Meeting Discussion & Decisions Welcome Jarda Martinek and Zbynek Sperat from CDV welcomed the attendees to the meeting. Basic information: Zbyněk Sperat is a new CDV employee and will coordinate outputs WP5 - Contact: zbynek.sperat@cdv.cz. Action 5.1. Coordination of transnational pilot investments All the partner cities, please pay great attention to outcomes that are part of activity 5.1. Coordination of transnational pilot investments. There are proposed terms of local workshops for each of you, to ensure proper operation of the preparation process and subsequent implementation of pilot activities. Please take a look at your outputs and write me whether the meetings have already been held, in such a case send me the minutes of meetings etc. All this can be attached to the Start Up Report. Action 5.2 Preparation of pilot investments Action 5.3 Implementation of pilot investments Information concerning the beginning of activities of individual partners. Description of activities must be completed by October 26, 2011, at the request of the JTS to close the document SUR. Request JTS: Preparation activities for the Investment of PP5 and PP6 have been described but similar information for the investment of PP4, PP7, PP8, PP9, PP10 and PP12 are missing. Please amend. The time schedule is for investments according to the final AF: PP04: 09/2011-08/2012, PP05: 04-11/2011, PP06: 04-09/2013, PP07: 04/2011-09/2013, PP08: 02-08/2013, PP09: 04/2011-06/2012, PP10: 04/2011-06/2012, PP11: 01/2012-06/2013, PP12: 04/2011-12/2012. Please better specify the state of paly for all PP s with a start date of investment activities in 2011. Currently we have the following information available: PSWE (PP4): Until now we bought one regular bike. The others will be purchased next year, at the turn of April and May 2012. It results from the need to observe the procedures resulting from the Central Europe Programme. Uherské Hradiště (PP5): Currently a call to tender for a study and a project documentation of the pilot project is being prepared. The bid-at-three will be sent during October. Pardubice (PP6): First of all the working group for investment has been set. Working group developed the assignment for the feasibility study. The

feasibility study was handed in in concept (nowdays it is completed and handed in). On the bases of this study particular location of the investment (first part) has been chosen. The concept of detailed technical plan of investment (first part of the investment) was completed. At this moment the detailed plan is being disscused with concerned authorities. Zilina (PP7) status quo: o The city of Zilina has already organized a working meeting with local stakeholders in order to prepare the pilot investments. The meeting was focused on the localization and defining the bicycle rack, which will be instaled within city. o The city of Zilina has already organized the meeting with Principals of elementaries schools in order to check the potential interest of school for installation of bicycle rack for their pupils and students. o As a result we have the number of bicycle rack which can be installed in particular elementary school. o However: The city of Zilina will start with its pilot actions in 2012 due to problems with public tendering. Under discussion with the city of Zilina, it was stated that it is not possible to keep the timetable for the implementation of bicycle racks - in a careful study of the financial manual it was found that the selection procedure is necessary in case of this contract. Indeed, the total price for all stands, which will be implemented in the course of project implementation, is calculated. Due to the long process of selection procedure, implementation of the stands is postponed to spring 2012, the beginning of the cycling season. Delays in phasing of the funds disbursement are not foreseen. Presov (PP8) will start with its pilot investments actions in 2013. It is in accordance with Application Form. Meeting of the activity 5.1 was held in Presov, October 5, 2011 - Representatives of departments of the Chief Architect, Division of Transport. The main output that resulted from it - we need to start making public procurement for planning documents this year, because the whole process (due to the amount of funding for this purpose) will take more than half a year. Planning documentation General Cycling Plan and following static cycling project, is a prerequisite for the subsequent investment and implementation phase, which will take place in the last half year of the project. Tczew (PP9) current state of the investment preparation : Investment activities in Tczew will start in next year. To the end of this year we want to do a technical plan and the inventory of the cycling situation in Tczew with maps (4.3.5). Collected materials will help us to carry out the investment. Therefore, we would like to change term of the Tczew technical plan from the year 2012 for this year. The investment "Parking facilities" will be realized in June 2012.At this moment we conduct talks with managers of schools, institutions and other organizations where bicycle parking spaces should be found. In January 2012 we will start tender procedure for the performer of given investment. Gdansk (PP10) will install safe bicycle parking in the city as a pilot investment. This action will start in 2011. It will provide a good example for installing in future more such parkings in the city. Gdansk is currently preparing a public

tender to install the bicycle parking. The tender should be completed in November / early December. Dresden (PP11) is currently preparing planning of pilot investments. We plan to install safe and comfortable bicycle parking racks near a public transport stop additional with minor infrastructural measures and labeling to increase traffic safety for cyclists. Pilot investments will be realized starting in 2012. Leipzig (PP12) prepared the pilot investments mostly to be built in the first half of 2012. Additional information on Uherske Hradiste (PP5): When checking data in the Application Form it was found that there are incorrect information stated for the city of Uherske Hradiste in the Investments. Specifically, the wrong figure refers to the completion of the "pilot investment", the date of 11/2011 is stated there. In this case it is a mistake of a formal nature. August 2013 is the correct figure: As evidence continuous outputs in Uherske Hradiste in WP5 can be used, which is currently associated with the implementation of pilot investments: 5.1.6. Organisation and attendance of local meetings with the cities representatives, the transport stakeholders and the public - 4 times per city Uherské Hradiště (M6, M10, M17, M29) 5.2.1. The feasibility study in order to provide better conditions for using bicycle in the Central City area (M11) 5.2.10. The detailed documentation of the investment realisation (5.3.16.) will be contracted and worked out by the professional (M18) 5.3.16. 1. Cycle parking facilities (racks and docks at public transport hubs), 2. New // more convenient cycle connections (bike lanes etc.). All according to a detailed study to be worked out. Budget and phasing also are scheduled according to the above outputs.
