INTERNATIONAL SKATING UNION Communication No. 2097 Decisions of the ISU Council The ISU Council met on June 2-4. 2017 in Amsterdam, Netherlands. The following were among the decisions taken by the Council during the meeting: 1. New Provisional ISU Member The ISU Council granted provisional ISU Membership for the Figure Skating Branch to the Skating Federation of Macedonia. The contact details and relevant information related to Skating Federation of Macedonia can be found on the ISU website under the ISU Member section. 2. Full ISU Membership The ISU Council granted full ISU Membership with immediate effect for the following ISU Members: - Federasi Ice Skating Indonesia - Figure Skating and Speed Skating Branch - Skating Federation of the Kyrgyz Republic - Figure Skating Branch - Liechtensteiner Eislauf Verband - Figure Skating Branch - Figure Skating Federation of the Republic of Moldova - Figure Skating Branch - Philippine Skating Union - Speed Skating Branch (The Philippine Skating Union is already a full ISU Member for the Figure Skating Branch) - Qatar Skating Federation - Speed Skating Branch. 3. Appointment of new Medical Advisor Based on the recommendation of the Chair of the Medical Commission, the Council decided to appoint Dr. Marieke Becker (NED) as ISU Medical Advisor in the ISU Medical Commission, as of the season 2017/18. The newly appointed Medical Advisor will replace Prof. Harm Kuipers who has retired from his Medical Advisor position effective the end of the season 2016/17. (See also ISU Communication No. 2085, point 8). 4. ISU contributions to participating ISU Members in ISU World Championships Prize Money for ISU Championships The Council decided to extend the ISU contributions to participating ISU Members in ISU Championships now including contributions for all competing Skaters and also including the ISU World Junior Championships. The Council also decided to review the current structure for Prize Money at ISU Championships (ISU Communication No. 1976) for a decision during the October 2017 Council meeting. 1

5. Athletes Commission The elected ISU Athletes Commission held its first meeting in connection with the ISU Council meeting on June 2, 2017 in Amsterdam, Netherlands. In line with Article 21, Paragraph 2. c) of the ISU Constitution, the Athletes Commission elected its Chair and Vice Chair. John Coughlin (USA, Single & Pair Skating) was elected as Chair and Luiza Zlotkowska (POL, Speed Skating) as Vice Chair. 6. Gold Award of Merit The Council decided to award Ms. Gale Tanger (USA), Mr. Robert Horen (USA) and Mr. Joseph Inman (USA) with the ISU Gold Award of Merit for their valuable contribution to the ISU sports. 7. Definite Allotments for 2018 ISU Championships In accordance with Rule 127, paragraph 2.a) of the ISU Regulations, the ISU Council has definitely allotted the ISU Championships for 2018 as follows: Speed Skating ISU European Speed Skating Championships to be held in Kolomna, Russia** on January 5-7, 2018 ISU World Sprint Speed Skating Championships to be held in Changchun, China on March 3-4, 2018 ISU World Junior Speed Skating Championships to be held in Salt Lake City, USA on March 9-11, 2018 ISU World Allround Speed Skating Championships to be held in Amsterdam, Netherlands on March 9-11, 2018 Short Track Speed Skating ISU European Short Track Speed Skating Championships to be held in Dresden, Germany on January 12-14, 2018 ISU World Junior Short Track Speed Skating Championships to be held in Warsaw, Poland on March 2-4, 2018 ISU World Short Track Speed Skating Championships to be held in Montreal, Canada on March 16-18, 2018 Single & Pair Skating/Ice Dance ISU European Figure Skating Championships to be held in Moscow, Russia** on January 15-21, 2018 ISU Four Continents Figure Skating Championships to be held in Taipei City, Chinese Taipei on January 22-27, 2018 ISU World Junior Figure Skating Championships to be held in Sofia, Bulgaria on March 5-11, 2018 ISU World Figure Skating Championships to be held in Milan, Italy on March 19-25, 2018 2

Synchronized Skating ISU World Junior Synchronized Skating Championships to be held in Zagreb, Croatia on March 16-17, 2018 ISU World Synchronized Skating Championships to be held in Stockholm, Sweden on April 6-7, 2018 ** - The provisional ISU allotment of these Championships to be held in Russia was made before the publication of the first McLaren Report. Considering the pending conclusions related to the McLaren Report, ISU Regulations, Rule 127, paragraph 7 may apply which includes the following provision: The Council may, for emergency, safety or other serious reasons, either upon request of the organizing ISU Member or on its own initiative, cancel the definite allotment or cancel the Championships at any time. - The anti-doping tests for these Championships will be performed by an independent foreign organization mandated by the ISU. 8. Continued and/or new Provisional Allotments of 2019 ISU Championships In Accordance with Rule 127 of the ISU Regulations, the Council has allotted or maintained the previous provisional allotments for the following ISU Championships 2019: Speed Skating ISU European Speed Skating Championships to be held in Collalbo, Italy on January 11-13, 2019 ISU World Single Distances Speed Skating Championships to be held in Inzell, Germany on February 7-10, 2019 ISU World Junior Speed Skating Championships to be held in Baselga di Piné, Italy on February 15-17, 2019 ISU World Sprint Speed Skating Championships to be held in Heerenveen, Netherlands on February 23-24, 2019 ISU World Allround Speed Skating Championships to be held in Calgary, Canada on March 2-3, 2019 Short Track Speed Skating ISU European Short Track Speed Skating Championships to be held in Dordrecht, Netherlands on January 11-13, 2019 ISU World Junior Short Track Speed Skating Championships to be held in Seoul, Republic of Korea on January 25-27, 2019 ISU World Short Track Speed Skating Championships to be held in Sofia, Bulgaria on March 8-10, 2019 3

New Provisional Allotments of ISU Championships In accordance with Rule 127 of the ISU Regulations, the Council has provisionally allotted the following ISU Championships: Speed Skating ISU European Speed Skating Championships to be held in Heerenveen, Netherlands on January 10-12, ISU World Single Distances Speed Skating Championships to be held in Salt Lake City, USA on February 13-16, ISU World Junior Speed Skating Championships to be held in Tomaszow Mazowiecki, Poland on February 21-23, ISU World Allround Speed Skating Championships and ISU World Sprint Speed Skating Championships to be jointly organized and held in Hamar, Norway on February 28-March 1, Short Track Speed Skating ISU European Short Track Speed Skating Championships (January 17-19, ): Pending ISU Members are invited to submit applications by September 15, 2017 in line with ISU Communication No. 2075. ISU World Junior Short Track Speed Skating Championships to be held in Bormio, Italy on January 31-February 2, ISU World Short Track Speed Skating Championships to be held in Seoul, Republic of Korea on March 13-15, 4

Single & Pair Skating/Ice Dance ISU European Figure Skating Championships to be held in Graz, Austria on January 20-26, ISU Four Continents Figure Skating Championships to be held in Seoul, Republic of Korea on February 3-9, ISU World Junior Figure Skating Championships to be held in Tallinn, Estonia on March 2-8, ISU World Figure Skating Championships to be held in Montreal, Canada on March 16-22, Synchronized Skating ISU World Junior Synchronized Skating Championships to be held in Nottingham, Great Britain on March 14-15, ISU World Synchronized Skating Championships (April 3-5, ): Pending ISU Members are invited to submit applications by September 15, 2017 in line with ISU Communication No. 2075. 10. ISU Figure Skating Championships 2018 and the Olympic Winter Games 2018 Minimum Total Elements Scores Taking into account the expected number of entries into the Short Program/Short Dance at the ISU Figure Skating Championships for the season 2017/18 and the related time schedule, the reasonable maximum officiating time for the Officials, limits in the number of participants and related workload an Organizing Committee can be expected to handle physically and financially as well as implications with commercial partners, the Council concluded that Minimum Total Elements Scores as per the Special Regulations, Rule 378, paragraph 3, must be determined for all ISU Figure Skating Championships in order to limit the number of entries to the appropriate level. The Minimum Total Elements Score (not including Component Scores) is a Technical Score and must have been reached in an ISU recognized International Competition (as per Article 38, paragraph 7 of the ISU Constitution and Rule 107, paragraphs 1 to 9 of the ISU General Regulations) during the ongoing or immediately preceding season in both segments, Short Program/Short Dance and Free Skating/Free Dance (See ISU Special Regulations Single & Pair Skating Ice Dance, Rule 378, paragraph 3). While the Minimum Elements Score must be reached separately in each segment (not a total of the two segments), the Minimum Total Elements Score for each segment may be reached at different competitions. The Council determined the Minimum Elements scores for the ISU Championships 2018 and Olympic Winter Games 2018 as follows: 5

ISU European, ISU Four Continents Figure Skating Championships 2018 and Olympic Winter Games 2018: SP/SD FS/FD MEN 25.00 45.00 LADIES 20.00 36.00 PAIR SKATING 20.00 36.00 ICE DANCE 19.00 29.00 ISU World Figure Skating Championships 2018: SP/SD FS/FD MEN 34.00 64.00 LADIES 27.00 47.00 PAIR SKATING 25.00 43.00 ICE DANCE 29.00 39.00 ISU World Junior Figure Skating Championships 2018: SP/SD FS/FD MEN 20.00 42.00 LADIES 20.00 35.00 PAIR SKATING 20.00 30.00 ICE DANCE 18.00 28.00 The required Minimum Total Elements Score for the Short Program/Short Dance and the Free Skating/Free Dance to participate in Senior ISU Championships (ISU European Figure Skating Championships, ISU Four Continents Figure Skating Championships and ISU World Figure Skating Championships) and the Olympic Winter Games 2018 can only be obtained in Senior International Competitions. Likewise, the required Minimum Total Elements Scores for the Short Program/Short Dance and the Free Skating/Free Dance segment to participate in the ISU World Junior Figure Skating Championships can only be obtained in International Junior Competitions. The Council also decided that the Minimum Total Elements Score must be reached 21 (twentyone) days before the first day (First official practice day) of the Championships concerned (same as entry deadline) or by the entry deadline for the Olympic Winter Games. The Council agreed that if it became evident that the number of entries based on the Minimum Total Elements Scores listed above would be significantly higher or lower than expected, the ISU Council reserves the right to subsequently slightly re-adjust the Minimum Total Elements Scores in order to achieve the above-mentioned objective. 11. ISU Council meeting The Council agreed to meet again - on October 15-17, 2017 in Lausanne, Switzerland (in conjunction with the ISU 125 th Anniversary celebrations) - during the Olympic Winter Games 2018 in Gangneung, Korea. - on June 3, 9 & 10, 2018 in Sevilla Spain (in conjunction with the ISU Congress) Tubbergen Lausanne, June 13, 2017 Jan Dijkema, President Fredi Schmid, Director General 6
