General Rules of Play (SSHA) Members of the Association shall play according to the latest rules of the FIH or as otherwise stated by the Sutherland Shire Hockey Association (S.S.H.A.). 2. Team Registration (e) (f) (g) junior and senior team lists are to be lodged with the Registrar and Grading Convenor prior to Round 1 of the competition. Teams must have a minimum of 8 players to register and 11 players registered by Round 3 of the competition. fees are to be paid by Round 3 of the competition. teams failing to meet the above requirements may be deemed ineligible to play. junior and senior teams maximum number of players registered in any one team is 16. junior sevens teams must have a minimum of 5 players and no more than 10 registered players in any one team. boys up to and including those in school Year 6 can play in the junior competition in the appropriate grade for their age and ability as set out in Rule 4 below. boys and girls must have turned 5 by the 31 st July in that season to play Minkey. 3. 4. Eligibility Open Competition All registered female players subject to the requirement that all junior players under the age of 15 need approval to play in Senior Competition prior to their first game. Junior Competition Girls attending school at the time of registration OR girls who have left school but are under the age of 18 AND boys attending primary school (up to and including Year 6). Junior Competition Grading Table and Conditions Minkey Seven B Seven A 4th Grade School Year K to Year 2 mixed competition; School Years 2 & 3 mixed competition; School Years 4 & 5 mixed competition, the maximum number of boys that can play on the field at one time is 3 and this includes the goalkeeper; Limited to players in School Years 5, 6 & 7 mixed competition, the maximum number of boys that can play on the field at one time is 4 and this includes the goalkeeper; 3rd Grade Limited to players in School Years 7, 8 & 9. With the approval of the grading committee players in Year 6 may participate in the 3 rd grade competition. In these circumstances, the maximum number of boys that can play on the field at one time is 4, including the goalkeeper; 2nd Grade 1st Grade Open to all High School players subject to the following: no player under 10 years of age to play above 3rd grade; no player under 12 years of age to play above 2nd grade; Open to all High School players subject to the following: no player under 10 years of age to play above 3rd grade; no player under 12 years of age to play above 2nd grade. 5. Each Player to Play for One Club Only All players must register with ONE club only. The only exception to this Rule is that if a Junior team has no affiliated Senior team then they can play for two separate clubs. All other request to play with two separate clubs must be referred to the Grading committee for approval. 6. Grading (e) Each club shall grade its teams in accordance with grades already within the Association. Up until the fifth competition match, clubs may regrade players with the approval of the Grading Committee. The Association reserves the right to regrade teams or players throughout the season upon the advice of the Grading Committee to the Board. Note: If a player is regraded down, she can only play up twice. If she plays up three times she will become an illegal player as a second regrading will have occurred. The team involved will lose any points given for the match. Where there are two teams from the one club in the same grade (i) (ii) (iii) any player may play across of which only two (2) can play across in any one case, only to make no more than 12 (twelve) players in that team. No crossover players are allowed in 1st grade in any game; the maximum number of games that can be played across by any player is 4 (four) games. After 4 games they are no longer eligible to play across without the permission of the Grading Committee. this restriction does not apply to Goalkeepers. In the senior competition, Clubs may nominate up to 3 (three) players to play down a grade (except 1st Grade players who cannot play down a grade) of which only 2 (two) can go down in any one game but only to make no more than 12 (twelve) players in the lower team. These names must be submitted to the Grading Committee/Executive for approval by the first round of competition. When approved, the grading committee must provide, to all clubs, a list of all players approved to play down under this rule. The maximum number of players that can play down or across a grade in any one game is limited to 3 (three). Grading Rules for Metro Players: Metro Division 1 & 2 players will not be permitted to play lower than 1st Grade seniors in the Open Competition and lower than 1 st grade in the Junior Competition. Metro Division 3 & 4 players wishing to nominate in a grade lower than 2 nd grade in the Open Competition and/or to nominate for a grade lower than 1 st grade in the Junior Competition will need to be individually graded by the Grading Committee. 7. Score Cards Score Cards are to be correctly filled in by all senior and junior players prior to taking the field, and given to the umpires at the commencement of the match. Names and numbers are to be printed clearly. If for some reason cards cannot be lodged at the field, they must be scanned to the Registrar and original cards mailed within 24 hours. Junior, Minkey and Seven players are not required to have numbers unless a Junior is playing up / filling in the Senior competition (see Rule 10). Penalties (i) (ii) (iii) (iv) Failure to lodge cards may result in a penalty of no points for the match. Playing an illegal player loss of any match points for that game plus the loss of an additional 3 points. A team playing an illegal player will be given a goal difference of a 3 0 loss and the opposing team will be given a goal difference of a 3 0 win, but will receive no additional competition points. A team with an inaccurate score card may be awarded no points for that match. Any disputes must be lodged in writing with the Judiciary Convenor within 72 hours of the incident. Please state the particular rule, bylaw or constitution section which is being disputed. 8. Duration of Matches Matches will be 35 minutes each way in the Senior competition, with 5 minutes half time; Matches will be 25 minutes each way in the Junior competition, with 5 minutes half time Matches will be 20 minutes each way in the Sevens competitions with five minutes half time; Matches will be 15 minutes one way in the minkey competition. 9. Interruptions to Play 30/30 Rule Lightning Play is to be suspended immediately if thunder occurs within 30 seconds of a lightning flash. Play must not resume until 30 minutes has elapsed after SSHA Rules of Play 2012 Last Amended 14 February 2012 4
the last lightning flash. If this occurs during the second half of a game the result shall be the score at the time for the interruption. If it occurs in the first half then the match shall be abandoned. Temporary Flash Flooding of Turf Play is to be suspended if the field becomes unplayable due to flash flooding. Play will resume as soon as the water subsides to a safe level. If play was suspended during the second half of the game and is unable to resume prior to the end of the allotted game time then the result shall be the score at the time of the suspension of play. If play was suspended during the first half of the game and is unable to resume prior to the end of the allotted game time then the match shall be abandoned with no result. 10. Uniforms (e) Players shall wear the uniform of the club to which they belong, including full black pants and club socks. Bike pants the same colour as the uniform skirt may be worn as long as they are no more than three (3) inches below the skirt length. Black Bike Pants, (unless skirt colour), will be permitted if they are no longer than the uniform skirt. In Senior grades all players (including those also registered as a junior player) must wear a club-registered number on their shirt from Round 1. This is to remain their number throughout the season. All players are to wear at all times during a match in which they participate shin pads & mouth guards. No jewellery is permitted to be worn in any competition match Penalties The penalty for failure to wear a club registered number in the senior competition is the same as for playing an illegal player. 11. Deferred games due to Representative commitments Clubs may request a postponement of a match when 4 (four) or more regular members of the team in that grade are otherwise committed to Representative duties. Such Representative duties must involve an officially sanctioned HNSW event of State level or a SWHL competition fixture. The request for postponement must be made through the Fixtures Convenor at least two weeks prior to the match date. Failure to follow this procedure means there will be no postponement of the match. For the purposes of Rule 20, replacement players from lower grades used to fill gaps created by players involved in commitments outlined above will have such a game credited to their "home" or lower grade. A player who plays two games on a weekend one in her own grade and one in a replacement capacity, would thus be credited with two games. fact that the second game is in a replacement capacity for a player with Representative duties must be noted on the match card, or the player will only be credited with the one game. Rule 6 will not apply to teams using players across as substitutes for representative players instead of deferring a game. 12. BLOOD BIN RULE Procedures for on-field treatment of bleeding wounds during games 1. If a player is bleeding she should immediately leave the field to receive treatment (a substitution may be made). 2. Player may return to the field once the bleeding has been controlled, wound covered and any blood contaminated clothing removed. 3. If the bleeding player does not leave the field voluntarily or when asked, the umpire may suspend her for misconduct. Recommendation for the cleaning of the playing surface If an area of the field becomes contaminated with blood the umpire must stop the game, have the blood mopped up and the area washed with soapy water using gloves and a brush or a long handled broom and again washed with clean water. (This is the Ground Controller s responsibility). Equipment Required 2 plastic buckets - 1 mop - 1 broom - detergent & disposable gloves. 13. Goalkeeping 7B division The goalkeeper MUST be equipped with helmet, facemask, chest plate, pads and kickers. 7A division The goalkeeper MUST be equipped with helmet, facemask, chest plate, pads and kickers. Note: it is recommended that goalkeepers in this grade also wear gloves. All Junior Grades It is compulsory for all goalkeepers and substitute goalkeepers to wear at all times during a match protective equipment including pads, kickers, chest plate, face mask, helmet and gloves. Seniors It is strongly recommended, but not compulsory, that goalkeepers should wear at all times during a match protective equipment including pads, kickers, chest plate, face mask, helmet and gloves as per HNSW Regulations. 14. Minimum Number of Players A team may take the field with a minimum of seven (7) players. (In juniors this must include a fully padded Goalkeeper) After notifying the umpire, a late player may take the field at any time provided there are less than eleven (11) players on the field. 15. Forfeit A forfeit shall be declared if a team, minimum of seven (7) players, is not on the field within ten (10) minutes of the official starting time. For the purpose of Rules 19 and 21, the game counts as a 3-0 win to the team who did not forfeit. The forfeiting team has a 0-3 loss but will be awarded 0 competition points. 16. Substitutes Five (5) substitute players are allowed in any one game. Substitutes must sign the card prior to substitution. Substitution may take place at any time (including Goalkeepers) as long as it does not cause undue time delays or disadvantage the opposing the team. Unlimited substitution is permissible provided that no more that sixteen (16) players are used in any one game. Players must not take the field if a penalty corner is in progress. 17. Umpiring Seniors All umpires for 1st Grade to be appointed by the Umpires Convenor from Club nominees. 2nd, 3rd and 4th Grade umpires are to be nominated by the Club, according to the following criteria: 2nd grade 3rd grade 4th grade experienced C badge minimum C badge C candidate, must have passed theory with C pass minimum. Failing to supply an appropriate umpire for a senior duty may result in a $50 penalty for the first offence, rising to $100 for subsequent offences by the same club in the same season. Repeated breaches may result in loss of points. The club will also be liable to pay the regular fee to an umpire who steps in to cover their duty, or turf costs in the case where a turf match is abandoned due to an umpire no show. Juniors Please bear in mind that where umpires are unable to meet their commitment, the onus is on the club to find a suitable replacement. Any disputes regarding fines must be submitted to the Judiciary Convenor in writing within 72 hours. All umpires are to be nominated and supplied by the club, based on the junior games roster. Failure to umpire will result in a $25.00 fine per breach plus the cost of employing a replacement umpire. The fine is payable to the Treasurer, SSHA. If umpires are unable to meet their commitment, the onus is on the club to find a replacement. Clubs must provide an umpire appropriately qualified to the grade of the teams playing. At a minimum the umpire must have passed the SSHA Local Umpires exam or be in training under the direction of the SSHA Junior Umpire Convenor. Failure to provide an appropriate qualified umpire will result in a fine or loss of points. (e) Any disputes regarding fines must be submitted in writing within 72 hours to the Junior Umpire Convenor. (f) (g) (h) (i) Once any match has commenced, the umpire shall have sole authority to terminate or abandon the match because of wet weather or for any other reason. The umpires in control of a match shall have full authority to interpret the rules of hockey in relation to that match and no decision of an umpire shall be subject to any form of protest or appeal by any player, coach or other person. If an umpire or both umpires are absent, each captain shall appoint a player or other suitable person to be umpire for that game and play shall start forthwith. Umpires should not wear the same colour as the teams they are umpiring. 18. Code of Conduct Indicative penalties for a player permanently suspended during a match and found guilty of the charge or charges by the Judiciary, shall include: Disputing an umpires decision - one (1) match suspension minimum Abuse of an umpire - two (2) match suspension minimum SSHA Rules of Play 2012 Last Amended 14 February 2012 8
Persistent and deliberate breach of rules - two (2) match suspension minimum Acts detrimental to the S.S.H.A. - two (2) match suspension minimum (e) Striking at another player with other than a hockey stick - two (2) match suspension minimum (f) (g) (h) Abusive conduct while a spectator four (4) match suspension minimum Deliberately striking another player with other than a hockey stick - four (4) match suspension minimum Striking at another player with a hockey stick - four (4) match suspension minimum (i) Deliberately striking another player with a hockey stick - eight (8) match suspension minimum Penalties by way of suspension shall be until a certain date and any suspension may extend into a subsequent season before the full period of the suspension has been served. The above penalties shall also apply to spectators, coaches, managers and umpires who may be found guilty of charges brought against them. Umpires are to be advised that if any cards are issued, details are to be noted on the back of the match cards, and in the case of Yellow or Red cards: Initial contact is to be made with the Judiciary Convenor within 24 hours An Incident Report Form must be completed and submitted to the Judiciary Convenor within 72 hours of the match. The following point system will apply: Green Card - 2 Points Yellow Card - 5 Points Red Card - 10 Points Once a player has accumulated 10 points they will automatically be suspended for one (1) game and called before the Judiciary Committee. The Registrar should check the match cards and notify the Judiciary Convenor within 72 hours of the match if any cards have been issued. SSHA Rules of Play 2012 Last Amended 14 February 2012 9
19. Determination of positions for Semi-Finals If teams are equal on points after the competition rounds: Goals for Goals against over the entire season; Goals for Goal against between the two teams for the entire season; Team with the highest goals scored throughout the season. 20. Eligibility for finals series Player must have played 60% of matches with a team to be eligible to play in the finals series and shall not play in grade below that in which their 60% of matches was recorded. If extenuating circumstances or an anomaly renders a player ineligible for the final series under this rule a club may appeal to the Grading Committee for an exemption. Players may play in a finals series in a grade above where they have gained their 60%. Where there is more than one team in the higher grade they may only play in one nominated team in that grade for the entire final series. When a player plays in two or more grades on the one weekend (Friday, Saturday and Sunday) (eg in 3rd and 2nd grade) the higher grade will count for the purpose of these eligibility rules, except in the case of (i) or (ii) below (in which case the lower grade game will count): (i) it is in a replacement capacity for a player with Representative duties; (ii) there are not more than 12 players in the higher grade. However, the name of the representative player must be noted clearly on the match card, otherwise the higher grade game will count for these eligibility rules. (Refer Rule 11). (e) Rule 20 does not apply to a goalkeeper from a lower grade replacing the goalkeeper in the higher grade. If a qualified player becomes unavailable for a semi-final, final or grand final through injury, illness (doctors certificate required) or representative commitment substitute players who would not otherwise have qualified on the number of matches played, may be fielded to allow the team no more than fourteen (14) players provided that a written application for substitutes, stating details of the players involvement, is made to the Grading Committee for its approval. 21. Pointscore Points shall be awarded as follows: Win 3 points, Draw 2 points, Loss 1 Point, Bye 0 points. SSHA Rules of Play 2012 Last Amended 14 February 2012 10
In the event of a forfeit, the game counts as a 3 0 win to the team who did not forfeit. The forfeiting team has a 0 3 loss but will be awarded 0 competition points. In the event of all teams not having played the same number of games at the end of the season, the competition points will be converted into a percentage based on points awarded on games played. 22. Semi-Finals, Finals and Grand Finals Semi Finals Major 1 v 2 Minor 3 v 4 Final Loser 1 v 2 plays winner of 3 v 4 Grand Final Winner 1 v 2 plays winner of Final. Senior Semi Finals and Finals If two (2) teams are tied at full time of a Major Semi Final (1 v 2) then Team 1 will be deemed the winner. If two (2) teams are tied at full time of a Final or a Minor Semi Final (3 v 4) then an extra 15 minutes of 'sudden death' (golden goal) 'drop-off' will be played. The first 7.5 minutes 2 players from each team leave the field. The second 7.5 minutes 2 more players from each team leave the field. If the result is still drawn at the end of 15 minutes sudden death then the higher placed team will proceed through. Senior Grand Final If two (2) teams are tied at full time of a Grand Final then an extra 15 minutes of 'sudden death' (golden goal) 'drop-off' will be played. The first 7.5 minutes 2 players from each team leave the field. The second 7.5 minutes 2 more players from each team leave the field. If the result is still drawn at the end of 15 minutes sudden death then joint Premiers will be declared. Note that in the case of a team having a player suspended at any time during the 'drop-off' play in a final series match that they continue to play with 1 less player (or as many as are suspended) Junior Semi-Finals and Finals If two (2) teams are tied at full time then an extra seven (7) minutes sudden death (golden goal) each way will be played. If still tied, then the team on the highest point score will be the winner. Junior Grand Final If two (2) teams are tied at full time then an extra seven (7) minutes sudden death (golden goal) each way will be played. If still tied, then joint Premiers will be declared. 23. General Information Injuries Any injury to a player MUST be recorded on the back of the scorecard. Insurance claims must be lodged within 30 days on the prescribed form. Club Secretaries should contact the Association Secretary immediately on any insurance matter. Wet Weather There will be a recorded message at Jenola (Ph 9523 0343) in wet weather. The committee will attempt to contact Club Secretaries / Officials if practicable to give advance notice of cancellations. Teams are to report to the fields for all matches unless otherwise notified. Turf games are not cancelled due to wet weather. Turf games are only cancelled at the time of the game in case of lightning, and then on a game by game basis. Appendix A Minkey Playing Rules 1. There are six players on the field at any one time. There is no goalkeeper. This is a fully mixed competition. 2. A lightweight minkey ball is to be used. 3. The ball is to be pushed, not hit. 4. Players must not: raise the stick hit the stick into an opponent use the stick to obstruct an opponent raise the ball above knee height play the ball with their hands or feet contact the bodies of opponents 5. When a free push is taken, opponents must be 3 metres from the ball. There are no free hits in Minkey, only free pushes. 6. A goal can only be scored by an attacker within the 10-metre zone marked in front of each goal. 7. A breach by a defender in their 10-metre area can be penalized with a free push to the attacking team on the 10-metre line opposite where the breach occurred. This also occurs when a defender deliberately plays the ball over the goal line. 8. Even though there is no goalkeeper, a player may not use their feet to deflect a goal. 9. Where an attacker forces the ball over the goal line or a defender accidentally does so, play will be restarted by the defending team from the 10-metre line. 10. Umpires in this division will been to use a lot of discretion (and patience). Let play flow on where you can and explain the rules as you go. Don t get bogged down blowing up infringements. Appendix B Seven s Playing Rules 1. Matches are played in halves of 20 minutes unless varied by the Junior Convenor. 2. Teams consist of seven players, one of whom must be a fully equipped goalkeeper. Unlimited substitutes are permitted. All goalkeepers must be fully padded up, ready to start the game on time. No time will be added for a late starting game. 3. Maximum of 3 boys on the field per team in 7A division, and this includes the goalie position. There is no restriction on the number of boys in the 7B division. 4. The goalie cannot lie across the goal in 7A division when the narrower width goals are used. 5. A goal can only be scored by an attacker from within the circle. 6. If a defender deliberately deflects the ball over the goal line a penalty corner is awarded. If the ball is accidentally played over the back line by a defender a hit (or push in 7B) is taken by the defending team from the top of the circle. The same applies when an attacking player plays the ball over the goal line. 7. Rough or dangerous play, especially raising the stick above the waist, must be penalized immediately. 8. When a free hit (or push in 7B) is awarded, no opponent is to be within 5 metres of the ball. 9. In a penalty corner the goalkeeper will stand inside the goal (as near as possible with the modified goal posts) and the four other defenders will stand behind the goal line on the opposite side of the goal to where the push is being taken. The remaining defenders stand on the centre line. A hit at goal from a penalty corner must not rise above 45cm. The ball is placed on the junction of the back line and circle for the hit in. 10. Hitting is permitted in 7A Division but in 7B Division only pushing is allowed. In 7A Division, the stick will not be raised above the waist in general play, but full hitting will be permitted from sideline hits, 16 s and free hits. 11. A penalty stroke may be awarded for a deliberate breach by a defender inside the circle. Only the goalkeeper can defend the stroke with the other players outside the circle. The goalie can stop the stroke with any part of the body. The stroke taker must push or flick the ball only once from the 6 metre penalty spot. 12. Coaches are permitted on the field until that point of the series when it is requested they remain on the sideline. It is important that as the season progresses players play the game without guidance from an on-field coach. (For guidance this is generally taken to be Round 5 for the 7A division and after the June long weekend for the 7B division. 13. At all times the umpire is to ensure that the game is played in the right spirit by players, officials and supporters. Enjoying the match is the priority.
