TO: AIBA National Member Federations DATE: June 12, 2011 Dear Presidents and Secretaries General, It is my great pleasure to extend an invitation to all AIBA National Member Federations to participate in the AIBA World Boxing Championships which will be held from September 22 October 10, 2011 in Baku, Azerbaijan. Following the success of the AIBAA World Boxing Championships Milan 2009 with a record of participants, an even higher number of boxers is expected in Baku. As the qualifying event for the London 2012 Olympic Games, there will be many Olympic medal dreamers displaying an outstanding level of boxing to secure a place in London. AIBA would like to welcome you in the stunning city of Baku, capital of Azerbaijan, to show case the highest level of talent in boxing. 4. COMPETITION VENUE Name: Sport & Exhibition Centre Location: Baku, Azerbaijan 5. ELIGIBILITY OF BOXER AND WEIGHT CATEGORIES Age Classification: Weight Classification: Boxers who were born between January 1, 1977 December 31, 1994 are eligible to participate (ages 17-34) 10 Weight categories as follow: 46kg 49 kg, 52 kg, 56 kg, 60 kg, 64 kg, 69 kg, 75 kg, 81 kg, 91 kg, 91+ kg 6. NUMBER OF ROUNDS Three (3) rounds of three (3) minutes, one (1) minute rest between rounds. 7. SCORING SYSTEM AIBA Scoring System will be used 8. REFEREES AND JUDGES All Referees & Judges will be selected and appointed by AIBA. Any national federation cannot send their own R&Js to this event. 9. REGISTRATION A. Boxers: AIBA affiliated National Federations can send only one (1) boxer in each weight category who is already registered in the AIBA database One (1) reserve boxer per weight category may be entered in the final entry form. It is also permissible for a nation to substitute one (1) boxer for another at any time up to the close of the General Weigh-In and the Medical Examination, provided that the substitute boxer has been entered as a reserved one for that weight category or any other weight category. All other cases of substitution shall be finalized the day before the General Weigh-In. Number of Team Officials: Each team can have the following number of officials in its delegation: o 1-3 boxers: 2 coaches o 4-7 boxers: 3 coaches o 8-10 boxers: 4 coaches All coaches must have the AIBA certification which AIBA will check at the time of registration as without the AIBA certification, they will not be allowed to enter this event In addition, each team may be accompanied by one (1) team manager, one (1) team doctor and one (1) physiotherapist Only coaches and boxers are allowed to enter the boxers change rooms 10. REQUIREMENTS A. All Boxers must bring the following items to the General Weigh-In: Record Book with annual medicals duly completed Passport Accreditation Card B. Each Team Delegation must bring the following: National flag 1 x 1.5 m National Anthem on MP3 or CD C. Boxer s Uniform: Each boxer must bring two sets of uniform The colors of these two sets of uniform must be completely different 11. BOXING EQUIPMENT AIBA will provide its licensed boxing gloves, headguards and hand bandages to all boxers for all bouts through LOC. Both boxing gloves and headguards are compulsory official items which all boxers must wear, not their personal ones. 12. TRANSPORTATION A. Airport Reception: All participants will be welcomed at Baku Airport
B. Ground Transportation: There will be a welcome desk to guide all teams to the ground transportation at each team hotel LOC will provide local transportation between Hotel, Competition Venue and Training Venue(s) during the Championships Period LOC will also provide local transportations for all delegations departures 13. ACCOMMODATION A. Room Rates for Team Delegations are as follows: For single occupancy (1 person per room) For double occupancy (2 persons per room) For triple occupancy (3 persons per room) US$ 100 per person, per day, including 3 meals US$ 80 per person, per day, including 3 meals US$ 60 per person, per day, including 3 meals B. Payment of Hotel Room Charges: All delegations must pay the full room charges at the time of registration in CASH and US$ only as the Organizing Committee will not be able to accept any other form of payment On arrival, the team delegations must make the full payment for the entire Championships period September 22 to October 9, 2011 Delegations will not be able to receive accreditations and hotel room keys if they do not make the payment in full C. Check-In and Check-Out: The room rates provided for the competition only apply from September 22 to October 10, 2011 Team Delegations staying at the hotel outside of the Championships Period must pay a room rate of US$ 150 per person, per day, including 3 meals. D. Extra Team Officials: No Extra Team Official is allowed to stay at the Team Delegation Hotel LOC assistance can only be given in finding rooms in a different hotel than the Team Delegation Hotel Extra Team Officials: o US$ 150 per person, per day, including 3 meals
14. INSURANCE All participants are requested to get their own travel and medical insurance. LOC will provide the liability insurance only at the Competition Venue for all participants. 15. MEDICAL CARE The LOC will provide medical care and first-aid during the entire event to all participants who suffer from a sport injury (contracted during the event) 16. DOPING CONTROL Doping control shall be conducted in accordance with the AIBA Anti-Doping Rules and following the World Anti-Doping Code under the supervision of the AIBA Medical and Anti-Doping Sub-Commission 17. MEDALS Gold, Silver and 2 (two) Bronze Medals will be awarded to the winners in each weight category 18. TRAINING FACILITY LOC will provide required training facilities (information will be provided upon arrival) 19. REGISTRATION FORM A. There will be two stages in the registration process: o Submission of the Registration Form to AIBA. The deadline for the registration is Friday 15 July, 2011. o Submission of the on-line Registration to AIBA. The on-line registration system will be available from Friday 15 July, 2011. The deadline for the registration is Friday, August 20, 2011 (*) AIBA will not accept any late registration passed this deadline. B. No pre-registration form is required. Therefore, please complete the attached Registration Form or submit all necessary information through the on-line Registration system after July 15, 2011.
20. VISA LOC will provide its assistance to all delegations on Visa matters. 1. The team delegation in the country with the Azerbaijan Embassy must ensure to apply for Visas prior to travelling 2.
