INTRODUCTION The 28 FIFA World Cup will be held from 4 June to 5 July 28 and will consist of 64 matches to be played across cities. Thirty-two teams will participate, and there will be approximately 2.5 million tickets available for purchase for the 64 matches. Ticket sales started in September 27 and will be available to the general public via the official website FIFA.com/tickets. During the last minute sales phase, tickets will also be made available at designated FIFA Venue Ticketing Centres (FVTC) in each of the Host Cities from April 28 up until the end of the competition. FIFA is determined to ensure that tickets will be accessible to all football fans in Russia and across the world. Therefore, FIFA has established a special entity, FIFA Ticketing AG, to be in charge of defining the ticketing policy and related decisions for the 28 FIFA World Cup. FIFA Ticketing AG has set up a subsidiary in Russia operating under the name of 28 FIFA World Cup Ticketing LLC. FIFA, FIFA Ticketing AG and 28 FIFA World Cup Ticketing LLC are collectively referred to as FIFA. The FIFA World Cup Ticketing Centre (FWCTC) is a trading name of the service provider appointed by FIFA who are responsible for the provision of services in relation to the Russian and International General Public for the 28 FIFA World Cup. This document contains all relevant ticketing information for the 28 FIFA World Cup. 4 28 FIFA WORLD CUP RUSSIA Ticketing Information

. Things to know about 28 FIFA World Cup TM ticket sales Approximately 2.5 million tickets are available for purchase What ticket products are on sale? Individual Match Tickets (IMTs)for all 64 matches are on sale. Venue Specific Ticket Series (VSTs) are available for all host cities, and Team Specific Ticket Series (TSTs) for all teams. Tickets are sold in four price categories, starting at RUB,28 The most affordable tickets in category 4 are exclusively reserved for residents of the Russian Federation Special Access Tickets (SATs) will be available for disabled people, people with limited mobility and obese persons When and where to buy tickets? Tickets are on sale during three sales phases from 4 September 27 until 5 July 28 The official website FIFA.com/tickets (FIFA.com/bilet in Russian) is the exclusive online sales channel Closer to the tournament, tickets will also be available over the counter at official FIFA Venue Ticket Centres (FVTCs) operated in all eleven host cities Tickets will be sold domestically in Russian Rubles and in United States Dollars internationally Things to remember A maximum of 4 tickets per match can be applied for, for up to 7 matches Each person who wishes to attend a match of the 28 FIFA World Cup must have a ticket, irrespective of age Tickets will be delivered by courier to customers. Tickets that are purchased after April 28, or if delivery by courier is not possible, are made available for collection Fan ID At the request of the Russian authorities, all fans visiting matches at the 28 FIFA World Cup Russia need to apply for a FAN ID the official identity document issued to fans Ticket holders (i.e. ticket applicants and their guests) need to apply for their personalised FAN ID at www.fanid.ru Having a FAN ID gives fans additional benefits and services provided by the host country, such as visa-free entry to the Russian Federation, certain free inter-host city travel and free use of public transport on match days FIFA does not assume any liability or responsibility in respect of the application, issuance and use of the FAN ID Ticket applicants will have the option to pay by Visa payment card and other payment methods 5

2 GENERAL TICKETING INFORMATION 2. Ticket Sales Structure - Sales Phases FIFA s official website FIFA.com/tickets (FIFA.com/bilet in Russian) will be the exclusive sales channel for all ticket sales to the general public, complemented by over the counter sales at the FVTCs located within the host cities during the last minute sales phase starting in April 28. Any tickets obtained from any other source (for example unauthorised intermediaries such as ticket brokers, internet auctions, internet ticket agents, internet or other unofficial ticket exchange platforms) will be automatically cancelled once identified and do not entitle the Ticket Holder to access the Stadium or any refund or further compensation. SALES PHASES From DATES To Sales Phase () Sales Phase (2) Random selection draw 4/9/7 2//7 First come first served 6//7 28//7 Random selection draw 5/2/7 //8 First come first served //8 /4/8 Last minute sales phase 8/4/8 5/7/8 The first tickets for the 28 FIFA World Cup Russia went on sale on 4 September 27. During the random selection draw sales period in sales phase ( & 2), ticket applicants may submit their ticket application at any time throughout the respective sales period, without any preference given in respect of the date of the submission (i.e. earlier submissions will not be preferred and do not have better chances of success than later submissions). During this sales period, ticket purchases are not processed as a realtime transaction, but FIFA will collect all ticket applications submitted during the entire random selection draw sales period for the allocation of tickets at a predetermined date prior to the start of the first come first served period. The submission of a ticket application does not guarantee that any tickets will be allocated to the ticket applicant. If demand for tickets does not exceed the available inventory for a given match and/or ticket category, then the available tickets will be allocated directly to those ticket applicants that have submitted an application for the respective match and/or category. If demand for tickets exceeds the available inventory for a given match and/ or ticket category, then random selection draws will take place to determine which ticket applicants will be allocated tickets for the respective match and/or category. All random selection draws to determine the successful ticket applicants will follow established algorithms to ensure fairness. The random selection draws will be observed and confirmed by an authorised public notary. All successful, partially successful and unsuccessful ticket applicants will be notified of the outcome of the random selection draws. The inventory remaining after the random selection draw period will be made available in the next first come first served sales period, where ticket purchases are processed as a real-time transaction to the extent inventory remains available. During the first come first served sales period in sales phases ( & 2), ticket applicants are processed as a real-time transaction, i.e. available tickets will be allocated directly to the Ticket Applicants. All successfully purchased tickets will be confirmed immediately to the ticket applicants. During the last minute sales phase, tickets will be available online and, from 8 April 28 onwards up until the final match day of the 28 FIFA World Cup Russia, tickets will be available over the counter at the designated FVTCs. All tickets will be allocated to ticket applicants on a first come first served basis. 6 28 FIFA WORLD CUP RUSSIA Ticketing Information

2.2 Ticket Price Categories There will be four price categories offered for the 28 FIFA World Cup Russia : Category - This is the highest priced category and located in the prime areas within the Stadium. Categories 2 and - These are located outside the Category area. Category 4 - This is the most affordable and is reserved exclusively for residents of Russia. KEY Category Category 2 Category Category 4 Sky Box Not for sale The above stadium configuration is an example of how the different price categories (and other customer groups) may be applied. All 2 28 FIFA World Cup stadium maps can be found on FIFA.com/tickets (FIFA.com/bilet in Russian). Please note that the colours in the Stadium Map illustrate the areas in which seats of a certain Ticket Category may regularly be located. In order to make as many Tickets as possible available for fans and at the same time to secure that the global media and other stakeholders are properly serviced, FIFA may redesign the areas in which seats of a certain Ticket Category are located. And therefore FIFA reserves the right to assign specific seats to a different Ticket Category on a Match-by-Match basis. In no instances will a purchased ticket be allocated into a lower priced ticket category. Please refer to the stadium illustrations in order to better understand the location of your ticket (subject to price category). If you have purchased a certain Ticket Category, your seat will be located in such area as indicated in the Stadium Map for such category, or in an area depicted on the map as included in a higher-priced category. Please note that the colours used in the above Stadium Map are entirely unrelated to the colours indicated on your Ticket and the Stadium signage. The corresponding colours on your Ticket and the Stadium signage serve the sole purpose of directing spectators to the correct Stadium entrance to support a smooth Stadium operation on Match days. 2. Ticket Products There are four types of products available for the 28 FIFA World Cup : Individual Match Tickets (IMT) These are tickets for a specific match, which are available for all matches (Match No. to Match No.64). Venue Specific Ticket Series (VST) VSTs are ticket strips for a specific venue and are sold in Categories, 2, and 4 (Russian residents only). These strips include the Group Matches (not including the Opening Match), Round of 6 and rd / 4th Place Match played at the specific venue of the client s choice. No tickets for the Quarter-Finals, the Semi-Finals and the Final are contained in any VST. VSTs are designed to allow the VST holder to enjoy such matches included in the selected VST and which are hosted in a specific stadium of the 28 FIFA World Cup Russia TM. Team Specific Ticket Series (TST) TSTs are ticket strips to follow the national team of your choice. The TST will not always comprise all matches played by the chosen national team, but only the number of matches comprised in the package which the TST holder has purchased. Depending on which TSTs someone had applied for, the TSTs may include between three matches (so called TST comprising only the three Group Matches) and seven matches (so called TST7 comprising all Group Matches, a Round of 6 Match, a Quarter-Final, a Semi-Final and the Final). The TST purchased guarantees the customer tickets for matches of such rounds of the competition comprised in the specific TST package purchased by the customer, regardless of whether the Team itself qualifies. The table below illustrates how the TST principle is implemented. TST SERIES TST-7 TOURNAMENT STAGE Group Matches If your team participates in this tournament stage TICKETS RECEIVED PER TST SERIES If your team does not progress to this stage in the tournament (round of 6 to final only) A Ticket for each of your team s Group Matches (all 2 that qualify for the 28 FIFA World Cup will play their corresponding Group Matches) TST4-7 Round of 6 Ticket to your team s Round of 6 Match TST5-7 Quarter Finals Ticket to your team s Quarter-Final match TST6 & 7 Semi Finals Ticket to your team s Semi-Final Match A Ticket for the Round of 6 Match to follow the winner of your team s group A Ticket to the Quarter-Final Match to follow the winner of the previous Match attended A Ticket for the Semi-Final match to follow the winner of previous Match attended TST-7 The Final Ticket to the Final Supporter Tickets and Conditional Supporter Tickets The Participating Member Associations (PMAs) and their supporters will have access to the following two kinds of Ticket Products: Supporter Tickets (STs) are available for the three Group Matches played by the PMA (i.e. three matches between matches and 48). Conditional Supporter Tickets (CSTs) are available for the four knockout stage matches (one Round of 6, one Quarter-Final, one Semi-Final and the rd Place Match or the Final) that could potentially be played by the PMA (i.e. 4 matches between matches 49 and 64). All CSTs are conditional upon the PMA qualifying and progressing throughout the event. When a PMA is eliminated, the PMA Supporter will be refunded for any Second Round Match ticket purchased and not played by the PMA due to elimination, minus a small handling charge deducted by FIFA equivalent to USD per customer / guest, regardless of the number of Second Round Matches the PMA Supporter may have covered through their request. 8 28 FIFA WORLD CUP RUSSIA Ticketing Information

Access to PMA Supporter Tickets All STs and CSTs will be sold through FIFA.com/tickets alongside the other standard ticketing products. Sales will begin after the Final Draw in December 27. To ensure that STs and CSTs are reserved for PMA Supporters, fans wishing to apply for these tickets will need to either be: A national of the respective country of the PMA A resident of the respective country of the PMA A member of the official PMA Supporters club or a member of a ticket allocation groups designated by the PMA and approved by FIFA. The FWCTC will work closely with the PMA Supporters Club, and/or fidelity programme, in order to ensure that PMA Supporters will be awarded tickets in accordance with FIFA s Ticketing Policy, and the existing membership rules that apply for each of the PMA Supporters Clubs. ST and CST tickets will become available from 5 December 27 following the 28 FIFA World Cup Final Draw. All applications will be received prior to January 28. Where there is excess demand, applications will be entered into a Random Selection Draw conducted by the PMA. All successful PMA Supporters will be notified of the outcome of their application in February 28 and payment will be taken pursuant to the applicable sales regulations. 2.4 Special Access Tickets (SATs) SATs are available for disabled people, people with limited mobility and obese persons. SATs will be made available at Category prices for international customers and at Category 4 prices for Russian residents. SAT DEFINITION DESCRIPTION Wheelchair User For wheelchair users Clear area large enough to accommodate a wheelchair Easy Access Standard Easy Access Amenity For disabled people, people with limited mobility and people with other medical conditions For people with guide dogs or people with a medical condition with assistance dogs and people that need additional leg space due to limited mobility Aisle seat with no or minimal stepped access Easy access seat with additional clear space in front Obese Persons* For people with a BMI that is equal to or exceeds 5 kg/m 2 Easy access extra-width seat with greater load carrying capacity Companion Ticket: All ticket applicants for SATs (except for obese persons) will be offered the opportunity to receive one complimentary ticket for one accompanying person, free of charge. Eligibility Checks: For Wheelchair User, Easy Access Standard or Easy Access Amenity Tickets, presentation of a proof that is commonly and widely accepted in the ticket applicant s country of residence is required. In Russia, acceptable proofs of eligibility include a certificate of degree of disability and a medical certificate. Please note that permits for accessible parking will not be accepted as valid proof. For Obese Person Tickets, presentation of a signed doctor s note stating the person s BMI will be required. 2.5 Ticket Prices For the 28 FIFA World Cup, tickets are available for purchase to residents of Russia and customers purchasing a ticket in a FVTC in Russia during the last-minute sales in Russian Rubles (RUB), and to international customers in US dollars (USD). Offering tickets in different currencies for events such as the FIFA World Cup constitutes a challenge in terms of operations, finance and fair treatment for all fans. As such, to provide equal conditions for ticket buyers throughout all sales phases in spite of fluctuating exchange rates, a fixed conversion rate is set. This is standard practice at major sporting events to avoid fans purchasing tickets at different prices in different sales phases fair and equal access to tickets is one of the key priorities in FIFA s ticketing operations. .2 Customer Groups Customer Groups with Ticket Purchase Rights The following customer groups have been, or will be, granted the option to purchase tickets. FIFA Football Community 77,554 purchasable tickets have been allocated to the FIFA Football Community for FIFA and its customer groups, such as, for example, the Non-Participating Member Associations (NPMAs) or the continental confederations. Organising Committee Ticketing Constituent Groups (OCTCG) and Local Organising Committee (LOC) 77,985 purchasable tickets (representing % of the total number of purchasable tickets) have been allocated to the OCTCG and LOC, which includes purchasable tickets for host cities, stadium operators and government authorities. Participating Member Associations Football Community (PMA FC) 89,984 purchasable tickets have been allocated for the Football communities of the PMAs. PMA Supporters Broadcast Partners & FIFA TV 66,46 purchasable tickets have been allocated to the broadcast partners. Any ticket from the above inventories that is not purchased by the respective customer group will be made available for public sale. General Public Allocations A total of 799,8 purchasable tickets for all 64 matches have been reserved for international and Russian general public who can apply online through FIFA.com/tickets (internationally) and FIFA.com/bilet (in Russian). Ticket Application Procedures The exclusive online ticketing sales channel for the general public is the official website www.fifa.com/tickets (internationally) and www.fifa.com/bilet (in Russian). During the last minute sales phase, fans will also be able to buy tickets over the counter at FVTCs, established in each host city within Russia. 6 TICKET TERMS & CONDITIONS 6. Ticketing Sales Regulations The ticketing sales regulations outline the rules and procedures required during the process of applying for and purchasing tickets. It reflects all of the payment and other conditions that potential customers must be aware of, and also accept, with the submission of their application. 6.2 General Terms and Conditions Each 28 FIFA World Cup Russia ticket is an official document that provides evidence of the ticket holder s permission to enter a stadium on match day during opening hours. The General Terms and Conditions (GTCs) describe the terms and conditions that the customer needs to respect when attending the 28 FIFA World Cup Russia. The GTCs are issued prior to sale through all ticket sales channels and are available in a downloadable format online in the ticketing section at www.fifa.com. Furthermore, the GTCs are printed on the back of the tickets themselves (in the form of an abridged version containing the key information of the GTCs). 6. Transfer and Resale of Tickets Ticket transfer requests will be considered in accordance with the Ticket Transfer and Resale Policy, which will be made available by FIFA on FIFA.com/tickets at a late stage. Participating Members Association After the success of FIFA s Ticket sales distribution strategy that was implemented for the 24 FIFA World Cup, the PMAs Ticketing programme for the 28 FIFA World Cup will follow similar principles. FIFA has allocated to the PMAs the following Ticket Allocations: PMA Football Community Ticket allocation PMA Supporters (including Ticket Allocation Groups) The management of the Ticket sales and distribution process, including application, confirmation, payment and delivery will be managed by the FIFA Ticketing Office (FTO) and FWCTC on behalf of FIFA. For the 28 FIFA World Cup, a total of 42,78 Purchasable Tickets have been reserved for the PMA Football Community, the PMA Ticket Allocation Groups ( TAGs ) and the PMA Supporters. Ticket Allocation Groups (TAGs) Tickets from within the PMA Supporters Ticket Allocation can be provided by FIFA to various groups identified by each respective PMA as priority groups. A group will qualify as a PMA Ticket Allocation Group if it satisfies ALL of the following criteria: The individuals within the Group must be identifiable The group must be a Football related entity Once the respective PMA has provided the details of each of the PMA Ticket Allocation Groups to the FTO, their acceptance as a PMA Allocation group will then be subject to FIFA validation. PMA Football Community Allocation Each PMA will be able to determine the allocation and distribution arrangements for their officials and guests from their PMA Football Community Allocation. PMA Supporters and TAGs Ticket Allocation The number of tickets will be offered to each PMA s Supporters for its Group Matches is eight percent (8%) of the purchasable quota in the respective stadiums where their matches will be played. The allocation of the PMA ticket quota for Second Round matches is conditional upon the participation of the PMA in each of the applicable Second Round Matches. Sales Outlets All 28 FIFA World Cup Russia tickets will be exclusively available for purchase by the members of the general public on FIFA.com/tickets (FIFA.com/bilet in Russian) and, during the Last Minute Sales Phase, from the FVTCs in Russia. Any tickets obtained from any other source (for example, unauthorised intermediaries such as ticket brokers, internet auctions, internet ticket agents, internet or other unofficial ticket exchange platforms) will be automatically cancelled once identified and will not entitle the ticket holder to access the stadium or any refund or further compensation. 8.2 Use of Tickets for Commercial Purposes Tickets may not be used for any commercial purposes, such as for promotions or advertising activities or used as a prize or reward in a competition, sweepstake or incentive programme. Further details will be set forth in the GTCs. Consequences of Unauthorised Transfer, Resale or Further Use of Tickets The unauthorised transfer, resale or other prohibited use of a ticket represents a violation of the unauthorised transfer, resale or further use of Tickets is a violation of the GTCs. In such case, tickets will be automatically cancelled by FIFA. As a consequence FIFA may: a) refuse to deliver the ticket; b) refuse entry into the stadium; c) eject the ticket holder from the stadium; d) seize the ticket; e) electronically invalidate the ticket, and cancel any other tickets purchased by the ticket applicants; f) file suit to enforce the relevant terms, laws and regulations and claim damages, if appropriate; and/or g) notify governmental authorities of any such violation.
