W.C.S.S.A.A. Girls Rugby Playing Rules and Regulations 1. Date 1.1 The Waterloo County Secondary School Athletic Association Women s Rugby Schedule shall be played in the months April to June, unless extraordinary circumstances dictate a change. 2. Location 2.1 The locations of regular season and play-off games shall be determined by available facilities. 2.2 The locations of the games shall be as they appear in the WCSSAA Sport Schedule, unless extraordinary circumstances dictate a change. 2.3 Changes in game locations must be cleared through the league convenor and the chair of scheduling. 3. Competitive Divisions 3.1 There shall be one (1) competitive division. 3.2 Refer to WCSSAA Bylaw 2, Sect 2 a (iii) for age requirements. 4. League Structure and Procedures 4.1 The Girls' Rugby League will consist of 2 tiers playing 6 league games. 4.2 Tiers will be determined by final standings and results of qualifying games in the previous year. 4.3 Facilities should be set up and available for warm-up activities at least thirty (30) minutes prior to start time. 4.4 Visiting teams may not arrive at the game site more than forty-five minutes prior to starting time. 4.5 At the end of the game, players shall line up and form a tunnel. They shall applaud the efforts of the other team and shake hands with their opponents. Teams are strongly encouraged to compliment each other, coaches and the referee at the conclusion of the game. The host team is strongly encouraged to provide refreshments for their opposition and the referee at the end of the game to facilitate this positive interaction. 4.6 The coach of the home team or a designated person will report the results on game day. W.C.S.S.A.A. Girls Rugby 2 5. Playoffs 5.1 Regular league play shall determine the final standings. Victories are worth 3 (three) points, ties 2 (two) point, losses - 1 point and defaults 0 points. 5.2 The play-offs shall consist of a qualifying round, quarter-finals, semi-finals and finals. 5.3 The top twelve (12) teams from the regular season shall enter the play-offs. 5.4 If a team forfeits a game or games, and if that team is tied with other teams at the end of the schedule, then that team would be relegated to the lower standing between the teams tied 5.5 Tie-breaking procedures in final standings if two (2) teams are tied: 5.5.1 the head to head record of teams tied with each other; 5.5.2 if still tied, fewest points against; 5.5.3 if still tied, tries scored during head to head 5.5.4 win-loss against higher teams in standings; 5.5.5 If still tied, the total point differential against all common opponents with a cap of 15 points respectively. 5.5.6 if still tied, a coin toss 5.6 If there is a tie between 3 teams or more: 5.6.1 A clear winner will be established using 5.5, and placed in the standing, and then the process starts over with the remaining tied teams. 5.7 The teams from Tier 1 will be ranked based on regular season record. The top four or more teams from Tier 2 will be ranked based on regular season record to fill out the twelve teams. 5.8 Qualifying round games will be: 1st, 2nd, 3rd and 4th place teams have byes Game A Team 12 at Team 5 Game B Team 11 at Team 6 Game C Team 10 at Team 7 Game D Team 9 at Team 8

Girls Rugby 3 5.9 Quarter Final games will be as follows: Game E Winner D at Team 1 Game F Winner C at Team 2 Game G Winner B at Team 3 Game H Winner A at Team 4 5.10 Semi-Final games will be at a site determined by the Chair of Scheduling and will be as follows: Game I Winner Game H vs Winner Game E Game J Winner Game G vs Winner Game F 5.11 Championship Game will be played at a site determined by the Chair of Scheduling and the Championship Committee Winner of Game J vs Winner of Game I 5.12 If necessary for a 3 rd CWOSSA entry: Loser of Game J vs Loser of Game I 6. Expenses 6.1 During league play the referees will be paid at the end of the season by the WCSSAA billing process. 6.2 Expenses for the championship will be split by the participating teams if played on a neutral field. 7. Eligibility 7.1 Each competitor must be eligible under the rules and regulations by WCSSAA. 7.2 Refer to WCSSAA Bylaw 2, Sect 2 for individual eligibility. 8. Entries 8.1 Entries shall be accepted from coaches or designates only. 8.2 A team s eligibility list must be received by the league convenor before the first league game. 8.3 Coaches may revise their eligibility list during the season.

Rules and Officials 9.1 The official rule book governing play shall be Laws of the Game, rule book of the Rugby Football Union with modifications for high school competition as distributed by the convenor. 9.2 Exceptions to the rulebook are as follows: 9.2.1 all games will be 25 minute halves. This includes playoff and regular season games. 9.2.2 mouth guards are mandatory; 9.2.3 players who are sent off by the referee may not be substituted and are suspended from the next league game. Such a case must be reviewed by the league convenor. 9.2.4 players who are sent off by the referee twice in a season are suspended from league play and playoffs for the remainder of the current season and the entire next season, including playoffs. After this suspension, the player must be interviewed by the convenor before she can return to play. The WCSSAA executive will be informed of these decisions and will be included in the process as needed. 9.2.5 it is the responsibility of the coach to inform the league convenor of any sendoffs. 9.2.6 when a player is yellow carded and sent off into the sin bin, the sin bin duration should be 7 minutes in league games and 10 minutes in playoff games. 9.3 The tie-breaking procedures in playoff games will be decided in a maximum of 4 sudden death overtime periods playing 15-a-side with each period being 5 minutes in length. Choice of ends will be determined by a coin toss. 9.3.1 If there is a tie after the 4th overtime period, the following procedure shall be followed: best of three (3) kicks (order determined by a flip of a coin by the referee) by three (3) players for each team that were playing in the game immediately before the game ended. These kicks shall take place from the following spots: a) first, from the left side 15 metre line and 22 metre line intersection b) second, from the middle of the 22 metre line c) third, from the right side 15 metre line and 22metre line intersection. 9.3.2 If still tied after three kicks by each team, single sudden death kicks shall be attempted by a player from each team that was on the field at the end of the tied game. These sudden death kicks shall be taken in the same progression as a-c above.

Uniforms and Equipment 10.1 The home coach shall be responsible for preparing the playing field and providing the game ball. 10.2 Fields shall be clearly marked according to the R.F.U. Handbook. 10.3 Should a colour conflict occur between team uniforms, the home team must wear a second set of uniforms or markers. 10.4 Official numbers (0-99) must appear on all uniform shirts 11. Awards 11.1 The WCSSAA trophy shall be presented to the championship team. 11.2 Each member of both the winning team and finalist shall receive a WCSSAA plaque. 12. Deportment 12.1 A staff member from each school represented must be present and responsible for the behaviour of his/her students. 12.2 Players are not permitted to wear face paint. 13. Safety Procedures 13.1 It is the responsibility of each coach to provide for medical needs in accordance with School/Medical Regulations. 13.2 Coaches shall provide all consumable medical supplies for their athletes. 13.3 Each school must have a First Aid Kit on site during competition. 13.4 Each school should have a safety procedure to follow and there should be access to a telephone for emergency use. 14. Jury of Appeal 14.1 The procedure for all protests, complaints and suspensions is outlined in Bylaw 2, Section 5 of the WCSSAA Bylaws. 15. Length of Season 15.1 The training and competitive seasons for rugby shall be from March 1st until the conclusion of the OFSAA Tournament.

Coaches Meeting 16.1 There will be one (1) pre-season meeting held prior to the start of the regular season. 16.2 There will be one (1) post-season meeting held before the end of June. 16.3 Voting at the meetings will be limited to one (1) vote per school. Representatives must be present at the meeting to vote. 16.4 A majority of votes will rule. 17.
