DORSET COUDORSETNTY ASDORSETA DORSET COUNTY ASA 2018 INTEGRATED CHAMPIONSHIPS and AGE GROUP COMPETITION License numbers Under ASA Laws and Regulations and ASA Technical Rules of Racing GENERAL CONDITIONS 1 The current Dorset County ASA General Competition Conditions will apply as published on the Dorset County ASA website, unless inconsistent with the conditions which follow. All entrants must accept these conditions. 2 Swimmers competing in any other County Association s Competition in the same year are not eligible to compete in the 2018 Integrated Championships and Age Group Competition (the Competition), or any event covered by the Dorset General Competition Conditions. 3 The following conditions will apply to ALL swimmers entries: a All competitors must have an ASA registration number and be registered through their Club as an ASA Category 2 swimmer. No entry will be accepted without the swimmer s current ASA registration number. b Swimmers with a Functional Ability Card or Certificate of Swimming Disability may enter the Competition. c ASA or IPC Official Times must be submitted for all individual events entered. Non-ASA or non-ipc Official Times will not be accepted. It is the club s responsibility to ensure that all submitted times are ASA/IPC Official Times. d ASA/IPC Official Times must have been achieved in an event held under ASA Laws and Regulations and ASA Technical Rules of Racing or IPC Rules from which an individual Official Time has been recorded. e The Competition is run as an Integrated Competition. Entries will be seeded on submitted times, the slowest time swimming first. Disability swimmers will compete in the appropriate time ranked heat. f Entries received will be subject to satisfying the relevant qualifying standard(s) as specified in the Competition. Entry times outside of the consideration standards will not be accepted. g All submitted entries must be made using Short Course times or those converted from Long Course times using approved ASA conversion tables. h The Promoter may request satisfactory validation of any stated ASA or IPC Official Time before entry is accepted. i All entries must comply with 3(a-e) above. Any entries not complying with 3(a-e) above or are found to be incorrect or ineligible shall be void and the entry fee forfeited. 4 All official entry times submitted must have been achieved in the specified competition period. Submitted entry times achieved outside of this specified period will not be accepted. All entries must come from the Club Entries Officer and not individuals. 5 All entries must be received by the official closing date as a whole Club entry via Sportsystems Entry Manager together with the correct entry fee. Payment by BACS or a single cheque payable to Dorset County ASA must accompany each Club s entry. No entries will be accepted after the official closing date or without payment of entry fees having been submitted by the official closing date. 1

6 All Clubs will receive a schedule of accepted entries prior to the Competition, the details of which should be checked and any discrepancy notified to the Meet Manager by the date specified. Notification of discrepancies by the date specified does not guarantee that the notified discrepancy can or will be corrected. Any rejected entries will be listed. Swimmers who are not listed on the official confirmation of accepted entries will not be permitted to compete. 7 Payment by BACS or a single cheque will be made to each club for refunds due to that Club after completion of the Competition. 8 Entries will not be accepted after the official closing date. 9 Improved entry times will not be accepted after the official closing date regardless of the date of achievement. 10 Requests for time trials will not be accepted at any time. 11 The Competition will run with pre-seeded heats according to clause 3(h) of the General Conditions. Empty lanes on the day due to withdrawals will remain vacant. 12 Failure to appear in the designated heat will cancel any right to compete in that event. Swimmers who fail to appear in the designated heat of an event may be allowed to swim in empty lanes in that event at the Referee s discretion and on a first-come first-served basis. 13 All competitors will be placed with the exception of any swimmer disqualified. 14 No refunds will be made for withdrawals after the official closing date unless on medical grounds. Requests for refunds on medical grounds MUST be made to the Meet Manager no later than 72 hours prior to the start date of the applicable weekend of competition and a medical note signed by an appropriate medical authority provided within four weeks of that date. Requests for medical refunds not received within the period specified or without a medical note signed by an appropriate medical authority submitted within the period specified will not be considered. 15 The Official Promoter of the Competition is the Dorset County ASA Swimming Committee through Mr S Platts. The Swimming Committee has set all conditions of the Competition and any enquiries in the first instance should be directed to the Promoter via the swimmer s Club Entries Officer, as follows: Mr S Platts, 4 Kinson Grove, Bournemouth, Dorset BH10 7JA. 16 The Swimming Committee has delegated the running of the event to a Meet Manager. Entries should be sent to the Meet Manager by the official closing date, as follows: Mrs D Gibbs, 22 Stibbs Way, Bransgore, Christchurch, Dorset BH23 8HG. 17 The date and events for the programme of this year's Competition are as printed in the 2018 Entry Conditions. 18 Any matters arising that are not covered within this Competition Conditions will be dealt with in accordance with the Laws of the sport and at the discretion of the Promoter. 19 All competitors are required to observe all safety announcements and conduct themselves with safety in mind at all times. Swimmers will not enter the hired area until the Referee gives permission. 20 Any swimmer or coach requiring wheelchair access MUST, if it is a requirement of the host leisure centre, ensure that the leisure centre approves this in advance with the swimmer or coach and a Personal Evacuation Plan is agreed with the leisure centre and submitted to the Referee prior to the start of the gala. 21 It is the responsibility of each Club s Committee to ensure that its coaches, team managers, chaperones and warmup/warm-down marshals are responsible for their swimmers on poolside, including behaviour, dress and code of conduct towards other competitors, officials and meet organisers at all times. 22 A designated area on poolside will be allocated to each club based on Club numbers in attendance and in accordance with the relevant Contractual Agreement with the leisure centre and current Risk Assessment for the Competition. The area designated to each Club on poolside is not negotiable. 23 The use of a warm-down facility is made available to swimmers ONLY if supervised by one of their Club officials with a poolside pass. The facility will be withdrawn if the use is unsupervised or if deemed to be a risk to health and safety. A warm-down facility may not be used for warm-up or training purposes. 24 Presentations will be made according to the published timetable and as follows: a Presentations will only be made to recipients wearing suitable poolside club clothing and which complies with the current ASA Child Protection Policy. b Trophies, medals and awards will only be presented to recipients who have won those awards. 2

c The Promoter reserves the right not to present awards if the recipient does not comply with clause 24(a) and 24(b) or who does not make themselves available in a timely manner for presentation. The Promoter s decision is final. d Swimmers who do not make themselves available at the required time for presentation will not be presented with their award at a later date/time. 25 All competitors shall comply with the Dorset County ASA Code of Conduct and the County further reserves the right to take disciplinary action against the swimmer(s) concerned and/or the swimmers clubs. 26 Only duly authorised personnel, and including any person accompanying a swimmer with a Functional Ability Card or Certificate of Swimming Disability, who are registered on the ASA/Clubs Child Protection Lists and competitors shall be allowed poolside. 27 The Referee is responsible for all aspects of health, safety and fair play in the area hired by DCASA and can halt the Competition at any time if there are perceived risks to competitors, officials, meet organisers or spectators. 28 The Promoter reserves the right to refuse admission to any spectator, coach, club official or swimmer. 29 ASA Guidance on Photography as published in Wavepower: the ASA Child Safeguarding Policy and Procedures applies to this Competition. Spectators may engage in video/photographic activities from the spectator area only; requests for photography on poolside MUST be agreed with the Promoter in advance. The leisure centre may have its own local regulations on this subject, which may supersede this condition and must be complied with. 30 Flash photography at the start of a race is prohibited. Anyone not complying will be asked to leave the spectator gallery. 31 Dorset County ASA reserves the right to take and publish still or video photography during the meet. Any request not to be photographed MUST be documented on the swimmer s Health Information Form and be received by the Promoter before the Competition commences. 32 Data Protection statement: Entries may be held on a computer solely for the purposes of this Competition and consent, as required by the Data Protection Act 1998, to the holding of personal information on a computer will be deemed to have been given by the submission of the entry. 33 All clubs participating in a Dorset County ASA event are required to assist in the operation of that competition on the day. Host clubs will be appointed or clubs requested to fulfil specific roles where appropriate by the Meet Manager. The Promoter will be responsible for the overall management of the event. GENERAL CONDITIONS: Appendix A COUNTY TROPHIES 1 County trophies shall be held by the winner (or in the event of a minor, by the winner s parent/guardian) as bailee for Dorset County ASA. 2 Trophies shall be returned engraved and in a clean condition at the request of the Trophies Administrator or a Dorset County ASA Executive Officer and no later than 11 months from the date of the relevant Competition, whichever is the sooner. 3 Failure or late return of a trophy as requested shall attract a fine of 25 per trophy. Any fine shall be the responsibility of the individual or, in the case of a club/team trophy, the club/team shall be responsible. 4 Engraving of trophies is the responsibility of the individual or, in the case of a Club/Team trophy, the Club/Team. Trophies that are not returned suitably engraved shall be engraved by Dorset County ASA at the expense of the individual, Club or Team concerned. 5 Any individuals or Clubs/Teams in arrears for engraving cost or fines imposed for late or non-return of trophies must resolve outstanding debts before participating in future County Competition. 3

2018 ENTRY CONDITIONS 1 DATES (a) Block 1: Saturday 3 February and Sunday 4 February 2018 (b) Block 2: Sunday 11 February 2018 (800/1500m Freestyle only) (c) Block 3: Saturday 17 February and Sunday 18 February 2018 (d) Entries closing date: Friday 5 January 2018 (mid-day) 2 AGE GROUPS (a) Age Groups: Age as at 31 December 2018 (b) Age Groups are: A (10/11yrs) B (12yrs) C (13yrs) D (14yrs) E (15yrs) F (16yrs) G (17/over) 3 ENTRY FEES (a) 50/100/200/400m 5.50 per event (b) 800/1500m 6.50 per event 4 EVENTS (a) (b) (c) This Competition is a Level 2 Licensed Meet. All events and distances are as defined by the ASA. Finals will be held for 50m and 100m events; all other events will be Heat Declared Winner (HDW). The heats of all events will be spearheaded. 5 ENTRY TIMES Qualifying Times have been set using the ASA County (A) Qualifying Times Graded Table. Consideration Times have been set using the ASA National (AAA) Qualifying Times Graded Table +25%. (a) (b) (c) (d) (e) Submitted Entry Times All submitted entry times must have been achieved at a licensed meet (L1, L2, L3 or L4) and appear on the ASA Rankings. Entry times not published on ASA Rankings will not be accepted. County Qualifying Times i. Swimmers with Qualifying Times will be automatically accepted into the Competition upon receipt of entry with the exception of the Male 800m/Female 1500m Freestyle events for which equal numbers based on percentage proximity to the relevant Qualifying Time will be accepted from each of the eligible age groups according to the lane space available. ii. For 2018 the Qualifying Times for the Male 800m/Female 1500m Freestyle events will be the Qualifying Times for the Male 400m/Female 800m Freestyle respectively. County Consideration Times Swimmers with Consideration Times will be accepted into the Competition upon receipt of entry according to fastest submitted times and as time permits. Swimmers with a registered Functional Ability Card or Certificate of Swimming Disability i. Swimmers with a registered Functional Ability computer printout or Certificate of Swimming Disability achieving DCASA Disability Consideration Times will be accepted as time permits. ii. Functional Ability/Disability classification MUST be declared along with the entry time and the computer printout or certificate presented to the Referee before any swim to which it applies. Long Distance Events i. The maximum number of heats will be limited according to the time available. ii. Acceptance of competitors with Consideration Times for the Male 1500m/Female 800m Freestyle events will be based on percentage proximity to the relevant Consideration Time and accepted according to the lane space available. Spare lanes on the day will be offered to notified reserves. ii. Swimmers/notified reserves MUST register at the Recorders Desk 30 minutes prior to the start time on the day of the swim. Failure to register in person as specified will forfeit the right to compete. 4

(f) Specified Competition Period Submitted times must be achieved within the specified period of 12 February 2017 to 5 January 2018. 6 FINALS (a) Finals for all 50m and 100m events will be held in the following age groups: 10/11 years, 12 years, 13 years, 14 years, 15 years, 16 years and 17/over. (b) (c) (d) (e) (f) Finalists lists will be posted on poolside within 15 minutes after the last heat of each event with Finals. It is the responsibility of all named competitors (including reserves) on the Finalists list to withdraw from a Final before or no later than the cut-off time stated on the published Finalists list, after which time the competitor (including reserves) will be deemed to have accepted a place in the aforesaid Final. Withdrawal slips must be signed by swimmer and coach, and returned to the recorders desk no later than the cut-off time stated on the published Finalists lists. Withdrawal slips will be available at the announcer s desk on poolside. Withdrawals will not be accepted without a signed withdrawal slip. Where a Finalist or a Reserve swimmer who has declared themselves available for a Final withdraws from that Final after the stated cut-off time or does not present him/herself to compete in that Final, the Club will be fined 10 per withdrawal unless the withdrawal is due to injury. Withdrawal due to injury MUST be agreed in advance of the Finals session and is at the discretion of the meet Referee. 7 SENIOR/JUNIOR CHAMPIONS (a) Events with Finals i. The Senior Champion of each event with Finals will be the competitor returning the overall fastest time from the Age Group Finals for that event regardless of age. ii. The Junior Champion of each event with Finals will be the Junior swimmer returning the fastest time for a Junior swimmer in the Age Group Finals for that event. (b) (c) Heat Declared Winner (HDW) events i. The Senior Champion of each HDW event will be the competitor returning the overall fastest time for that event regardless of age. ii. The Junior Champion of each HDW event will be the Junior swimmer returning the overall fastest time for that event. Junior Swimmers i. Junior Swimmers are competitors who are under 16 years of age on 31 December 2018. ii. Swimmers who are under 16 years of age at midnight on the DAY of a swim may claim a Junior County Record. 8 AWARDS (a) Events with Finals i. Male and female age bands for the purposes of awards for events for Finals in this Competition are: 10/11 years, 12 years, 13 years, 14 years, 15 years, 16 years and 17/over. ii. Medals will be awarded for first, second and third place in each of the designated age bands for all events with Finals. Medals will NOT be awarded for the heats of events with Finals. (b) (c) Heat Declared Winner (HDW) Events i. Male and female age bands for the purposes of awards for HDW events in this Competition are: 10/11 years, 12 years, 13 years, 14 years, 15 years, 16 years and 17/over. ii. Medals will be awarded for first, second and third place in each of the designated age bands for all HDW events (see 2018 Entry Conditions 8(a)iii for exceptions). iii. Medals will be awarded for first, second and third place and ribbons for each of 4th to 8th place in each of the designated age bands for the 1500m Freestyle and 800m Freestyle events. Disability i. Medals will be awarded to the top three placed disability competitors in each event. Placing shall be determined on a multi-disability basis of the three swimmers in each sex who either break the World Record by the greater amount or are nearest to the World Record within their own classification. ii. If less than four swimmers participate in any one event then the minus one ruling shall not apply. 5

Senior Championships medals will be awarded for the overall first, second and third places from the Age Group Finals of each event with Finals, and for each HDW event. ii. Junior Championships medals will be awarded for the overall first, second and third places from the Age Group Finals of each event with Finals, and for each HDW event. iii. Senior and Junior Champions will be formally presented with County trophies were applicable. iv. Presentations will be made according to the published timetable for the Championships. Performance Awards i. Performance Awards will be made to the overall winner of each of the qualifying age groups and medals will be awarded to the top eight male and female winners in each of the following age groups: 10 years, 11 years, 12 years, 13 years and 14 years. ii. iii. Performance Awards will be made according to points accrued for heat swims from Events categories. Performance Awards Events Categories are: (1) Sprint (Best 50m swim) (2) 100m (Best 100m swim) (3) Form (Best 200m Butterfly or 200m Backstroke or 200m Breaststroke) (4) Distance (Best 200m or 400m or 800m or 1500m Freestyle) (5) Medley (Best 100IM or 200IM or 400IM) iv. Overall performance points will be calculated from a combination of points accrued from each of the Event Categories. Points are not accumulative; the greatest number of points achieved for one swim in each category will be taken into consideration. v. Presentation of awards will be made as time permits and in accordance to the published timetable. Team Awards A trophy for Top Club calculated from Club Team Points will be presented at the end of the Competition. Medals Desk i. Swimmers may collect medals/ribbons for HDW, Finals and Disability events from the Medals Desk once the results have been announced. There will be no formal presentation of awards for events. ii. Events awards must be collected from the Medals Desk during the Competition. The Medals Desk will close 15 minutes after the results of the final event of the Competition have been published. Uncollected awards will not be posted or made available for collection after the Competition. 9 Club Team Points and Club Medals (a) Points will be awarded for all teams entered for team events and for all swimmers placed first to eighth in their respective Age Groups in individual HDW events and Finals as follows: 1st place = 8 points descending to 1 point = 8th place. (b) Where a swimmer has dual recognition, he/she may represent only one Club. Where a swimmer has entered individual events, this shall be the Club named on the entry form. Where a dual registered swimmer has not entered individual events, the swimmer may choose the Club they wish to represent in a team event. (c) A Club Medals Table will be published after the Competition. 10 Spectators (a) Spectator admission to this Competition will be free and subject to the limit of accommodation at the venue. (b) Spectator programmes will cost 5. 11 Competitor Health Declaration To ensure that adequate safety procedures and protocols are observed, and the safety and well-being of all swimmers, all associated medical conditions must be declared on a Health Information Form together with the management plan for the condition. The Declaration shall be made by the swimmer/parent/guardian for the sole use of those persons with responsibility for health and safety during the Competition. The content of the declaration will remain confidential. The forms of those swimmers who compete in the Dorset County Championships 2018 will be held on file until completion of the Dorset Development Competition 2018. 6

Photographers may go on poolside only during presentations and with a visible official pass issued by the Recorders Desk. CONDITIONS FOR ISSUE OF A POOLSIDE PASS: a. Application for a poolside pass must be made via the Club Entry Officer. b. Applications will only be accepted for coaches, team managers and chaperones who are registered on the Child Protection List held by the ASA and whose names are held on lists supplied to the Promoter. A copy of this list is to be submitted with any application. c. Coaches, team managers and chaperones will not be permitted on poolside without a visible official pass. d. Poolside passes will be available for collection on the day from the Recorders Desk. The holder of a Poolside Pass will be entitled to a coach pack, which will be available from the Recorders Desk. e. Coaches, team managers and chaperones will not be permitted on poolside without a visible official pass. f. Anyone not complying with the above will be asked to leave poolside immediately. NOTE: Any persons volunteering to undertake any poolside duty, whether as a Host Club or as a technical official MUST also be registered for that role on the Child Protection List held by the ASA. The DCASA Officials Secretary will issue poolside passes to technical officials and the DCASA Competition Agent will issue Host Club accreditation. 17
