World Volley F É D É R A T I O N I N T E R N A T I O N A L E DE VOLLEYBALL Working together for continued success Official Bulletin No. October 008 Edition in English News World League Council selects Argentina, Netherlands to replace Spain, Egypt in 09 The FIVB World League Council at its annual meeting chose Argentina and the Netherlands to replace Spain and Egypt in the 009 edition of FIVB s flagship annual Men s Volleyball tournament after the latter two national teams were ruled to have the lowest attendance record among the 008 participants. Mr. Jizhong Wei, FIVB President A T the end of the first month of my four-year mandate as FIVB President, I believe that in taking our organisation forward it is imperative the responsibilities of overseeing the administrative duties of the FIVB are shared among the members of the Executive Committee. Indeed, I am expanding on the maxim that two minds are better than one and charging each member of the Executive Committee with the task of using their knowledge and expertise to manage the different FIVB Commissions, Councils and activities. First Executive Vice President Cristóbal Marte Hoffiz will assist me in administrative duties of FIVB marketing matters, Television and New Media, Press and Legal Commission and finance matters with André Meyer (who will also oversee the Referees and Rules Commissions) and Sivanthi Adityan. Second Executive Vice President Theofanis Tsiokris will assist with the Sports Event Department, helped by Habu Ahmed Gumel. Ary Graça will assist on Beach Volleyball matters with Vicente Araujo (also Development Commission President), Aleksandar Boricic will help with Technical and Coaching Commissions, Dr. Amr M. Elwani with Medical Commissions, Rita Subowo with the International Olympic Committee relationship and Dr. Saleh Ahmad Bin Nasser with political matters. Francesco Franchi and Masao Tachiki will follow up all the administrative duties of the World League and World Grand Prix Councils in their roles as Council Presidents. I am sure that working together in this way will ensure the continued success of the FIVB. Mr. Jizhong Wei, FIVB President In accordance with a decision made at the 007 FIVB World League Council meeting approved by the Board of Administration, countries with a poor attendance record are liable to be replaced by other national teams wishing to take part in the World League. The other teams set to take part in the 16-team World League in 009 are 008 winners USA, eight-time champions Italy, seven-time winners Brazil, Poland, Finland, Venezuela, China, Russia, 008 runners-up Serbia, Japan, Cuba, Bulgaria, France and Korea (pool composition on page ). The Final Round is set for July -6, 009, with no changes to the current World League formula. The host country of the Final Round will be decided in one month s time, with concrete proposals received from Serbia, USA and China. The 009 World League will be the 0th anniversary of the competition. The match schedule is to be confirmed by the FIVB sometime in October after the confirmation of cities and venues. At its annual meeting, the World League Council produced a glowing assessment of the 008 edition of the competition, which culminated with a successful Final Round in Rio de Janeiro. There were,080 hours of television coverage worldwide (excluding news coverage), with 5 percent of it live match coverage. The gold-medal match between USA and Serbia was broadcast in more than 100 countries. Volleyball women Final two places in 009 FIVB World Grand Prix up for grabs at Asian qualifier With 10 of the 1 national teams now qualified for the 009 FIVB World Grand Prix, the remaining two places were set to be decided at the upcoming Asian Women s Cup Volleyball Championship that ran through October 1-7. Japan, China, bronze medallist at the recent Beijing Olympic Games, Korea, Kazakhstan, Taiwan, Vietnam, Australia and hosts Thailand were scheduled to compete in the Asian qualifier in Thailand. With Japan and China already qualified for next year s World Grand Prix, the top two teams besides these two would advance. The 007 World Grand Prix champion Netherlands made sure of their place at the 009 edition of FIVB s annual women s competition featuring the world s best players by winning the European qualifying competition in Omsk, Russia, in late September. the first since 00 after failing to qualify in Omsk. Poland is the fourth and final European qualifier having been guaranteed a place as the FIVB wild card. Brazil, USA, Dominican Republic and Puerto Rico are the other teams already qualified. The final 1 teams for the World Grand Prix will compete over a four-week period in July and August. The Preliminary Rounds are set for July 1 to August 16, including a stop in Brazil for the first time, and the Final Round, involving hosts Japan and the top five teams from the preliminaries, will be from August 19- in Tokyo. Russia and Germany also booked their places in next year s competition behind the impressive Dutch team. The 007 FIVB World Cup winners Italy will miss out on competing in the World Grand Prix for Manon Flier spikes (cont.) A new re cord was set for World League attendance. A total of 665,000 spectators attended the 106 Intercontinental and Final Round matches, beating the 001 record of 649,000. The top three countries in terms of attendance were Brazil with 77,50 spectators, Cuba with 66,746 and Venezuela with 60,500. Once again, more than USD 0 million Prize Money was distributed among the 16 competing teams. FIVB Commissions fivb Commissions come together in Lausanne The FIVB commissions convened in Lausanne in September for their yearly meetings. During the productive sessions, chaired by new FIVB President Jizhong Wei for the first time, a number of internal decisions and proposals for the Board of Administration were made. World League Council A small working group will be created in order to study future criteria to eliminate and enrol participants and also consider ideas to revamp the event for the next edition of the World League, the competition s 0th anniversary. The group shall work during October and The month of September represents the beginning of the decisional process for the FIVB. The Commissions proposals are summarized, submitted to the Board of Administration and then to the World Congress for final approval or veto. TV and New Media Commission A priority for the TV and New Media Commission is to improve the FIVB video archives to preserve the history of the organisation. The TV and New Media Commission also discussed the possible use of Hawk-Eye (a computer system that can be used to track the path of the ball and assist on close line calls) and will consider testing the system at an upcoming event. It was also proposed to produce a manual with guidelines for TV production standards so every TV broadcaster can reach the standards of the best TV companies. The use of electronic advertising panels is to be carefully studied as it is a potential distraction to players. Another proposal is to distinguish the three-meter attack zone on court with different colours. An FIVBendorsed Volleyball video game was also mooted. The 008 Press Commission The Executive Committee meets Press Commission There were a number of proposals raised by the Press Commission that will be presented to the Board of Administration including the FIVB hiring professional photographers for all FIVB events, to have two Press Delegates in the Control Committee when the competition has two venues, for Press Directors named by the local organisers of FIVB events to be journalists with fluent English. The Press Commission also wants to pay more attention on the press matters of Youth and Junior competitions. The Press Commission has proposed that the FIVB organise a yearly gala celebrating the best Volleyball and Beach Volleyball players, with trophies presented to the winners. FIVB Sports Events Council agrees on continental quotas for Junior and Youth World Championships The FIVB Sports Events Council has agreed that starting from 009 there will be a minimum of two vacancies per continent in each category of the Junior and Youth Volleyball World Championships. The remaining vacancies are to be distributed in accordance with the number of teams from each continental confederation registered for the event, the rank of the registered national teams and continental confederation activities. The host country of the World Championship should be included in the number of vacancies allocated to a continent. The 009 Men s Junior World Championship will have two vacancies for Africa, three for Asia, six for Europe, three for Norceca and two for South America. The 009 Women s Junior World Championship will include one country from Africa (only one team has registered), three from Asia, six from Europe, four from Norceca and two from South America. The 009 Boys Youth World Championship will be made up of three slots for Africa, three for Asia, six for Europe, two for Norceca and two for South America. The 009 Girls Youth World Championship will include two places for Africa, three for Asia, six for Europe, three for Norceca and two for South America.

FIVB Commissions November and give its conclusions before the end of 008. The medical commission reported a strong increase and follow up of doping tests by FIVB in 008 and a strong increase in out of competition tests by WADA. Development Commission The Development Commission focused on the key development areas of FIVB, the work of Development Centres and new locations for the centres in the future. A new Centre of Excellence is to be introduced in Japan. Referee Commission The major product of the year and the highlight of the Referee Commission was the follow-up to the new rules text for 009-01 that was introduced after the 1st World Congress in Dubai and The 008 Sports Events Council thoroughly discussed at the Commission meeting. The Commission also reported on all major FIVB competitions in 007 and 008 and also on individual confederations. Issues such as the referee s ethics code, referee health guidelines, the electronic score sheet and manual and the 008 Olympic Games were discussed as well as the results of all the referees courses in 008. Technical Commission The Technical Commission introduced and discussed the latest technical evaluation of the 008 Olympic Games (available online from February 009) along with issues involving improvements of the FIVB technical website by adding new teaching material for use by National Federations, coaches and officials. Coaches Commission The Coaches Commission analyzed need for coaching support for the 010 World Championships as well as studied all the courses that took place in 008. A new instructors manual and instructors refresher course are to be introduced and conducted in 009, jointly with the Technical Commission. Legal Commission The Legal Commission studied the decisions taken in the FIVB Board of Administration and the Congress regarding the limitation of two ITC players on the court. Regarding the International Volleyball Tribunal, the FIVB Congress in Dubai in June 008 had submitted some modifications of the IVT statutes for Legal Commission review before final application. IVT President Mr. Libertario Pérez Rodriguez and Disciplinary Committee President Mr. Bruno Manzella had provided the Commission their proposals with detailed reasoning. The Legal Commission decided on making small modifications. The 008 Medical Commission 4

MEN & WOMEN 008 SWATCH FIVB World Tour Brazilians sweep gold medals at Mallorca, Myslowice, Guarujá Harley Marques and Pedro Salgado won gold at the men s Mallorca Open in Spain and the KIA Open by Banco do Brasil, while Salgado s sisters Carolina and Maria Clara Salgado won gold at the women s Myslowice Open and Vivian Cunha and Larissa França claimed gold at the women s KIA Open by Banco do Brasil as the Brazilian pairs enjoyed a bonanza on the SWATCH FIVB World Tour in September. Carolina and Maria Clara joined their mother (Isabel) and brother as gold-medal winners on the SWATCH FIVB World Tour as the Brazilian sisters won the Polish Brazilian Larissa Franca spikes as Agatha Bednarczuk watches stop in Myslowice. At the $175,000 event, the fourth-seeded Salgados defeated seventh-seeded Katrin Holtwick and Ilka Semmler of Germany 1-17, 19-1, 15-7 in the 56-minute gold-medal match. In the bronze-medal match, fifth-seeded Nila Ann Hakedal and Ingrid Torlen of Norway scored a 14-1, 1-16, 15-10 win in 58 minutes over third-seeded Sona Novakova and Tereza Tobiasova of the Czech Republic. Brother Salgado followed his sisters to the top of the podium on the Mediterranean island of Mallorca by teaming with Harley Marques to capture an FIVB gold medal at the USD 175,000 event. The third-seeded Harley and Pedro defeated eighth-seeded compatriots Benjamin Insfran and Franco Neto 1-18, 1-17 in 47 minutes to advance to the finals were the Brazilians posted a 1-18, 1-18 win in 4 minutes over David Klemperer and Eric Koreng. This was Pedro Salgado s eighth SWATCH FIVB Brazilian Harley Marques digs World Tour gold medal, while the Salgados mother claimed a 1994 international Beach Volleyball title in 1994 with Roseli Timm on South Beach in Miami. For the bronze medal, Benjamin and Franco out-lasted Germans Jonas Reckermann and Mischa Urbatzka 17-1, 5-, 15-1 in 75 minutes. the Praia da Enseada centre court. The Germans shared $19,500 for second. It is an honour to be the best team on the FIVB tour, said the -year-old Pedro, who has won the most SWATCH titles for a player his age. Harley played very well today and deserved the most outstanding player award. He brings a lot of energy to each match. Vivian Cunha and Larissa França won the women s KIA Open by defeating Agatha Bednarczuk and Shaylyn Bede 1-1, 9-7 in the 49-minute all-brazilian goldmedal match. With four Brazilian women s teams in the medal round, Shelda Bede and Ana Paula Connelly captured third place by defeating the Salgado sisters 1-17, 1-18. Playing without the injured Juliana Felisberta Silva as her partner in a SWATCH FIVB World Tour event for the first time since March 004, Larissa captured her nd international women s Beach Volleyball gold medal. I am very fortunate that I played with such a great partner like Juliana, said the 6-year-old Larissa, who was named the SWATCH most outstanding player for the KIA Open. I would not be the player that I am without her help and support the last five years. Despite not being here, Juliana played a big part in this victory today. I dedicate this win to her for her friendship and partnership. Technical & Development DEVELOPMENT FIVB Development Commission announces launch of special Volleyball at School section on FIVB website The FIVB Development Commission is committed to grassroots initiatives such as Volleyball at School and other special projects such as the one shown here in the Dominican Republic The FIVB Development Commission is pleased to announce the launch of the Volleyball at School section on the official FIVB website, a wide-ranging development project utilizing all the materials from the second FIVB International Volleyball at School Symposium. The five-day symposium at the University of Saskatchewan in Saskatoon, Canada, saw a number of invited experts deliver speeches focusing on Volleyball at school programs and the implementation of such programs. All presentation documents, PowerPoint presentations and lecture videos from last year s meeting are now available at the following link below: www.fivb.org/en/ Programmes/SchoolVolleyball/ presentedmaterial.asp Professor Hiroshi Toyoda of Japan, the FIVB Technical Commission President, Istvan Balyi of Canada and John Kessel of USA Volleyball were FIVB s invited keynote speakers. Balyi spoke on longterm athlete and player development and various aspects of training. Toyoda focused on Volleyball at Japanese schools and teaching methods. Kessel analyzed USA Volleyball youth rules and gave ideas for skills and drills for children. The FIVB also invited eight National Federation experts, Newton Santos Vianna Junior of Brazil, Lee Taylor of Canada, Peter Morell of Denmark, Luis Bello of Spain, Francesco Castiglione of Italy, Wilco Nijland of the Netherlands, Fernando Luis of Portugal and Nthebe Molope of South Africa, to present best practice models on their Volleyball at school programs. Dr. Adam Baxter-Jones represented the host university with a special presen- tation on childhood growth, while the university s Doug Hillis gave a practical session on fundamental movement patterns. We are always delighted to deliver a finalized development project, said FIVB Technical and Development Director Helgi Thorsteinsson. Volleyball at school is, without a doubt, one of the most important tools in developing our sport and to get children interested in it. The FIVB Development Commission, led by our Commission President Vicente Araujo, has been very focused on grassroots projects and to find ways to satisfy the needs of our member federations to have access to material that is free to use and easily accessible. Our special thanks must go to Mr. Mark FIVB Rules Commission releases new rules text for Volleyball on official FIVB website The FIVB Rules Commission has made available on the FIVB website a text file explaining the new rule changes in Volleyball. The English text, highlighting the major changes approved by the 1st FIVB World Congress in Dubai, was finalized after the annual Rules of the Game Commission meeting in Lausanne in September. QuickSets Leila s new partner Brazilian Beach Volleyball star Leila Barros has a new partner 1-year-old Barbara Seixas. After parting with Sandra Pires, Leila was scheduled to compete with Barbara for the Leila Barros first time in late September on the Brazilian Beach Volleyball circuit. The 6-year-old Leila said she is optimistic about the future with her new partner. Barbara is a young player, but she has already proved that she is a talented player. We have practiced a little together and I am already feeling at home with her, said Leila. Barbara already has three world titles. One of them came in 005 in the SWATCH FIVB Youth World Championships for players under the age of 19 and the other two in the SWATCH FIVB Junior World Championships for players under the age of 1 in 006 and 007. Barbara s former team-mate Vivian has now joined forces with Larissa França. Larissa was in need of a partner while waiting for Juliana Felisberta Silva to recover from her knee injury.
