FIFA$Under$17$World$Cup$India$2017$ CONSULTANCY FOR PITCH MANAGEMENT FOR THE LOC OF THE FIFA UNDER17 WORLD CUP INDIA 2017 Last deadline for submission: 18 February 2017 Your proposal with financial expectation should be sent via electronic mail to the following email id: roma@india2017wc.com 1.- GENERAL OUTLINE. India will host the FIFA Under 17 World Cup in 2017. The Local Organising Committee (LOC) is the entity in charge of organizing the said World Cup. The LOC is an organization within the All India Football Federation (AIFF) and acts through a mandate by FIFA to host the event. 1.1.- General Aspect The LOC, in its mission to host the FIFA Under 17 World Cup India 2017, is seeking a consultant to advice on the reconstruction, management and maintenance of the football pitches that will be used for the Competition. Scope of work will include to assess, advice and maintain the grass quality for the different fields that will be part of the Tournament. 1.2.- Specific Aspects The Partnership will specifically include, without the following list being definitive, the following items: a) Apply the standards given by the FIFA International Experts to all the pitches to be used in the FIFA Under 17 World Cup India 2017. b) Assess the quality of all the pitches to be used in the FIFA Under 17 World Cup India 2017. The assessment must be made considering the following items: a. Grounds Maintenance Staff b. Grounds Staff Education c. Pitch Construction Type d. Pitch Soil Type e. Pitch Weekly Usage f. Pitch Drainage System
g. Pitch Irrigation Type h. Pitch Equipment Assessment (Mowing Machines, Brushes, Irrigation, Marking Out, Aeration, Scarification, Verti-Cutting, Top-Dressing, Seeding/Sprigging Turfing, Weed Control, Disease/Pest Control, Tools for Repairing Damage, Hand Tools, etc) i. Pitch Test (Soil Type, Particle Size, Nutrients, Hardness, Infiltration Rates, Grass Coverage, Root Length, etc) j. Soil Profile of the Pitch c) Prepare Reports for FIFA and LOC along the lines of the assessment, and liaise with them to produce a consolidated report about the improvements to be made on each pitch. d) Prepare the complete scope of work for the Request for Proposal (RFP) for the pitch maintenance of the football pitches for the tournament. e) Support the LOC in the technical assessment process for the selection of the pitch maintenance company/companies. f) Inspect the progress of the pitch improvement plans implementation for each of the facilities and assess the reality of their status. g) Report to the LOC and the FIFA about the status of the pitch improvement plans and flag the possible difficulties and problems that each project may expect. h) Prepare a field reconstruction and maintenance plan so that the maintenance agencies can follow it i) Advise the LOC regarding the different phases of recovery and maintenance for the grounds, for an accurate preparation of the tender for appointment of the staff j) Support in the review of the documentation presented by the potential maintenance companies and in the evaluation of their bids. k) Train all the Grounds Maintenance Staff at least once before the start of the maintenance in 2017. l) The Consultant will oversee the maintenance procedures of the pitch maintenance contractors of all the 26 training sites in 6 venues around the country that will start on April 1 st, 2017 m) The Consultant will oversee the maintenance procedures of the pitch maintenance contractors of the 6 stadiums in 6 venues around the country that will start on April 1 st, 2017 n) The Consultant will oversee the maintenance procedures of the pitch maintenance contractors of all the training sites and stadiums pitches that will be used during the Tournament. o) Continuous assessment to be carried out by LOC Grass Consultant and report to the LOC on a detailed risk analysis. This can be in form of the reporting format designed by the consultant. p) Produce a document of the proper conditions for Grass Maintenance. Such document will become intellectual property of the LOC and can be used for the Legacy Plan of the Tournament.
1.4 VENUES The FIFA Under 17 World Cup India 2017 will be played in 6 cities in India: a) Goa b) Guwahati c) Kochi d) Kolkata e) Navi Mumbai f) New Delhi 1.5 Process to be followed for the maintenance of the grounds for the FIFA Under 17 World Cup India 2017: 1. LOC will take over all 6 stadiums and 26 training sites from April 2017 2. LOC Pitch consultant will start from February 27 2017 and will work closely with the FIFA Pitch Management consultant for the implementation of the pitch reconstruction and maintenance process 3. LOC will start the maintenance of all the 32 grounds across the country from 1 st April 2017 until the end of the Tournament. 4. To maintain the grounds, the LOC will centrally contract pitch maintenance contractors to conduct the maintenance across all six venues. The supervision of the pitch maintenance contractors selected will lie with the LOC Pitch Consultant, who will monitor and report to the LOC of the maintenance procedures being followed. 5. The eligibility criteria for the pitch maintenance contractors will include: a. Having maintained grounds for top level competitions as listed in the RFP b. The type of equipment/machinery the approved contractor must have to ensure optimal maintenance. c. Minimum machinery the company will have at disposal to ensure it can maintain the grounds in at least one venue. d. The strength and bandwidth that the bidding contractor must ensure so that it has the capacity to maintain all grounds in at least one venue. 6. FIFA Consultant will assess the technical specifications provided by the bidding company/companies and based on their evaluation the bidders can move to next step of the tendering process.
7. The maintenance plan must be strictly implemented by the local contractor. The LOC Pitch consultant will establish a reporting system to ensure a proper monitoring of the work carried out by the contractors in charge of the on-ground maintenance. 8. This system of work with the Grass consultant on board is meant to ensure all the maintenance procedures for the grounds are in place for the tournament and that there will be a good alignment between what was planned and the delivery of the maintenance on ground. 1.6 Timeframe: Start of the contract: February 27, 2017 End of the Contract: September 21, 2017 or as stipulated in the contract Remote Assessment of all the pitches to be used for the tournament via concall, whatsapp and email reporting system will be required from the start until the end of the contract February 27 March 2017 April 2017 May 2017 1 month or as required Finalisation of the scope of work for the RFP and selection of pitch maintenance company Supervision of the start of the implementation of the pitch maintenance program Training of the pitch maintenance contractors 15 August 21 September 2017 On ground supervision of the pitches to be used during the tournament LOC will cover costs for accommodation and local travel during the visits. It will not cover any costs for food, mobile phone or other incidentals.
