Chairman of the organizing committee: Susan Buchecker (sportchefin@ycl.ch) 2 Venue Yacht Club Luzern, Lidostrasse 8, 6006 Luzern Mobile: 078 808 26 26 3 Rules 3.1 The event will be governed by the rules as defined in the Racing Rules of Sailing (RRS). 3.2 Addendum Q to the Sailing Instructions (SI) will apply with the approval by the Swiss Sailing Federation under RRS 86.3. 3.3 RRS 26, 33, 35, the preamble of part 4, RRS 42.3 (c) with the approval by the Swiss Sailing Federation under RRS 86.3, RRS 49, 60, 62, Race Signals, A2, A4, A5 and A10 will be changed. Additional changes to the rules are made in Addendum Q. 3.4 The rules for handling the boats will apply, and will also apply to any practice sailing and sponsor races. Class rules will not apply. 3.5 Paragraph 6 of the Regelwerk 2016-Swiss Sailing League (RWSSL) will apply (www.swiss-sailing-league.ch). 3.6 Paragraph 7 of the RWSSL will apply for the selection of the participants for the SSL 2017 (http://www.swiss-sailing-league.ch). 3.7 In case of conflict between languages the English version will prevail. 3.8 The SI will be available at registration. 4. Eligibility 4.1 Only clubs selected by the SSLA will be eligible to enter this event as published on www.swiss-sailing-league.ch. 4.2 To remain eligible a selected club (participant) shall satisfy the eligibility requirements under RWSSL 6: (a) be a member of the SSLA, (b) confirm its participation in writing, (fax or email is acceptable) and pay the membership fee as required under RWSSL 6 and (c) hand in a team list with a maximum number of 25 crew members and 1 team manager (including name, surname, email address an Swiss Sailing Membership Card No. for each person) not later than 01 April 2016 to the SSLA secretary. Only persons listed as crew members on the team list may be entered as crew members in an event. (http://swiss-sailing-league.ch/informationen/) 5. Entries 5.1 Entering A participant shall be entered after handing in the crew list as under NoR 10.3, on completion of registration and the payment of all fees and deposits. Page 1
5.2 Entry Fee (a) A non-refundable entry fee of CHF 400. shall be paid to the SSLA as specified in the invoice sent by the SSLA to the participating clubs but not later than 7 days before the first racing day. The entry fee is due even a team does not enter the event. 5.3 Damage Deposit (b) An initial damage deposit of CHF 1000.-- shall be paid in cash at registration, unless extended by the OA. This deposit is the maximum payable by the team as a result of any one incident. (c) If a deduction from the damage deposit is decided by the OA, it may require that the deposit be restored to its original amount before the team will be permitted to continue in the event. (d) Any remaining deposit after the event will be refunded directly after the event. 6. Advertising 6.1 As boats and equipment will be supplied by the OA, WORLD SAILING regulation 20.4 applies. Each boat will be required to display advertising as supplied by the OA. 6.2 Boats shall not be permitted the right to protest for breaches of any rules regarding advertising. This amends RRS 60.1. 6.3 Teams shall wear bibs supplied by the OA if required. 7. Format 7.1 SSL Series Format 2016 (a) The series will consist of a number of fleet racing events as defined by the SSLA and published on the SSL homepage: 5 events for participants in the 1 st National League and, 3 events for participants in the 2 nd National League (b) If the requirements of RWSSL 7 are satisfied, 1 qualifying event will be organized to select the remaining clubs for the 2 nd National League as defined by the SSLA. (c) The SSLA may change the number, the venues and the dates of events. 7.2 Event Format (a) The format will be umpired fleet racing and consist of a series of races. (b) A pairing list will define the number of races and the competitors for each race. The pairing list will be distributed before racing. (c) The format may be modified during the event in a fair and practical way as solely determined by the RC after consulting with the chief umpire and taking into account the entries, weather conditions, time constraints and any other relevant factors. This includes changing the pairing list, the racing schedule, eliminating any race and terminating the series. 8. Provisional Programme 8.1 Schedule (a) Race Office open on 02 September, 08:00 12:30 (b) Registration on 02 September, 09:00 12:30 (c) Practice on 02 September, 09:00 12:00 Reservations can be made by following the instructions of the OA sent to the participants not later than 19 August 2016. (d) First briefing on 02 September at 13:00 (e) First meeting with the umpires on 02 September following the first briefing (f) Racing days from 02 to 04 September 2016 (g) The time for the first race on 02 September will be at 14:00 and at 09:00 on every other racing day (h) The latest time for a warning signal on the last day of racing will be approximately at 15:00. 9. Boats and Sails 9.1 The event will be sailed in J70 type boats. 9.2 6 boats will be provided. 9.3 The sails will be provided for each boat: Mainsail, jib, gennaker. 9.4 Boats will be allocated by the OA in a pre-determined draw. 10. Crew 10.1 In a race the number of crew (including skipper) shall be 4. Only registered crew members may sail in a race. 10.2 There will be no crew weight limit. 10.3 Crew members shall satisfy the requirements as under RWSSL 6.3 (a) A crew member shall be an active member of its participation club and have a Swiss Sailing Membership Card for that club. (b) A crew member may only sail for one club during a season and shall only be listed on the team and crew lists of that club. This applies for all 1 st league, 2 nd league and qualifying events. 10.4 Each club shall register the crew members (including skipper) by handing in a crew list using the form Crew nomination for an SSL Event (http://swiss-sailing-league.ch/eventcrewregistration/) by no later than 24 August 2016. Four or five crew members shall be registered. 10.5 The skipper needs to have a boat skipper s license for sailing boats as prescribed under Swiss federal and any local law. 10.6 The skipper needs not to helm the boat. 10.7 When a registered crew member incl. skipper is unable to continue in the event, the protest committee (PC) may authorize a substitute, a temporary substitute or other adjustment. A substitute shall meet the requirements of NoR 10.3 and in case of substituting a skipper NoR 10.3 and 10.5. 11. Course 11.1 The course will be windward/leeward with port rounding at the windward mark, passing between the leeward gate marks in the direction from the last mark, rounding on either side of the marks and downwind finishing. 12. Penalty System 12.1 The right of appeal shall be denied as approved by the Swiss Sailing Federation under RRS 70.5. 12.2 Additional instructions to the penalty system are made in Addendum Q. 13. Scoring 13.1 Event Ranking (a) No results shall be excluded. 13.2 SSL Series Ranking (a) The final scores of all series events will be regarded for the SSL 2016 overall ranking. (b) If a participant eligible for the series does not enter an event it shall be scored DNC for that event in the SSL series ranking. This amends A4.2. (c) No results shall be excluded. Page 3
14. Prices 14.1 Prices for clubs ranked in 1st 3rd 15. Coach Boats 15.1 Coach boasts shall conspicuously display identification of the team being coached. 15.2 The harbor master will assign the berthing area for these boats. 15.3 Any interference by a coach boat with the racing or event organization may result in a penalty applied at the discretion of the PC to the associated team. 15.4 All coach boats are required to register not later than 14 March 2016 by email at the OA. 16. Media Rights, Cameras and Electronic Equipment 16.1 By participating in the event competitors grant to the SSLA, its sponsors, the OA and the event sponsors the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of the athlete during the period of the competition without compensation. 16.2 Boats may be required to carry cameras, sound equipment and positioning equipment as specified and supplied by the OA 16.3 Competitors shall not interfere with the normal working of the OA supplied media equipment. 16.4 Competitors may be required for interviews at the event. 17. Disclaimer of Liability Competitors participate in the event entirely at their own risk. See RRS 4, Decision to Race. The OA will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the event. Page 4
