1. GOLFING BY-LAWS 1.1 POSTING OF COMMITTEES The names of the Members of the Golf Advisory Committee (GAC) shall be kept posted in the Clubhouse. 1.2 COMPLAINTS All formal complaints, must be made in writing to the Chief Executive Officer, Western Suburbs Leagues Club Campbelltown, P O Box 461x, LEUMEAH NSW 2560. No employee of the Club shall be directly reprimanded by any Member. 1.3 CHIEF EXECUTIVE OFFICER Chief Executive Officer, shall supervise and control all the employees of the Club and shall carry out the directions of the Board of Directors OF Western Suburbs Leagues Club Campbelltown 1.4 SUSPENSION/CANCELLATION OF MEMBERSHIP The Chief Executive Officer, or on his behalf the Club Manager has been empowered by the Board of Directors:- a. To call a Member before a Membership Committee for the purpose to consider whether or not to suspend or cancel the Membership of any Member for conduct deemed to be unbecoming of a Member or conduct prejudicial to the interest of the Club, as per Rules determined by Western Suburbs League Club (Campbelltown) Ltd. b. The Chief Executive Officer, (or in his absence his nominee) has power to suspend any person s membership and remove that member from the Club s premises: c. Who in the opinion of the Chief Executive Officer, (or in his absence his nominee) is then intoxicated, violent, quarrelsome or indecent; or d. Whose presence on the Club s premises in the opinion of the Chief 5

Executive Officer, (or in his absence his nominee) may render the Club or the Secretary liable to a penalty under the Registered Clubs Act or the Liquor Act; or e. Who in the opinion of the Chief Executive Officer, (or in his absence his nominee) has engaged or used any part of the Club s premises for an unlawful purpose; f. Who, within the meaning of the Smoke-free Environment Act, smokes while on any part of the premises that is smoke-free or g. Who uses, or has in his or her possession, while on the premises of the Club any substance that the Chief Executive Officer, (or in his absence his nominee) suspects of being a prohibited drug or prohibited plant. h. Whom the Chief Executive Officer, (or in his absence his nominee) then on duty, under the conditions of the club licence or according to a term (of the kind referred to in section 134 of the Liquor Act) of a local liquor accord, is authorised or required to refuse access to the Club s premises i. Who in the opinion of the Chief Executive Officer, (or in his absence his nominee) has engaged in conduct which may be prejudicial to the Club s interests or which may be conduct unbecoming of a member. j. The Chief Executive Officer, (or in his absence his nominee) of the Club who has exercised the power referred to in paragraph (a) of this Rule must make a written report to the Board or the Board s duly constituted disciplinary committee within 7 days of the date of the suspension and removal of the member. The report must set out the facts, matters and circumstances giving rise to the suspension and removal. k. Any suspension of a member by the Chief Executive Officer, (or in his absence his nominee) pursuant to paragraph (a) of this Rule is to continue until further notice is given to the member by the Board or the Board s duly constituted disciplinary committee in accordance with Rule 46. 6

1.5 CARE OF PROPERTY No Member shall remove from the Clubhouse or Course any article belonging to the Club. A Member damaging any property of the Club, otherwise than accidentally shall, in addition to any fine imposed on them, pay for the same, or otherwise make good such damage to the satisfaction of the Golf Advisory Committee. The Club will not be responsible for any property left at the Club. 1.6 DUTIES OF THE GOLF ADVISORY COMMITTEE This Sub-Committee in conjunction with the Chief Executive Officer and Course Superintendent and Golf Operations Manager shall:- i. Consider issues of an operational and structural nature and make recommendations to the Board of Directors. ii. Set the annual golfing programme. iii. Arrange the programme of all Pennants, select players for the same and organise, manage and control the play in all those particular events held on the course. iv. Decide and adjudicate upon any protest in connection with match or competition play. v. Make and vary Local Golf Rules. vi. Ensure that Members are afforded adequate opportunity for arranging games, and the Members generally are encouraged to make use of the course and Club s social activities. The Golf Advisory Committee reserves the right to make changes at any time. vii. Alter the handicaps of Members if decreed necessary. 1.7 REFRESHMENTS No alcohol may be bought onto the premises (includes course and Club house).this is an offence under the Liquor Licensing Laws. 1.8 DISPLAY OF NOTICES, ETC. Except as to records and notices required by the Rules or By-Laws of 7

the Club to be posted or displayed by the Golf Advisory Committee, no notice, publication, picture or documents shall be posted or otherwise displayed within the Clubhouse or its precincts or in social media without the sanction of the Chief Executive Officer. 1.9 CLUB COLOURS Predominantly green, to be aligned with the Club logo. 1.10 VISITORS ENTRY INTO CLUB COMPETITIONS The Golf Advisory Committee has been empowered by the Board of Directors to reserve the right to exclude any visiting competitor entering into a Club competition and/or event. In particular addressing visitors who want to regularly play in the competitions. The decision of the Golf Advisory Committee is final and no discussion shall be entered into as a result of the decision of the Committee on this issue. 1.1 COLLECTIONS Collections for charitable or other purposes shall not be made on the Club s property, nor shall the sale of tickets in lotteries or raffles or any function be made on the Club s property without the sanction of the Chief Executive Officer. 1.12 OBLIGATION OF MEMBERS The player on the lowest handicap in any match shall act as Captain of the match for the purpose of ensuring that the etiquette of golf is observed by all Members of the match, particularly in regard to the call through rule. Should two (2) or more players be equally handicapped they should decide amongst themselves who shall act as the Match Captain. 1.13 GAMBLING Gambling on the outcome of any golf game at Lakeside Golf Club Camden is not permitted. 8

1.14 BEHAVIOUR & LANGUAGE Members are advised that unacceptable behaviour and bad language within the Clubhouse and on the Course will not be tolerated Staff are required to ask members and guests who are considered intoxicated to leave the Clubhouse and Course. 1.15 CHILDREN Persons under the age of 18 years are not allowed on licensed premises unless specified as a non-restricted area. Persons under the age of 18 years are not permitted to gamble, purchase alcohol or tobacco products. 1.16 MEMBERSHIP RENEWALS & FINANCIAL STATUS Membership renewals are due on the 30th June each year. No Member will be eligible to participate in any Club Competition after 30th June unless financial. Following 28 days from the due date any member with outstanding fees will be considered unfinancial and must apply to the Board for consideration of membership reinstatement. Golfing membership also entitles you to membership of Western Suburbs League Club (Campbelltown) Ltd, Wests Tennis Club and Country Club Camden Valley 1.17 MEMBER PLAYING RIGHTS 7 day members may play in all competitions. 6 day members may play in all competitions, excluding and Championship events 5 day members may play in all mid week competitions, including Public Holidays 9

1.18 NON-PLAYING MEMBERS A non-playing Member is entitled to all social privileges of the Club to entertain guests but is only entitled to use the course paying normal social green fees at times when available. 1.19 LEAVE OF ABSENCE A member, who through sickness, infirmity or in compassionate care of a close relative (spouse or immediate family member) is unable to play golf, may apply for leave of absence. Applications for leave of absence are to be made to the Golf Operations Manager/Golf Professional on the Application for Leave of Absence Form. The Golf Advisory Committee will assess and if the criteria is met, seek approval from the West s Board of Directors. The member must be financial and requests will only be considered for a minimum of 3 months and a maximum of 12 months. No applications will be considered retrospectively. Any member granted leave of absence will have their membership period extended for the period of their absence. There will be no refund of fees. Members are not eligible to play golf while on leave of absence and any leave of absence shall be cancelled immediately if the member plays at any golf course. A member granted leave of absence must retain membership of Wests Leagues Club Campbelltown. 1.20 DRESS CODE Dress regulations apply to all members and visitors on the golf course, putting green and driving range. Dress regulations and standards are monitored by staff at all times and their judgement shall be final. Acceptable Collared Shirt, polo shirt, skivvy, mock neck short sleeved shirt, trousers, shorts, golf socks (white) 10

Unacceptable Singlets, football shorts, gym shorts/trousers, thongs, t-shirts, shirts with offensive logos, work/business socks if worn with shorts, work boots. 2. GOLFING POLICIES 2.1 PLAYERS RESPONSIBILITY The player is responsible for knowing the Rules, including the conditions under which the competition is played Rule 6-1 Each competitor holds a position of trust in respect of the whole field.. It is his duty not only to play the game, but to see that his partner and his fellow competitors play the game strictly in accordance with the rules and etiquette of golf (and local rules), that scores are correctly recorded. It is the duty of every Member to preserve the reputation of the Club. 2.2 THE GOLF ADVISORY COMMITTEE The Golf Advisory Committee (The Committee) is in charge of all competitions, together with Ladies Match Committee in respect of ladies competitions. In the absence of the full Committee, such members as may be present at the time may give a decision and any decision so given will be deemed to be a decision of the full Committee. The Committee will have the sole management and control of the Competition with full power at any time to alter or vary any of the conditions. The Committee s decision on matters affecting the Competition will be final. 2.3 PROTESTS AND DISPUTES All disputes will be settled by The Committee. Protests regarding play in competitions must be made to the 11

Captain, Committee or Golf Operations Manager immediately after the cessation of play. The Committee will deal with the protest as early as possible and the decision will be final. 2.4 RULES The Rules of Golf, Local Rules printed on the back of the score card plus any temporary Local Rules displayed on the Pro Shop wall will apply to all competitions. The rules applicable to novelty events (eg ambrose) will be those published in the fixture book, unless special rules are issued with score cards for the event. 2.5 ELIGIBILITY Competitors must be financial members of Lakeside Golf Club Camden and any visitor must be affiliated with Golf New South Wales and have a current Golf Australia Handicap or the equivalent Interstate or Overseas Association. All competitions are open to members of affiliated Golf Clubs unless otherwise stipulated by the Committee. Professional golfers may compete at the discretion of the Committee. Any such professional golfer must have a Golflink handicap or play off +5. To be eligible for Championship and Honour Board Events, competitors must be amateur and a financial member for the entirety of the event with 7 day playing rights. They must be consecutive members of the club for a minimum period of three months prior to the conducting of the event and completed a minimum of five competition rounds at Lakeside Golf Club Camden. Players in competitions have priority over other players on the course at all times. 2.6 HANDICAPS Golf Australia is the governing body for handicapping and a player shall have one Golf Australia Handicap which shall be managed by their Home Club. 12

A player is responsible for using their correct handicap at all times. The player is responsible for ensuring all of their Eligible Scores, including those made at clubs other than their Home Club, are displayed on Golf Link. New members joining from other clubs and holding a current Golf Australia (GA) handicap will not be required to obtain a new handicap. New members not holding a current GA handicap must submit three cards which will be adjusted by the handicap manager by treating any score by a male of more than 3 over par at any holes as 3 over par, and treating any score by a female of more than 4 over par at any holes as 4 over par. The Golf Australia Handicapping System is based on the assumption that every player will endeavour to make the best score they can at each hole in every round they play and that they will report every eligible round for handicapping purposes, regardless of where the round was played. Players who fail to meet this requirement are effectively operating outside the System and, at the discretion of the Golf Advisory Committee, may have their handicap re-assessed or withdrawn. The Member shall have no right to make any representations to the handicapper or to the Golf Advisory Committee in relation to any proposed alteration of the Member s handicap. 2.7 COMPETITION DAYS Mens and Ladies Open Medley and Ladies and Open Medley 2.8 COMPETITION BOOKINGS Members are able to book into competitions at the Club house, through the web site, Lakeside App or at the Pro shop. Members may book in a total of four players. 13

Members failing to cancel their bookings may receive a letter and repeat infringements will be referred to the Board of Directors. 2.11 SATURDAY CANCELLATIONS AND NO SHOW timesheets will be closed for online bookings and cancellations from 1pm on the prior. It is the member s responsibility to remove their name from the Booking Sheet if they are unable to play. Late Cancellation 14

Any member who cancels their booking after 1pm on the preceding, will receive a warning letter. Should there be a second occurrence within 3 months the member will forfeit their booking privilege for a period of 3 months. No Show A member who fails to present for their allocated booking will be required to pay the current competition fee. Failure by any member to pay any fees imposed will render the member un-financial and ineligible to play in Club competitions. Reserve List Members who have been unable to book an acceptable tee time are urged to place their name on the reserve list. Names from this list are given priority upon a cancellation. 2.12 GROUPS AND STARTING On the day of a competition the names and times on the starting sheet become the time and order of starting by the Committee. Players are requested to report to the starter at least 15 minutes prior to the appointed time in the draw. If a competitor has not reported 10 minutes before his/her time they may be relegated to the end of the field or suspension of playing rights. The Committee reserves the right to fix and/or alter starting times. 2.13 PACE OF PLAY Time Allowed: The Committee has determined that the maximum time allowed for the completion of 18 holes during a round played in groups of four is 4 hours 30 minutes. Each hole has been given a maximum completion time based on the length and difficulty of the hole. The schedule is displayed below. In the event of severe weather conditions, the above times may be adjusted. Policy: Check Points will be on completion (flagstick in the hole) of the 9th and 18th holes. The Committee will monitor groups from time to time at the completion of these holes. A group is out of 15

position when it completes a hole later than the time scheduled. Exceptions: A group is not out of position if it: Reaches a par 3 that is not free of play Reaches a par 4 and at least one player in the group tees off before the hole is free of play Reaches a par 5 and all players in the group tee off before the hole is fee of play Groups must complete the check point holes within the following timeframe: Hole # 9 18 Time allotted 2 hours 15 mins 4 hours 30mins Penalties: The following are the penalties, in sequence, for all players in the group who are over time and out of position at the completion of the 9th or 18th holes: 1st breach one stroke penalty 2nd breach a further two stroke penalty Subsequent breach Disqualification The Committee may consider any mitigating circumstance (eg lost balls) before applying penalties. Note 1: All players in a group are liable to the penalties listed above. However the Committee may penalise an individual player rather that a group if it considers that the individual is the sole cause of the slow play of the group. A player concerned about the non-responsive fellowcompetitor in his/her group may request the Committee member to monitor the group to assess whether the penalty should apply to the group or only to the fellow competitor. Note 2: The scheduled completion time of the 10th hole includes provision for a short refreshment break after the 9th hole. Note 3: Repeated breaches of these guidelines by an individual group within a three month period may result in loss of playing privileges or be restricted to playing at the end of the field. 16

Play at a good pace and keep up. If you walk to the next tee and the group in front is already out of range, you are behind. If you get to your second shot and the green is clear, you are behind. 2. Encourage one another to move along and keep up. 3. Don t play honours from the tee, if you are ready and the players in front are out of range, then hit. 4. Play your shot if it is safe to do so, even if you are closer to the hole than playing partners. 5. Walk briskly between shots. 6. If you putt out and you are behind, walk to the next tee and hit off, even if your group is still to put out. Group Captain The lowest handicap player is the designated CAPTAIN of the group. The group captain is responsible for the pace of play and the position 17

of the group in the field. 2.14 SUSPENSION OF PLAY. In the event of lightning in the proximity of the course or the course becoming unplayable, a siren will be sounded. These signals will apply: Discontinue play immediately: One prolonged note of the siren (Dangerous situation) Discontinue Play 18 Three consecutive notes of the siren, repeated. (Course unplayable) Resume play: Two short notes of siren, repeated. (See Rules of Golf 6-8 for the procedure in discontinuing and resuming play.) 2.15 ADVERSE WEATHER CONDITIONS Course Closures & Use of Carts. The Green Superintendent (or his Representative) shall make an assessment at any time as to the appropriateness of course closure due to adverse weather conditions. It is also at the discretion of the Green Superintendent (or his Representative) to determine if golf carts are permitted on the course. Competition Suspension or Abandonment. Adverse weather may include but not limited to heat, thunder and lightning, wet conditions, fog, wind and smoke. In the event of adverse conditions, play may be suspended or abandoned with the decision made by the Club Captain or representatives of the Golf Advisory Committee. In the absence of the Golf Advisory Committee, the Golf Operations Manager/Golf Professional (or representative) shall determine a suspension of play. The assessment of unplayable conditions due to wet weather is when

no relief can be sought on the green, impeding the player from holing the ball or where vulnerable areas of the course may be inundated. Unpleasant conditions are not a reason to determine course closure or a suspension in play. Play will resume following an assessment of the condition of the course and when deemed suitable for further play. In the event of players approaching a green which is considered unplayable due to casual water, they are required to contact the Pro Shop to advise them of the condition of the green so that an inspection can be undertaken by the Club Captain or representatives of the Golf Advisory Committee or in their absence, the Golf Operations Manager/ Golf Professional (or representative) to determine the condition of the green. Discontinuance of Play due to Thunder and/or Lightning: In the case of lightning, players must discontinue play immediately without reference under Rule 6-8 (a) (ii) and the Club Captain or representatives of the Golf Advisory Committee, Golf Operations Manager/ Golf Professional (or representative) should be notified. Play is not officially suspended until the siren is sounded or players are notified in person. Play will resume when the conditions have been assessed and deemed suitable for further play. The assessment of lightning conditions will be monitored with the aid of a recognised lightning detection device with reference to information provided by the Bureau of Meteorology. In the event the course is closed after the commencement of play or there is insufficient time to complete the round following a suspension in play, those players who cannot complete their round (not because they have decided it is too unpleasant to play) will be credited with their competition fees. There will be no refund for cart hire fees. For those players who have completed their round (regardless of them returning their card or not), the competition will be determined by the numbers in the field completing the round, there will be no 19

refund of fees. 2.16 COMPETITION CARDS A card issued by the Pro Shop must be obtained before playing in any competition and the entrance fee thereon paid. No other card shall be recognized. A player s numerical score for each hole MUST be recorded in the column under Player on the score card. It is the markers responsibility to ensure that the scores are correctly indicated in Player & Partner and Marker & Partner columns respectively. The marker cannot be the players partner (except if there are not four players in the group). The marker is also required to mark the card in the scanning section to enable the score to be recorded via the card scanner. It is the player s responsibility to ensure a numerical score is recorded and also correct handicap shown, dated, signed and countersigned. The card is to be scanned, checked and saved and placed in the designated box provided within 15 minutes of the completion of the round. No alteration may be made to the scorecard after it has been returned. Failure to do so will lead to disqualification from the competition. The scorecard is the final record for determining results in competitions. Players please note, incomplete cards are required to be entered and handed in. 2.17 TIES. Ties in stroke play competitions will be decided by the Golf Australia count back system unless the Committee stipulates that a play-off will decide the result. Ties for medals are played-off in the next scheduled monthly medal. Players are to use the same handicap as at the date of the tie. Players are to mark the card Medal Play-off. In handicap events the relevant handicaps or fractions thereof will be 20

applied. For an 18 hole competition, the winner will be determined on the basis of the best score for the last nine holes. If still a tie, then the last six holes, last 3 holes, and finally hole-by-hole from the 18th. In handicap events, one-half, one-third, one-sixth, etc of the handicap will be deducted. In 27, 36, 54 & 72 hole events, the last 18 holes shall be used & if still tied count-back as per an 18 hole competition. Where both tees are used for the same competition to commence play, the count-back will be the last nine shown on the card. 2.18 DISTANCE MEASURING DEVICES Devices that measure distance only may be used. Refer Rules of Golf Appendix 1 part B-9. 2.19 TRANSPORTATION The use of golf carts is permitted unless specifically excluded in the conditions of a competition (eg Pennants) or club management prohibits use such as weather conditions. Notices regulating the movement of golf carts must be strictly observed. 2.20 MOBILE PHONES Mobile phones may be carried on the course but should be switched off. If the use of a mobile phone by a player distracts another competitor, the player may be subject to disqualification in accordance with Section 1, Etiquette on the Rules of Golf. The offending player may also be subject to disciplinary action by the Committee, including suspension of playing rights. 2.21 PRIZES Trophy allocation shall at times be at the discretion of the Golf Advisory Committee, but the following general guidelines apply. 21

Minimum Number of Players for competitions 4 When players can compete for more than one trophy, a player in men s and medley competitions will be restricted to taking one trophy only except where: o an Individual competition is in conjunction with a 2 Ball, a player may win the individual nett and the 2 Ball, o if a swinger, and the swinger has paid the swinger fee prior to commencing play. A player may not win both the individual nett and scratch event. Scratch scores must be recorded on the scorecard to be eligible for the scratch trophy. The order of precedence shall be as follows. NET EVENTS SCRATCH EVENTS 1. Winner handicap trophy 1. Winner scratch trophy 2. Runner Up handicap trophy 2. Runner-up scratch 3. Scratch trophy 3. Net winner trophy The minimum fields for allocation of vouchers shall be as follows: Single events Twenty Players 2 Ball Ten Pairs 4 Person Team Twenty Players If less than twenty players participate, the competition will be converted to a ball competition. The Ball Competition shall be determined on the net score returned, EXCEPT on stroke events where balls will be determined on a prorata basis by the number playing in each grade. No count back is required 22

Where play has been abandoned due to adverse weather conditions if less than 20 players have completed their round, the competition will be converted to a ball competition. 2.22 GRADES Players in mens and medley competitions will be allocated into grades in accordance with the following schedule if numbers warrant: A Grade Daily Handicap up to 12 B Grade Daily Handicap 13 to 19 C Grade Daily Handicap 20 to 36 Ladies Grades are determined by the Ladies Match Committee. 2.23 TEES Members shall play from the blue tees except for medal and championship events, which shall be played from the permanent markers. In the absence of the blue markers on the teeing ground, players shall hit from the permanent markers. Lady Members shall play from the red markers. In the absence of Blue or Red Markers on the teeing area, players shall hit-off the permanent markers. 2.24 SWINGERS IN 2 BALL EVENTS A swinger may be used when there are three players in a group. This person will be the lowest marker in the group, and will be paired with the player without a partner. The swinger will be subject to an additional fee and may win more than one trophy in a 2 Ball event. 2.25 SUPER PIN Will be conducted on, and Competitions and is played off the blue markers. It is available to all male players who pay the required fee and register on the sheet located in the Pro Shop. The player tee shot which comes to rest closest to the pin is 23

the winner of all the money lodged, In the event of there being two, or more players, with the same distance the prize will be shared. 2.26 VISITORS AND INVITATION Visitors may play in, and Medley Competitions. Invitation days and Open days appear in the programme and visitors are welcome to play. Invitation means one visitor per Member. Member s only competitions are played on s. 2.27 SOCIAL PLAY Members may use the Course at no additional cost at any time (Subject to their category of membership) and provided the course is not being used for Club Events, Pennants, Social Club or Corporate Bookings. Bookings are to be made through the Pro Shop, and not on line and must be outside the above events. 2.28 LADIES COMPETITIONS Competitions for lady members are conducted by the Ladies Committee on s and s, except for the Christmas Period. Conditions of Play for various events are available in the ladies locker room Medley events are conducted by the Club on, and (with the exception of Tiger held once a month). Players are also requested to report to the starter 30 minutes prior to hit-off time and on collection of their score cards be ready and report to their allocated hit-off tee. Failure to be on time could mean relegation to the end of the field or even suspension to play. All golfing policies, rules of golf, together with local rules, must be strictly adhered to in competition play in order to avoid disqualification. Complaints and queries relating to the game of golf or golf 24

competitions organised by the ladies committee can be submitted in writing to the Lady Captain. The Committee s decision will be final. All other complaints should be referred to the Club s Chief Executive Officer. To be eligible for end of year major trophies, and special events, Lady Members must pay a Trophy Levy for an amount determined by the Ladies Committee. Notice Boards in the Ladies Locker room will keep you up to date. A copy of the Ladies Rules and Regulations is available in the ladies locker room. The Club participates in Inter Club Grade and Pennant matches. GolfNSW Metropolitan Grade is played February - April on s, Silver Pennants in May & WG Nepean conducts pennants on s (April - May) and s (October - November). 2.30 SPECIAL TERMS AND CONDITIONS FOR CERTAIN MAJOR EVENTS Jack Quinn Memorial Mens Foursomes Championships. A, B & C Grades Camden Lakeside Country Club 7 day Members only. Players should endeavour to form a pair with another player from their grade. In the event of a B or C Grade player partnering an A Grader, they will compete in A Grade with a maximum handicap of 12 applying to the B or C Grader. Likewise, a C Grade player partnering a B Grader will play off a maximum handicap of 19 for the B Grade Competition. Ties for the championship (Scratch winners) will be decided by a 18 hole play-off, if still tied sudden death starting from the 1st tee. Ties for net score will be determined by a count-back. Handicaps applicable to the net event are 1/2 of the players combined handicaps. Members Matchplay Championships. A, B & C Grades, Seniors & Juniors. 16 best gross scores to qualify A and B Grades 8 best gross scores to qualify (C and Senior Qualifiers), 4 best gross scores for Junior Members (if sufficient numbers). The final round of the Matchplay championships will be played over 18 holes.
