(This information supersedes previous Information Bulletins) The Championship Divisions, Racing and Competition Classes that will be contested are listed below, Classes may be combined in the early rounds of competition but Grand Finals will be separate, where possible. Each Country or Territory may sanction up to 5 different crews (one crew per Club), per Competition class in both the Standard and Small Boat Championships. This CCWC will include a Cancer Survivors Division. BCS Crews and All Cancer Survivors Crews (ACS) will race in the Cancer Survivors Division. BCS/ACS crews will not count against the 5 crews per IDBF Member Adaptive paddlers (Para Dragons) will also be included, with entry details outlined in Bulletin 1. Both Standard and Small Boat Championship Races are on offer (see table below) with the Small Boat Races primarily aimed at new Clubs on the international stage but also at older Clubs with a small number of available paddlers in a particular Racing Class. A Club can enter the Standard or Small Boat Races or both but the Small Boat paddlers all have to be different paddlers from those in any of the Standard boat crews, with the exception of the Mixed Racing Classes. A Club cannot enter a Standard and Small Boat crew in the same Championship Division Racing Class, e.g. Open but could, for example, enter a Premier Open Standard Boat Crew and a Premier Women s Crew in the Small Boat Races. (Championship Divisions are Premier, Senior, Junior and U23s). In any event double rostering of paddlers between Divisions is discouraged. Helms and Drummers may be used across the Divisions (subject to the rules for Junior and Seniors) but in the case of back to back races the race officials will NOT delay races to accommodate the transfer of Helms or Drummers. 2-16

Crews from countries or territories where there is not an IDBF member may compete, subject to the agreement of the IDBF at the entry email address below. FINAL NAMED ENTRIES All Final Entries and Competitors details are to be submitted to the IDBF no later than 31 July 2014 on the IDBF Database https://idbfchamps.org/login_idbf.php REGATTA FEES IDBF Registration Fee An IDBF Registration fee of USD 15.00 per person is to be paid by all participants in the CCWC, that is, all competitors, team officials and accredited supporters. The payment of the IDBF Registration Fee is due at the same time as the Final Named Entries are submitted and should be sent by electronic transfer to the bank below on or before 31 st July 2014, at the latest. After this date, payments will be accepted with a penalty fee of 5.00USD per person. 3-16

Administration Fee For this CCWC an Administrative Fee of 50.00 USD will be charged by the Organizing Committee, except for Late Named Entries, that is those received after the 31 July 2014, an extra USD 5.00 per person may be charged to offset additional administration costs. The cost of a 50 seat bus is 350 Euros per day within a distance of 35Kms from the Regatta course. Smaller buses can be provided if required at a reduced cost. Racing Days Lunches For your meals on the regatta course the Org. Com is organizing a very good service with one of the best Italian catering companies for very big events. We recommend buying the lunch tickets in advance to provide a better service. The following points from the regulations are the ones which cause most problems at World Championships. You need to read this advice and follow it to minimize the problems that could arise for your Crew Paddles IDBF Specification 202a Please ensure that every paddle complies with the specification 202a and has an IDBF identification mark and license number on the paddle. These are the only paddles that are allowed in the championships. You will not be able to use any paddle that does not carry an IDBF identification mark and license number. It is your responsibility to check that all members of your team comply with this regulation. Seat Pads There are regularly issues with seat pads that do not comply with Competition Regulation 13.4 which states:- Dragon Boat Seat pads (cushions) as described in Regulation 13.1 shall be made of a soft material, such as neoprene, of a maximum thickness of 15mm that will compress easily when squeezed between finger and thumb. The width of the seat pad shall approximately be the width of paddling seat in the IDBF Standard International Racing Boat (12.5cm) and the length should ideally not exceed 33cm. So the seat pad should be rectangular. Seat pads will not be measured to the exact cm, but obviously round seat pads, such as those sold by IKEA are not acceptable, unless they are cut to size. 7-16

SAFETY ISSUES Boat Swamping or Capsize A capsize is rare in our World Championships but your Crew must be trained and understand the recommended procedures in the event of capsize. Full details of the IDBF recommended practices can be found at: www.idbf.org It is essential that all crew members are familiar with the Buddy System and that if capsize should occur the paddlers are required to stay with the dragon boat and wait for the instruction from the safety boat crew. No one should swim to the shore. Personal Flotation Devices (PFDs) Under the IDBF Competition Regulations participants are not normally required to wear PFDs when racing, unless the Chief Official so decides for the Junior Racing Classes or in inclement weather. However, approved PFDs will be available from the Organizing Committee for those participants who may wish to use them, by prior notification and application. Anti-Doping Tests Random anti-doping test will be conducted at the 2014 CCWC. Your attention is drawn to IDBF Regulation 11 concerning drug abuse and doping. All tests will therefore be set against the current IOC banned substances list and Members of the IDBF medical and sports science commission will be on hand to monitor the testing process. The current list of Banned Substances is shown in the IDBF Anti Doping Policy-Annexes on the IDBF website: www.idbf.org Identity & Compliance Checks All participants will be given a Personal Identity Number (PIN) which will be shown on their Accreditation Cards. Random ID checks will be carried out during the championships by the Race Officials to ensure that only those Competitors shown on the Named Team Entry List are competing and that competitors are bona-fide members of their Clubs and Crews in accordance with Competition Regulation 4.3 and 4.3.1. Crews with competitors found not to be complying with these regulations will not be allowed to proceed to finals and will be allocated to an outside racing lane for all competitions. Crew Lists (see below) will also be checked against Accreditation Cards by the Race Officials. And Competitors will be selected for random Drug Testing by their PIN. Crew Lists A Crew List showing the competitors and reserves who will be racing in a particular Competition class must be submitted by the Crew Manager to the Race Secretariat no later than 1 hour before the first race on the day in which the competition takes place. (A blank crew list template, for manual filling in, will be published in the Technical Information Bulletin No. 4). The person signing the crew list is confirming to the Chief Official that all the competitors shown on the list are Fit to Race. This statement covers not just the physical ability of the competitors to undertake the race concerned but it also means that the signatory is confirming that there are no known medical reasons why those listed should not compete during the whole period of the Championships. 8-16

Crew list can also be made on the IDBF registration system where the crew list can be prepared and printed. This facility has been produced to assist you and make the preparation of crew lists easier. It is recommended that you use the IDBF registration system to produce crew list as it also reduces the need to manually write crew lists and helps in making them more readable. PIN Numbers are also available on the registration system and will be available before you depart for Ravenna. Whichever method you choose to prepare your crew list a hard copy paper version must be handed in to Race Secretariat. Another important note is that the special version available in the online system, with photographs of the competitors, is there only as an additional tool for your convenience, it is not used by the IDBF in any way what so ever. The organizing Committee is planning to provide printers at the regatta course where you will be able to print your crew lists. This is not yet confirmed but hopefully will be achieved and a separate message will be sent if printing on site is available to teams. Start Video and Photo Finish A fixed video camera will be placed in the Starting area which will record all starts and assist the Race Officials in determining the Drummers are complying correctly with the starting procedures. This camera will also be used to help identify false starts. A fixed photo finish camera will be used at the Finish to record all boats crossing the finish line. Participants Photographs All participants, that is, competitors, coaches, managers, officials, media, supporters and any other members for whom a Registration fee is due, will be required to submit a photograph of each participant directly onto the IDBF Data Base through the on-line registration system available at https://idbfchamps.org/login_idbf.php Photographs should be similar to those used for passports or car licenses, for example. The expected size is at 240 x 360 pixels (width x height a portrait layout). Smaller photographs are enlarged and larger are reduced in size when uploading. Whatever the pixel size is, the uploading file size should not exceed 150 KB (153 600 bytes) and the high limit is 500 KB. The photographs will be used for Accreditation Card purposes, so do not include hats or sunglasses in them. A competitor whose photo does not allow recognition may not be allowed to compete. It is recommended that wrong or old photos already existing on the database should be replaced. No photographs will be accepted by post or email. TEAM MATTERS Crew Training Training sessions will be available from Thursday 28 August to Tuesday 2 nd September 2014. Training sessions can only be booked on line in the IDBF registration system at https://idbfchamps.org/login_idbf.php Team Managers will be informed via e-mail and by an appropriate message in the registration system when booking is opened. Crew Profiles (Crew Information Sheet) Crews are asked to submit a short (150 words max) crew profile and a single high resolution photo for publication in the Championships Souvenir Programme. Text and photo can be submitted to Org. Com. at dragonboat@ravenna2014.org using the Team Information Sheet included as Annex A which should be returned by 31 st July 2014. Doping Control and Medical Declarations A competitor who for medical reasons has been prescribed a substance on the IDBF Banned Substances List must declare such medication on the Medical Declaration Form. Completed Declaration Forms are to be submitted to the IDBF appointed Medical Representative on site before the first race in which such competitor is listed on the crew sheet and will be retained for the duration of the CCWC. Declarations, Consents & Waivers The Team Manager should ensure that a complete set of signed Declarations listed below is submitted to the Race Secretariat in the printed form, ideally in the Team Managers meeting or at the latest the morning before the first race of the Team concerned. Declaration 1 Competitors & Team Leaders Medical & Financial Declaration Declaration 2 Competitors Anti-Doping Declaration Declaration 3 Competitors Declaration of Commitment to Dragon Boat Sport Declaration 4 Crew Officials Declaration of Commitment to Dragon Boat Sport Declarations 1, 2, 3 One copy is to be printed and to be signed by the Team Manager only. These three declarations refer to all competitors and there is a separate Team List required where all competitors must put their signature. 10-16

Declaration 4 This should be printed and signed individually by each Team Official and also by the Team Manager. (A Team Official is every person who is registered as an Official or Coach in the PERSONAL DATA interface of the registration system) All Declaration forms as well as the Team List can be printed directly from the registration system. They are available in the DECLARATIONS interface available from the main menu. For those competitors to whom it may concern an ATUE form (Abbreviated Therapeutic Use Exemptions) must be completed and handed in at the Race Secretariat at the latest in the morning of the first race of the person concerned. 11-16
