Introduction This manual and its contents are intended to provide a reasonable, fair and equitable set of policies and guidelines regarding all aspect of competitive hockey within the Oshawa Girls Hockey Association (OGHA). This manual is also intended to be a guide to help Coaches, Managers, Staff, Players and Parents understand the policies and procedures that govern a team and how it is to operate within the OGHA, LLFHL and OWHA. This document is a work in progress and will be updated from time to time. This manual was created by experienced coaches, players, association executives and players parents with the objective of providing a competitive hockey program that provides an equal opportunity for all players to develop grow and enjoy the sport of women s hockey. General: Registration of Competitive Teams All Oshawa Girls Hockey Association competitive teams will be registered with the Ontario Women s Hockey Association (OWHA) and the Lower Lakes Female Hockey League (LLFHL). OWHA All communication to the OWHA must go through the designated OGHA board member LLFHL All communication to the LLFHL must go through the Association Liaison of the LLFHL. Competitive Hockey Committee The Competitive Hockey Committee is comprised of the President, Vice President Competitive, the Director of Competitive, the Director of Coach and Player Development, the Treasurer, and other such members as need be from time to time. The role of the Competitive Committee is to address issues that come up in the Competitive Division including, but not limited to: uniforms, competitive manual, fundraising, marketing, budgets and the competitive coach selection process. Coach Selection Process Coaching selection will involve and application and interview process. A copy of the current application form and interview are included in Appendix 4. Team Selection Process: Tryouts Tryouts are to be held annually in April and/or early May, as ice time permits. The tryouts will be conducted with the top teams in each division being held first, followed by the second team, and subsequently any third team. (i.e. AA followed by A, then BB or A followed by B then C). OGHA Executive and volunteers will be responsible to collect any fees associated with tryouts, compile player information including names and phone numbers, and collect any Permission to Skate forms or Releases. The Vice President Competitive will ensure that a HTCP certified trainer is present at all tryouts. The fee for tryouts will be set by the Competitive Committee prior to the start. 5

If required, Jerseys can be provided by the Association for the duration of tryouts. The coaches are responsible for the jerseys after the first day and are responsible for washing jerseys before handing them back to the rep committee. Coaches must provide on-ice staff and establish an evaluation process. Please utilize other competitive team coaches. Any person who has a daughter trying out for a team will not be permitted on ice to help with the try out and will not be permitted to be part of the player selection process. Teams may consist of up to 17 players. It is recommended that teams consist of not less than 13 skaters. The coach will be responsible for the selection of the final team roster in that the coach will be the overriding decision maker of the final roster. It is the responsibility of the coach to communicate clearly to players who attend tryouts as to weather or not they have made the team or have been Released. This is to be done with the utmost care and discretion and sensitivity so that any player being released from a team is not put in a position of embarrassment. This can be done by using the envelope system. The envelope system will be in place where the number of players trying out makes face to face evaluations impractical. Typically, this will be done when initial releases are being made for a team. If the player or parent would like more details they are encouraged to contact the Head Coach at a later time. In holding a final tryout, the coach will communicate his decision to each player in a private setting, on an individual basis, each player accompanied by her parent/guardian if required. The coach will not call the next player until the first player has left the immediate area/room. Team lists of successful candidates must be submitted to the Registrar and Vice President of Competitive Hockey as soon as possible once tryouts have been completed and the team formed. The OGHA Registration form must be completed and signed once a player accepts a position with a team. The registration payment (set by the committee) also must accompany the completed registration form. This must be communicated to parents prior to the last try out. Should a player not be registered and paid they run the risk of losing their spot on that team which, in turn, may result in them not being able to play competitive hockey with the OGHA. Once a player has signed for a respective team they are considered part of that team. Players who sign with a team and then withdraw will be assessed an administrative fee of $50 to cover the associated costs 6

Player Eligibility: Age Players must register and play in the division as determined by their age as of December 31 st. Level Ages Novice 7 and 8 Atom 9 and 10 Peewee 11 and 12 Bantam 13 and 14 Midget 15, 16 and 17 Intermediate 18, 19, 20 and 21 Senior 21 and over Residency The OGHA policy allows up to 4 non-residents on any 1st level team. Our preference is that all lower level teams be made up of Oshawa players, but in the event that any other competitive team does not have sufficient players (# or calibre) to field a team, the Rep committee will consider an amendment to the non-resident policy during try outs. A nonresident player becomes a resident player after she plays one year for the OGHA. Playing on an OGHA House League Team Competitive players are not allowed to play on a House League team unless deemed necessary and approved by the OGHA Executive on a case-by-case basis. Financial Commitment By registering a player in a competitive program, the parent/guardian or player (if over the age of 18), is committed to covering their share of the costs associated with the team on an equal basis. The OGHA will not assume any costs associated with any competitive team. Parents/guardians or players (if over the age of 18) are required to sign the Competitive Team Guidelines for Parents form (Appendix 7) and return them to the Vice President of Competitive before the start of the season. These forms are to be made available to the League Treasurer if required. Player Movement: Losing a Player due to Injury, Relocation or Personal Reasons If a position becomes available on a team due to injury, relocation or personal circumstances, the Coach must contact the Vice President Competitive and inform him/her of the situation and request that he/she may be interested in players that are 7

playing on a lower classified team to fill that position. The Vice President Competitive will then inform the Coach of the lower level team that a vacancy has arisen on the higher level team and that the Coach of the higher level team is permitted to ask a player he/she is interested in to play up. It will be up to the player and her family to decide if they would like to play up for the team in question. A New Competitive Player Moves into Oshawa In the event that a player moves into Oshawa after the tryouts have taken place and the competitive teams have been chosen, the player will be allowed to tryout with the competitive team(s) at her age level. In conjunction with three (3) members of the Executive who shall be the President, the Vice President Competitive and the Director of Coach and Player Development, the coach of any first team shall have the option of looking at the player before the coach of any second team, provided that any of these competitive teams do not already have their full compliment of players. No players will be cut from any teams to allow new players to be added. Call-Ups All requests regarding call-ups must be made through the Vice President Competitive and all coaches must be informed and agree. At all times, the rules under the Ontario Women s Hockey Association, Lower Lakes Female Hockey League and the OGHA are to be followed. Mouth Guards Requirement It is a policy of the OGHA that all players MUST properly wear a mouth guard at all times while on the ice. Mouth guards are to remain in the mouth for the protection of the player. No player will be allowed on the ice for practices, games, exhibition games or tournaments unless wearing a mouth guard. It is the responsibility of the Trainer ad/or Coach to enforce this rule. Team Staffs: Team Staff Selection Staff selection is to occur after the team has been formed. The Coach will put forward a list of candidates with a brief coaching resume or application for each and their position to the VP Competitive for ratification by the OGHA Executive. 8

Team Staff Responsibilities: On-Ice Staff Head Coach/Coach shall: Provide a photocopy of their coaching qualifications, their PRS Number and a copy of a current (less than 6 months old) police check with vulnerable sector screening to the Team Manager prior to September 1 st. Have or obtain the National Coaching Certification Program NCCP Development 1 Level certification, to apply for the position of head coach. Coaches are strongly encourage to pursue additional coaching certifications Be responsible and accountable for all aspects of the team including his/her staff and players Enlist the help of others to carry out on-ice and off-ice activities Must attend all coaching development meetings Must provide a detailed seasonal player and coaching development plan with budget Work closely with other head coaches especially those close in age level Show personal growth and coaching development Trainer shall: Provide a photocopy of their trainers qualifications, their PRS Number and a copy of a current (less than 6 months old) police check with vulnerable sector screening to the Team Manager prior to September 1 st. Have or obtain a minimum of HTCP Level 1 Certification Attend and complete trainer orientation programs and continuing education as arranged by the OGHA Comply with the Concussion Management System and Return to Play protocols as described in Appendix 8 Comply with the requirements of the OGHA Concussion Management system Be present at all OWHA sanctioned team events. The Trainer s number must appear on the game sheet as proof of certification. It is strongly recommended that trainers be female Obtain a Hockey Canada Medical Information Sheet (Appendix 1) from each player or their parent/guardian and bring them to all practices and games. It is recommended that each team carries two certified and OWHA insured trainers. Assistant Coach shall: Provide a photocopy of their coaching qualifications, their PRS Number and a copy of a current (less than 6 months old) police check with vulnerable sector screening to the Team Manager prior to September 1 st. Have or obtain National Coaching Certification Program (NCCP) Coach Level. Are strongly encouraged to attend and actively participate in scheduled coaching development meetings 9

On-Ice Help shall: Provide their PRS Number and a copy of a current (less than 6 months old) police check with vulnerable sector screening to the Team Manager prior to September 1 st. Be at least 18 years of age (if under 18yrs must be approved by the Executive) Be listed on the teams roster in order to be covered by the OWHA insurance policy All on ice staff must wear helmets. Female on the Bench It should be noted that the OGHA s rules state that there must be a female on the bench at all games. Therefore, a female must be named as part of the coaching and/or bench staff. Team Staff Responsibilities: Off-Ice Staff Manager or Delegate shall: Provide their PRS Number and a copy of a current (less than 6 months old) police check with vulnerable sector screening prior to September 1 st. Provide ALL staff certificates # s and Police checks to the VP of Competitive no later than August 15 th. Schedule (with coach assistance) all practices and games. Communicate the information to: players, parents and staff Communicate to parents, players and staff on a regular basis Complete, file, and communicate all information relating to tournaments and tournament paperwork (i.e., hotel information, tournament rules, tournament entry), Prepare all regular season game sheets Arrange and pay for referees and timekeepers for games, Receive and deal with parental issues and concerns (or given to a appropriate designate if there may be a conflict) Provide out of town maps and directions, (inform team parents of how to obtain arena information and addresses to destinations i.e. www.arenamaps.com and www.mapquest.com Be responsible for the Dressing room key Be the contact for or the person who inputs the data into the OGHA and the LLFHL website, the OGHA team web pages must be updated no exceptions Provide a receipt for all money received from a parent (cash) May act as Team Treasurer if required 10

Team Treasurer shall: Provide the Team Manager with a Police Check prior to September 1st Collect funds, issue receipts, deposit all funds in the team bank account Pay all bills and invoices by cheque only. Prepare the monthly financial statements. Inform the OGHA Treasurer when a player is delinquent 5 days past the established payment due date Financial Statements Financial statements are to be forwarded to the parents, League Treasurer, and Vice President of Competitive by the 10 th day of the following month. All teams are to use the OGHA Approved Accounting Templates. Changes to Staff during the Year If any additions/deletions are made to your staff throughout the year, the Vice President Competitive and Registrar must be notified and a Change of Participant form (Appendix 6) must be submitted. The team is to mail the Change of Participant form and either a cheque payable to the OWHA, or a Proof of Insurance form (POI) to the OWHA and a copy given to the Registrar. OWHA/OMHA Numbers All OWHA/OMHA certification numbers (Coaches, Trainers, etc.) belong to the individual to whom it has been assigned. It is a criminal offense to forge certification numbers or sign your name alongside a number that does not belong to you. Behaviour It is expected that the coaching staff will lead by example and therefore, should be fully conversant with not only the policies and rules of the Oshawa Girls Hockey Association, but those of Hockey Canada, the Ontario Women s Hockey Association and the LLFHL. The OGHA recognizes that it is not possible to control parents actions; however the staff is expected to provide a positive influence. Fair Ice Policy It is the expectation of the Oshawa Girls Hockey Association that all players selected for competitive hockey will be given the opportunity to play and develop. Playing time for every player should be fair but will be at the discretion of the Head Coach and communicated clearly to the player and parent. It should be communicated very clearly from the beginning of the season exactly what his/her policies are that may affect individual player ice time. In the event of injuries or absenteeism, the coaches have the discretion of calling up a player from any lower level team in accordance of the rules of the OWHA and LLFHL. 11

Conduct of Team Staff Personal conversations with any player MUST be conducted in private on a face to face basis with two members of the coaching staff present (one of whom must be the female member of the staff). Failure to control players while they are under the coach s supervision (on the ice, bench, bus, arena premises, etc.) can result in an Oshawa Girls Hockey Association suspension for the coach and any other member of the team staff or team itself. Following any second OWHA suspension of any team official for disciplinary or penalty minute reasons (in the same season), a further suspension may be levied by the Oshawa Girls Hockey Association with the circumstances of each incident reviewed with the subject coach or team staff. No coach or any other team official will consume alcohol while coaching or traveling to a game involving his/her team. Failure to comply with the foregoing will result in immediate suspension or dismissal after review by the OGHA Executive. Teams: Team Registration Team registration forms will be completed by the Registrar (in cooperation with the coaching staff) to ensure the forms are completed by the deadline set out by the OWHA. Provincial Bond Upon completion of the team registration form, the OGHA will prepare and submit a cheque to the OWHA and LLFHL in order for the team to be eligible for Provincials. These fees will be charged back to each team via invoice. Categorization Coaches wishing to change a team s categorization, must fill out the request for recategorization form and submit it along with the team registration form. In this instance, a minimum of five games must be played against teams at the current level. Teams should consult with the Vice President Competitive and refer to the OWHA policy regarding categorization. Teams with concerns with other teams categorization should follow the same process Game Sheets OWHA game sheets must be used for all games with no exceptions. 12

Provincial Play downs The OWHA Regional Directors decide in January, which teams (by category and rating) will play in the Regional Play downs. The Regional Play downs begin in February and must be completed by March. The exact dates will be provided by the OWHA. League games cannot be cancelled in favour of a play down game but league games can be used as a play down game if necessary and if approved by the OWHA. The OWHA has approved a Tournament Style Play down if all teams are in agreement (please see your OWHA Rules & Regulations for details). If your team is involved in play downs, it will be up to our Manager to schedule the games with the other associations. Not every team will necessarily be involved in play downs as it depends on the number of teams across the Province that are in the same category (i.e., AA, A, BB, B and C) as well as the number of teams the OWHA will allow at Provincials. Play down information will come to you from our OWHA Representative and/or the Vice President Competitive and/or delegate. Constitution and Rules All competitive games (exhibition, tournament, league, playoffs and play downs) are governed by the Ontario Women s Hockey Association s Rules and Regulations. The OWHA books will be included in the OWHA packages (to be distributed in early September) and are paid for by the OGHA Suspensions Game sheets that include penalties involving suspensions must be submitted within 48 hours to both the OWHA and the Vice President Competitive. Game sheets may be faxed to the OWHA fax line at 905-282-9982 or scanned and emailed to stats@owha.on.ca with a copy to the Vice President. The Vice President will confirm with the OWHA the length of suspension and player/coach eligibility to return. All subsequent game sheets that apply will be submitted to the OWHA. The OGHA Discipline Committee may meet and can issue supplementary discipline. 13

Finances Financial Guidelines - Budgets Once the selection process is completed, each Head Coach will receive a budget template and sample. A copy of the budget sample must be made available during tryouts for any interested parents or players. Final working Budgets will be developed during a team meeting in which all parents and team staff is present or are represented. The first section of the team budget will list all team expenses and costs to be incurred during the season including a banquet and/or awards. The next section will list all the revenues the team expects to receive including sponsorship and fundraising amounts. The team is to determine whether payments are to be monthly or bi-monthly. Payments will begin in August and must be complete and all cheques cleared January 31 st. Any player/parent failing to uphold their financial requirements (within 1 week of team due date) will be suspended until payment is received. (This means no on or off-ice participation) The difference between the total expenses and total revenue is to be identified as the shortfall. The shortfall amount is divided by the number of players on the team so that each player has an equal share of the shortfall. The parent/guardian or player (18 and older) is to submit post-dated cheques sufficient to cover their portion of the shortfall. The final budget shall show the shortfall and the calculation to show each players portion of the shortfall. The budget will also list the schedule (date and amount) of agreed upon payments by the team members. The registration fee for Novice to Intermediate players is $500. The parent/guardian/player copy of the registration form is the tax receipt for the Child Tax Fitness Credit; no other receipts will be issued. Up Front Costs Insurance The OGHA will remit payment to the OWHA for all Novice to Intermediate players including but not limited to Player & Staff Insurance, ITR, and Bond fees. If a team staff member is listed on more than one roster, the costs of insuring that staff member will be shared among those teams. Note: Players and staff participating in other hockey associations are subject to a discounted insurance rate in both centres. To be eligible, please complete a Proof of Insurance Form (Appendix 7) and submit it to the Registrar as soon as possible. 14

Socks and Practice Jerseys Teams will purchase one pair each of Home and Away Socks and practice jerseys (if required) for each player to be paid out of team accounts. Practice jersey orders will be approved by the Competitive Committee Tournaments If a team wishes to register for a tournament before their team bank account is established and funded, the team may request the OGHA to pay their tournament registration fee; provided that the request is in writing and is submitted to the VP of Competitive. The tournament registration fee will then be charged back to the team once their account is established. Team Finances Rebates The OGHA will pay any and all upfront costs required to start the season including the OGHA administration fee and deduct that amount from the player registration fee. The balance remaining for each player will be called the rebate and forwarded by cheque to the individual teams no later than October 31 st. Deposits The Team Treasurer/Manager is responsible for providing receipts for all cash received from any parent or player and depositing all funds into the teams bank account within 5 days of receipt. Any costs associated with operation of the bank account are the responsibility of the team. NSF fees relating to a player s payment will be charged back to that players account. Disbursements The Team Treasurer will disburse all payments by cheque only. Any out of pocket expenses paid for by any member of the team is to be reimbursed by cheque only. Referees and Timekeepers Fees At the beginning of the month, a cheque is to be issued to the team manager or delegate for the total amount of timekeeper and referee fees for that month. The team manager or delegate will then cash the cheque and pay the timekeepers and referees from that cash. The manager/delegate is to retain a receipt sheet showing evidence of payment (sample attached). Receipts Team treasurer is to submit all original receipts required to support their expenses and revenues to the League treasurer on a monthly basis. 15

Bank Accounts (No competitive team is permitted to open a bank account.) The League Treasurer will arrange for the opening and closing of the bank account. All accounts will be closed at the end of each season (May 31 st ) Invoices Each team is allotted ice by the VP Competitive as determined by the Ice Scheduler. Each team is financially responsible for their allotted ice, regardless of any agreements or changes made between teams. The League Treasurer, in consultation with the Ice Scheduler will invoice the team for their ice costs prior to the beginning of the month. The OGHA will not make any changes to the ice schedule unless determined by the Ice Scheduler. Payment of ice is to be made within 10 days of the invoice date. Any other items paid for by the OGHA will be invoiced back to the team and payable within 10 days of the invoice date. Statements Electronic version of the sample is to be completed and submitted by the 10 th day of the following month. Do not modify the format of the report except to change/insert headings & descriptions; hiding the players' name and payment for publication to team members is acceptable, however you must show all names and values to the Treasurer and Vice President of Competitive. Modify the values in the budget and actual cells as applicable. Coaches are responsible for the conduct of their staff; should the staff insufficiently maintain team finances the coach will be asked to remove and replace any individual not meeting these guidelines. Refunds Occasionally players will be unable to complete the season for a variety of reasons (injury, relocation, etc). Teams may consider prorated refunds for fees paid to date. No refunds will be considered should a player play after January 1st. All requests for refund must be received in writing on or before January 1 st. Fundraising Team fundraising is to be used to reduce the players costs on an equal basis; provided that participation is on an equal basis. Players who choose not to participate in fundraising will not benefit from those funds. Tournaments The OGHA has not put a cap on the number of tournaments a competitive team can enter, but the parents must know ahead of time of your intentions as to the number of tournaments your team is planning to enter and that you have all tournaments included in your budget. You must also let your parents know how many overnight tournaments you are intending to enter. 16

The Team Manager must communicate in writing to VP Competitive, no later than August 1 st, all of the tournament dates the team wishes to enter. Teams may be asked to submit this information earlier than Aug 1 st for scheduling purposes. The VP of Competitive, along with the ice scheduler will review all requests and determine if requests can be granted. There may be some teams denied if too many apply for the same weekend (will not be determined by 1 st come 1 st serve) as the OGHA has quite a bit of weekend ice that must be used by both HL & Rep programs. If your team decides to go into a tournament at the last minute; you must advise the Ice Scheduler, VP Competitive and Director of Competitive immediately. You will then be required to obtain the written approval of the VP Competitive and/or Director Competitive by filling out a Tournament Request Form. It is your teams responsibility to find another team to use your scheduled ice that weekend. Attached is a Pick up Consent Form (Appendix 2) if needed for tournaments. Any pickup players must be registered and insured with the OGHA. A pick-up player(s) may only replace a player injured or absent, you cannot use a pick-up for a suspended player. The # of players (max. 3 players) added can only bring you to your original roster player total or fewer. Each Tournament Director has his/her own deadline. Please ensure that you speak to that Director at least three weeks in advance and he/she will give you specific instructions. Please also see your OWHA Rules & Regulations Book. All players being picked up must be approved by the Vice President of Competitive Hockey and a copy of the Pick Up Consent Form must be given to the OGHA Vice-President of Competitive and Vice-President of House League, as the case may be. Referees/Officials It is the responsibility of each competitive team to provide the Referee scheduler(s) your teams season HOME schedule once complete. For all Exhibition, play-off, play-downs games please provide a minimum of 48 hours notice for scheduling purposes (longer where possible). A copy of the e-mail should be sent to the Ice Scheduler and Vice President of Competitive for information purposes. It is also the responsibility of each competitive team to pay the referees. This is to be done before the game starts and payment is made by way of cash. 17

All exhibition games will be assessed at the single game rate Please note these amounts are subject to change and teams will be notified of any changes if applicable. The OWHA and Hockey Canada have established a ZERO TOLERANCE POLICY for abuse aimed towards all officials. This includes any actions, comments or complaints issued by players, parents and coaching staff. If you have a complaint about Oshawa officials please put your complaint in writing (after the 24 hour cooling off period) and provide to the Vice-President of Competitive and/or delegate. All complaints must be in writing. Time Keepers It is the responsibility of each competitive team to provide the Timekeeper scheduler(s) your teams season HOME schedule once complete. For all Exhibition, play-off, play-downs games please provide a minimum of 48 hours notice for scheduling purposes (longer where possible). A copy of the e-mail should be sent to the Ice Scheduler and Vice President of Competitive for information purposes. It is also the responsibility of each competitive team to pay the timekeeper. This is to be done before the game starts and payment is made by way of cash. The costs of the timekeeper for the season are as follows: 1 hour game $15 1 ½ hour game $20 18

General Communication to Parents Inform your parents that the 24 hour cooling off period is in effect. This includes coaching staff and parents. Ice Time Philosophy please take the time to communicate verbally and in writing the team s philosophy on equal ice for players on your team. Schedules outline what is anticipated and communicate to your parents all ice times (including tournaments, games and practices) for a specific time period (i.e., October to December; January to March). Typed monthly calendars are the best form of communication. Any fundraising activities your team wishes to participate in. Oshawa Lady Generals Clothing All competitive players are required to arrive at all exhibition games, league games and tournament games wearing the approved team uniform. The current team wear is the OGHA soft shell jacket and yoga pants and red Dri-fit performance shirt and possession of Home and Away Game Jersey with each jersey to have the players last name on the name bar. For the 2012-13 season, an OGHA track suit and 3 in 1 jacket will be acceptable It is the responsibility of the individuals to purchase these items during the annual fitting. Please note that any player wearing items not meeting fair and reasonable standards of wear will be required to replace the item immediately. Players are reminded not to wear the Red Dri-fit shirt under hockey equipment. All coaches must wear the soft-shell jacket and dark pants, collared shirt and tie as well as black shoes. (No track suit for games) The coach s uniform must be worn to all exhibition games, league games and tournament games. If the Clothing rules are not followed discipline action will be taken. Discipline will be progressive and take the following format: First offense: verbal warning from the coach or manager Second offense: report and meeting with the Vice President (Competitive) Third offense: suspension until uniform issue is resolved Sponsorships If a team wishes to pursue Team Sponsors please contact the VP of Competitive for guidelines, letters, etc. All sponsorships must be approved by the OGHA so as not to conflict with other league sponsors we have. Teams should consider the acknowledgement of sponsors through plaques, team pictures, banners, etc. 19

General Information Canadian Hockey Injury Report and Medical Forms (Appendix 1) The trainer must fill out the Canadian Hockey Injury Report for any injuries incurred by OWHA players and/or coaching staff. The original is to be mailed to the OWHA, a copy given to the Vice-President of Competitive and a copy is to be kept for team information purposes.
