The USGA and R&A have created a reference resource called the Informa onal Club Database to assist golfers in determining whether their irons, hybrids and fairway woods comply with the New Groove Rules. The USGA strongly suggests that all players verify the conformance of their clubs well in advance of their scheduled qualifying compe on. It is the player s responsibility, not the USGA s responsibility to ensure that his clubs conform. Wai ng un l the day of the compe on is the fault of the player. Players and caddies shall walk at all mes during the s pulated round unless otherwise specified by the Commi ee. Pull carts are permi ed. Players and caddies must be neat in appearance with respect to clothing and personal grooming. The Commi ee in charge will decide whether this requirement has been met, and has authority to withdraw the entry of a player who does not comply. The Players Club is a spikeless club and, therefore, spiked shoes will not be allowed. Penalty for breach of the spikeless rule is disqualifica on. LOCAL RULES AND CONDITIONS OF COMPETITION FOR 2011 USGA CHAMPIONSHIPS The Rules of the United States Golf Association govern play. See applicable Championship or Qualifying round Notice to Players and Entry Application for additional Local Rules and Conditions. Complete text of Rules and Appendix I may be found in the 2010-2011 Rules of Golf. LOCAL RULES UNLESS OTHERWISE NOTED, THE PENALTY FOR BREACH OF A LOCAL RULE OR CONDITION IS: OUT OF BOUNDS Defined by inside points, at ground level, of large white stakes and fence posts. Rule 27-1. WATER AND LATERAL WATER HAZARD STAKES AND LINES When a water hazard or a lateral water hazard is defined on only one side, it is deemed to extend to infinity. When a water hazard or lateral water hazard is bounded by out of bounds, the hazard margin extends to and coincides with the out of bounds line. GROUND UNDER REPAIR Defined by white lines. Fire ant hills, sod-covered trenching for temporary cables and French drains are deemed to be ground under repair. Rule 25-1. (Note: For a player whose ball is in a water hazard and is affected by a fire ant hill see Decision 1-4/10.) Ground under repair may include areas of unusual damage, including areas where spectators or other traffic has combined with wet conditions to affect materially the ground surface, but only when so declared by an authorized member of the Committee. When immediately adjacent to an obstruction, such an area is part of the obstruction. SEAMS OF CUT TURF (SOD SEAMS) The Local Rule as prescribed in IMMOVABLE OBSTRUCTIONS Include plastic bumpers on roads and paths and mats secured to the ground with spikes when the bumpers or mats cover cables. WHITE-LINED AREAS TYING INTO ARTIFICIALLY-SURFACED ROADS AND PATHS have the same status as the roads and paths, that of obstructions. WOOD CHIPS AND MULCH are loose impediments, unless otherwise provided for in Notice to Players. EMBEDDED BALL THROUGH THE GREEN Local Rule as prescribed in INTEGRAL PARTS OF THE COURSE include cables, rods, wires or wrappings when closely attached to trees; artificial walls and pilings when located in hazards, unless otherwise provided for in Notice to Players. TEMPORARY POWER LINES AND CABLES Local Rule as prescribed in TEMPORARY IMMOVABLE OBSTRUCTIONS Local Rule as prescribed in CONDITIONS LIST OF CONFORMING DRIVER HEADS Optional Condition as prescribed in LIST OF CONFORMING GOLF BALLS Optional Condition as prescribed in LIMITATION ON GOLF BALLS ( ONE-BALL RULE ) Optional Condition as prescribed in TIME OF STARTING Optional Condition as prescribed in PACE OF PLAY See separate memorandum to players for pace of play guidelines, when applicable. DISCONTINUANCE OF PLAY Optional Condition as prescribed in All practice areas are closed during suspension for a dangerous situation until the Committee has declared them open. Players who practice on closed practice areas will be asked to cease doing so; failure to comply may result in revocation of entry. Note: A suspension for a dangerous situation will be signaled by one prolonged airhorn note. All other types of suspension will be signaled by three consecutive airhorn notes, repeated. Resumption of play will be signaled by two short airhorn notes, repeated. PRACTICE Prior to and after his round in stroke play, a player may practice on the designated practice areas. Rule 7-1b applies to other practice in stroke play, and Rule 7-1a covers practice before the round in match play. TRANSPORTATION Optional Condition as prescribed in Appendix I is in effect. CLOSE OF COMPETITION The competition is deemed to have closed when the trophy has been presented to the winner or, in the absence of a prize ceremony, when all scores have been approved by the Committee. The result of a match is considered to have been officially announced when the Committee has approved the result as posted on the public scoreboard.

The play off will take place beginning on hole #1 unless otherwise no fied by the Commi ee. Drop Zones: Hole #8 As an addi onal op on under Rule 26 1, if a ball is in the water hazard, the player may drop a ball under penalty of one stroke on the forward teeing ground in the area marked DZ. Hole #14 As an addi onal op on under Rule 26 1, if a ball is in the water hazard, the player may drop a ball under penalty of one stroke on the forward teeing ground in the area marked DZ. Hole #15 As an addi onal op on under Rule 26 1, if a ball is in the water hazard in front of the teeing ground, the player may drop a ball under penalty of one stroke on a forward teeing ground in the area marked DZ. Hole #15 As an addi onal op on under Rule 26 1, if a ball is in the water hazard located near the green, the player may drop a ball under penalty of one stroke in the area marked DZ located in the fairway. Hole #16 As an addi onal op on under Rule 26 1, if a ball is in the water hazard, the player may drop a ball under penalty of one stroke on the forward teeing ground in the area marked DZ. Ground Under Repair: Flower Beds and their Rock Borders are deemed to be ground under repair even though not so defined by white lines. Obstruc ons: Direc onal Posts The black & white direc onal posts in the center of fairways are movable obstruc ons that may be removed. Flower Beds Tying Into Immovable Obstruc ons have the same status, that of obstruc ons. Out of Bounds: Hole #5 Out of Bounds is defined by the chain link fence le of the teeing ground in addi on to white stakes. Out of Bounds is defined by the curbing of public roads in the following areas: Hole #5 Road behind the green; Hole #7 Road le of the teeing ground; Hole #8 Road along the right and behind the green; Hole #9 Road behind the green; Hole #10 Road behind the green; Hole #12 Road behind the green; Hole #16 Road along the right; Hole #17 Road le of the green. A ball is out of bounds when it lies beyond the curbing. Scoring Area: A Scorecard is Deemed Submi ed once the player has le the defined scoring area. Teeing Ground: The Palmer tee markers define the teeing ground. Transporta on: Players must not use automo ve transporta on during a s pulated round except, that a player may accept transport between the play of holes at the discre on of the referee. Lateral Water Hazards: Hole #15 The part of the Lateral Water Hazard immediately adjacent to the cart path along the right is defined by the outer edge of the cart path between the two red stakes. Pace of Play Memorandum The Nebraska Golf Associa on uses Group Pace of Play Guidelines for its Championships and USGA Qualifiers. This policy has very posi ve results in terms of reducing the length of rounds. As long as you keep up with the group ahead of you (within 14 minutes) your group will NEVER be in jeopardy of being out of posi on. Always look ahead not behind. Each group will be given a fixed amount of me in which to play 4 or 5 holes within each of the four (4) check points. Times will be reflected on the score cards. Each group will be required to complete each check point hole based on the allocated me or within 14 minutes of the group ahead. Posted signs and atomic clocks will be located on all check point holes. Check points will be located at the 4 th, 9 th, 13 th and 18 th greens. A check point will be considered missed if: the hole is not completed (flags ck in the hole) within the allocated cumula ve me and the group has not completed the hole within 14 minutes of the group ahead. If a group misses a check point all players within the group will be informed by the check point official as follows: 1 st missed check point *warning 2 nd missed check point liable to a one stroke penalty 3 rd missed check point liable to a two stroke penalty 4 th missed check point liable to disqualifica on * If a group clears the 3 rd check point and has not missed any other check points, but is out of posi on at the 4 th check point, each player in the group is liable for a one stroke penalty if the Commi ee views that no effort was made by the players to complete their round within the allo ed me for the final check point. If a group misses two or more check points a player(s) may request a review before signing and returning his score card. A review will be successful if there is evidence the player was: delayed by the Commi ee delayed because of a circumstance beyond control of the player or group delayed because of another player in the group Review and applica on of the penalty will only occur in the scoring area, not during the s pulated round. Discussion of the situa on with the check point official will only cause further delay of the group. A player concerned about a non responsive (slow) fellow compe tor in his group, who is delaying play, should request a Rules Rover to monitor the group in case the group is or becomes liable to penalty under these guidelines. You, your fellow compe tors and caddies can help by having your yardages and being ready to play when it is your turn.
