1 Rules: 1. The title of the draw is to be the "COMMUNITY CLUB$ DRAW. 2. The participating Clubs (hereinafter called the CLUBS) of the "COMMUNITY CLUB$" Draw are. Forbes Services Memorial Club, Gilgandra Services Club, Narrabri RSL Club, Gunnedah Golf Club, Coonabarabran Bowling Club, Narromine United Club, Oberon RSL Club, Wellington Soldiers Club, Cobar Golf and Bowling Club and Young Services Club. 3. The COMMUNITY CLUB$" Draw is to be open to all members of the Clubs. Every qualifying financial member of the Clubs is to be entitled to a membership card or alternatively a numerical accountable, instrument used as proof of membership. Entry into the Draw is free. One card per person. Every card is not assignable or transferable. 4. The Card is to have a Membership number. 5. Directors of the Club and employees of the Club are eligible to participate in the draw as
2 long as the Directors are not involved in conducting the draw and in the case of employees it is outside their hours of employment. 6. Every new member of the clubs is to wait at least 7 days from the date of membership acceptance to be eligible for the Draw. 7. At the end of each clubs membership year the member is disqualified from the draw if their membership is not renewed. 8. All clubs are to keep a record of the names, addresses and membership numbers of members. A central register containing all these details is to be held at and maintained by the Gilgandra Services Club. 9. All clubs are to provide the Gilgandra Services Club a hard copy of all members including new members' names, addresses, membership number each month following acceptance of the member to the club following the clubs meeting. 10. All Clubs are to pay Hi Tech Gaming Pty Ltd a quarterly fee of $130 on receipt of invoice payable within 14 days. 11. All Clubs are to pay Gilgandra Services Club a quarterly fee of $87.50 on receipt of invoice payable within 14 days. 12. The COMMUNITY CLUB$" Draw is to be conducted on each Saturday between the hours of 6 pm and 8 pm at the Gilgandra Services Club. 12a. Gilgandra Services Club will firstly draw for a participating club, then a financial member of that club, and then instruct the contact person of that club to announce the membership number and allow the member a period of four minutes to present themselves to the contact person in order to claim the jackpot. The member must be physically present at the time of the draw and must also produce their membership card as well as personal ID in order to claim the jackpot. Phone through procedure is then to take place to advise all other clubs 13. The winning number is to be announced over each clubs in house P. A. System. The winner has 4 minutes from the time of the announcement at the club to claim the prize. The winner or unclaimed prize is also to be announced over each clubs in house P.A. System as soon, as possible following the draw. 14. Each participating club will deposit an initial start-up amount of $1,000.00 and then transfer $100.00 per week being the jackpot contribution into the COMMUNITY CLUB$" Draw bank account held at the Bendigo Bank in Gilgandra and managed by the Executive Committee of the COMMUNITY CLUB$". The prize will start at $10,000.00 and will jackpot at $1,000.00 per week until the prize is claimed.
3 14a. The first draw is to take place on Saturday 15th October 2011 and will continue for a period of one calendar year from that date unless it is cancelled by a majority of clubs.on completion of one calendar year the draw will continue until the prize is awarded. After each attempt the entire draw procedure will take place again until the prize is claimed. After this draw a new permit will be in place for the next calendar year. 15. Prizes are to be posted to the winner in the form of a cheque or electronic deposit within 7 days of the draw & name of the winner published in the 10 Clubs Local Newspapers. 15 All clubs agree to pay $100.00 per week to COMMUNITY CLUB$" Draw bank account at the Bendigo Bank in Gilgandra electronically. The Account name is to be COMMUNITY CLUB$" Draw. When participating Clubs sign the agreement they will be bound to participate for the entire duration of the draw permit, ie each twelve (12) month period. Any Club that falls behind in contributions by two weeks will be automatically suspended and from any future draws until such time as they have paid all arrears owing. There will be no notice given by the Gilgandra Services Club. Each Club must ensure that payments are made on time. Agreements to participate in the Saturday COMMUNITY CLUB$" Draw will be signed by each Club s CEO and President and retained on file at the Gilgandra Services Club. 16. All clubs are to do their own in house advertising. 17. Meetings may be called by any of the clubs at any time. Sufficient notice, being not less than 7 days, must be given to enable all clubs to be notified of the meeting 18. One delegate is to be nominated from all clubs to attend meetings if required. The majority of clubs shall constitute a quorum. Should a quorum be not present after 15 minutes of the set date and time of the meeting those present and entitled to vote shall conduct the meeting. 19. A copy of these Rules is to be displayed prominently in all participating clubs. 20. The promoter whose decision is final will make all decisions concerning any aspect or disputes connected in anyway with this promotion. No correspondence will be entered into. 21. Participation in this promotion implies acceptance of all the rules and conditions. 22. In the event that a position becomes vacant by a club not being financial the draw jackpot will reduce by the amount that the outgoing club contributes and will increase again when that vacancy has been filled.
4 Draw Procedure The Executive Committee, being Chris Chapman, Paul Gordon and David Fitzgerald will allocate times for the draws over the fifty two (52) weeks will be conducted on the 15th of September 2011 and sent to each participating Clubs Manager. It should be noted that these times are not to be advertised publicly and should be kept in a safe and secure position to ensure the integrity of the draw is upheld. Five minutes before the draw time the Electronic Random Number Selector will be programmed with the numbers One (1) through to Ten (10) representing the clubs involved in the draw, as per allocated list. At the draw time the membership of the club which has been selected will be programmed into the electronic random number selector and the member number will be selected. The club which the draw is related to needs to notify the Gilgandra Services Club representative within a period of four minutes for advice of the presence or absence of the drawn member. Four (4) minutes from the time of the announcement and must produce their membership identification to the clubs representative in order to claim the prize. The draw will be conducted at the Gilgandra Club by the Club s General Manager or his nominated delegate and will be scrutinized by one other person. All forms relative to the draw will be completed immediately on completion of the draw and will be available for inspection by the authorities should the occasion arise.
