PARTICIPATION WORLD PANKRATION CHAMPIONSHIP Seniors & Veterans -26 October 2014 GENERAL REGULATIONS 1. Only the National Federations or Committees duly affiliated to FILA for the year 2014 can participate in the Championship. They are fully responsible for entering their athletes within the deadline. 2. In order to be allowed to participate in the 2014 World Championship, the National Federations or Committees must have previously participated in the European Championship with at least the same number of participants that they intend to enter in the World Championship. 3. National Federations or Committees can enter a maximum of 1 athlete per weight category for seniors and a maximum 3 competitors per weight category in Veteran classes. 4. Each competitor (senior, veteran) must have a FILA licence valid for the year. (except Polydamas where it is not mandatory) For the licence, the following documents are requested : a passport copy, an annual medical certificate and a photo. The licence can be purchased at FILA at the latest one week before the competition, and paid by bank (please see details on FILA website, under engagement fees and licences judith@filawrestling.com. Licences will also be sold at accreditation, and the price is CHF 100.- (or 80.- Euros or 100.- US$) for Seniors and Veterans as well. 5. Each senior competitor must be born 1994 year or older. Competitors born 1995-1996 years are allowed to participate upon presentation of a medical certificate. 6. Each Veteran-A competitor must be 35-45 years old (born between 1969-1979), each Veteran-B competitor must be 46-56 years old (born between 1958-1968). Age and nationality will be checked with the passport at the weigh-in. 7. Any athlete aged 10 years and above can participate in Polydamas. The teams are composed of three attackers and one defender. It is specified that mixed teams can include both men and women as defender. Each National Federation can enter maximum 2 Polydamas teams. 8. Each contestant deemed to be taking part of his/her owns free will, responsible for him/her, shall be allowed to compete in only one weight category: the one corresponding to his weight at the time of the official weigh-in. 9. The delegations in need of a visa to enter Hungary must send their visa application forms to HUN@fila-grappling.com before 30 July 2014. The organizer will take care of sending official invitation letters to the Hungarian consular representation in their country of residence. 10. Preliminary entries must be sent to HUN@fila-grappling.com before 30 July 2014. 11. Final entries must be sent to HUN@fila-grappling.com before 19 September 2014. 12. The final list of competitors must be confirmed to the competition secretariat the day before each competition by noon (12:00) in order to ensure a smooth weigh-in and draw procedure. 13. The delegations will benefit from a full accommodation package from the organizer (including board, lodging and entry to the championship) of 90 EUR per day (in Four Points by Sheraton****), 80 EUR per day (in Sport Hotel***). The official hotels are both located within walking distance from the competition venue and offer different standards of accommodation. Upon agreement with the organizer, it will be possible for the delegations to transfer the total have to settle their financial obligations cash at accreditation. 14. The organizer will take care of booking the rooms for the delegations benefitting from the accommodation package. 2
15. The delegations wishing to book their own hotel and take care of their local transport and food will be required to pay an entry fee of 80 EUR per competitor, to the organizer, payable cash at accreditation. 16. In conformity with the FILA regulations, each team that has been entered for the championship but does not turn up, or turns up with fewer competitors than originally announced, will be held responsible for and have to pay half of the hotel costs for all individuals previously entered, unless they can provide official justification such as visa refusal letters or medical certificates. 17. Athletes competing in the Championship are under the exclusive responsibility of their National Federation or Committee through their respective coaches. Any breach of the rules will be sanctioned according to the FILA Disciplinary Regulations. 18. The delegations requests A will be welcomed by the organising Committee upon their arrival in Budapest, Liszt Ferenc International Airport and will be driven to the hotel to proceed with accreditation. The transfer costs are 40EUR/person back and force (one way 20 EUR), payable cash at accreditation. TECHNICAL CONDITIONS 1. The competition will be run according to the FILA official rules on 3 FILA approved mats. 2. The competition will take place in the official weight categories and no weight allowance will be accepted: Senior age groups: Men -57, -62, -66, -71, -77, -84, -92, -100, +100 kg Women -53, -58, -64, -71, +71 kg Veteran A/B age groups: Men -62, -66, -71, -77, -84, -92, -100, +100 kg Women -53, -58, -64, -71, +71 kg 3. Each competitor will be requested to undergo a medical examination before the official weighin, during which his/her competition uniforms will be inspected for compliance as well. 4. The drawing of lots for position in the brackets will be done manually at the time of weigh-in. 5. The competitors are allowed to enter several styles: Pankration-Submission, Pankration- Traditional class A, Pankration-traditional class B and Polydamas. 6. Competitors who forfeit a match without proper medical certificate will not be allowed to proceed throughout the tournament (even in other styles) and will be withdrawn from the final ranking. 7. The FILA license covers medical assistance to the competitors in the event of an accident occurring during the competition. If a competitor wishes to have a medical examination or receive a treatment that is not linked to an accident that happened during the competition, either he/she or his/her National Federation will be entitled to bear the related costs. 8. Each competitor will be required to wear the FILA approved competition uniform complying with the international regulations, that is: Pankration-submission: Mandatory black shorts and blue or red rashguard. The first competitor called shall wear black shorts and red rashguard, the second one black shorts and blue rashguard. Pankration-tradition class A: Mandatory black shorts and blue or red rashguard, 4oz gloves and shin-instep guards. The first competitor called shall wear black shorts, red rashguard and red protections, the second one black shorts, blue rashguard and blue protections. 3
Pankration-traditional class B: Mandatory black shorts and blue or red rashguard, head guard, 6oz gloves and shin-instep guards. The first competitor called shall wear black shorts, red rashguard and red protections, the second one black shorts, blue rashguard and blue protections. In addition, competitors in traditional both class divisions are required to wear a groin guard and a mouth guard. Female competitors are also allowed to wear a chest protector. Polydamas : Athletes may wear groin guards, mouth guards, or chest protectors for women. The protection gear shall be in a generally clean and serviceable condition and the padding shall not be displaced, broken or imperfect in any way. They may use variety uniforms displaying theatrical performance. 9. Individual prizes will be given to each weight category: 1 st place 1 gold medal, certificate 2 nd place 1 silver medal, certificate 3 rd places 2 bronze medals, certificates 5 th 10 th places certificates 10. The first three teams in Submission, A Class and B Class will receive a cup. 11. Points will be allocated to the first eight ranked in each weight category and will count for the World Ranking of athletes: 1st place 2nd place 3rd places 5th places 7th place 8th place 9th place 10th place 10 points 9 points 8 points 6 points 4 points 3 points 2 points 1 points The results of Polydamas discipline is not counting to the World Ranking of athletes. 12. The organizer will conduct random anti-doping test among the gold medalists. The categories concerned will be selected and publicly announced at the end of the weigh-in. The laboratory used to analyses these tests will be IOC/WADA approved. The procedure for undertaking the tests and transporting the samples to the laboratory is laid down in the FILA Regulations and in WADA`s Anti-Doping Code.. 13. The Polydamas presentation must last between 1 and 2 minutes. The athletes can present the techniques of their choice, but each program shall at least include 6 combinations. The following types of attacks shall be included in each program: An attack from above with a vertical blow coming down on the head An attack starting from the right side of the attacker with a parallel direction to the left side of the defender, independent of the height of the attack. An attack starting from the left side of the attacker with a parallel direction to the right side of the defender, independent of the height of the attack. Frontal attack, independent of the height of the attack Any weapons that used by martial arts demonstration can be used by the attackers. During the demonstration audio (music) effects can be use but it in advance have to harmonize with the local technical staff. 4
Evaluation The refereeing body is composed of one mat chairman sitting at the scoring table and three referees sitting in the middle of each side of the mat. It evaluates the performance of each team according to the following criteria: Dynamic application of the combinations. Correct timing of defense and attacking moves. Appropriate distance of influence. Continuous tension, attention, dynamic stance and fighting position, concentration before and after the application of the combinations. Neutralization of each attacker at the last combination. Variety of application in techniques and combinations. REFEREES 1. Only the FILA certified referees with a valid 2014 licence may work in the competition. 2. All referees must wear black flat-front pants, black sport shoes, and the official FILA shirt and accessories. 3. 4. In accordance with the FILA regulations, a National Federation or Committee which enters more than 3 competitors has the obligation to enter a referee as well. Failing to do so, a penalty of 2000 CHF will be imposed to the National Federation or Committee.
