2014 DEVELOPMENT COMPETITION License number 3SW4094 Under ASA Laws and Technical Rules General Conditions: 1. The current Dorset County ASA General Competition Conditions will apply as published in the ASA South West Region Handbook and on the Dorset County ASA website, unless inconsistent with the conditions which follow. All entrants must accept these conditions. 2. Swimmers competing in any other County Association s Competition in the same year are not eligible to compete in the 2014 Development Competition (the Competition), or any event covered by the Dorset General Competition Conditions. 3. The following conditions will apply to ALL swimmers entries: a. All competitors must have an ASA registration number and have been registered through their Club as an ASA Category 2 swimmer. No entry will be accepted without the swimmer s current ASA registration number. b. Swimmers who have applied for ASA membership and are awaiting receipt of a registration number may enter the Competition provided a photocopy of the registration form is submitted with the entry form; otherwise the competitor s entry will not be accepted. c. Swimmers with a Functional Ability Card or Certificate of Swimming Disability may enter the Competition. d. ASA or IPC Official Times must be submitted for all individual events entered. e. ASA/IPC Official Times must have been achieved in an event held under ASA Laws and Technical Rules or IPC Rules from which an individual Official Time has been recorded. f. All submitted entries must be made using Short Course times or those converted from Long Course times using approved ASA conversion tables. g. Non-ASA or IPC Official Times will not be accepted. h. ASA or IPC Official Times outside of Ranx will not be accepted without the event, date and venue at which the Official Time was achieved being declared. i. All ASA/IPC Official Times must be certified by an officer of the swimmer s club. j. Entries received will be subject to satisfying the relevant qualifying standard as specified in the Competition or, if space permits, the relevant consideration standard. Entry times outside of the consideration standards will not be accepted. k. The Competition is run as Integrated Competition. Entries will be seeded on submitted times, the slowest time swimming first. Disability swimmers will compete in the appropriate time ranked heat. l. The Promoter may request validation of any stated ASA or IPC Official entry time. m. All Ranx entries must comply with 3(a-h) above. Non-Ranx entries from Clubs not using Ranx must ensure that the conditions stated at 3(a h) above are given fully. Any entries not complying with 3(a-h) above or are found to be incorrect or ineligible shall be void and the entry fee forfeited. 4. All official entry times submitted must have been achieved between the first day of the preceding year s Dorset Development Competition and the applicable closing date of this year s Competition. Submitted entry times achieved outside of this specified period will not be accepted. 5. All entries must come from the Club Entries Officer and not individuals. 6. Entry for members of Clubs using Ranx will be by invitation in advance of the closing date. On receipt of Ranx data, Clubs will receive a schedule of invited entries for swimmers with ranked times in accordance with clauses 3(a-h) and 4 above, and the stated qualifying/consideration times. Ranx Clubs Entries Officers are required to confirm individual entries with the Meet Co-ordinator by the appropriate closing date of the Competition. 7. All individual entries must be received by the applicable closing date as a whole Club entry together with the correct entry fee and, if appropriate, the administration fee. A single cheque payable to Dorset County ASA must be sent with each Club s entry. No entries will be accepted after the applicable closing date. 8. Entries submitted without the correct entry fee, entry forms, administration fee and health declarations incorrectly completed where applicable will be returned. 1

9. Only Clubs without access to the Ranx system may submit entries in an acceptable alternative format. Clubs with access to Ranx submitting alternative format entries will be subject to an administration fee of 10 for 50 or less entries and 10 for every 50 entries thereafter. 10. A single cheque will be made to each club for any refunds for rejected entries from that Club after completion of the Competition. 11. All Clubs will receive a schedule of accepted entries immediately prior to the Competition, the details of which should be checked and any discrepancy notified to the Meet Co-ordinator by the date specified by the Meet co-ordinator. Discrepancies received after this date cannot be rectified. Any rejected entries will be listed. Swimmers who are not listed on the official confirmation of accepted entries will not be permitted to compete. 12. Improved entry times will not be accepted after the closing date. 13. Requests for time trials will not be accepted at any time. 14. The Competition will run with pre-seeded heats according to clause 3(k) of the General Conditions. No entry cards will be issued and no secondary registration on the day is required. Empty lanes due to withdrawals on the day will remain vacant. 15. Failure to appear in the designated heat will cancel any right to compete in that event. Swimmers who have failed to appear in the designated heat may be allowed to swim in unallocated lanes in the same event at the Referee s discretion. This shall be on a firstcome first-served basis. 16. All competitors will be placed with the exception of any swimmer disqualified. 17. No refunds will be made for withdrawals after the closing date unless on medical grounds for which a medical certificate is required to be submitted to the Meet Co-ordinator no later than seven days prior to the first day of the Competition. Requests for medical refunds not received seven days prior to the first day of the Competition will not be considered. 18. The Official Promoter of the Competition is the Dorset County ASA Swimming Committee through Mr S Platts. The Swimming Committee has set all conditions of the Competition and any enquiries in the first instance should be directed to the Promoter via the swimmer s Club Entries Officer, as follows: Mr S Platts, 4 Kinson Grove, Bournemouth, Dorset BH10 7JA. 19. The Swimming Committee has delegated the running of the event to a Meet Co-ordinator. Entries should be sent to the Meet Coordinator by the applicable closing date, as follows: Mrs D Gibbs, 22 Stibbs Way, Bransgore, Christchurch, Dorset BH23 8HG. 20. The date and events for the programme of this year's Competition are as printed in the 2014 Entry Conditions. 21. The Promoter reserves the right to alter or amend the Programme. 22. All competitors are required to observe all safety announcements and conduct themselves with safety in mind at all times. Doors will be open and warm up start approximately 45-60 minutes before the gala is due to commence (swimmers should check the current programme for details). Swimmers will not enter the hired area until the Referee gives permission. The Referee is responsible for all aspects of health, safety, and fair play in the area hired by DCASA and can halt the competition at any time if there are any perceived risks to the health and safety of, and fair play with regards to, competitors, officials, meet organisers or spectators. 23. Any swimmer or coach requiring wheelchair access MUST, if it is a requirement of the host leisure centre, ensure that the leisure centre approves this in advance with the swimmer or coach and a Personal Evacuation Plan is agreed with the leisure centre and submitted to the Referee prior to the start of the gala. 24. It is the responsibility of each Club s Committee to ensure that their Coach, Team Managers and Warm-Up/Warm-Down Marshals are responsible for their swimmers on the poolside, including behaviour, dress and code of conduct towards other competitors, officials and meet organisers at all times. 25. The use of a warm-down facility is made available to swimmers ONLY if supervised by one of their Club officials with a poolside pass. The facility will be withdrawn if the use is unsupervised or if deemed to be a risk to health and safety. 26. A warm-down facility may not be used for warm-up or training purposes. 27. In line with recommendations in the ASA Child Protection Policy, the Promoter requests that persons wishing to engage in any video, zoom or close range photography from the spectator areas register their details with DCASA Staff at the spectator entry desk before carrying out such photography. Anyone not complying will be asked to leave the spectator gallery. Requests for photography on poolside must be agreed with the Promoter in advance. The leisure centre may have its own local regulations on this subject, which may supersede this condition and must be complied with. 28. Flash photography at the start of a race is prohibited. Anyone not complying will be asked to leave the spectator gallery. 29. Dorset County ASA reserves the right to take and publish still or video photography during the meet. Any request not to be photographed MUST be documented on the swimmer s Health Information Form and be received by the Promoter before the Competition commence. 2

2014 DEVELOPMENT COMPETITION ENTRY CONDITIONS & INFORMATION 1. Dates (a) Competition: Saturday 5 July and Sunday 6 July 2014 (b) (c) Entries closing date: Friday 6 June 2014 (midday) Ranx submission dates: Friday 25 April 2014 + Friday 6 June 2014 (midday) 2. Age Groups (a) Age Groups will be based on age on the last day of the Competitions. (b) Age Groups will be based on age as at 6 July 2014. (c) Age Groups are: A (9yrs); B (10yrs); C (11yrs); D (12yrs); E (13yrs); F (14yrs); G (15yrs); H (16-18yrs). 3. Entry fees 5 per event 4. Events As a requirement for the ASA to grant a licence for these Competitions, all events and distances are as defined by the ASA. 5. Entry Times This event is a Level 3 Licensed Meet and therefore subject to upper Cut-Off times and lower Consideration Times. The upper Cut-off Times used for this Competition are the published Consideration/Qualifying Times set for the ASASWR Youth and Age Group Championships 2014. For events not included in those Championships, Cut-off Times have been set using the ASA Regional (AA) Qualifying Times Graded Table, and Consideration Times using the ASA Club (B) Qualifying Times Graded Table +10%. (a) Cut-off Times i. Swimmers entering this Competition must not have achieved a time that is faster than the time indicated in the Entry Times schedule. Entry times that exceed the upper Cut-off Times indicated will be rejected. ii. Any swimmer that exceeds the upper Cut-off Time during the competition will not be disqualified from that event. iii. There will be no Cut-off Times for the 9 years age group. Acceptance for entry into all events for this age group will be in accordance with clauses 5(b), 6(b) and 6(c). (b) Consideration Times Swimmers achieving DCASA County Consideration Times must submit entries on the appropriate entry form with the correct fee. Entries within the consideration standard will be accepted as time permits. Entry times outside the consideration standard will not be accepted. (c). 6. Exclusions Swimmers with a registered Functional Ability Card or Certificate of Swimming Disability i. Swimmers with a registered Functional Ability computer printout or Certificate of Swimming Disability achieving DCASA Disability Consideration Times must submit entries on the appropriate entry form with the correct fee and, for Functional Ability swimmers, their classification. Entries will be accepted as time permits. ii. Functional Ability/Disability classification MUST be declared along with the entry time. The computer printout or certificate MUST be presented to the Referee before any swim to which it applies or Functional Ability/Disability classification cannot be recognised. (d) Male/female 400m Freestyle events Acceptance of entries in these events will be restricted to swimmers with the fastest submitted times. The maximum number of heats in each of the events will be limited by the time available. (e) Specified competition period Submitted times must have been achieved within the specified period of 6 July 2013 to 6 June 2014. (a) National Qualifiers Swimmers with a National Qualifying Time in ANY event are excluded from entering ALL events in this Competition. 3

Swimmers who have entered the Dorset Development Competition and achieve a National Qualifying Time in any event before or after the closing date of this Competition must advise the organiser and withdraw from the Competition, in which case all entry fees will be refunded. (b) Regional Age Group Qualifiers/Youth Consideration Times Swimmers who have achieved a 2014 Regional Qualifying Time, or have achieved a time equivalent to the published Regional Qualifying Time for 2014 within the competition period specified for this Competition, are excluded from entering the same stroke/distance in this competition regardless of age group, and regardless of whether the swimmer has participated in that event at a regional championships. Youth swimmers who have achieved Regional Consideration Times may only apply to compete in those events at this Competition if they were rejected from the regional championships in the same year. (c) County Medalists Swimmers who finished in first, second or third place in an event at the 2013 Dorset County Championships are excluded from entering the same stroke/distance in this Competition. (d) Eligibility Receipt of an invitation to enter an event does not infer eligibility. It is the swimmer s responsibility to withdraw from an event or the Competition (as applicable) for which they have received an invitation and for which they are ineligible on grounds of national or regional qualifying times, or being a County medalist. Any swimmer entering an event for which they are ineligible will be expected to return any award associated with that event, and will forfeit the entry fee. 7. Heat Declared Events All events will be Heat Declared Winner (HDW). There will be no Finals. 8. Skins Entry to Skins events will be offered to the fastest eight swimmers of the 50m Freestyle and 50m Backstroke HDW events. Swimmers must confirm with the competition recorders their intent to compete in or withdraw from the Skins within 30 minutes of the end of the session in which the heat swim took placed. Failure to confirm intent to compete in Skins events within the allotted time will mean automatic withdrawal from the event and a reserve swimmer will be called as a replacement. 9. Awards 10. Presentations (a) HDW events i. Male and female age bands for the purposes of awards in these Competitions are: 9 yrs, 10 yrs, 11 yrs, 12 yrs, 13 yrs, 14 yrs, 15 yrs, and 16-18 yrs. ii. Medals will be awarded for first, second and third places in each HDW event in each of the designated Age Groups. iii. Medals will be awarded to the top three placed disability competitors in each event. Placing shall be determined on a multi-disability basis of the three swimmers in each sex who either break the World Record by the greater amount or are nearest to the World Record within their own classification. If less than four swimmers participate in any one event then the minus one ruling shall NOT apply. iv. Swimmers may collect HDW events medals from the Presentation Table once the results have been announced. There will be no formal presentation of HDW events medals. (b) Skins events Medals will be awarded for first, second and third places. Awards will be presented immediately after the event. (c) Individual awards i. An award for the Fastest Girl of the Day and Fastest Boy of the Day based on GB(BAG) points for the single fastest swim on each day of the competition will be presented in accordance with the published timetable for the Competition. ii. An award for the Most Improved Girl and Most Improved Boy based on the highest percentage improvement on submitted time for an event as specified below will be presented in accordance with the published timetable for the Competition for the following categories: Most Improved Distance Swimmer (400m Freestyle) Most Improved Middle Distance Swimmer (200m Freestyle) Most Improved Medley Swimmer (100m or 200m Individual Medley) Most Improved Form Swimmer (200m Breaststroke or Backstroke or Butterfly) Most Improved Sprinter (50m or 100m events) (d) Club awards i. A trophy for Top Development Club calculated from Club Team Points will be presented at the end of the Competition. ii. A trophy for Most Improved Club calculated from the average percentage improvement of the total number of entries of each Club will be presented at the end of the Competition. (a) Presentations will only be made to recipients wearing suitable poolside club clothing and which complies with the current ASA Child Protection Policy. (b) Trophies, medals and awards will only be presented to recipients who have won those awards. (c) The Promoter reserves the right not to present awards if the recipient does not comply with clause 10(a) and 10(b) or who does not make themselves available in a timely manner for presentation. The Promoter s decision is final. 4

11. County trophies (a) County trophies shall be held by the winner (or in the event of a minor, by the winner s parent/guardian) as bailee for Dorset County ASA. (b) Trophies shall be returned engraved and in a clean condition at the request of the Trophies Controller or a Dorset County ASA Executive Officer and no later than 11 months from the date of the relevant competition, whichever is the sooner. (c) Failure or late return of a trophy as requested shall attract a fine, declared annually by the Principal County Officers. Any fine shall be the responsibility of the individual or, in the case of a club/team trophy, the club/team shall be responsible. (d) Engraving of trophies is the responsibility of the individual or, in the case of a club/team trophy, the club/team. Trophies that are not returned suitably engraved shall be engraved by Dorset County AA at the expense of the individual, club or team concerned. Any individuals/clubs in arrears for engraving costs must resolve outstanding debts before participating in future County competitions. 12. Club Team Points Points will be awarded for all entered teams for Team Relays and for all individual swimmers placed first to eighth in their respective Age Groups as follows: 1 st place = 8 points descending to 1 point = 8 th place. Where a swimmer has dual recognition, he/she may represent only one Club, which shall be the Club named on the entry form. Team Points will be displayed at strategic times throughout the Competitions. 13. Code of Conduct All swimmers shall comply with the DCASA Code of Conduct and the County further reserves the right to take disciplinary action against the swimmer(s) concerned and/or the swimmers Clubs. 13. Health Declaration To ensure that adequate safety procedures and protocols are observed, and the safety and well-being of all swimmers, all associated medical conditions must be declared on a Health Information Form together with the management plan for the condition. The Declaration shall be made by the swimmer/parent/guardian for the sole use of those persons with responsibility for health and safety during the Competitions. The content of the declaration will remain confidential. The forms of those swimmers who competed in the Dorset County Integrated BAGCats, Championships and Age Group Competition 2014 will be held on file until completion of the Dorset County Development Competition 2014. A Dorset ASA Competitors Declaration Form must be submitted for all swimmers who did not compete in the 2014 Competitions. 14. Poolside Personnel Only duly authorised personnel, and including any person accompanying a swimmer with a Functional Ability Card or Certificate of Swimming Disability, who are registered on the ASA/Clubs Child Protection Lists and competitors shall be allowed poolside. 15. Spectators Entry will be free and subject to the limit of accommodation at the respective venue. There will be a charge of 5.00 for spectator programmes. 5
