The Quinte Baseball League is affiliated with the EOBA and the OBA. For this purpose, the rules will be followed in the following order. 1. Quinte Baseball League 2. Eastern Ontario Baseball Association (EOBA) 3. Ontario Baseball Association (OBA) 4. Official Rules of Baseball Series Birth Year Rookie 2008 2010 Mosquito 2006 2007 Pee Wee 2004-2005 Bantam 2002 2003 Midget 1998 2001 Specific rules as per the Quinte Baseball League for the 2017 playing season Section 1 Official Rules: Objectives of the game 1.0. Protective Cups or Jill Straps must be worn by all players 1.1 Steal Cleats are not allowed at any level 1.2 Chinstraps are MANDATORY all levels except for Bantam and Midget 1.3 Players signed to a current EOBA roster may play in the QBL. However EOBA NO MATTER WHAT POSITION THEY PLAY IN REP WILL NOT BE ALLOWED TO PITCH IN THE QBL 1.4 Aluminum bats are allowed at all levels within the QBL. No bat shall exceed 2 ¾ inches in diameter and must not have a weight to length differential of greater than 12 ounces. Bats stamped as Softball bats are ok for Rookie and Mosquito. 1.5 Any overaged player playing (registered) in a lower level will not be allowed to Pitch or Catch and must clearly be marked on the score sheet given to opposing team as an overaged player 1.6 No team shall pull a player down to play that is registered in a higher level Section 2 Official Rules: Definition of Terms 2.1 Infield Fly rule applies at Mosquito level and above (OBA Rule) 2.2 The HURRY UP RULE is not to be used at any level.

2.3 BLOOD RULE. A player with visible blood on their person or clothing is not allowed to remain in the game. They may return once they have cleaned up and all open wounds covered. 2.4 Malicious Contact a. Malicious contact is to be penalized whether committed by an offensive or defensive player. Contact shall be considered malicious if: ii. the contact is the result of intentional excessive force, and/or iii. there is intent to injure. b. The umpire shall determine whether contact was avoidable or unavoidable. If the fielder blocks the base path, the runner may make contact, slide into or collide with the fielder as long as the runner is making a legitimate attempt to reach the base/plate. c. Runners are instructed to slide or attempt to avoid making contact with a fielder. A player who maliciously runs into another player is to be declared out (unless he/she has scored prior to committing the infraction) and is to be automatically ejected (whether or not declared out). d. If the defensive player blocked the base path clearly without possession of the ball, obstruction shall be called. The runner is safe and a delayed dead ball is called e. PLEASE NOTE THAT THERE IS NO RULE THAT SAYS A PLAYER MUST SLIDE INTO ANY BASE. BY INSTRUCTING YOUR PLAYERS TO SLIDE YOU ARE TAKING ANY THREAT OF EJECTION OUT OF THE UMPIRES HAND Section 3 Official Rules: Game Preliminaries 3.01 SIX RUN MERCY RULE: An inning is completed after 3 outs or six runs are scored. If the home team is down by more than 6 runs in the last inning (either 7 th inning or curfew), the game is over. 3.01 (A) In Mosquito and Pee Wee Division only the Mercy rule is reduced to 4 runs per inning. If the home team is down by more than 4 runs in the last inning the game is over 3.2 The next inning starts with the last out or the 6 th run scored of the previous inning (in the case of Mosquito and Pee Wee games see 3.01(A) 3.3 If leading after 5 inning or 4 ½ innings (Home Team) by 10 runs or more the game is over. 3.4 All players shall be registered and sign an official team roster to be forwarded to the QBL Executive by JULY 1 st, 2017. 3.5 The home team is to supply one new ball and good used balls for the game. Section 4 Official Rules: Starting and Ending a Game 4.1 A minimum of 7 players are needed to start a game.

4.2 If a game is started with 9 and for reason of injury your team is reduced to less than 9 (but more than 7), play can continue. If for reason of ejection your team is reduced less than 9, the game is forfeited. Example If you start with 8 0r 9 players and if for reason of ejection you lose a player, the game is forfeited. If you lose a player for reason of injury, the game will continue. If for any reason, your team has less than 7 players, the game is forfeited. 4.3 Open Substitution of players is allowed and nay player who arrives late can be added to the bottom of the batting order. 4.4 A regulation game is considered to be 7 innings or 1 hour 50 minutes in length. (Whichever comes first) Exception When there is not enough daylight to safely continue play at parks that are not using lights. 4.4(A) Mosquito Division. A regulation game is considered to be 7 innings or 1 hour 30 minutes in length (whichever comes first) 4.5 If the time of 1 hour and 50 minutes is not up the game must continue. No new inning will start after 1 hour and 50 minutes. Home team is responsible to keep time.(see 4.4(A) for Mosquito Division) 4.6 Mosquito teams may field 10 players at one time. However 4 of the 10 players must play in the outfield. Section 5 Official Rules: the Catcher 5.1 Mosquito players can only pitch/catch a combination of both a maximum of 5 innings per game. 5.2 Pee Wee players can only pitch/catch a combination of both a maximum of 5 innings per game. 5.3 All players assuming the Catcher s position in Mosquito and above MUST wear a Catcher s Mitt NOTE: Penalty for infractions of the catching rule is the catcher is removed from the catching position for the remainder of the game and the coach is ejected. Section 6 Official Rules: The Batter 6.1 All players in attendance will be included in the batting order. 6.2 Players coming late may be added to the bottom of the batting order. Section 7 Official Rules: The Runner

7.1 Mosquito runners will not leave any bag until the ball crosses home plate. 7.2 Mosquito runners are not allowed to steal home on any pitched ball not caught by the catcher Section 8 Official Rules: The Pitcher 8.1 Mosquito players can pitch a maximum of 3 innings per game. A combination of pitch/catch of 5 innings per game. (one pitch/play constitutes an inning) 8.2 Pee Wee players can pitch a maximum of 3 innings per game. A maximum combination of pitch/catch 5 innings. (One pitch/play constitutes an inning) 8.3 Bantam and Midget players can pitch 4 innings per game. (One pitch/play constitutes an inning) 8.4 A pitcher, once removed from the pitching position is not eligible to pitch for the remainder of the game regardless of the number of innings pitched to that point. NOTE: For the purpose of rule 8.4, the 2 hit batter rule used in the past will no longer be enforced. PENALTY: Infractions of the pitching rules are the pitcher is removed from the pitching position for the remainder of the game and the coach is ejected. 8.5 Players who are born in 1998(In their 19 th year) are eligible to pitch. 8.6 Any player called up from a lower division is limited to the rules of his/her registered division. This rule does not apply to any younger player that is officially registered to a higher level. All call ups must be clearly identified on the score sheet Section 9 Official Rules: The Umpire 9.1 If the home team is unable to supply both a carded plate and base umpire the visiting team has the right to supply a carded umpire(s). 9.2 A Home Plate umpire that is not from either of the team s centers shall do officiating in the final championship games of the playoffs. The league will incur travelling costs if required. Section 10 Official Rules: The Official Scorer 10.1 For all regular season and playoff games, the home scorekeeper shall be the official scorekeeper. Scorekeepers must keep track of pitchers and catchers innings for both teams. If the home team fails to record pitcher and catcher innings the visitors score sheet will be considered official.

Section 11 Official Rules: Protests and Appeals 11.1 All protests must be filed (phoned or email) with your convener who must notify the QBL Executive within 24 hrs. of the scheduled start time of the game being protested. 11.2 Protests must be resolved within 72 hours of receiving notification and evidence in support thereof. 11.3 A deposit of Fifty ($50) dollars will be given to a QBL executive and held in trust. The person holding the deposit in trust must be noted in the protest. 11.4 When the protest is allowed the money will be returned by the QBL. If the protest is disallowed, the deposit will be retained by the QBL. 11.5 Any ruling handed down by the QBL will be considered final. No further actions can be taken 11.6 Protests based on umpire s judgment decisions will not be permitted. 11.7 Protests based on the umpire s interpretation of the rules must be lodged with the umpires before the game resumes, and the opposing team must also be advised by the umpire before the game resumes.
