Athlete numbers for Direct Athlete Funding For Olympic sports, the number of recipients per sport is based on potential results for London 2012 (Summer) and Vancouver 2010 (Winter) as forecast by the AOC. For Paralympic sports, athlete numbers are based on performances in Beijing. Payment per athlete based on performance: Top 3 $50,000 4th to 10th $35,000 11th to 20th $20,000 21st or higher $0 Allocated and administered centrally The Medal Incentive Funding program for athletes is funded by the AOC and will be centrally administered by the AOC and remitted directly to the recipient athletes. Determined in accordance with AOC s published program guidelines. Salaries and contracts for coaches and technical personnel, Coaching Scholarships and Coach Development and Incentive Scheme 34.7 14.6% Allocated to sports, administered by sports The major talent loss since 2000 needs to be arrested and Australia needs to be a competitive employer of high level coaches and technicians within the global market; hence a higher allocation of funding to coaching and technical staff remuneration. Coach and technical staff salaries The payments to coaches and technical staff vary from sport to sport based on international market values, as recommended by the National Federations. Note: The most appropriate currency has been used to calculate coach salaries, depending on the location of origin of the coach. For example, as the best Olympic ski coaches are based in the USA, the salary level has been priced in US dollars. 24

Coach Development and Incentive Scheme A Coach Incentive Scheme is proposed, with guidelines similar to those established for the 2000 Gold Medal Plan. Coaches receive incentive payments based on the performance of their athletes on an annual basis. The scheme is budgeted at 15% of the equivalent performancerelated Direct Athlete Funding, allowing for the average coach:athlete ratio across all sports. Coaching Scholarship Funding is also included for a Coach Scholarship Scheme 100 coaches receiving up to $42,000 per annum linked to a development program and provision of services. Salaries for High Performance and related management personnel 10.3 4.3% Allocated to sports, administered by sports A critical overhead in order to optimise other investment and allow technical staff to focus on performance deliverables with athletes. The payments to High Performance Management staff vary from sport to sport based on the market values, as recommended by the National Federations. The level of personnel has also been determined by the National Federations, ranging from HP Directors to administrative support staff, with salary levels set accordingly. 25

Athlete numbers Scholarships for training programs are budgeted for the following athlete numbers: For Olympic athletes, 130% of the team size based on the Beijing or Torino Teams For Paralympic athletes, 120% of team size based on the Beijing or Torino Teams Scholarship Amount A Scholarship Grant of $25,000 per athlete is budgeted to cover the cost of sports science and sports medicine, coaching and program management and other related scholarship costs in the AIS/SAS/SIS system. Equipment The equipment requirements include personal and program requirements and have been determined by the National Federation. Costs are based on current market values. National level competitions and National Leagues or similar, including any international invitational events in Australia 25.6 10.8% Allocated to sports, administered by sports There is a need to strategically review domestic competition to ensure viability of local leagues and championships. Provides an essential part of the athlete development pathway. The domestic competition costs are incurred by the National Federations to conduct key national events, such as National Championships. Costs are also included for National Leagues that form a critical element of the development pathway including the Women s National Basketball League, Women s League Football, National Youth League Football, Indoor Volleyball and Water Polo. Costs of hosting international invitational events are also included. National Championships are generally hosted by State Federations and are self-funded. A-League Football and some NBL Basketball costs are not included these are fully funded programs, separate to the High Performance Plans. 26

All National Federations have a significant requirement to travel internationally to compete and train. Variables including the size of the travelling group, frequency of travel, and days of travel have been determined by the National Federations. Standard costs have been applied to international travel costs as follows: Airfares quoted economy class airfares from Qantas and affiliates Accommodation quoted rates through the AOC s travel agent Car rentals standard rates for van rentals Per diems daily rate set Phone/internet costs daily rate set. A full schedule of rates is found in Appendix 11. Australian based training camps 8.8 3.7% Allocated to sports, administered by sports National and State training camps supported by the institutes, academies and high performance centres will continue to be a core preparation element. Greater services support is required for these camps. National training costs include training camps conducted in Australia. Variables including the size of the group, number of days, and number of camps are set by the National Federations. Costs assume the National Federation will conduct the camps, and include standard rates for airfares, accommodation and per diems, as per Appendix 11. International training camps additional to international competition requirements 7.2 3.1% Allocated to sports, administered by sports Often combined with international competition, increasingly sports require extended periods overseas for offshore preparation and acclimatisation, with consequent additional investment levels. For some sports the impact of professional leagues makes offshore training the only viable way to assemble Australian squads. International training includes costs involved in travelling to an overseas location to train, where not already included in the international competition costs. Variables including the size of the group, number of days, and number of camps are set by the National Federations. Costs assume the National Federation will conduct the camps, and include standard rates for airfares, accommodation and per diems, as per Appendix 11. 27

Allocated and administered centrally This amount relates primarily to applied research, which has been subordinated recently and will be a key strategic platform going forward to create competitive advantage and out-perform better funded nations. A centrally coordinated national applied research and development program is required, led by the AIS working in direct association with NF head coaches and other high performance staff preparing athletes. These are miscellaneous costs not included elsewhere. Most significantly, cycling has identified the need for a Europe-based professional team, and this cost item has been included in this section of the cost plan. An amount of $11.2 million has been allocated centrally across all Olympic and Paralympic sports for innovation, applied research and special initiatives. It is proposed the Research and Innovation funding be managed centrally by the AIS (for Olympic sports) and the Centre for Paralympic Studies (for Paralympic sports), with the Institute, Academy and High Performance Centre network to undertake applied research projects based on applications or recommendations of the National Federations. The funds are to be protected exclusively for innovation, applied research. In addition NFs may apply for funding for special initiatives not otherwise covered in the funding allocations.
