Wrkflw Descriptin Racket Cntrl Umpires, wh start their sessin (at table, as reserve, in call area r in the racket cntrl centre), have t be present in the call area 35 minutes befre the first individual match (I) and 60 minutes befre the first team match (T) f the sessin, r as determined by the referee fr that particular event. 1. Call area In the call area, the fllwing lists are available at each table; they must nt be used in the playing area: Valid LARC (List f Authrised Racket Cverings authrised by ITTF) List f players List f caches/advisrs It is recmmended that in the call area the rganiser prvides permanent lcal staff (vlunteers) t supprt umpires in the call area. 1.1. Delivery f scre sheet and team cmpsitin frm: 1.1.1. Delivery f Scre Sheet fr Individual Events: At least 30 minutes befre the scheduled start f the match 1.1.2. If Team Captain is nt present within 5 minutes (r as specified by the Referee) then the ppsing Team has the right t chse AB/XY, bench side f arena and decide the clur f shirts they will play in. 3

Wrkflw Descriptin Racket Cntrl If a team des nt submit its cmpsitin n time, the referee applies the sequence f the players as nminated by the assciatin befre the turnament.. 1.3. Clur and advertisements n the shirts 45 (Team)/20 (Individual) minutes befre the match the players shuld shw their match shirt t the umpire in the call area. The 2 players/pairs/teams must wear shirts f sufficiently different main clurs and the shirts/shrts/skirts f a team/pair shall be unifrm (nte: fr dubles this nly applies t pairs frm the same Assciatin and fr nn-majr events the shirts have t be f the same basic clur). Check the shirts, determine the main clur and srt ut any clash f clurs befre the match. The main clur is t be registered n the scre sheet. Any player/pair/team, wh des nt present their shirt in the call area, must change their shirt if the clurs f the playing shirts are f a similar clur. Check advertisements n playing clthing 1.4. Ball selectin Each player/pair/team may chse 2-3 balls 20 minutes befre match starting time. If bth players agree n the rder f balls selected i.e. 1, 2 and 3, the umpire will use the balls accrding t the selectin f the players. If nly ne player arrives in time fr the ball selectin, the umpire takes the selected balls fr the match accrding t the rder given by this player. If n player selects a ball, r the players can t agree n the ball(s) the umpire will randmly select 3 (individual event) 6 (team event) balls. Register n the scre sheet whether a player/pair/team selected the balls. 4

Wrkflw Descriptin Racket Cntrl 1.5. Name f the advisr Individual event: Ask the players t designate their advisrs and recrd the names n the scre sheet. A player reserves the ptin t change the designated advisr r t designate the advisr after entering the field f play but befre the start f the match. 1.6. Marching-in The referee in clse cperatin with the Cmpetitin Manager and Field f Play Manager (FOPM) rganizes and supervises the marching-in f match fficials and players/advisrs. The march-in f umpires withut players is rganized and supervised by the referee. Nrmally the assembly pint fr the marching-in is at r clse t the call area. The rder f marching-in is umpire, player/team, player/team and assistant umpire smetimes fllwed by vlunteers carrying the players bags. If there are n vlunteers the umpire carries the bags with the rackets. In a team match the umpires carries the rackets f the first single and the assistant-umpire the bags with the rackets f the next individual matches. 1.7. Back number Where there is n marching-in and back-numbers are required, umpires shall remind the players t attach the required back-numbers crrectly befre mving t the playing area. Where there is marching-in, umpires are t check befre that the required back numbers are crrectly wrn. If there is a secnd number available, the player shuld be asked t affix it t a secnd shirt. Where n back number is t be used and a player must have his/her name n the back f the shirt, umpires are t check fr this in the call area. Nte that in Wrld Tur events the players names must be n the back f their shirts, while in all Para-TT events the players names and the 3 letter assciatin cde must be n the back f their shirts(except Wrld Tur Challenge series: player s names is recmmended). 5

Para TT events Umpires shuld als check the height f the 1 r 2 cushins (15cm-use net gauge) check that tracksuit pants, if wrn, are nt jeans check there are n back packs n the wheelchairs check the number f wheels n wheelchairs there shuld be a minimum f 2 large and 1 small wheels inquire as t which player requires a ball persn ascertain if assistive devices such as strapping, braces, prsthesis are t be used, and if s, verify that against the Internatinal Classificatin Card. If there is n clarity, please refer the matter t the referee 6

Wrkflw Descriptin Racket Cntrl 2. RACKET TESTING AND CONTROL 2.1. GENERAL INFORMATION AND INSTRUCTIONS Attentin: this sectin nly describes the principles f racket cntrl and testing. The practical prcedure, step by step, is detailed and develped in the fllwing sectins. Rackets are n lnger tested in the playing area, but in the call area r in the Racket Cntrl Centre (RCC). In individual events players shall depsit their racket t be used in the next match at the call area 20 minutes befre their match. In team events the team shall depsit the rackets f players at the call area befre the start f the team match. Hwever, the team has the ptin and respnsibility t decide that each player depsits his/her racket befre his/her individual match (typically 20 minutes befre r latest at the start f the previus individual match). Rackets nt presented befre the match will always be tested after the match, with the risk f lss f the match cmpleted prir t the racket being tested if it fails any f the tests. The umpire will put the match rackets, which have been checked befre the match, n the match table n ne side f the net next t the umpire s chair and shall pay attentin that the rackets d nt leave the playing area. Befre putting the rackets n the match table, the match umpire shall have a lk at the rackets which have been tested in rder t recgnize them and t be aware f a pssible nn-playing side r any ther irregularities, but shall nt prceed t check any further. If a racket has nt been tested befre the match, the match umpire shall prceed t d a visual inspectin Damage t cverings and blades, trimming, cverings crrectly affixed t blade, extensins f cverings, layers f blade are cntinuus als int the handle, any ther irregularity but n ther checks shall be perfrmed in the playing area, and n tls r measuring devices shall be used. If there is any discrepancy the umpire shall reprt t the referee n duty. 7

Wrkflw Descriptin Racket Cntrl During team events, the umpire shall cllect the rackets after each individual match, unless the player has cmpleted all f his r her matches. The purpse is t avid retesting f rackets prir t each match. If a player refuses t leave a racket, he r she must be infrmed that his r her racket fr the next individual match will need t be tested again either befre his r her next individual match r after that match. If a racket has been changed after being tested left the playing area and there may be a pssibility it has been changed nt been tested befre the match it must be tested after the match, and the referee n duty must be infrmed immediately abut this fact. 8

Wrkflw Descriptin Racket Cntrl 2.2. RACKETS TO BE TESTED BEFORE THE MATCH (N Racket Cntrl Centre) Umpires have t perfrm the racket inspectin in the call area and nt in the playing area. The fllwing inspectins are mandatry: Visual inspectin: Damage t cverings and blades, trimming, cverings crrectly affixed t blade, extensins f cverings, layers f blade are cntinuus als int the handle, any ther irregularity Nte: fr PTT class 1 and 2 players, the referee may allw sme cverings t be extended ver the edge f the blade as the players tend t use their playing arm t push back int an upright psitin after playing a sht and the racket may therwise damage the table LARC (List f Authrised Racket Cverings authrised by ITTF) Flatness (fr a detailed check/test, electrnic devices if available) Thickness (fr a detailed check/test, electrnic devices if available) Umpires are t register n the scre sheet that the racket was tested befre the match, If everything is satisfactry, the rackets will be kept in the call area in paper bags/envelpes with the players names n self-adhesive labels and the umpire f the match will hand the rackets t the players at the match table. If a racket cvering extends beynd the allwable limit f the blade, the umpire shall request the player t trim it. In case f refusal by the player the umpire shall infrm the referee n duty. If there is a dubt that a racket cvering culd be used with any physical, chemical r ther treatment, the umpire infrms the referee n duty. If fr any ther reasn the umpire is in dubt: The umpire infrms the referee n duty The referee has t decide: If the racket is acceptable: The umpire brings the rackets t the table 9

Wrkflw Descriptin Racket Cntrl If the racket is nt acceptable The player has t change the racket, and if there is enugh time the replacement racket can be tested immediately. Whilst this prcedure is nt strictly in terms f 3.2.4.2.3, the aim is t prevent players using an illegal racket rather than punish them afterwards. If there is insufficient time, the racket will be tested after the match A failed racket will be kept by the referee and returned t the player at the end f the match (fr a team match, at the end f the team match) The referee includes the result in the electrnic ITTF URC database referee reprt (file: Lg) BUT NOT in the file racket cntrl. 10

FULL RACKET CONTROL BEFORE THE MATCH IN RACKET CONTROL CENTRE (RCC) Full racket cntrl (including VOC) has t be dne in a separate rm and rackets t be cntrlled fr VOC will be selected n a randm basis by the referee. Rackets selected will underg full testing at the RCC using electrnic equipment delivered and apprved by ITTF (equipment frm assciatins, rganisers r private parties may nt be used). Befre each sessin, the assigned referee fr racket cntrl delivers a list (Racket Cntrl Schedule Frm) with selected tables fr Full Racket Cntrl t the Racket Cntrl Centre. Umpires f the selected table, will nt perfrm any tests n these rackets in the call area, but have t frward the rackets immediately t the RCC and register n the scre sheet: racket fr cntrl at RCC befre the match the fllwing inspectins are mandatry in the RCC and results are filled in Racket Cntrl Frm (Frm 3) fr all rackets that are cntrlled and prblems are detected: Visual inspectin: Damage t cverings and blades, trimming, cverings crrectly affixed t blade, extensins f cverings, layers f blade are cntinuus als int the handle, any ther irregularity Nte: fr PTT class 1 and 2 players, the referee may allw sme cverings t be extended ver the edge f the blade as the players tend t use their playing arm t push back int an upright psitin and the racket may therwise damage the table LARC (List f Authrised Racket Cverings authrised by ITTF) Flatness (use f electrnic devices) Thickness (use f electrnic devices) VOC (use f electrnic devices) 12

The umpire f the match will put dwn the racket n the match table next t the net and t the umpire chair. If a racket cvering extends beynd the allwable limit f the blade, RCC shall request the player t trim it. In case f refusal by the player the RCC infrms the referee n duty. If there is a dubt that a racket cvering culd be used with any physical, chemical r ther treatment, the RCC infrms the referee n duty. If the RCC detects any irregularity: RCC infrms the referee n duty Referee has t decide: If the racket is acceptable: The racket will be handed ver t the umpire f the match and kept in the call area in a paper bag/envelpe with the player s name. The umpire f the match will put dwn the racket n the match table next t the net and t the umpire chair. If the racket is nt acceptable, because f VOC, LARC, thickness r flatness: The player has t change the racket and if there is enugh time, racket cntrl can be dne immediately n the replacement racket If there is insufficient time, the replacement racket will be cntrlled after the match The umpire in RCC fills in the Racket Cntrl Frm (Frm 3) and it is signed ff by the umpire in RCC A failed racket will be kept by the referee and returned t the player at the end f the match (fr a team match, at the end f the team match) after the referee and player have signed Frm 3 Referee includes the result in the electrnic ITTF URC database referee reprt (file: racket cntrl) 13

RACKETS TO BE TESTED AFTER THE MATCH If a player des nt bring his/her racket t the call area, within the deadline f typically 20 minutes befre the scheduled time f the match (fr the secnd r later individual match f a team match, n later than the start f the previus singles r dubles match), then the racket will be tested after the match. Additinally, if a racket has been changed after being tested left the playing area and there may be a pssibility that it has been changed it must als be tested after the match, and the referee n duty must be infrmed immediately abut the fact. The umpire will register n the scre sheet: racket testing after the match At the table befre the match, the umpire nly prceeds t d a visual inspectin Damage t cverings and blades, trimming, cverings crrectly affixed t blade, extensins f cverings, layers f blade are cntinuus als int the handle, any ther irregularity If the umpire detects n irregularities (accrding t the tested details), players can start the match. If there are any irregularities fund, the umpire infrms the referee n duty The Referee has t decide: Nt acceptable the player has t change the racket A failed racket will be kept by the referee and returned t the player at the end f the match (fr a team match, at the end f the team match) Acceptable 17

Wrkflw Descriptin Racket Cntrl the umpire can start the match Special prcedure t be bserved fr team matches: After an individual match f a team match, the players must leave their rackets n the table and the umpire keeps all rackets requiring an after-match test and the assistant umpire brings them t the Call Area where there is n Racket Cntrl Centre, and in all ther cases t the Racket Cntrl Centre and the player can pick up the racket frm this place. During the team match a player may, after his/her first individual match, ask t get his/her racket back in rder t practise befre the next match. If the racket has been tested befre the match, this is pssible, but then the racket used in the next match will need t be tested again either befre his r her next individual match r after that match. If the racket was nt tested befre the match, the assistant umpire brings the racket after the match t the Call Area/Racket Cntrl Centre and the player can pick up the racket frm this place. During a team match the assistant umpire shuld nt wait fr the result f the racket testing in an after match test, but immediately returns t the field f play. Fllwing prcedure after the end f the individual match in a team match will be valid if the racket was nt given t the umpires befre the match r being changed after being tested r left the playing area and there may be a pssibility that it has been changed: Umpire picks up the racket frm the player Assistant umpire fr the next match (nrmally umpire, wh picked up the racket), brings racket t Call Area/Racket Cntrl Centre and returns immediately t field f play Officials in Call Area/Racket Cntrl Centre test the racket If racket is acceptable: Player can pick up racket frm call area/racket Cntrl Centre fr next match If the racket is nt acceptable, because f VOC, thickness, flatness rlarc: The player frfeits the match 18

Wrkflw Descriptin Racket Cntrl The umpire in the designated area fills in the Racket Cntrl Frm (Frm 3) and it is signed by that umpire and the referee n duty A failed racket will be kept by the referee and returned t the player at the end f the match (fr a team match, at the end f the team match) after the player has signed Frm 3. The referee n duty infrms the umpire f the team match abut the Nnacceptance f the racket and that the player frfeits this match. If a player picks up his/her racket in the Call Area/Racket Cntrl Centre after an aftermatch test, he/she can infrm the fficials in the Call Area/Racket Cntrl Centre that he/she des want t use this racket fr the next match in a team match and will nt practise anymre, the fficials will bring this racket t the match table. If the player is taking his/her racket with him/her, the racket will need t be tested again either befre his r her next individual match r after that match. If nly the racket f the lsing player f the last pssible team match requires an aftermatch test, the result stands and the teams d nt need t wait. If the racket f the winner f the decisive (3rd r 4th) individual match f a team match has nt been tested befre, it requires an after-match test accrding t the fllwing prcedure: The umpire requests the teams t wait at their respective benches until the racket test is finished. The umpire infrms the referee and stays at the table. The assistant umpire brings the bag with the racket t the Call Area/RCC, waits there until the racket test is finished, takes the racket back t the table and infrms the referee and the teams abut the result f the racket test. If the racket passes the test, n further actin is required and the match result stands. If the racket f the winning player fails then the referee will decide the utcme f the match just played; in case the referee decides that the winning player frfeits the match, the result f the individual match will be reversed and if necessary the next individual match will be played. 19
