Rules and Regulations 1 Eligibility SINGAPORE FLYER NATIONAL TUG-OF-WAR CHALLENGE 2011 1.1 The Tug-of-War Championship is opened to all registered teams representing corporations and uniformed services. 2 Category 2.1 The Singapore Flyer National Tug-of-War Challenge 2011 shall comprise of the Corporate (Men s and Mixed groups) and Uniformed Group (Men s group) Categories. 3 Registration 3.1 Teams must submit the Registration Form to the Organizer before the closing date as stipulated in the registration form. 3.2 Each team is required to register 10 pulling members. However, only 8 members will be allowed to participate in the pull. Two members will be reserves. 3.3 A participant is allowed to register for one team only. 3.4 Organizations that have entered 2 teams or more are not allowed to switch names among their teams after the draw. 3.5 Any changes to the Registration Form must be submitted to the Referee before commencement of the first match. 4 Match Format 4.1 Registered teams will be randomly drawn into groups. Within each group, the teams compete in a round robin format.
4.2 In a match up, the winning team shall be decided based on best of three pulls. Two points will be awarded for a win and zero point for lost. 4.3 The top two teams from each group will qualify for the next round. In the event of a tie in points, the tie-breakers shall be as follow: a) The difference in winning and losing pulls in all the matches; b) If (a) is still a tie, the team that beat the other team in the earlier match 5 Official Weighing 5.1 The total weight of each team (8 pullers) that is pulling must not exceed 600 kg for the men s team and 560 kg for the mixed team. 5.2 During weighing in, the two reserves shall also be weighed, but their weight will not be added to the combined weight of the team. 5.3 Competitors must be in proper attire during weighing in. 6 Pulls 6.1 The long pull will be adopted (4 meters). 6.2 Before pulling commences, the choice of the side will be decided by the toss of a coin. After the first pull, the team will change sides. If a third pull is required, the choice of the side will again be decided by the toss of the coin. 7 Winner 7.1 The winner of each match will be determined by the best of three pulls. 7.2 In the event of a tie after two pulls, a break of 5 minutes will be given before the third pull commences.
7.3 A pull is won, when on of side markers on the rope is pulled beyond the centre line mark on the ground. 8 No Pull 8.1 No pull will be declared in the event:- a) both teams are guilty of infringements; b) both teams let go off the rope before the finish of a pull; c) the referee disqualifies a team/ teams after two cautions due to indiscipline or gross misconduct. Any team disqualified shall not be permitted to continue in the competition; d) when a No Pull is declared in cases a or b, no rest period will be granted and the pull shall be retaken without any aid or service. 9 Attire 9.1 Clothes should be normal long/short sleeve sport clothing, long sleeve jerseys, shorts or long sports pants or and track running shoes or court shoes. 9.2 Sleeveless t-shirt, boots and spike shoes are not allowed during the competition. 9.3 Competitors are not permitted to wear gloves during the competition. 10 Rope Marking 10.1 Five (5) tapes or rope markers shall be fixed as follows: a) One (1) colored tape or marker each four meters on either side of the centre marking; b) Two (2) white tapes or marker each four meters on either side of the centre marking; c) Two (2) colored tapes or markers each five meters on either side of the centre marking. 11 Pulling Technique
11. 1 Rope Grip No competitors shall grip the rope within the length bounded by the outer tape or marker. At the commencement of each pull, the pulling members shall grip the rope as close as possible to the outer tape or markers. Not knots or loops shall be made in the rope, nor shall it be locked across any part of the body of any member of the team. Crossing the rope over itself constitutes a loop. At the star of a pull, the rope shall be taut with the centre rope marker over the centre line marking on the ground. 11. 2 Pulling Position Every pulling members shall hold the rope with both bare hands by the ordinary grip, i.e the palms of both hands facing up and the rope shall past between the body and the upper part of the arm. Any other hold, which prevents the free movement of the rope, is a lock and is an infringement of the rules. 11. 3 Anchor Man s Position The end shall be known as the Anchor Man. The rope shall pass under one armpit diagonally across the back and over the opposite shoulder from the rear to front. The remaining rope shall pass in a backward direction and the slack shall run free. He shall grip the standing part of the rope by the ordinary grip, i.e the palms of both hands facintg up, with both arms extended forward. 12 Enfringements during Competition 12.1 The following shall constitute infringements: a) Sitting - Deliberately sitting on the ground or failure to return immediately to the pulling position after slipping; b) Leaning - Touching the ground with any parts of the body other than the feet; c) Locking - Any hold which prevents the free movement of the rope. No part of the hand shall make contact with the tight on purpose; d) Grip - Any grip other than the ordinary grip as described in rule 11; e) Propping - Holding the rope in a position where it does not pass between the body and the upper part of the arm; f) Position - Sitting or squatting is not allowed; g) Climbing the rope - Passing the rope through the hands without moving the legs; h) Rowing - Repeatedly sitting on the ground whilst the feet are moved backwards;
i) Anchor Man - Any other than the position described in rule 11; j) Footholds - Making indents in the grounds in any way before the command Pegang Tali or Take The Strain is given. 13 Disqualification 13.1 Teams will receive TWO cautions for infringements of the rules in any one pull, before being disqualified. For all infringements of the rules, a team may be deemed guilt if only one man offends. 14 Breach of the Rules 14.1 Failure to comply with any of the rules of the competition will disqualify teams from competing. 15 The Start Procedure 15.1 Each team may designate a person who is not involved in the match to be a caller. 15.2 When the referee has received the signal from both the callers that all are ready, shall then inform the teams the following verbal and visual commands. 15.3 Referees Command a) Pick up the rope b) Take the strain c) Stand By d) Pull 16 Medical
16.1 Pullers are advised not to take part in the Tug Of War competition if they have any medical history i.e. high blood pressure, heart problems, diabetes etc. and if they are on MC. Pregnant women are not allowed to take part in the competition. 16.2 Substitution can only be made after a pull when a competitor is injured. Substitutions cannot be made during the pull. 16.3 Participants are strongly advised not to pull if they are feeling unwell on day of event. 17 Protest 17.1 Any team disputing the result of a pull may verbally appeal to the referee concerned. If the team is still dissatisfied with the decision of the referee, a written appeal may be submitted to the Jury of Appeal, within 15 minutes after the result. 17.2 When the protest is lodged, the following rules shall be applied. The claim has to be :- a) Put in writing on the Official Form which can be obtained at the Technical Information Centre at the stadium, and b) Handed to the Official In Charge of the Technical Information Centre at the venue together with a fee of $50. 17.3 The Jury of Appeal will provide a written response to the protest as soon as possible. 17.4 The decision of the Jury of Appeal shall be final and no further appeal will be allowed. 18 Others 18.1 The team captain is the sole spokesperson for his team. Any pullers who confront officials may result in the disqualification of the whole team. 18.2 The Organising Committee reserves the right to change the rules and conditions of the tournament if deemed necessary and its decision on all matters of the tournament shall be final.

The Singapore Tug-of-War Association and its servants and/or agents will not be held responsible for any claims arising out of any death or injury, damage or loss, suffered or caused while attending this competition, and this includes all costs and expenses incurred as a result of such claims.
