INTERNATIONAL SCHOOL SPORT FEDERATION & UNSS - UNION NATIONALE DU SPORT SCOLAIRE FRANCE WORLD SCHOOLS CHAMPIONSHIP TABLE TENNIS From Friday 04/04 to Thursday 10/04/2014 Clermont-Ferrand - France BULLETIN 1 The Executive Committee (EC) of the International School Sport Federation (ISF) has decided to entrust the organisation of the World Schools Championship Table Tennis 2014 to Clermont-Ferrand - France. 1. INVITATION Invitations to participate in the World Championship are being sent to school sport organisations which are full or associate members of ISF and for information to members of the ISF EC, to members of the ISF Table Tennis Technical Commission and to the International Table Tennis Federation (ITTF). 2. COMPOSITION OF TEAMS AND RULES FOR PARTICIPATION 2.1. The competition is open both to school teams and to selected teams. In both boys and girls categories a country must have entered a school team before being allowed to enter a selected team in the same category. Countries may not enter selected teams only. There will be a competition organised in the following categories: - school teams boys - school teams girls - selected teams boys - selected teams girls 2.2. All students in the school team must have been enrolled at the same school since the beginning of the school year 2013/2014. 2.3. All students of selected teams must have been enrolled at a school in the country concerned since the beginning of the school year 2013/2014. 2.4. Each student may only play in one team. 1

2.5. All students must have been born in 1996, 1997, 1998 or 1999. Neither older nor younger students will be accepted! 2.6. Each team shall be composed of 4 players and 1 teacher (Non Playing Captain). 2.7. Each delegation shall nominate a Head of Delegation who shall be responsible for the team or teams in his/her delegation. He/she may not combine the functions of head of delegation and coach or another official function. He/she shall be the sole intermediary between his/her delegation and the Organising Committee, the ISF Technical Commission and the ISF Delegate. 2.8. Each country which enters 1 or 2 teams must provide 1 umpire; a country entering 3 or 4 teams must provide 2 umpires. All umpires shall be in possession of a national (highest level) or international qualification. 2.9. Where a country is represented by only one team, its delegation may comprise up to 7 persons. A country may enter a maximum of 4 teams (1 school teams of girls, 1 school teams of boys, 1 selected girls team and 1 selected boys team). A full delegation will consist of 23 persons. 2.10. Each participating country has the right to include a maximum of 2 additional adults whose function must be specified: doctor, physiotherapist, interpreter, security personnel, ministerial representative, journalist.... Any other additional persons will not be considered part of the official delegation and will not be accredited by the OC. 2.11. Players must be enrolled as full-time students at the school which they represent. They must be attending schools which provide a general education. The following are not eligible to participate: a. pupils of vocational schools who only attend that school as a complement to their vocational training; b. school teams and pupils enrolled at schools which provide sports training without any general education; c. part-time (e.g. afternoon) sports schools which take pupils from a variety of schools for training in one or more sports; d. teams formed as part of clubs, companies, universities or other institutions. 2.12 Each participating team must be nominated officially by the organisation responsible for school sport and which is a member of ISF. 2.13 The number of participating countries in each category is initially limited to 20 school teams boys and 20 school teams girls and 16 selected teams boys and 16 selected teams girls. If the number of teams entered by the closing deadline is greater than 20 school teams boys/girls or 16 selected teams boys/girls, a procedure for the allocation of places comes into operation. 2

3. TRAVEL 4.1. Travel as far as the international airport of Clermont-Ferrand/Auvergne (France) or the railway station of Clermont-Ferrand is to be arranged and financed by each participating country. 5. FEES AND INSURANCE 5.1. In return for the entry fees which are fixed by the ISF Executive Committee, the Organising Committee will be responsible for board and lodging for participants for the duration of the championships, for the competition and cultural programme activities and for all transport in connection with the official programme (arrival, departure, sports and cultural programmes). 5.2. In accordance with the rules laid down by ISF, the payment to be made to the organisers of the World Schools Championship amounts to 44 EUR per person and per night. 5.3. An additional ISF levy of 30 EUR per delegation member will be collected at the time of registration. 5.4. The total sum per person is therefore 294 EUR (264 EUR + 30 EUR). 5.5. When the distance between Clermont-Ferrand and the capital of a participating country on another continent exceeds 5000 kilometres the delegation may extend its stay by arriving one day earlier or leaving one day later at the normal daily fee (44 EUR). 5.6. For two additional adults the following regulation applies: 3

- For a single room 88 EUR per night - For a double/twin room (2 additional persons) 44 EUR per night each - For a double/twin room (1 additional person + 1 teacher or 1 umpire) 44 EUR per night each. Requests are to be made by the country concerned. 5.7. If the delegation travels by bus, the driver of the bus will be considered as a member of the delegation and will be charged 44 EUR per night. 5.8. The organisation of an extended stay for the delegation (before or after the event) is a matter for the country concerned. It shall not be the responsibility of the Organising Committee. 5.9. Delegations which are unable to provide the required number of national or international umpires will be required to pay a fine of 907 per missing umpire. 5.10. Each country is required to provide insurance for each member of its delegation. At a minimum the insurance is to cover civil liability, material damage and medical costs. 6. DEPOSIT 6.1. Along with the entry, each country must pay a deposit of 88 EUR per person as confirmation of the entry. The deposit must be sent as a single payment for the whole delegation by the organisation responsible for school sport (federation, trust, ministry...). Payments made by individual schools will not be accepted. The sum of the deposit will be deducted from the total cost of participation. This deposit is non-refundable in the event of non-participation unless the delegation has informed the organisers before the group draw or in the case of force majeure. The latter instance will require the approval of the ISF Management Committee. 6.2. The ISF Secretariat is responsible for registering all deposits before 30 th November 2013. 6.3. The balance in cash in EUR is to be paid on arrival in Clermont-Ferrand (bank and credit cards will not be accepted) or may be paid in EUR by 15 February 2014 at the latest to the organisers bank account as published in the third 4

bulletin. 6.5. All bank charges (for both deposit and balance) are to be met by participating countries! 7. COMMITMENTS TO BE HONOURED BY DELEGATIONS 7.1. Each participant is required to be present throughout the duration of the event. 7.2. Each participant is obliged to take part also in all of the non-sport activities. 7.3. Each team undertakes to compete against all other participating teams. 7.4. Each participant undertakes to compete against all other participants. 7.5. The absence of any member of a participating team from any part of the entire sport programme, opening-, prize-giving- and closing ceremonies and socio-cultural programme may result in the team being excluded from the results. 8. TECHNICAL RULES 8.1. The competition will be run according to current ISF and ITTF rules under the direction of the ISF Technical Commission for Table Tennis. 8.2. Details of technical regulations and competition formats will be annexed to bulletins 2 and 3. 8.3. The group draw will take place at the General Secretariat in Antwerp. 9. DOPING Dope testing (for use of banned substances) can take place during the competition according to current law/procedures in France. If selected for testing a competitor may be accompanied by an adult. If a competitor is following a course of medical treatment he or she must obtain certification to that effect and inform the organisers immediately upon arrival. 10. DISABLED STUDENTS The ISF and its Technical Commission Table Tennis will organise a competition for disabled students if at least 5 countries will participate. 10.1. Each country can enter up to 2 disabled students (boys or girls) assisted by max. 1 extra coach. 10.2. Each participating disabled student must be born in the years 1996, 1997, 1998 or 1999. 5

10.3. Only physically disabled students are admitted. 10.4. Disabled students and their coaches pay 44 EUR per night. The total amount of money for the disabled students has to settled by the delegation to which they belong when they settle their account with the Organising Committee. 10.5. The competition will be played by the rules of the ITTF and the regulations which are mentioned in The International Table Tennis Federation - Para Table Tennis Division (ITTF PTTD) handbook. If there should be any uncertainty or doubt about these rules, the Control Commission will take a decision in the matter. No appeal is possible against this decision. 11. REGISTRATION The ELECTRONIC ENTRY REGISTRATION FORM 1 should be duly completed on behalf of the Organisation responsible for school sport at the latest by 30 th September 2013. Please fill in the electronic registration form at ERAS (click here) as soon as possible but no later than 30 th September 2013. By separate mail you will receive username and password to enter ERAS, valid for all sports on the calendar. PLEASE PAY THE DEPOSIT BY 30 th NOVEMBER 2013.
