RULES The regatta will be governed by the rules as defined in The Racing Rules of Sailing. a. Rules as defined in The Racing Rules of Sailing of the WORLD SAILING 207-2020 b. The requirements of the RFEV to RRV 207-2020 c. Dragon Race Rules d. Sailing Race Equipment Rules of the WORLD SAILING 207-2020 e. The Sailing Race instructions as well as the Equipment Inspection Instructions. If there is a conflict between the announcement and the instructions, instructions prevail..2 In case of discrepancy between the English and Spanish announcement, Spanish announcement prevail. 2. NOTICES TO COMPETITORS AND CHANGES TO SAILING INSTRUCTIONS a. Notices to competitors will be posted on the O.N.B. located at the local nº 62 LA CONCHA. b. Any change to the sailing instructions will be posted on the O.N.B two hours before the warning signal on the day it will take effect, except that any change to the Schedule of races will be posted by 20:00h on the day before it will take. 3. SIGNALS MADE ASHORE Signals made ashore 3. Signals made ashore will be displayed at the main signal mast located on the Racing area. 3.2 When flag AP is displayed ashore the following signal will not be given before 60 minutes after lowering. 3.3 When flag delta is displayed ashore all boats can sail to the race course. 4. SCHEDULE OF RACES 4. Schedule of the event: Friday December 5 th 09:00h 9:00h Registry (Puerto Portals Harbour Office) Saturday December 6 th 09:00h - 0:30h Race Office opening (Village) 9:00h - 0:30 h Breakfast 0:30h Skippers meeting :30h Races 6:30h Lunch (Village) Sunday December 7 th 9:00h - 0:30 h Breakfast 0:30h Skippers meeting :30h Races 6:30h Lunch (Village) On Saturday no warning signal shall be given after 5:30 h. 4.2 The tests will be numbered consecutively according to the order in which they were sailed. A maximum of 6 races are scheduled, being necessary to have completed 2 for the validity of the Regatta. A maximum of three tests per day will be navigated. 4.3 If 5 or more tests are completed during the weekend, the one with the lowest score will be dismissed. This will not modify the point 5.2 of this sailing instructions. 4.4 When they are going to do more than one race on the same day (or, for two or more races), attention signal for each subsequent race will be given as soon as it will be practical, and always preceded by a signal of Delay AP not less than 4 minutes 4.5 Club de Regatas Puerto Portals and the Race Committee reserve the possibility of modify this schedule of races due to weather conditions or other causes. 5. SOCIAL EVENTS Prizes specified in the TOA and others that may be decided by the CRPP will be awarded. 6. CLASS FLAG 6. Class flag: The Class flag for the DRAGON class will be the White flag with the logo. 7. RACING AREAS 7. Attachment I shows the location of the racing area. a) This situation may be modified, which will be notified: b) Publishing in the O.N.B c) In the water, by a Committee of Regatta boat that will release the flag "L" of the CIS, that means: "The situation of the regattas area is modified. Follow me to the new situation." Repeated acoustic signals will be made. 7.2 Attachment II shows the courses, including the order in which marks are to be passed, and the side on which each mark is to be left behind on each of them and their identification. 7.3 The fact that the mark is not exactly anchored in place will not be grounds for granting a repair. 7.4 Before or with the signal of Attention, from the boat of the Racing Committee on the starting line, the approximate needle heading from the starting line will be shown towards the mark Nº. 8. MARKS 8. It will be according to Rule 33 of the Racing Rules of Sailing. In the case of a change of course towards windward, Mark Offset going to be suppressed. Boats shall pass between the race committee boat signalling the change of the next leg and the nearby mark, leaving the mark to port and the race committee boat to starboard. This changes rule 28. If, as a consequence of a new change of route, a new mark has to be replaced, it will be replaced by a original shape and colour mark. If the Race Committee decides to change the position of the leeward markers, the original markers will be repositioned. In case the leeward mark is a beautiful wave left on the port side. 9. STARTING SIGNAL AND FINISHING LINE 9. Signals will be given: MEANING MINUTES TO GO Attention 5 Preparation 4 Last minute Start 0 9.2 The starting line will be determined between the mast aboard the Regatta Committee boat, flying an orange flag at the starboard end of the line and Yellow inflatable mark or boat visor peaking at Orange flag on the port end. 9.3 All boats leaving later than 4 minutes after the warning signal will be classified (DSN). This modifies rule A 4. 9.4 The boats of the Racing Committee may stay in the motor position if the conditions are unfavourable. 0. CALLS a. In case of an individual call, the "X" flag of the CIS will be lowered 2 minutes after the departure if all the yachts have not returned prematurely (modification to Rule 29.2 RRV).. THE FINISH. Finish line will be determined between the mast aboard the Regatta Committee boat, flying the orange flag and yellow inflatable mark..2 The arrival boat may be kept in the motor position. 2. (RET), (DNF) OR (DNC). A boat in any of these circumstances will notify the Race Committee by any means and must present the corresponding form in the Race Office (OR) before the protest time limit. 3. LIMIT TIME 3. Limit time will be: Limit time for the ª Mark Expected duration 30 minutes 50 minutes 3.2 The intended duration is only estimated. Longer or shorter duration will not directly mean a request of repair. This modifies rule 62. of the Racing Rules of Sailing. 3.3 A boat that does not finish within fifteen minutes after the first one arrives will be classified as "Not finished" (DNF). 4. PROTESTS AND REQUESTS FOR REDRESS 4. Protest forms are available at the race office. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit (in writing). 4.2 Deadline to protest. General protest period. 60 minutes after the end of the last race of the day in each of the classes. 30.2 and A. The hearings of the protests will be seen in the premises of the Protests Committee located in the Race Office and the parties involved should remain in their vicinity. 4.4 The list of boats penalized under rules 30., 30.3 and A 4.2 will be inserted in the Official Notice Board before the protest time limit. A ship notified within this rule can request a repair but no later than 30 minutes after the protest cut-off time. 5. SCORING 5. Appendix A and the low scoring system, described in rule A4. of the RRS, will be applied. 5.2 Total score of each boat will be the result of its total scores, excluding its worse score when five or more races of PPDWS have been completed. 5.3 Races will be numbered in the sailed order. 6. SAFETY REGULATIONS 6. Otherwise they may be required to pay the costs of search and rescue operations. 7. REPLACEMENT OF CREW OR EQUIPMENT 7. 8 OFFICIAL BOATS 8. Official boats will be marked by the following flags: Race Committee Orange block flag Protest Committee White flag with letter J in black. Measurement Committee White block flag with letter M in black Press Flag with letter ``P 9 MOORING AND SHIPYARD RETRICTIONS Boats will moor only in their officially assigned places. 20 RADIO COMMUNICATION The Race Committee uses cannel 73VHF for communication. 2 RESPONSIBILITY Competitors participate in the regatta entirely at their own risk. The Organizing Committee or any person or responsible involved in the organization of the event, reject any responsibility for loss, damage, injury or inconvenience that may happen to any people or thing, both on land and at sea, as a consequence of the race organized by this NoR. 22 LOCAL MARINE REGULATIONS Royal Decree 62/2008 establishes the conditions of maritime safety, navigation and human life at sea applicable to nautical-sporting events. The participants are warned, before the start of the tests, that the boats will only be able to participate if they are legally dispatched to navigate through the waters through which the race will pass and if their employers have enough qualifications for their government. Participants must declare, with adequate notice of the beginning of the race, of the insurances subscribed, if applicable, including the risks covered and the limits of responsibility in accordance with the race announcement, being covered for the participation in tests nautical-sports.
