APRIL 6, 2004 TO: cc: FROM: SUBJECT: ATHLETIC DIRECTORS WPIAL Track Committee LARRY HANLEY, EXECUTIVE DIRECTOR 2004 WPIAL TRACK AND FIELD TEAM TRACK The 2004 WPIAL boys and girls team track tournament will begin with a semi-final round for Class AAA and AA entries on Wednesday, May 5, 2004. The Team Championships will be held on Thursday, May 13, 2004, all at sites to be determined. The WPIAL individual championship track qualifiers and championship round will be completed according to the following schedule: WPIAL QUALIFIERS AAA BOYS AND GIRLS ** Coaches Meeting at 1:15 PM for all Sites ** AA BOYS AND GIRLS 5/11 BUTLER 2:00 PM NORTHERN 5/11 MARS 2:00 PM 5/11 WEST MIFFLIN 2:00 PM SOUTHERN 5/11 SOUTH SIDE BEAVER 2:00 PM 5/11 HEMPFIELD 2:00 PM CENTRAL Contestants in the discus, shot put, javelin, long jump and triple jump will have four (4) attempts to qualify. The pole vault and high jump will continue until six contestants remain. Trials and finals will be held in the 100 and 200 meter dashes, the 100 and 110 high hurdles. All other running events will be on a timed basis. The final eight (8) places in each event will qualify for the championship. All coaches, team members and fans not acting as officials must stay off the field, especially in the area of the finish lines. 2004 WPIAL TRACK AND FIELD - PAGE 2 AAA/AA PIAA CHAMPIONSHIP 5/28-29/04 SHIPPENSBURG STATE UNIVERSITY PLEASE NOTE: 3/16" pyramid or needle spikes only are permitted on all artificial surface tracks for all running events, long and triple jumps, high jump and pole vault. Soft soled shoes in the shot put and discus, and any legal shoe in the javelin. Baseball spikes are not permitted. 2004 UNIFORM INFORMATION Competitor s uniform consists of shoes, a full-length track jersey (singlet) and track shorts issued by the school. Shorts may vary in length and style, but must be the same color for all team members. Loose fitting, boxer-type shorts are permitted for boys and girls and closed-leg briefs/short shorts are acceptable for girls. The jersey and shorts may have the school identification and the jersey may have the competitor s name. The jersey is not permitted to be knotted or have a knot-like protrusion. A single manufacturer s logo or trademark is permitted on each item of apparel, so long as it is no more than 2-1/4 square inches with no dimension more than 2-1/4 inches. The American Flag is permitted so long as it does not exceed 2 x 3 inches. A competitor must wear the complete track uniform and display his/her assigned, unaltered contestant number. Any visible apparel worn under the track uniform must be unadorned and of a single (and the same) color. These visible items worn under the uniform are not required to be the same color. Bicycle shorts, thigh huggers, abbreviated thigh huggers, leotards, body suits, abbreviated briefs (French or high cut) and similar apparel may be worn under the shorts, but not in lieu of shorts. The waistband of a competitor s shorts must be worn above the hips. The jersey (singlet) must hang below or be tucked into the waistband of the shorts or briefs when the competitor is standing erect. Bare midriff tops are not permitted. Socks, if worn, must be unadorned and of a single (and the same) color, but do not have to be the same color as the visible apparel worn under the jersey or shorts. A shoe is a covering for the foot. Shoes must be worn on both feet and consist of an upper and definitely recognizable sole and heel. The shoe upper must be designed so that it can be fastened securely to the foot. The use of slippers or socks is not permitted. In relay races, each team member must wear the same color and design of school uniform (jersey and shorts). Any visible apparel worn under the jersey or shorts must be unadorned and or a single (and the same) color. These visible items are not required to be the same color. If worn by more than one team member, however, the apparel must be the same color, but the length may vary. Removing any part of the team uniform, excluding shoes, while in the area of competition, will result in a warning and subsequent disqualification from the event if repeated. If the incident recurs, the athlete will be disqualified from further competition in the meet. Jewelry, including watches, is not permitted. An exception is made for religious or medical medals. A religious medal must be taped and worn under the uniform. A medical alert must be taped and may be visible. Bracelets (cord or cosmetic), hats, head coverings (except for medical or religious reasons), sunglasses (except prescription), and men s boxer shorts are not permitted. Elastic bands or tape, gummie bands and single color, unadorned scrungies may be worn to assist in holding hair in place while competing. The adornment of body piercings of ANY TYPE is considered jewelry; and therefore, not permitted during competition. An illegal uniform will disqualify the competitor from the event. GENERAL INFORMATION A competitor shall not compete in more than four (4) events, including relays. Three contestants are permitted to enter each individual event if they have met the qualifying standard during the track season for that event. 2004 WPIAL TRACK AND FIELD - PAGE 3 2004 WPIAL TRACK ENTRY INFORMATION All schools that currently field a track team have been assigned to a qualifier site. If you do not field a track team but wish to enter individual competitors in the first round of the track elimination pursuant to competing at the state level, please notify the WPIAL in time for them to be assigned to a qualifier. All entries must follow the instructions outlined below. Entry information to the 2004 WPIAL Individual Track Championship will be conducted on line through the PIAA web site, which is www.piaa.org/2004track. All athletes must be entered into the 2004 WPIAL Track Qualifier event by use of this web site. Complete the required information form and establish a password for your school. Once the athletes have been entered, there will be two days in which to make changes. NO ADDITIONS OR CHANGES MAY BE MADE AFTER THE FINAL DEADLINE. ONLY ONE PERSON FROM EACH SCHOOL MAY ENTER ATHLETES FOR BOTH THE BOYS AND THE GIRLS TEAMS. Also your email address that you put in the registration information will become your user name when you wish to gain access to the web site. The following entry information is required to enter athletes to the WPIAL Track Qualifier: School Name PIAA School ID Number (can be found in the PIAA Handbook) School Phone Number PIAA District 7 Coach s Name Coach s Daytime Phone Number Coach s Evening Phone Number Athlete Names Grade Level of Each Athlete Qualifier events, along with qualifying times, heights or distances for each event. After registering, you ll be sent to a page bordered in blue and yellow. At the top will be selections for log off go to relay events add new athlete. Each athlete for the individual events should be entered under the add new athlete. Each relay team must be entered under go to relay events. Enter your athlete information, then click add to review what you ve entered. Click add new athlete to enter the next athlete. Relay teams must have runners names entered for each relay, up to a maximum of six names. Relay team members may be changed if your school qualifies a team to the WPIAL Championship or to the PIAA Championship. However, the team that runs in the WPIAL Qualifier MUST consist of four of the runners listed on the original entry. Registration and housing for the 2004 PIAA championship will be done on line through a specific web address for Shippensburg University, which is www.ship.edu. All schools must indicate their housing preference for Shippensburg by using this method. The cost for housing and meals (2 nights lodging and six meals) will be $85.00 per person. This includes coaches. The PIAA instruction memo will NOT be distributed at the WPIAL championships. This information must be downloaded from the PIAA web site. On their home page, go to the extreme upper right corner and click on select a sport, then click on track. Then scroll down to memorandum and print it. For housing information. After entering the PIAA web site, click on the link to housing requests. The ID number requested should be 07 (our PIAA district number) followed by your four-digit PIAA school ID number. This four-digit number can be found in the PIAA handbook under the member schools section. Enter all the information requested for the housing requirement for your school, and then print the form. There will be a sentence stating that alternate financing plans have been arranged for Districts 1, 7 and 8. That arrangement is for all payments to be made and mailed to the WPIAL. Do NOT take your check to Shippensburg!!!!! The housing payments should be received prior to the state meet, but absolutely no later than the first week in June. No exceptions, please!! Include with your check a copy of your reservation form that you printed from the web site.
