Fishers Community Art Project Request for Proposals May 1, 2014 Project The Town of Fishers, Indiana and the Fishers Arts Council are seeking proposals from Indiana artists who are interested in creating a works of functional art which may be used as bike racks in downtown Fishers, Indiana. The Town will fund three bike rack community art projects under this Request for Proposals (RFP s). The successful proposals may be for one, two or all three of the bike racks. The Community Art Selection Committee reserves the right to select all or part of each proposal if the artist has applied to prepare more than one bike rack. Budget The total budget allocated for the three bike racks is $15,000. A budget of $2,500 $5,000 has been allocated per bike rack project. These funds will provided by the Town of Fishers. The artist is expected to budget all materials, supplies, travel, lodging and equipment needed to complete and install the project within this budgetary limit. Fishers will collaborate with the artist(s) to install the artwork. The artist(s) will be required to sign a contract with Fishers prior to the contract being officially awarded and to provide proof of adequate insurance. The artist will be required to invoice Fishers for work completed and expenditures incurred. Context The Town of Fishers recently adopted the Nickel Plate Code which articulates new development standards for Fishers downtown. The metrics encourage the creation of a vibrant mixed use area with a unique sense of place. The goals of the redevelopment effort are to create a gathering place for residents and visitors alike and to attract entrepreneurs, growth companies and investment generally. The Code focuses on encouraging connectivity, promoting walkability, fostering a bike friendly environment and encouraging the creation of meaningful public spaces. The bike rack community art projects support these goals. Fishers worked with the Fishers Arts Council and the Fishers Cultural Tourism Group to develop a Community Art Master Plan. The Plan establishes a long term vision and policy framework to facilitate the thoughtful growth and placement of public art. The Fishers Community Art Selection Committee will review all RFP s and decide which proposals will be selected for installation. The following aerial photograph shows the three sites where the bike racks will most likely be located. The dimensions of each site are also provided so the proposals may be scaled appropriately. All three sites are located in the immediate vicinity of Town Hall which is located at One Municipal Drive, Fishers, IN 46038. Project Description Fisher is a family oriented community where quality of life is celebrated. The bike rack should spark intrigue and interest. It must be capable of parking at least 3 bicycles. Designs must be developed with these parameters in mind. Artwork must be durable, low maintenance, and appropriate to the location. It must be capable of storing at least six bicycles. Artists should take into account the high amount of pedestrian traffic, light and temperature extremes at the site. The art work should be resistant to vandalism. These works of art will be permanent and should be designed to be low maintenance. Rack Design All bike racks must conform to the design standards as recommended by the American Association of State and Highway and Transportation Officials (AASHTO). These standards are outlined in the Guide for the Development of Bicycle Facilities, 2012. Fourth edition. The key design elements are listed in the attachment. Eligibility The successful candidate will demonstrate the ability to achieve the following. To create a high quality, functional art installation. To develop a creative and innovative design. To understand the Fishers context. To provide samples of similar work. To work with the Committee within the bounds of the contract including but not limited to timing, materials and installation of the art work. Special consideration will be given to artists that live or work to Fishers. Selection Process A Selection Committee will review the submittals and select the winning proposal. The Committee will include one representative from each of the following: Fishers Arts Council Town Council Director of Community Development ( or his designee) Director of Parks (or his designee) Nickel Plate Arts Director (or designee) Arts Professional The following criteria will be used for evaluating all public artwork proposals: Feasibility Installation and maintenance requirements are according to guidelines. Able to withstand weather and wear and tear during duration of installation. Appropriate to location, accessible to all and free of safety concerns. Within budget parameters. Spirit Reflects these community elements: Family oriented, Playful, Fresh, Inclusive, and Engaging. Functional Able to securely hold at least three bicycles. The rack should not interfere with the pedestrian flow of traffic. Site Specific Thoughtful of the designated location. Submittal materials: Brief description of proposed project. Images of work. Renderings of proposed bike rack should: specify dimensions, be drawn to scale and provide details of materials. A 3 D model is highly encouraged. ATTACHEMENT Bike Rack Standards Recommended by the American Assocaition of State Highway and Transportation Officials Please note all proposals must conform to the following standards to qualify as functional bike racks and be eligible for selection. Racks should be constructed out of strong construction materials and securely anchored to the ground unless the rack is of sufficient size and with to prevent easay removal. If the rack is secured to a durable base, vandal and theft resistent hardware should be used. In all cases the parking area beneath the rack should be a concrete or asphalt surecae and harge enough to support bicycles locked to the rack. The design of bicycle racks should follow these guidelines: Support the bicycle at two points above its center of gravity. Accommodate high security U shaped bike locks. Accommodate locks securing the frame and one or both wheels (preferably without removing the front wheel from the bicycle.) Provide adequate distance (minimum of 36 inches between spaces so that bicylces do not interfere with each other. Do not contain protruding elements or edges.
