZES: 1. To qualify for Individual Series and Games requires that the bowler must bowl a minimum of 2/3 of the current season. 2. To qualify for High Season Average requires that the bowler must bowl two-thirds (2/3) of the season s scheduled games. 3. To qualify for Most Improved Bowler requires that the bowler must bowl a minimum of two-thirds (2/3) of the current season s games. BYLAW 22 - SEASON PRIZES: A. Team Prizes 1. The team prize list will be awarded based on final team standings at the end of the 13 week summer session. B. Individual Prizes Individuals are eligible to win one prize only from each of the following categories: High Average (2) Most Improved (2) High Scratch Series (3) High Scratch Game (3) High Handicap Series (3) High Handicap Game (3) Player of the Year Men s Player of the Year Women s 1 male and 1 female 1 male and 1 female Divisions A and B (Fall only) Divisions A and B (Fall only) Monthly Challenge League bowlers will compete each week in a monthly intra-league tournament. Tournament play will take place during nightly league play. Tournament play begins on Sunday, May 21, 2017, and continues through August 13, 2017. Bowlers who participated in the fall 2016-2017 winter league will grandfather their monthly challenge averages into the summer session. New bowlers will utilize their 2016-2017 winter book averages, if available. Otherwise, the 2015-2016 book averages will be utilized. Bowlers without book averages will establish their averages over the course of 9 games. All bowlers are subject to re-rate after every 12 games, or after each month s competition to ensure fairness of all competitions. Page 6

Bowlers in each division will compete against bowlers in their respective divisions only. 1 in 4 bowlers in each division will cash. Scores for each bowler and division will be tabulated weekly. The highest score with handicap after four weeks (12 games), will be declared the winner. The winner of each monthly challenge tournament will qualify for the Tournament of Champions to be held in May of 2018, in Reno, Nevada. Divisions League participants are divided into four divisions of tournament play based upon average. Division A averages 205 and above. Division B - averages 180 to 204 Division C - averages 145 to 179 Division D - averages 144 and under Division A may be adjusted for average cut off if there are an insufficient number of bowlers to accommodate the 205 and above requirement. In the event of an adjustment which results in a lower average cut off, the league will be notified after the first night of bowling. Monthly Challenge Averages Bowlers will utilize their monthly challenge averages for the purpose of the monthly challenge competition. All bowlers will be subject to re-rate at the end of each monthly competition. Bowlers who fail to cash will be awarded one bonus pin. However, if the bowlers average for the month of competition exceed the current monthly challenge average, the average will be adjusted accordingly. The decision of the tournament director shall be final, unless an appeal is filed with the board of directors within 48 hours. Should the adjusted average place a bowler in a higher division, the bowler will be entered into the appropriate division based upon the adjusted average. A bowler can move up in division. However, a bowler cannot move down in division. Monthly Challenge averages will carry over from the end of each season to the start of each new season. To ensure the integrity of the league, Monthly Challenge averages will be utilized for brackets, all side pots, the 285 pot, Hot August Nights, Race to Six Shoot out qualifying, and the season ending Summer League Championship for singles and doubles in Reno, Nevada on August 19, 2017. The monthly challenge average will also be used for the two gamers and No Tap tournament during the Summer League Championships in Reno on August 18t h through August 19 th. Page 7
