A O C / A P C H I G H P E R F O R M A N C E P L A N Funding category Direct Athlete Funding Coaching and Technical Staff Funding request for 2010 Calendar Year ($m) % of 2010 funding request Description Proposed administration Costing assumptions Direct funding for the athletes, including rental subsidies and daily living expenses; and the AOC Medal Incentive Funding for athletes 25.0 10.5% Allocated to sports, administered centrally Direct Athlete Funding is a major area for upgraded support with increasing time commitment required of athletes and in some instances a full time equivalent training and competition load in key years. Funding proposed is based on a subsistence grant contribution supplemented by performance incentives. Funding is linked to support of talent identification and development programs to provide opportunities for more young athletes. Athlete numbers for Direct Athlete Funding For Olympic sports, the number of recipients per sport is based on potential results for London 2012 (Summer) and Vancouver 2010 (Winter) as forecast by the AOC. For Paralympic sports, athlete numbers are based on performances in Beijing. Payment per athlete based on performance: Top 3 $50,000 4th to 10th $35,000 11th to 20th $20,000 21st or higher $0 Allocated and administered centrally The Medal Incentive Funding program for athletes is funded by the AOC and will be centrally administered by the AOC and remitted directly to the recipient athletes. Determined in accordance with AOC s published program guidelines. Salaries and contracts for coaches and technical personnel, Coaching Scholarships and Coach Development and Incentive Scheme 34.7 14.6% Allocated to sports, administered by sports The major talent loss since 2000 needs to be arrested and Australia needs to be a competitive employer of high level coaches and technicians within the global market; hence a higher allocation of funding to coaching and technical staff remuneration. Coach and technical staff salaries The payments to coaches and technical staff vary from sport to sport based on international market values, as recommended by the National Federations. Note: The most appropriate currency has been used to calculate coach salaries, depending on the location of origin of the coach. For example, as the best Olympic ski coaches are based in the USA, the salary level has been priced in US dollars. 24

A O C / A P C H I G H P E R F O R M A N C E P L A N Funding category High Performance Management Funding request for 2010 Calendar Year ($m) % of 2010 funding request Description Proposed administration Costing assumptions Allocated and administered centrally Equally coach development and retention must assume a higher priority supported by investment. Direct funding to NFs for coach salaries will be supported with a centrally administered Coach Development and Incentive program and coaching scholarships. Coach Development and Incentive Scheme A Coach Incentive Scheme is proposed, with guidelines similar to those established for the 2000 Gold Medal Plan. Coaches receive incentive payments based on the performance of their athletes on an annual basis. The scheme is budgeted at 15% of the equivalent performancerelated Direct Athlete Funding, allowing for the average coach:athlete ratio across all sports. Coaching Scholarship Funding is also included for a Coach Scholarship Scheme 100 coaches receiving up to $42,000 per annum linked to a development program and provision of services. Salaries for High Performance and related management personnel 10.3 4.3% Allocated to sports, administered by sports A critical overhead in order to optimise other investment and allow technical staff to focus on performance deliverables with athletes. The payments to High Performance Management staff vary from sport to sport based on the market values, as recommended by the National Federations. The level of personnel has also been determined by the National Federations, ranging from HP Directors to administrative support staff, with salary levels set accordingly. 25

A O C / A P C H I G H P E R F O R M A N C E P L A N Funding category Daily Training and Institute Programs Domestic competition Funding request for 2010 Calendar Year ($m) % of 2010 funding request Description Proposed administration Costing assumptions Athletes training programs AIS, SAS/SIS or club environment or similar, including program and athletes individual equipment requirements plus sports science and sports medical requirements [This cost area offsets the cost of the Institute, Academy and High Performance Centre Network programs] 34.3 14.4% Allocated to sports, administered centrally The core of our athlete daily training environment requiring: A national scholarship program World s best practice services throughout the network of institutes, academies and high performance centres A program led by cutting edge standard research and development, nationally coordinated by the AIS. Note that while this expenditure category is allocated on a sport by sport basis, it is proposed this budget is not managed by the National Federations; nor is it paid to the National Federations. It is a contribution to the network providers. Athlete numbers Scholarships for training programs are budgeted for the following athlete numbers: For Olympic athletes, 130% of the team size based on the Beijing or Torino Teams For Paralympic athletes, 120% of team size based on the Beijing or Torino Teams Scholarship Amount A Scholarship Grant of $25,000 per athlete is budgeted to cover the cost of sports science and sports medicine, coaching and program management and other related scholarship costs in the AIS/SAS/SIS system. Equipment The equipment requirements include personal and program requirements and have been determined by the National Federation. Costs are based on current market values. National level competitions and National Leagues or similar, including any international invitational events in Australia 25.6 10.8% Allocated to sports, administered by sports There is a need to strategically review domestic competition to ensure viability of local leagues and championships. Provides an essential part of the athlete development pathway. The domestic competition costs are incurred by the National Federations to conduct key national events, such as National Championships. Costs are also included for National Leagues that form a critical element of the development pathway including the Women s National Basketball League, Women s League Football, National Youth League Football, Indoor Volleyball and Water Polo. Costs of hosting international invitational events are also included. National Championships are generally hosted by State Federations and are self-funded. A-League Football and some NBL Basketball costs are not included these are fully funded programs, separate to the High Performance Plans. 26

A O C / A P C H I G H P E R F O R M A N C E P L A N Funding category International Competition National Training International Training Funding request for 2010 Calendar Year ($m) % of 2010 funding request Description Proposed administration Costing assumptions International travel to training and competition including flights, accommodation, daily and other costs 45.2 19.1% Allocated to sports, administered by sports With substantially decreased international competition in Australia since 2000, additional international competition is one of the highest priorities across most sports. All National Federations have a significant requirement to travel internationally to compete and train. Variables including the size of the travelling group, frequency of travel, and days of travel have been determined by the National Federations. Standard costs have been applied to international travel costs as follows: Airfares quoted economy class airfares from Qantas and affiliates Accommodation quoted rates through the AOC s travel agent Car rentals standard rates for van rentals Per diems daily rate set Phone/internet costs daily rate set. A full schedule of rates is found in Appendix 11. Australian based training camps 8.8 3.7% Allocated to sports, administered by sports National and State training camps supported by the institutes, academies and high performance centres will continue to be a core preparation element. Greater services support is required for these camps. National training costs include training camps conducted in Australia. Variables including the size of the group, number of days, and number of camps are set by the National Federations. Costs assume the National Federation will conduct the camps, and include standard rates for airfares, accommodation and per diems, as per Appendix 11. International training camps additional to international competition requirements 7.2 3.1% Allocated to sports, administered by sports Often combined with international competition, increasingly sports require extended periods overseas for offshore preparation and acclimatisation, with consequent additional investment levels. For some sports the impact of professional leagues makes offshore training the only viable way to assemble Australian squads. International training includes costs involved in travelling to an overseas location to train, where not already included in the international competition costs. Variables including the size of the group, number of days, and number of camps are set by the National Federations. Costs assume the National Federation will conduct the camps, and include standard rates for airfares, accommodation and per diems, as per Appendix 11. 27

A O C / A P C H I G H P E R F O R M A N C E P L A N Funding category Competitor Analysis Monitoring and servicing athletes Professional athlete management Talent identification and development Funding request for 2010 Calendar Year ($m) % of 2010 funding request Description Proposed administration Costing assumptions Processes, systems and personnel to analyse and monitor competitors 1.1 0.5% Allocated to sports, administered by sports Increased analysis is required to scout opposition, define trends and establish new research and preparation methods. Australia currently lags in this area due to limitation of funds. Includes costs as defined by the National Federation to monitor competitor performances. Processes, systems and personnel to monitor athletes based overseas, including general well being and injury management if required 1.2 0.5% Allocated to sports, administered by sports There is an increasing trend for athletes to be based offshore with infrequent returns to Australia, giving rise to the need for offshore servicing and monitoring. Australia currently provides limited services across a few sports. This is an area where substantial gains are required. Includes costs for travel by National Federation personnel to monitor their overseas based athletes. Frequency is determined by the National Federation, with travel costs as per International Competition (per Appendix 11). Other costs are as defined by the National Federation. Systems, processes and contracts if required to manage athletes training and competing in professional teams to ensure access to athletes for key events and camps as required 0.1 0.1% Allocated to sports, administered by sports Resources and skills to deal with professional athletes are essential in some sports. Costs are defined by the National Federation. [Note only basketball has direct costs in this category]. Personnel, systems and programs including competitions, camps and daily training environment for developing athletes, and identification and transition of talented athletes 24.0 10.1% Allocated to sports, administered centrally The core of identifying Australia s future Olympians and Paralympians. A more effective nationally coordinated program fully integrated with the NFs and the network of institutes/academies/high performance centres is required. Note: The total budget for this cost category is managed centrally and protected to ensure the overall sustainability of the development programs. Olympic Games Number of Athletes Developing Athlete and Junior Athlete Scholarship numbers are based on 150% and 200% respectively of Beijing and Torino team sizes (Summer and Winter sports). Developing Athletes Scholarship value $10,000 per athlete Junior Athletes Scholarship value $5,000 per athlete 28

A O C / A P C H I G H P E R F O R M A N C E P L A N Funding category Funding request for 2010 Calendar Year ($m) % of 2010 funding request Description Proposed administration Costing assumptions Talent identification and development (cont.) [This cost category represents a direct offset to the costs of the Institute, Academy and High Performance Centre Network programs. These amounts are neither paid to nor managed by the National Federations] Paralympic Games Number of Athletes The Developing Athlete Scholarship numbers are based on 120% of Beijing or Torino team sizes (Summer and Winter Paralympic sports). Developing Athletes Scholarship value $10,000 per athlete Other Applied science research and development and special initiatives raised by the NFs. Also included are other HPP sport initiatives not included within the above headings, including but not limited to such support as career and employment programs, and child care 19.6 8.3% Allocated to sports, administered by sports This investment category includes special initiatives on an individual sport by sport basis. This allocation also includes sport specific requirements not falling in other categories. Allocated and administered centrally This amount relates primarily to applied research, which has been subordinated recently and will be a key strategic platform going forward to create competitive advantage and out-perform better funded nations. A centrally coordinated national applied research and development program is required, led by the AIS working in direct association with NF head coaches and other high performance staff preparing athletes. These are miscellaneous costs not included elsewhere. Most significantly, cycling has identified the need for a Europe-based professional team, and this cost item has been included in this section of the cost plan. An amount of $11.2 million has been allocated centrally across all Olympic and Paralympic sports for innovation, applied research and special initiatives. It is proposed the Research and Innovation funding be managed centrally by the AIS (for Olympic sports) and the Centre for Paralympic Studies (for Paralympic sports), with the Institute, Academy and High Performance Centre network to undertake applied research projects based on applications or recommendations of the National Federations. (House of Commons Committee of Public Accounts June 2006) The amount to the sports is 265 588 649 as at January 2009 (UK Sport media release 29/01/09). Subsequent increase in Lottery sales decreased need for sponsorship to 79m. (BBC Sport website Oct 2008) * Figures for the Sydney and Athens Olympiads relate just to Podium level funding. During that time, the home nation sports councils were responsible for supporting Development and Talent level activities ^ On 1 April, 2006 UK Sport became responsible for all performance funding from Talent to Podium and these figures reflect that total package. These figures also include the cost of sports science and medicine provision not previously incorporated as part of a sport s funding award ** Prior to 1 April 2006, governing bodies of sports administered on a home nation basis within the UK were funded by their respective home nation sports councils Tennis and football are not supported by UK Sport as they are deemed to be self funded 90
