New clubs are exempted of this fee during their first season. The team registration fee is 200 EUR per team registered by a club. Each club will get one team for free. The following penalty fees are applied in case of forfeit : - 600 EUR for an unannounced forfeit (100 EUR for the organizing club + 500 EUR fine). - 400 EUR for a forfeit announced less than 48 hours in advance (100 EUR for the organizing club + 300 EUR fine). - 200 EUR for a forfeit announced at least 48 hours in advance (100 EUR for the organizing club + 100 EUR fine). A forfeit needs to be announced to the League Committee (info@floorballbelgium.be), to the Referee Committee (referees@floorballbelgium.be) and to the organizing club (see club contact list provided at the start of the season). The player registration is determined at 47 EUR per player (40 EUR license + 7 EUR insurance). This amount needs to be paid within two weeks after registration of the player(s) on the BFF account (BE13 3101 1509 5539). The license fee will not be applied for the leagues with less than 6 games per season. The fee per league game is determined at 50 EUR and needs to be paid to the organizing club before the start of the game. The league will be played according to the valid IFF-rules (Edition 01/07/2014). Game time will be 3 x 20. Only the last 3 minutes of the game will be effective time. Only registered players and players with a valid international transfer (if applicable) will be allowed to play. If an unregistered player or a player with an invalid international transfer is on the match record and this is noticed by the secretariat before the game then the team will be informed by the referees that the player is not allowed to play. If this is noticed after or during the game then the team will lose the game by forfeit (5-0). In case of

Teams have to register new players at least 1 week before the league round per e-mail (info@floorballbelgium.be). Saturday midnight will be the deadline. Only players who will have reached the age of 16 the day of the league round can be registered for that league round. Clubs with unsettled fees two weeks after due date are not allowed to make additional player registrations.

Clubs with multiple teams in the adult league can request a mixed license for their players. These clubs need to communicate the ranking order of their teams when registering them for the league. Teams in a higher division are anyway ranked first. In all teams of a club except the highest ranked team maximum 5 mixed licenses can be requested. The mixed license allows the player to play (besides the games for his own team) an unlimited number of games for maximum one higher ranked team of the same club. The mixed licensed must be requested per e-mail at least 1 week before the league round. The price for the mixed license is 25 EUR. This amount needs to be added to the regular license fee. A club can change its mixed licenses for the first game of the second round (transfer period). A player with a mixed license incurring a MP2 or MP3 cannot participate in another game the same day. A player with a mixed license incurring a MP2 will be automatically suspended for the next round (both possible games) in the same category. A player with a mixed license incurring a MP3 will be automatically suspended for the next round (both possible games) in the same category and for all games in any other category until the disciplinary committee has taken a decision. If a club hasn t settled the player registration fee one month after the announced payment date, then that player will be suspended until settlement of the fee. If several players were registered at the same time, all players registered at that date will be suspended. The suspension(s) will be communicated per e-mail. All players will wear correctly numbered (see IFF-rules), uniform shirts and uniform shorts. Players with non-uniform shirts or shorts will not be allowed to play. Field players will not be allowed to play with long trousers. Will see to have jerseys or a second equipment of different colour when they play against a team with similar coloured jerseys. This rule is only applicable to the away team (see league schedule). All players will have to show identification before the game i.e. ID-card, passport, driver s license, student card or other official document that mentions the player s name AND has a photo on it. Players who fail to present any identification document will be allowed to play after signing on the back of the match record. The player s club will be sanctioned with a 10 EUR fine. They need to send a scan of the player s ID-card or passport with a visible signature within 14 days after the game per e-mail (info@floorballbelgium.be) else they lose the game by forfeit. If a team hasn t shown up properly dressed 15 minutes before the game starts, then that team will lose the game by forfeit (5-0). Exemption for a late start can be granted if agreed upon by the referees and the opposing team and if it doesn t affect the other games of the league round. The offending club will be charged with a 25 EUR fine. If a team wants to postpone/anticipate a game, it first needs to agree on a new date, time and location with the opposing team and inform the BFF (info@floorballbelgium.be) per e-mail at least one month in advance. I.e. one month before the new date for an anticipated game and one month before the old date for a postponed game. All postponed games need to be played before or on the last round of the league. Games of the last league round cannot be postponed. The referees for a postponed/anticipated game will be appointed by the Referee Committee. If the teams cannot agree on a new date, the game will be played as initially scheduled. These rules do not apply if a team needs to postpone for unforeseen circumstances. A disciplinary committee will always have the last call on what can be considered as unforeseen circumstances. Non-availability of cars with winter tyres will not be considered as unforeseen circumstances if the overall traffic situation does not justify otherwise. A police report will be needed to justify a traffic accident. The costs for a

postponed/anticipated game (hall + referees + transport costs referees) are to be paid by the club that postponed/anticipated. The club that postpones/anticipates a game will be charged with 25 EUR administration fee. The club that postpones/anticipates a game will be asked to pay 100 EUR to the organizing club if the booking of the hall cannot be cancelled by the organizing club. A team cannot play more than one game per league round. For a postponed game the licensed player list for the initial date for the round will be valid. For an anticipated game players that are registered ultimately one week before the league round are allowed to play. If a player is suspended for a game, postponing (or anticipating) the game after the suspension has been decided by the disciplinary committee will not affect the suspension. If the suspension is decided by the disciplinary committee after one or more games have been postponed (or anticipated) then the postponed (or anticipated) games will be considered as if they were the regular next games of the team. Offences concerning players uniforms and team captain s armlet will be sanctioned with 10 EUR fine. The offence(s) shall be reported per e-mail by the organizing club. Organizing club: Will take care of the game secretariat (even during their own game). The match secretariat shall be neutral. They will check the match record with the registered players-list provided by the BFF (see below) and identification documents before the game. They make sure that the match record is signed by both teams officials before the game. They take care of the time administration and correctly fill in the match records in cooperation with the referees during the game. They make sure that the match record is signed by both referees after the game. The organizing club will be sanctioned with a 1 EUR fine per match record if the match record is incomplete or filled in incorrectly. Will make sure that the registered players list, the licensed referee list, the league schedule, the BFF adult league rules and the valid IFF-rules (Edition 01/07/2014) are present at the match secretariat. The organizing club will be sanctioned with a 10 EUR fine for each infraction. Will provide official BFF match records (front & back) for all games. The organizing club will be sanctioned with a 10 EUR fine if there are insufficient match records. The organizing club will be sanctioned with a 1 EUR fine per match record if the back side is missing. Will provide a display for the game time (If there is none in the hall). The organizing club will be sanctioned with a 10 EUR fine if there is no display. Will provide sufficient match balls. The teams will have to bring their own balls for warming up. The organizing club will be sanctioned with a 10 EUR fine if there are insufficient match balls. Will provide rope or tape to repair the goal nets (if needed). The organizing club will be sanctioned with a 10 EUR fine if there is no rope or tape. Will be paid 50 EUR per participating team. This amount includes 20 EUR for the referee. Will send the results of the games (including the results per period) via e-mail to info@floorballbelgium.be or via SMS to 0484/776.254 maximum 2 hours after the last game. The organizing club will be sanctioned with a 10 EUR fine if the results are sent late.

BFF: Will send a scan of the match records to info@floorballbelgium.be maximum two days after the league round. The organizing club will be sanctioned with a 10 EUR fine if the copies of the match records are sent late. Will hand over the original match records to one of League committee members. Will provide 1 bottle of water for each referee (can be a small bottle). The organizing club will be sanctioned with a 10 EUR fine if there are insufficient water bottles for the referees. If a club books a league round, and decides to cancel this booking after the calendars are drawn and published, a 150 EUR penalty fee will be applied. Will provide a complete, updated list of the registered players to all clubs before each league round. Will provide cups at the end of the season per category for the first 3 teams in the ranking, a cup for the best scorer (goals + assists) and an award for each player in the team winning the league. Will provide a list with the addresses of the halls at the start of the season. Will provide a list with the team s colours at the start of the season. Referees: All games will be conducted by two referees. All referees must have a valid license. The referee s club will be sanctioned with a 25 EUR fine per referee for infraction of the rule. Only referees who will have reached the age of 16 the day of the league round can be nominated. Will be present properly dressed (BFF referee shirt and shorts + black socks) 15 minutes before the game starts. They will bring their own material : whistle, red card and a meter for the measurement of the stick. The referee s club will be sanctioned with a 10 EUR fine per referee if any part of the equipment is missing. Will have to show identification before the game i.e. ID-card, passport, driver s license, student card or other official document that mentions the referee s name AND has a photo on it. They will also have to inspect the rink and the goal(nets) before the game. They will verify if all players are on match record. They will check all players with the match record and with their identification documents and make sure that the match record is signed by both teams. Will be paid 20 EUR per referee per game by the organizing club. If a club s referees fail to show up (on time) for a game, refuse to referee a game or fail to show identification then that club will be sanctioned with a fee of 50 EUR per referee. This amount will be used to pay replacing referees. Sanctioned clubs will be informed per e-mail of additional payments they need to make. Ranking League: The ranking will be made up according to most : 1. Points ; 2. Games won ; 3. Goal Difference ; 4. Goals made ; 5. Goals conceded ; 6. Mutual result; 7. Replay.

The goal difference, the goals made and the goals conceded are not taken into account for the final ranking. For the final ranking the mutual result between 2 or more teams includes : 1. Points ; 2. Games won ; 3. Goal Difference ; 4. Goals made ; 5. Goals conceded. 2 points will be awarded for a victory, 1 for a draw and 0 for a loss. Disciplinary committee : A disciplinary committee will be held within 30 days: 1) After a complaint, if the complaint is justified (see below). 2) If two teams fail to find an agreement to postpone a game and if a game is postponed due to unforeseen circumstances. A disciplinary committee will be held latest one week before the game following the game for which the player is automatically suspended. 3) After a match penalty 3. Any match penalty (1, 2 or 3) will be sanctioned with a 25 EUR sanction for the club. A player incurring a match penalty 3 will be automatically suspended for the next game in the same category and for all games in any other category until the disciplinary committee has taken a decision. A disciplinary committee will always be formed by three members: the BFF central board will appoint 3 neutral members case per case. After having received a match penalty 3 the concerned player or his club will have 3 days to react by means of a written statement. If needed the members of the disciplinary committee will ask the involved parties for additional statements before taking a decision. The decision of the disciplinary committee can be appealed. The club appealing the decision will have to deposit 100 EUR on the BFF account (BE13 3101 1509 5539) within two weeks after having received the decision. This amount will only be refunded if the appeal is judged to be justified. The BFF central board will appoint 3 neutral members that were not already involved in the initial disciplinary committee. Complaints: A team that wants to file a complaint has two possibilities : 1) After the game the team informs the referees, who will write down the complaint on the back side of the match record and inform the opposing team. Only the referees are allowed to write on the back side of the match record. 2) The teams can also file the complaint by e-mail within two days (e.g. for a complaint concerning the league day of 26/10 the deadline is Tuesday 28/10 midnight) per e-mail to info@floorballbelgium.be. The opposing team will be informed by e- mail. After being informed the opposing team will have 3 days to react by means of a written statement. In each case the club filing the complaint will have to deposit 50 EUR on the BFF account (BE13 3101 1509 5539) within one week after filing the complaint. This amount will only be refunded if the complaint is judged to be justified. The appointed disciplinary committee members will be informed and consult each other to determine if the complaint is justified and if a disciplinary committee is necessary. If needed the members of the disciplinary committee will ask the involved parties for additional statements before taking a decision.

National transfers: Players can always transfer freely from one club to another at the end of every season. Players that want to have the possibility to transfer from one Belgian club to another Belgian club in between two seasons should however send a request via e-mail to the BFF ultimately 15/04. On 15/04 the BFF will inform the clubs which of their players have made such as request. The request does however not make the transfer mandatory. The player can after having made the request decide to stay at his current club. Players that have not made such a request ultimately 15/04 can still transfer to another club until 31/08 with the explicit (written) consent of the giving club. A player can also transfer from one club to another during the season. A transferred player can only be registered for the league if he can be registered before the deadline of the first game of the second round. The transferred player will anyway need to complete the first round of the league with his old club. The club that registers a transferred player for the league will need to pay the license fee, but not the insurance as this remains valid after a transfer. The club registering a transferred player also needs to have the agreement of the player (written or per e-mail). The other registration rules remain valid. International transfers need to be done according to the valid IFF regulations which can be found on their website (http://www.floorball.org). Completion of match records: A team that wants to electronically complete its players on the match record needs to send a completed match record to the opposing team at least 4 days prior to the game. The opposing team needs to complete the match record with its players and send it back to the proposing team ultimately 2 days after having received it. The proposing team will then print the match record and bring it along at the league round. If the opposing team does not reply to the offer then the proposing team can print the match record with only its own part completed. If both teams bring along a match record with only their own part completed, then the away team will have to complete the home team s match record manually. Play-off games & replays: Game time will be 3 x 20. If a match ends with a tie it shall be extended with a 10 minutes limited extra time until one team scores. Before extra time, the teams have the right to a 2 minute intermission, but no changing of ends shall take place. The extra time will be effective time. If the score after limited extra time is still equal, the match shall be decided by penalty shots. Penalty shots after limited extra time: five field players from each team shall take one penalty shot each. If the score after this is still equal, the same players shall take one penalty shot each until a decisive result is achieved. The fee for adult league play-off games will be 75 EUR. This amount includes 20 EUR for the referee. Game time will be effective for the semi-finals and final of the play-off championship. For others games, only the last 3 minutes of the game will be effective time.
