Warsaw Village Council Meeting Minutes: December 17, 2014 The regular meeting of the Warsaw Village Council was held on Wednesday December 17 th, 2014. Mayor Ron Davis, who led the Pledge of Allegiance, and Ed Kent, who lead the prayer, called the meeting to order. Attendance : Jerry Funk-P: Chuck Donnell-A but came later in the meeting ; Brenda Davis-P; Ed Kent-P; Kris Ringwalt-P; Jesse Fischer-P. Special Guests- Todd Shroyer- EMS, Larry Richcreek, and John Zvolenscky. Steve Martin Approval of Minutes A motion to approve the minutes for the November 25 th,, 2014 Warsaw Village Council meeting was made by Jesse Fischer and seconded by Brenda Davis with one correction to a spelling on the last name. ; DavisY Fischer Y Funk Y Kent A Ringwalt_Y Donnell_A ; DavisY Fischer Y Funk Y Kent A Ringwalt_Y Donnell_Y Old Business Todd Shroyer along with Larry Richcreek and John Zvolenscky present the council with some more details prints of the new EMS Building. They discussed how it will be laid out and the colors along with the door ways into each department. They will be looking to bid out the project after the first of the year. It has been such a great thing for the Village of Warsaw with having two separate Government Entities working together. The Village Administrator Ed Robinette has put a lot of time working with the EMS Department to get this project going. The Village thanked the men for coming and keeping us involved in the whole process. The Village and EMS Department hope this time next year we will be in the new building. Public Problems The village has had no call this month. RESOLUTION

Finance Report Finance reports were distributed to Warsaw Village Council Members for the month of November. Fund Status, Checking & Savings Reconciliations, Payment Register, Receipt Register, Payroll Register, Appropriation Status, and Outstanding Water/Sewer Reports were also distributed. Approval of November 2014 expenditures was made by Jerry Funk and seconded by Ed Kent Council Members DavisY Fischer Y Funk Y Kent Y Ringwalt_Y Donnell_A Approval of November 2014 finance report was made by Ed Kent and seconded by Jesse Fischer. Council Members Davis Y Fischer Y Funk Y Kent Y Ringwalt_Y Donnell_A DEPUTY S REPORT Following list of activities for the month of October 6-complaints, 7- assists, 1- accident with injury, 1-accident without injury, 3-follow up investigations,, 1 county assists, 7- village assists, 2- warnings. He had 248 total miles driven, $83.00/27gallons fuel used. The Village in the month of November had the Christmas parade and candle lighting. There was 797 miles driven with 16 days/125.5hours worked. Z0NING REPORT Steve Kempf was in attendance and reported no zoning issues or permits. CEMETERY BOARD Chris Savage submitted his month operations letter to the mayor and council. The month of November had 2 services and 1 lot sold for the month. STREET REPORT The ongoing Traffic sign retroreflecivity maintenance program they have replaced two street signs that were faded and non-compliant. The village had community service workers and he utilized them to pick up trash from the Village streets. Christmas lights were installed with using the Coshocton City Bucket truck. They have finished servicing the snow removal equipment. They have salt water and a new cutting edge installed for the winter months ahead. WATER AND WASTEWATER REPORTS

Operations of the Wastewater and water Treatment plants were good for the month of November. The Manganese levels were low and they treated and pumped 2.01 Million gallon into the distribution system. They achieved a 96.2 removal of suspended solids and 96.9 removals of DBOD s. On the grounds work they have winterized the waste water treatment plant and the water treatment plant and replaced a sticking valve on the iron filter. During the power outage they operated both the sewer and the pump station generators. They had both winterized and serviced. The Village had one turn on and no turn-offs with 318 service connections. They reopened a main valve on Main Street that had been covered over with asphalt when State Route 36 was widened along with reset a meter pit that had been used for a number of years. Steve Martin attended the meeting to go over some possible changes to help streamline the water department billing. 1-Update contact information with active telephone number and emails 2- Rent or Own and if rent who the property owner is and their contact information 3-Move current outstanding balances that are form closed accounts to separate report 4-Mail letter explaining how the water/sewer bills are read, calculated, billing terms, and the layout of the bill 5-Set up new tenants MUST have signed contract on file before service is allowed to continue 6-If moving out must submit form indicating move out date and then the water service will be physically terminated the day following stated move out date unless there are some things in place. Charges will continue to occur and they will be responsibility of the contract signee until move out date has been submitted. Steve talked about some things that have been taking place and now that he has been doing the billing would like some changes. The 2015 Utility Committee Brenda Davis, Jesse Fischer, and Charles Donnell along with Village Administrator, Village Fiscal Officer, and Steve Martin will meet on January 13 th, 2015 at 6:00 PM. They will go over some work and forms and see what they can design for the new year. PARK BOARD Jesse Fischer reported that the board didn t meet the month of December. RECREATION BOARD REPORT None available New Business Jesse Fischer made a motion to continue The Village of Warsaw s membership with Coshocton County Regional Planning Commission. Ed Kent seconded it and

Davis Y Fischer Y Funk Y Kent Y Ringwalt_Y Donnell_A and Village Alternate Representative (Jesse Fischer) will make up the membership for the Village. The membership dues for r2015 will be 33.80 and a check will be submitted. The Fiscal Officer (Tammy Pope) along with Village Representative The council discussed the condition of the current cruiser for the village and the upcoming repairs needed. The village then discussed the purchase of a new 2015 Ford Interceptor all-wheel drive V-6 turbo Echo Boost. The price with all the equipment for it will be around 42,000.00. There were some options on leasing verses buying out cash. The lease is $83.06.23 for 4 years with the payout at the end for $1.00. They order would need to be placed by January 31, 2015 for the State bid and then it may take up to 3-4 months before delivery. After much discussion Jesse Fischer made a motion to purchase the 2015 Ford Interceptor and Ed Kent seconded the motion. WALHONDING VALLEY FIRE DISTRICT REPORT Jerry Funk reported they had 9runs and 80 miles traveled. Jerry reported that all trucks have been serviced. Jerry Funk- Chairman appointed a nominating committee for 2015 including Curt Pope, Allen Dobson and Buddy Goodman. Jefferson Township is up to appoint At-Large member for 2015. They discussed 2015 Fire Personal and wages. The officers will remain the same as 2014. The 2015 State of Ohio Minimum Wage will increase to 8.10. The run pay will remain at $8.00 and the training pay will remain at $8.00 WBA no meeting RPC- Brenda Davis gave the report. They will be enforcing for 2015 soil samples for lots with new builds on it. They are unclear with a lot of the details so keep checking the Regional Planning website for more information. Motion to adjourn 1 st Jerry Funk 2 nd Jesse Fischer The Village of Warsaw Council went into Executive Session at 8:18 PM to discuss Personal Issues with Jesse Fischer making the motion and Jerry Funk seconding it.

The other wages for him will remain the same along with his vacation, sick days, cell phone and clothing reimbursement. Kris Ringwalt seconded it.
