Rules 1.1 The regatta will be governed by the Racing Rules of Sailing 2009-2012 (RRS), the prescriptions of US Sailing, the rules of the competing class (except as any of these are altered by these Sailing Instructions), and by these Sailing Instructions. 1.2 No vessel has the right of way over a large ship in the channel. RRS 60.2 and 63.1 are modified to add that the Race Committee (RC) may disqualify a yacht infringing this instruction without a hearing. 1.3 NAVAL PROTECTION ZONE: The Naval Protection Zone is a 500 yard regulated area of water surrounding all US Naval Vessels. All vessels within 500 yards of a US Naval Vessel shall operate at the minimum speed necessary to maintain safe course and speed and shall proceed as directed by any official patrol. NO VESSEL IS ALLOWED WITHIN 100 YARDS OF A US NAVAL VESSEL. These zones are permanently in effect. 1.4 The Two Turns Penalty is modified by replacing same with a One Turn Penalty to include one tack and one gybe. This modifies RRS 44.2. 1.5 Spinnakers are not allowed. Whisker poles not are allowed. 2. Entry 2.1 This regatta is invitational in support of Navy Surface Line Week and only open to teams designated to represent afloat and ashore commands of the U.S. Navy. 2.2 Commands are highly encouraged to sponsor a team. 2.3 Team will have a maximum of two crewmembers for Capri 16 and a maximum of three crewmembers for Catalina 22. 2.4 At least one member of the team must be qualified and authorized by MWR Fiddler s Cove Marina to sail the boat. 3. Notices to Competitors 3.1 Notices to competitors will be posted on the official regatta bulletin board located at the Navy Yacht Club San Diego (NYCSD) Clubhouse. Provisional information may be posted on the club s website at www.nycsd.org. 4. Changes to the Sailing Instructions 4.1 Any changes to these sailing instructions will be posted on the official regatta bulletin board no later than 1000 hours on the day of the regatta, with code flag L displayed. 5. Signals made Ashore 5.1 Signals made ashore will be displayed from the NYCSD flagpole. 6. Signals Made Afloat 6.1 In accordance with RRS 89.2 (c), oral changes to the Sailing Instructions may be made on the water. A change is in effect when the RC signal boat displays code flag L over A with one sound signal. This means come within hail of the RC boat to receive the oral changes to the Sailing Instructions. Instructions may also be communicated via VHF 69. 7. Schedule of Races 7.1 Two Races are scheduled on 12 August 2010. One or two Races are scheduled on 13 August 2010, dependant on the number of competitors. 7.2 One of three regatta formats will be established dependant upon the number of teams entered. 7.2.1 Capri 16.5 Class (a) Six or less teams day 1 & 2 2 races for place each day low points scoring, no throw outs (b) Seven to twelve teams day 1-2 races each elimination format - day 2 1 race for place (c) Thirteen to eighteen teams day 1-2 races each elimination format - day 2 1 race each elimination and 1 race each for place. (d) See Attachment A for elimination ladder format. Boat team changes will be made on the water between race one/two and three/four. 7.2.2 Catalina 22 Class. (a) Three or less teams day 1 & 2 2 races for place each day low points scoring, no throw outs (b) Four to Six teams day 1-2 races each elimination format - day 2 1 race for place (c) Seven to nine teams day 1-2 races each elimination format - day 2 1 race each elimination and 1 race each for place. (d) See Attachment A for elimination ladder format. Boat team changes will be made on the water between races one/two and three/four. 7.3 The Warning Signal for the first race is planned to be at 1155. A courtesy sound signal (multiple horns) may be provided. If so, it shall be approximately one minute prior to the Warning signal of each race. Race 3 same times as race one on day two. Race 4 as soon as possible after race three. 8. Class Flag 8.1 Class flag: (a) Capri 16.5 is Gold (b) Catalina 22 is Blue 9. Classes 9.1 Two classes Capri 16.5 or Catalina 22 MWR boats will be rented by the competitors and paid for by SURFOR. Each boat shall have a skipper onboard that has been certified by MWR to operate the boat. These boats shall not be modified in any way except that: (a) Temporary wind indicators, including yarn may be tied or taped anywhere on the boat, sails, or rig. (b) Adhesive tape may be used anywhere above the waterline; and (c) All fittings or equipment designed to be adjusted may be adjusted, provided that class rules are observed. Purchase for outhauls, downhauls, vangs, and sheets will not be changed before or during this regatta. (d)spinnakers may NOT be used. Whisker poles may NOT be used. (e) Optional equipment items that may be brought aboard include: flags, sponge, bailer, bucket, normally equipped ditty bags, and personal effects. 9.2 All equipment provided with the boat for sailing purposes shall be in the boat while afloat. 9.3 Class rules requiring competitors to be members of the class association will not apply. 9.4 For the participating teams, boat assignments will be determined by lottery at the skippers meeting. Crews will rotate boats after each race dependant upon the regatta format selected. Page 3 of 9

10. Racing Area 10.1 Racing shall occur in the area known as South San Diego Bay. 10.2 s and finishes shall occur in the area known as South San Diego Bay between Channel Buoy SD 32/32A to the East and the Silver Strand to the West. 11. Courses and Marks 11.1 Courses are described on the last page of these Sailing Instructions. 11.2 The Course number for the designated course for each race will be posted above the transom of the Race Committee boat as close as possible to each race s warning signal. 11.3 Marks A and C (if used) will be orange inflatable tetrahedron floats. 11.4 If needed a replacement mark will be a Yellow tetrahedron float. In the event a mark is relocated or replaced during the race, an auxiliary race committee boat at the preceding mark will sound a horn repeatedly and signal the approximate compass heading to the relocated mark. 11.5 The A mark shall be the windward mark, located approximately 1/2 nautical mile upwind of the starting line. 11.6 The leeward mark will normally be San Diego Channel Buoy 32/32A. In the event the THREATCON at the US Naval Station prevents the use of SD 32A, a C mark will be deployed to leeward of the start line, and shall be the leeward mark. 11.7 The starting and finishing marks will be the RC boat and a pin flag buoy. 12. Areas That Are Obstructions 12.1 The following areas are designated as obstructions: Two sunken hazards approximately 150-200 yds North of anchorage A8, both buoyed with white obstruction markers. 13. The and 13.1 Races will start in accordance with RSS 26. 13.2 The start line will be between a staff with an orange flag displayed on the Race Committee boat and a pin buoy with an orange flag at the other end. 13.3 The finish line will be same as the start line. 13.4 The - line will be between the windward, A mark, and the leeward mark. 13.5 The - line is restricted. 14. Time Limit - Withdrawal 14.1 A race shall be abandoned if no yacht has finished prior to 1600. Boats not finished by 1700 will be scored DNF. This modifies RSS 35. Page 4 of 9

14.2 A boat intending to withdraw from racing shall notify the RC of her withdrawal before leaving the race area. 15. Protests 15.1 Protests shall be initiated in accordance with RRS 61, except as modified by these sailing instructions. 15.2 A competitor intending to protest shall notify the Race Committee as soon as possible after finishing, identifying the boat(s) to be protested/involved. 15.3 Any protest must be submitted on U.S. Sailing Protest Forms to the Navy Yacht Club Office within 45 minutes of the Race Committee Boat docking. 15.4 Protests will be heard, in the approximate order of receipt as soon as possible after the days racing, or at a later date, at the option of the Protest Chair. The Protest Committee is not responsible for searching for parties or their witnesses. 15.5 At the discretion of the Protest Chair, an Arbitration hearing may be held prior to the protest hearing. A representative from each boat will testify before the Arbitrator. No witnesses shall be allowed. After the testimony of each representative, the Arbitrator shall reach one of the following conclusions: 1. There was no breach of rule. If the representatives agree, the protest is withdrawn and cannot be reopened. If any representative disagrees, the matter goes to protest hearing. 2. There was a breach of a rule by one or more of the boats involved. The representative of the offending boat has the option of accepting a penalty of up to six (6) minutes or a disqualification. A pre-hearing will not be reopened, and rulings are not subject to redress per RSS 62. 3. If the arbitration hearing fails to resolve the protest, the protest will be heard at the discretion of the Protest chair. 16. Scoring 16.1 The Low Point Scoring System, Appendix A of the RRS, as amended by these instructions will apply. 16.2 Four (4) races are scheduled; any races sailed will constitute the series. 16.3 Each boat s series total score will be the sum of her scores for all races. No races will be excluded. 16.4 Results for all races will be posted as soon as possible on the official regatta bulletin board located at the NYCSD Clubhouse and later on the NYCSD website at http://www.nycsd.org/nycsd_racing/racing.html 17. Radio Communications 17.1 The Race Committee will monitor VHF Ch.69. Page 5 of 9

17.2 A yacht shall neither make radio transmissions while racing nor receive special radio communications not available to all yachts. 18. Disclaimer of Liability 18.1 Competitors participate in the regatta entirely at their own risk. See RSS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 19. Awards 19.1 Awards will be presented during the Surface Line Week picnic at 1100-1500, Friday 20 August 2010 at the Admiral Prout Field House picnic area at NAVSTA, San Diego. Page 6 of 9
