The turnament is scheduled Mnday - Thursday September 8-11, 2014. REG. SEASON: Play begins Sunday, September 14, 2014. PLAY-OFFS: T be eligible fr the playffs: Must have a representative present at the captain s meeting. Each player must play in tw games with their team. Teams must have an average sprtsmanship grade f 3.0. Less than tw (2) Frfeited games. The Tp 2 teams receive an autmatic berth. Playff games will nt be rescheduled. Texas State University-San Marcs Department f Campus Recreatin INTRAMURAL FLAG FOOTBALL RULES Intramural ftball games will be cnducted under the rules f the NIRSA - Natinal Intramural/Recreatinal Sprts Assciatin - with the fllwing mdificatins: THE GAME, FIELD, PLAYERS, AND EQUIPMENT I. GENERAL INFORMATION The Players - The game shall be played between 2 teams f 7 players each. 5 players are required t avid a frfeit. A team must start if 5 players are present. If fr any reasn a team drps belw the minimum number f players (5), it may cntinue t play if the Referee feels they still have a chance t win. CO REC ONLY: The game shall be played between 2 teams f 8 players, 4 males and 4 females. Teams may nt have mre than 4 f either gender n the field at a time. Screcards - Signed screcards cnstitutes a rster f eligible players. Team Captains - Each team shall designate t the Referee the team captain. The captain's first chice f any penalty ptin is irreversible. Decisins invlving penalties shall be made befre any charged time-ut is granted t either team. The team captain is respnsible fr infrmatin cntained in the Intramural Flag Ftball Rules, and the Intramural plicy and prcedures. Persns Subject t the Rules - Team representatives including: players, substitutes, replaced players, caches, fans/spectatrs and ther persns affiliated with the team are subject t the rules f the game and shall be gverned by decisins f fficials assigned t the game. II. THE FIELD Markings - The field shall be a rectangular area 100 yards x 45 yards. Lines t gain fr each team are the 20, 40, and 20. Hash marks will be visible at the 3 & 10-yard lines at bth ends f the field. An X will be placed at the 14-yard lines n each side f the field. The ball will be snapped at the 14-yard line t start each half. Inbunds/Out f Bunds - The lines bunding the sidelines and the end znes are ut f bunds in their entirety, and the lines bind the inbunds area. The entire width f each gal line shall be a part f the end zne. Team Areas - Players, caches, and fans shall stay between the 20-yard lines at all times in the team areas. Repeated warnings abut this rule will result in an unsprtsmanlike cnduct penalty. Ball Sptters - Tw ball sptters will be used during play. One, which shall be range in clr, will mark the ffensive scrimmage line. The secnd, which shall be gld in clr, will mark the defensive scrimmage line. The sptters will be 1 yard apart fr all cntests. III. EQUIPMENT The ball - The fficial ball shall be pebble-grained leather r rubber cvered and shall meet the recmmendatins f size and shape fr a regulatin ftball. There are n requirements regarding ball pressure and ball marking. Men shall use the regular size ftball while wmen and c-rec will use a wmen s ball. ALL GAME BALLS WILL BE ISSUED FROM THE INTRAMURAL SPORTS DEPARTMENT. Flag belt - Each player must wear a ne piece belt that is free f any knts clipped at the waist line with three flags permanently attached, ne flag n each side and ne at the center f the back. Flags shall be cntrasting clr t team jerseys and als their ppnent s flags. Flags will be prvided t each team n site. Shirts must be tucked in and flag belts must be wrn n the utside f all clthing!! Als, Players may nt wear shrts with pckets r belt lps!

Team Jerseys - Teams shall wear shirts with r withut numbers that are f the same clr. Team jerseys must cntrast with the jerseys f the ppsing team. Jerseys will be prvided n site. Jerseys may nt be tied in any way t create a knt. Shes - Players must wear shes, either sft sled sccer/ftball type cleats, tennis, r Astrturf shes. N sandals, bts, r metal/sharp plastic cleats will be allwed. Supprts, Braces, Glves, and Pads - NO casts/splints will be allwed under any circumstances. N pads r braces will be allwed abve the waist. Players wh wear a knee brace with expsed metal r metal hinges are required t cver the expsed metal. Players may wear glves which cnsist f a sft, pliable nn-abrasive material. Any player wearing illegal r dangerus equipment shall nt be permitted t play. Jewelry is illegal equipment and may nt be wrn. All equipment shall be subject t the apprval f the Intramural Staff and their decisins shall be final. Headwear - Players may wear ne-piece elastic headbands made f sft pliable material. They may als wear knit stcking caps in cld weather. Rubber f elastic clth bands may be used t cntrl hair. N ther headwear will be allwed. NO baseball caps, bandannas, r helmets. PERIODS, TIME FACTORS, AND SUBSTITUTIONS Game Time - Game time is Frfeit time. Any team nt ready t play at game time is subject t frfeit. The frfeit fee is ($ 20.00). The captain must pay this fee 48 business hurs befre their next game, in rder fr the team t cntinue the seasn. Cin Tss - The Referee shall tss a cin and ffer the winning Captain these ptins: T defer his/her ptin until the secnd half. Offense r defense. T defend a specific gal. At the start f the 2nd half, the lser f the first half cin tss shall have his/her ptin t g n ffense r defense, r which gal t defend, unless the first half winner deferred his/her decisin. Starting the Game Games will start with the ffense having the ball t begin the first half at their wn 14-yard line with a first dwn line t gain t their wn 20-yard line. THERE WILL BE NO KICK-OFFS. Secnd half will begin in a similar manner. Time Factr - A game will cnsist f tw 20 minutes halves, and a half time f 5 minutes. Cntinuus clck. The last 2 minutes f the secnd half nly the clck will stp and start similar t a regulatin ftball game (i.e.: incmplete pass, ut f bunds, etc.). Mercy Rule - If at any time during the last tw minutes f the game a team is lsing by 19pints (C Rec- 25 pints) the game will be called. Overtime Prcedure - In case f a tie, the fficials will bring all players and caches t the center f the field t explain the vertime prcedure. There will be nly ne cin tss. Field captains will alternate chices if additinal vertime perids are played. The winner f the tss shall be give ptins f ffense, defense, r directin. The lser f the tss shall make a chice f the remaining ptins. Bth teams will g the same directin in vertime. Each team will be given a series f dwns (4 dwns) fr the same 10-yard line. The bject will be t scre a tuchdwn. The gal line shall always be the zne line-t-gain in vertime. If the first team which is awarded the ball scres, the secnd team will still have 4 dwns t attempt t win the game. Try fr pints will still be attempted in a nrmal manner by any team wh scres a tuchdwn. If the defense intercepts the ball returns it fr a tuchdwn, they will win the game. If they d nt return the interceptin fr a tuchdwn, the ball will be placed at the 10-yard line t begin their series f 4 dwns. Time-uts - Each team is allwed tw 1-minute time-uts per half. Time-uts d nt carry ver frm ne half t anther. Each team will be given ne time-ut per vertime perid. If a team prtests a rule interpretatin and the ruling is nt changed, they will be charged with a time-ut, if they have n time-uts left a delay f game penalty will be assessed. If the call is changed, n time-ut will be charged. Substitutins - Players may substitute at any time between dwns. Each substitute shall be in unifrm, ready fr play, flag belt in psitin at the time f the substitutin. Penalty: Delay f game, 5 yards.

BALL IN PLAY, DEAD BALL, OUT OF BOUNDS Ball in Play - The ffense must snap the ball within 25 secnds after the Referee has blwn the whistle t put the ball in play. Penalty: Delay f Game, 5 yards, Dead Ball Ful. Dead Ball - A live ball becmes dead as prvided in the rules, r when n fficial sunds the whistle, r therwise declares the ball dead. The ball is declared dead when: 1. It ges ut f bunds 2. Any part f the runner's persn ther than a hand r ft tuches the grund. Ball in pssessin is cnsidered part f the hand 3. A tuchdwn, tuchback, safety, r successful try-fr-pint is made. 4. Any punt cmes t rest n the grund and n player attempts t secure it 5. A frward pass strikes the grund r is caught simultaneusly by ppsing players 6. A backward pass r fumble by a player strikes the grund, r is caught simultaneusly by ppsing players. 7. A ball snapped frm scrimmage, r ther backward pass, that hits the grund 8. A frward pass is legally cmpleted, r a lse ball is caught by a player n, abve r behind the ppnent's gal line. 9. A runner has a flag belt remved legally by a defensive player. A flag belt is remved when the clip is detached frm the belt. 10. A runner is legally tuched with ne hand between the shulders and the knee, including the hands and arm when the flag inadvertently falls ff befre being legally deflagged. 11. A passer is deflagged r legally tuched befre releasing the ball 12. A muff f a prtected scrimmage kick strikes the grund 13. The fficial sunds the whistle inadvertently during a dwn. a. Result: Team in pssessin at time f whistle may chse t take the play frm the spt r the ball at the whistle r replay the dwn. Nte: Any penalties that ccur during this dwn will be accepted r declined. Out f Bunds - A ball in player pssessin is ut f bunds when the runner r the ball tuches the grund r anything else, except a player r game fficial, which is n r utside a bundary line. If the runner inbund is tuched by a player r an fficial n the sidelines ut f bunds, the ball is still in play. A lse ball is ut f bunds when it tuches the grund, a player, r anything else which is n r utside a bundary line. A player wh is catching a frward pass is cnsidered ut f bunds when any part f his/her persn cntacts that area declared ut f bunds. One ft inbund is needed fr legal receptin. SERIES OF DOWN, NUMBER OF DOWNS Number f Dwns - The team in pssessin f the ball shall have fur cnsecutive dwns t advance t the next zne linet-gain. A new series f dwns shall be awarded when a team mves the ball int the next zne. Line t Gain - The zne line-t-gain in any series shall be the zne in advance f the ball, unless the distance has been lst due t penalty r failure t gain. In such case, the riginal zne in advance f the ball at the beginning f the series f dwns is the zne line-t-gain. The mst frward pint f the ball, when declared dead between the gal lines, shall be the determining factr if a line-t-gain has been achieved. KICKING THE BALL Free Kick (Kick-Off) NOTE: There will be NO kick-ffs at any pint. Prtected Scrimmage Kick (Punt) Decisin t punt - Prir t making the ball ready fr play n furth dwn, the Referee will ask the ffensive captain if he/she wants a prtected scrimmage kick (punt). The Referee will then cmmunicate this decisin t the defensive team captain. The ffense may request a punt n any dwn. After such annuncement, the ball must be kicked. Exceptin: If a)a team time-ut is called, r b)a penalty ccurs anytime during this dwn which results in the right f the kicking team t repeat the dwn. The Referee must then again ask the ffensive captain whether he/she wants a punt.

Frmatin - Neither K nr R may advance beynd their respective scrimmage lines until the ball is kicked. After receiving the snap, the kicker must kick immediately and in a cntinuus mtin. The kicking team must have all players (except the punter) within 1 yard f their scrimmage line and remain mtinless until the kick is made. Penalty: Illegal Prcedure, 5 yards. previus spt. Recvery - If a punt tuches a player n either team and then hits the grund it is dead and belngs t R. If a punt hits a R player, and is then caught in the air by R it can be advanced. If a punt hits an R player, and is caught in the air by K it belngs t K at that spt. If R catches a punt and then fumbles, and K catches the fumble in the air befre it hits the grund it can be advanced by K. Penalty: Illegal Prcedure, 5 yards. Out f Bunds and ball at rest - If a punted ball ges ut f bunds anytime befre being tuched, r cmes t rest between the gal lines it shall belng t R at that spt. If the ball ges ut f bunds behind the gal line, it may be taken as a tuchback and put in play at R's 14-yard line r R may advance it ut f the end zne. INTERFERENCE, FIRST TOUCHING, AND FAIR CATCH Interference - N member f K may interfere with the ability f R t catch a prtected scrimmage kick. This includes anytime K tuches the ball r any R player while the ball is in flight. Penalty: Kick Catch Interference. R may take the ball at the spt f the ful, r accept 10 yard penalty frm the previus spt and re-kick. First Tuching (ball nt in flight) - If any member f K tuches the kicked ball first, either befre r after it crsses the line f scrimmage, it is referred t as first tuching and R may take the ball at that spt r at the spt determined by the actin that fllws first tuching. R lses the right t take the spt f first tuching if during the return a ful is cmmitted by R, r any penalty is accepted by R. Fair Catch - NO FAIR CATCH. There are n signals, fair catch r therwise, during kicks. SNAPPING, HANDING, AND PASSING THE BALL A. THE SCRIMMAGE AND SNAP The snap - The snapper shall pass the ball back frm its psitin n the grund with quick and cntinuus mtin f the hands. They d nt have t pass the ball between the legs. 1. Fllwing the ready fr play signal, n defensive player may break the plane f the restraining line at any time until the ball snapped. 2. Penalty: Encrachment, 5 yards. 3. N ffensive player shall make a false start r any actin that simulates the start f the play. This penalty may be enfrced regardless if the ball is snapped. Penalty: Illegal Prcedure, 5 yards. 4. The snapper must have bth feet behind the scrimmage line. They may als nt simulate the start f the snap. Penalty: Illegal Prcedure, 5 yards. 4. The player receiving the snap must be at least 2 yards behind the scrimmage line at the time f the snap. Penalty: Illegal Prcedure, 5 yards. Legal Psitins - All players are subject t mtin, psitin, and illegal prcedure rules. 1. Anytime at r after the ball is ready fr play, each Team A player must mmentarily be within 15 yards f the ball befre the snap. Penalty: Illegal Prcedure, 5 yards. 2. During the snap, the ffense must have at least 4 players n their scrimmage line. 3. Three, and fur pint stances are illegal. 4. One ffensive player may be in mtin, but nt in mtin tward the ppnent's gal line at the snap and must nt be ne f the 4 players established n the line f scrimmage. 5. Fllwing a huddle r shift, all ffensive players must cme t a cmplete stp and remain statinary fr ne full secnd befre the snap. After the Play - Offensive players are respnsible fr retrieving the ball after the scrimmage dwn. The snapper will bring the ball frm the huddle t the scrimmage line.

B. HANDING THE BALL Handing Nte: C Rec restrictins nted in #4. 1. Any player may hand the ball backward at any time. 2. During a free kick dwn, a player may nt hand the ball frward t a teammate. 3. During a scrimmage dwn an ffensive player may hand the ball frward behind the scrimmage line nly t any line player wh has clearly faced his/her gal line by mving bth feet in a half-turn and is at least 1 yard behind the scrimmage line when he/she receives the ball r t a teammate wh, at the snap, was behind his/her line f scrimmage r an end f his/her scrimmage line and was nt the snapper. Simple terms = n sneak hand-ff. Penalty: Illegal Handing, 5 yards and lss f dwn. 4. (C Rec Only) A male runner cannt advance the ball thrugh the scrimmage line. Nte: There are n restrictins cncerning runs by females. Once the line has been legally penetrated, all advancement restrictins are eliminated (i.e., a female runner may advance beynd the line and then pitch t a male wh is still behind the line and he may advance with n restrictin.) After a change f team pssessin any male runner may advance the ball withut restrictin, as in an interceptin r kick return. C. PASSING AND RECEIVING Legal and Illegal Frward Passing - All players are eligible t tuch r catch a frward pass. 1. Only ONE frward pass may be thrwn per dwn. A frward pass is illegal: a) If either f the passer's feet are beynd the ffensive line f scrimmage when the ball leaves his/her hand; b) If thrwn after team pssessin has changed during the dwn; c) if intentinally grunded t save lss f yardage; d) if a passer catches his/her untuched frward pass; e) if there is mre than ne frward pass per dwn. 2. (C Rec nly) During the ffensive team's pssessin there may nt be 2 cnsecutive legal frward pass cmpletins n dwns frm a male passer t a male receiver. a) The term CLOSED means a male player may nt cmplete a legal frward pass t a male. b) The term OPEN means any player can cmplete a pass t any ther player. c) If a male passer cmpletes a legal frward pass t a male, the next legal frward pass cmpletin must invlve either a female passer r receiver fr psitive yards. If the female is deflagged befre gaining psitive yards, the next play remains clsed. Penalty: Illegal Frward Pass, 5 yards frm spt f the pass, lss f dwn. Backward Pass and Fumble 1. A runner may pass the ball backward anytime. 2. A backward pass r fumble may be caught r intercepted in flight inbunds by any player and advanced. 3. Pass Interference - Intramural Ftball is NOT a CONTACT sprt, hwever, incidental cntact will ccur. 1. There shall be n ffensive screening/blcking beynd the scrimmage line when a legal frward pass crsses the ffensive scrimmage line. Penalty: Offensive Pass Interference, 10 yards frm previus spt, Lss f Dwn. 2. There shall be n defensive pass interference beynd the scrimmage line while a ball is in flight, which crsses the ffensive scrimmage line. Penalty: Autmatic First Dwn, 10 yards frm the previus spt.

Players may NOT "g thrugh ppnents" t get t a ball that is in flight. General Infrmatin 1. A pass is any exchange f the ball that invlves air time. This can be a frward r backward, verhand, underhand pitch, r any ther tss r flip f the ball. CO REC NOTE: In rder fr a cmpleted pass that invlves a female fr psitive yardage t pen the next play, the pass itself must be frward. 2. The pass begins when the ball is released frm the passer's hand. The ball is dead if the passer is deflagged r legally tuched befre the release. 3. The initial directin f a pass determines whether a pass is frward r backward. 4. If a frward r backward pass is caught simultaneusly by ppsing players, the ball becmes dead, is cnsidered a cmpleted pass, and belngs t the ffensive team. D. SCORING PLAYS AND TOUCHBACK Tuchdwn: If a female scres a tuchdwn, the pint value is 9. If a female player thrws a legal frward pass and a tuchdwn is scred by any Team A player, the pint value is 9 (C Rec Only). All ther tuchdwns are 6 pints. Try-fr-pint: Ball in play frm the 3 yard line = 1 pint. Ball in play frm the 10 yard line = 2 pints. Ball in play frm the 20 yard line = 3 pints. Once the captain makes the chice fr ne r tw pints after a tuchdwn, he/she may change the decisin nly after an ffensive r defensive charged time-ut. 4. A team, which intercepts a pass in its wn end zne, may advance the ball ut f the end zne. It is a tuchback if the interceptr is deflagged befre leaving his/her end zne. E. CONDUCT OF PLAYERS PERSONAL FOULS 1. There shall be n persnal fuls cmmitted by players, substitutes, r caches. Persnal fuls may include, but are nt limited t: a. Using fist, ft, knee, r leg t cntact an ppnent; b. Tacking the ball carrier; c. Steal, attempt t steal r strip, r bat the ball frm a player in pssessin; d. Illegal cntact; e. Hurdling an upright player, tripping, clipping, etc.; f. Unnecessary rughness; g. Tuching a player r ball carrier with und frce; h. Rughing the passer (autmatic first dwn) - applies nly t the player thrwing a legal frward pass behind the ffensive line f scrimmage. If a defender cntacts the passer in any fashin, whether r nt he/she tuches the pass, it is rughing the passer. Penalty: Fr 1-8 abve: Persnal Ful, 10 yards, flagrant ffenders will be disqualified.

Guard their flags by blcking with arms, hands, r the ball, and thereby denying n ppnent the pprtunity t pull r remve the flag belt. Penalty: Flag Guarding, 10 yards frm the spt f the ful. F. BLOCKING AND SCREENING 1. Blcking, as in regulatin ftball, is prhibited. A player may nt use his/her hands r bdy t blck r ward ff an ppnent. Penalty: Persnal Ful, 10 yards. 2. Offensive players may prtect the runner by screening. The ffensive screen blck shall take place withut cntact and the screener may maintain a psitin (mving r statinary) between the defensive player and the runner. The screen blcker shall have his/her arms at their sides r behind their back. Any use f arms, elbws r legs t initiate cntact during an ffensive player's screen blck is illegal. A blcker may use a hand r arm t break a fall r retain balance. Players must remain n their feet befre, during, and after a screen blcking. N part f the screener's bdy, except their feet may be in cntact with the grund. Penalty: Illegal cntact, 10 yards. 3. Defensive players must avid the ffensive player's screen blck. Penalty: Persnal Ful 10 yards. 4. The runner may nt stiff arm r lwer a shulder int an ppnent. Penalty: Persnal Ful 10 yards. 5. FLAG REMOVAL 1. Deflagging (remval f the flag by a player) is allwed nly under special circumstances similar t tackling in ftball in that players must have pssessin f the ball befre they can be deflagged. 2. When a runner lses his/her flag belt either accidentally, inadvertently (nt remved by grappling r pulling), r n purpse, play cntinues. The deflagging reverts t a ne hand tag f the runner between the shulders and the knees. 3. In circumstances where the flag belt is remved illegally, play shuld cntinue with the ptin f the penalty r the result f the play. Penalty: Persnal Ful, 10 yards. 4. Pulling r remving a flag belt frm n ffensive player withut the ball is a ful. Penalty: Persnal Ful, 10 yards. 5.
