Collaborative Testing Services, Inc FORENSIC TESTING PROGRAM Breath Alcohol Simulator Solution Analysis No. 06-568 Summary Report This test was sent to 63 participants. Each sample pack consisted of two bottles of solution which participants were requested to analyze. Since these participants are located in many countries around the world, and it is their option how the samples are to be used (e.g., training exercise, known or blind proficiency testing, research and development of new techniques, etc.), the results compiled in the Summary Report are not intended to be an overview of the quality of work performed in the profession and cannot be interpreted as such. The Summary Comments are included for the benefit of participants to assist with maintaining or enhancing the quality of their results. These comments are not intended to reflect the general state of the art within the profession.

Manufacturer's Information Each sample pack consisted of two 500mL bottles of solution with different alcohol concentrations. Sample preparation consisted of adding a predetermined volume of absolute ethyl alcohol to 40L of deionized water to achieve the target breath alcohol concentration. The solution was mixed and left to equilibriate for approximately one week. The samples were then drawn off the stock solution into prelabeled sample bottles and packaged for shipment. Summary Comments This test was designed to allow participants to assess their proficiency in the analysis of breath alcohol simulator solutions. Each participant was suplied with a sample pack consisting of two 500mL bottles of solution which contained differing breath alcohol concentration (BrAC) targets. (see Manufacturer's Information for production details). The report that follows contains all data as provided by the participants. It is separated in Table 1 by Item and Port used. Fifty-one participants reported results for the two samples submitted, 49 using the instrument Calibration Port and 41 using the instrument Breath Port. Many reported results for both ports. The grand mean and standard deviation were calculated for each item and port. There was no "extreme" data (±5 STD from grand mean) reported. The grand mean and standard deviation data are provided to assist participants and accrediting bodies in determining the acceptability of the results. All participants, except two, reported results within three standard deviations of the grand mean. The remaining two reported results outside of this range for one or more items. (one participant for the Calibration Port and one for the Breath Port). ( 3 )

Ten determinations of the ethanol vapour concentration were made from both Items 1 and 2. The first result was not reported. Items 1 and 2 were tested via calibration port on 6/26/06. Items 1 and 2 were tested via breath port on 6/27/06. Two separate simulators were used. Hence one hour lag time not applied. [From Table 1 Breath Test Readings: "These are EC results."] Instruments calibrated with wet bath simulators connected in series (Static System). Calibration standards are bought from Lion Laboratories and supplied with certificates of analysis. Instruments do not have any internal standards. Standards used to calibrate the instrument are: 0.35 mg/l, 0.5 mg/l and 1.4 mg/l. For the next test, would you like to ask, the answer in I.S. (International Unit Systems), gram/liters or specific ethanol in air; or equivalent blood alcohol concentration (I.S.). Instrument uses two methods to measure breath alcohol; infrared detector (IR) and electrochemical fuel cell (EC). Should have an expiration date on label. Samples analyzed per DUR approved* protocol, i.e., one sample through calibration port, two samples through breath port. *Approved by [State] Dept. of Health Services. It would be beneficial to offer the test more frequently, such as four time per year. The tamper evident tape was removed from the solution container without damage. The change in title of the test from Breath Alcohol Simulator Solution Research Test (05-568) to Solution Analysis (06-568) is incorrect; ethanol solution analysis is performed by analytical laboratories using other instruments (eg. Gas chromatography) or methods (eg. Titrimetic by modified Widmark). The test might otherwise be named as Alcohol Breath Instrument Test. Seal around Item 1 bottle partially broken. Small amount of solution leaked onto paper towels surrounding bottle. The instrument corrects the values for the solution depletion. Got light-headed from continuously blowing into simulator through breath port. The cap for the external thermometer opening was accidentally left off (open) of the simulator for 5 to 10 minutes of idle time between the calibration port measurements and the breath path measurements for Item 2.
