STATEMENT ORGANISATION & ADMINISTRATION The league shall be governed and managed by the North-East Wales Netball Association committee which may delegate its powers and authority in this respect to any sub-committee or individuals. The decision of the committee in respect of these rules and any other matter related to the league, which is not provided for below, shall be considered final and binding on all parties when entering the league. It is the responsibility of all Team Managers, Coaches and Captains to ensure that all players and officials are conversant with these rules and the rules of the game via the domestic rules guidance for netball. The Rules of the League will be published annually on the North-East Wales Netball Association website. All clubs/teams will be held responsible for the overall conduct of their players, officials and spectators. All applications for entry into the league will be open to any club or team affiliated to the respective governing bodies and the North-East Wales Netball Association. Entry will be determined at the committee s discretion, subject to its reasonable application of the rules laid out below and having due regard to the playing standard of teams who wish to participate. New teams applying to play in NEWNA s League must submit an entry form and a bacs payment made payable to NEWNA for 50% of the league fees by 30th June to NEWNA Treasurer (Entry fee to be agreed at the AGM in May each year). 1. Affiliation & Registration of Players All players must be affiliated with Welsh Netball or England Netball and a downloaded list must be provided to the League Manager by 30 th September annually. Clubs/teams must complete an additional registration form and affiliate with North East Wales Netball Association also by 30 th September annually. (Fee for 2017-18 3.00 per player.) Affiliation to the governing bodies must take place before taking to the court and is the responsibility of the club/team. Players may register from the September of school year 10. If players are Under-18 the club/team are advised that they should obtain the relevant parental permission for that young person to participate in their club/team activities. Players may only be registered to play for one team at any one time per playing season see later sections on Transfers. NEWNA s League has one playing season: The Winter League. Each team must register a minimum of 7 players on the official NEWNA s League Registration Form by 30th September annually. Entry form, bacs payments and confirmation email must be sent to the treasurer confirming payment prior to Annual League meeting held on the first Tuesday of August. Each team is responsible for notifying the League Manager of any changes to team contacts. All players must be affiliated to NEWNA in order to represent/vote at any NEWNA meeting on behalf of the team. Registration form player details must include: name, e-mail address date of birth only if U21 for county teams purposes, phone number and affiliation number. If affiliated players are not registered prior to 30th September, they must fill in an additional registration form. If pregnant please refer to guidance in IFNA rule book. NEWNA recommends that each team/club arrange its own personal accident insurance. PENALTY: Failure to comply with any of the above sections o Deduction of points equivalent to a win o Player suspension for the remainder of the season 2. Club Rules Multi-team clubs must seed teams and this must be marked clearly on the league entry forms. A minimum of 2 e-mail addresses should be submitted for each club on the League Entry Form. Players registered for a 1st team may only play for that team. Lower team players may play up a maximum of 2 times. On playing for the 3rd time she will be automatically re-registered to the next highest team from her original registration. Higher team players (not 1 st team) are able to play one player down a maximum of 2 times. On playing for the 3

3 rd time she will be automatically re-registered with the lower team. If all games have been played for one team then she will be re-registered to that team. A player may not play for more than one team on a league night. After re-registration under the circumstances outlined above, the above rule can no longer be used. PENALTY: Failure to comply with any of the above sections o Deduction of points equivalent to a win 3. Transfers Players may only transfer once per season. Players wishing to change teams before midseason must complete a transfer form (available to download from NEWNA s website) and return to Treasurer along with payment of 5 transfer fee, no later than 24 hours before player takes the court for the new team. All transfer requests must have the signatures of two existing team players not including the transferee. In the event of a contested transfer refer the issue to the League Manager. Decisions may require deferral to NEWNA s next Committee meeting at the discretion of the League Manager. PENALTY: Failure to comply with any of the above will result in: o Deduction of points equivalent to a win 4. Fixtures General Rules Matches will be played in accordance with the rules of the International Federation of Netball Associations. Divisional matches will be played at the designated Sports Centre as specified in the fixtures. Matches shall be played as per published fixtures list. This is issued by NEWNA Fixture Secretary by e-mail and will be available from the official NEWNA website. If 5 players and/or the umpire cannot take the court on time the following will apply: One goal per minute delay will be awarded to the opposition, up to a maximum of 10 goals. After 10 minutes/goals, the outcome below will apply. The non-offending team will be awarded points and an average goal score will be added at either the midway point or the end of the season. Any team not honoring a fixture must notify the following by 4pm on the day of play: to the Association s League Manager and Association Fixture Secretary 4

Cancelled fixtures Fixtures can only be cancelled due to adverse weather conditions, extreme or unforeseen circumstances or facilities management. It is the responsibility of the team cancelling the game to notify the League Manager, opposition and umpires immediately the cancellation is known. If a team cancels more than 1 game in a season NEWNA committee will review its membership within the league Requests and reasons for dates where the team/club cannot or wishes not to have League fixtures organised must put their reasons, in writing to the Fixture Secretary before the league fixtures are generated. Cancellation for any reason other than the above will result in the non-offending team being allocated an aggregate score based on their average goals scored at either the midway point of the season or at the end of the season, depending on when the game was due to take place. PENALTY : o Deduction of points equivalent to a win o Payment of opposing team s expenses (Treasurer will be able to provide the fee amount payment will be made to the Treasurer who will forward on the funds.) Abandoned Games In the event of it being necessary to abandon a game i.e. serious injury, The Fixture Secretary will endeavor to re-arrange the game if less than half the game has been played. If the game has passed half time then an aggregate score over the first two quarters will be calculated (e,g multiply each of the scores by 2) by the game officials and Divisional Representative. Once all parties have been informed this score will be submitted to the website. If the game has passed 3 rd quarter time then an aggregate score of the first three quarters will be calculated (i.e. divide each score by 3 and multiply by 4.) 5. Umpires All teams are responsible for booking an umpire to officiate their match. Umpiring fees are as follows: Division 1 15 per game. Division 2-12 per game. All other divisions 10 per game. Umpires will be monitored and where possible mentored to standardise umpiring in the League. 5

All enquiries about umpiring and training are addressed to NEWNA Umpiring Secretary. All umpires must have a copy of the Netball Official Rule Book with them for rule clarification upon request. All umpires officiating in the NEWNA League should, where possible, wear a white top. NEWNA Umpiring Secretary will provide a list of all active umpires and if necessary assist in arranging umpires for a new team in its first year, only. The Association Umpiring Secretary will oversee any umpiring issues. If a booked umpire fails to attend, the team having made the booking must use its trained umpire player to fulfill the umpiring role. If the booked umpire arrives, the clock may be stopped after a goal, to allow the player-umpire to resume playing, but only in the previously vacant position. PENALTY : o o o Team not providing the umpire forfeits the game. Same team is responsible for any costs (NEWNA Treasurer to provide amount). Non-offending team is awarded the win. 6. Match Cards & Results Match Scoring: For each league match points will be awarded as follows: 5 points for a win 2 points if within 5 of the winning score 3 points for a draw 1 point for Greater than 50% of winning score. e.g. 20-10 = 0 point 20-11 = 1 point Match Cards & Notification of Results: Match cards are available for download from the website. Each game requires two match cards to be completed, one by each team. Each team shall mark the match card with an asterisk signifying the player chosen as Player of the Match. Cards must be signed at the end of the game by both umpires, once signed the score is final. Each team must provide a scorer who will sit together in a designated area to record the game result. If scorers are unavailable both umpires must score the game and confirm the score at each quarter. The League Manager will be the first point of contact for all queries. Match cards should be posted into box provided on match night. 6

PENALTY: o Match results must be text in on the match date by both teams to 07516 8042780. Please note when submitting the results that the team texting the result puts their name first followed by the score and then the away team with their score. A fine of 5 and a 1 point deduction 7. Promotion At the end of each season the top team of each division will be promoted to the higher division with the lowest team in the division above being demoted. Play-offs will be put into operation at the beginning of a season to establish division placings. The above will be implemented at the Committee s discretion depending on the Entry for the following season 8. Communication & Discipline All general communication with NEWNA Committee should be via the E-mail address: newnetball@gmail.com Complaints or problems should be directed to NEWNA Secretary in writing/e-mail within 24 hours of the issue arising. Complaints cannot be dealt with unless reported in writing. Secretary will then inform all committee members. Secretary will inform player/club concerned giving them a brief account of complaint and ask for a statement in return. Once received send out to committee for decision. Any NEWNA Committee decision(s) will be notified to all parties concerned. 9. Miscellaneous It is the responsibility of each team to provide adequate first aid cover for its players and officials. Any team wishing to video/photograph a match must give the opposing team officials 3 days clear notice to allow all parental permissions, (U18s), to be given in written form and signed by all contacts. A copy of these permissions should be sent via e-mail to the committee. All participants acknowledge that participating in the sport of netball involves a risk of personal injury and by taking part in this league whether as a player, team member, team official or spectator does so at their own risk. 7

NOTICE Any player, team or club not complying with the Rules may be suspended and/or have membership terminated. Any queries about these rules can be addressed to the League Manager. NEWNA Committee will deal with any matter or issue that is not covered by these rules. The NEWNA committee is committed to everyone having the right to enjoy Netball in an atmosphere free from threat, intimidation, harassment and abuse. 8
