Notice of Race 2015 Laser Masters World Championships 10-18 July 2015 Venue: Kingston, CANADA Organizing Authority: CORK/Sail Kingston Inc. and the International Laser Class Association (ILCA) 1. RULES 1.1 The regatta will be governed by the 'rules' as defined in the Racing Rules of Sailing. The prescriptions of the National Authority will not apply. 1.2 Laser class rule 7 (a) is restricted as follows: Only one person shall be on board while racing. The person shall be named on the entry form. 1.3 Appendix P "Special Procedures for Rule 42" will apply with changes to include; allowing a jury initiated redress, a points penalty for a first penalty given after finishing and to prohibit a boat that has been disqualified for a rule 42 infringement or has retired in recognition of a rule 42 infringement from sailing in a race if that race is restarted or re-sailed. 1.4 Advertising - The organizing authority may require competing boats to carry event sponsor advertising. 2. ENTRY REGULATIONS 2.1 Only current, fully paid members of the International Laser Class Association and of an ISAF National Authority may enter the regatta. These memberships shall be with the Laser Fleet/District Association and with the ISAF National Authority of the country, where the sailor normally sails, even though such place may not be his permanent residence; however, such member, for any valid reason and with the approval of both District Chairmen, may select instead the Fleet/District and the ISAF National Authority in which he has permanent residence in accordance with the ILCA Constitution, Article 10 (3) and the ILCA Class Rules, Part Two, Article 9. The sailor can only be member of one Laser Fleet/District Association. 2.2 Crew substitution of the registered sailor is not permitted. 2.3 No resale of entries is allowed. 2.4 This is an allocated place event. Each sailor shall apply using the official online application form (see paragraph 3). 2.5 Each sailor shall have an ISAF Sailor ID, which is required to enter the regatta. An ISAF Sailor ID can be obtained free of charge by registering online at: http://members.sailing.org/sailors/profile.php 2.6 Entry is restricted to experienced sailors who, on 10 July 2015, are aged as follows; 35 to 44 Laser Standard Apprentice or Laser Radial Apprentice 45 to 54 Laser Standard Master or Laser Radial Master 55 to 64 Laser Standard Grand Master or Laser Radial Grand Master 65 and over Laser Standard Great Grand Master 65 to 74 Laser Radial Great Grand Master 75 and over Laser Radial 75 and over 2.7 Proof of age will be required at registration. 2.8 At the discretion of ILCA, the total number of entries may be restricted to 400 sailors. 3. APPLICATION & ENTRY 3.1 Applications for entry will be accepted on the ILCA regatta website in accordance with the Addendum 1 Application and Entry Procedure appended to this notice of race. 3.2 The application closing date is 4 March 2015. 3.3 The entry closing date is 4 June 2015. 3.4 The entry fee is US$395. 3.5 Entries completed after the entry closing date may be accepted solely at the discretion of ILCA and upon payment of a late entry fee of US$470 (US$395 + US$75). 4. CHARTER BOATS 4.1 A limited number of charter boats supplied by LaserPerformance will be available through the official entry form. 4.2 See NoR Addendum 2 Charter Boats for additional information about charter boats. 5. BOATS AND EQUIPMENT 5.1 All competitors shall use only one hull, sail, batten set, mast, boom, centreboard and rudder; all of which shall be identified during equipment inspection. 5.2 In the event of damage, boats and equipment may only be substituted with the written permission of the regatta measurer in accordance with the sailing instructions. 5.3 For the purposes of rule G1.1, sails shall display the national letters of the ISAF member national authority under which the entry was accepted (see 2.1 above.) This changes rule G1.1. 5.4 When ashore boats shall be kept in their assigned places at the venue. 5.5 Boats may be required to display identification numbers.

5.6 Boats may be required to carry cameras, sound equipment or positioning equipment as specified by the organizing authority. 5.7 Access to the boat park may be restricted during certain hours including the hours of darkness. 6. RACING FORMAT 6.1 Men and women in the same age group and rig type will race together. 6.2 The organizing authority may decide to split the entries of an age group/rig type into fleets and sail a qualifying series followed by a final series. 6.3 The organizing authority may decide that fleets of a different age group and same rig type will sail together. 6.4 If four races of a qualifying series have not been completed by the end of the fourth scheduled racing day, that qualifying series will continue until the end of the racing day in which a fourth qualifying race is completed. 6.5 A qualifying series race will not count until all qualifying series fleets have completed that race. 7. PROGRAM 7.1 10 July 0900-1200 & 1300-1800 Registration, Equipment Inspection 11 July 0900-1200 & 1300-1800 Registration, Equipment Inspection, and practice race at 1400 followed by an opening ceremony. 12 July 2 races back to back, (Qualifying series) 13 July 2 races back to back, (Qualifying series) 14 July 2 races back to back, (Qualifying series) 15 July Reserve day 16 July 2 races back to back, (Qualifying/ final series if 4 races have been sailed) 17 July 2 races back to back, (Qualifying/final series) 18 July 2 races back to back, (Qualifying/final series) followed by, prize giving party and buffet meal. 7.2 The time of the first warning signal for the practice race will be 1400. 7.3 The time of the first warning signal on 12 July will be 1100. 7.4 Each day succeeding races will be started as soon as practicable after the finish of the previous race. 7.5 Any race whose warning signal is not given by 1500 on the last day of the regatta will be abandoned and not resailed. 8. SAILING INSTRUCTIONS Copies of sailing instructions will be available from the race office during registration and from the ILCA regatta website from 4 June 2015. 9. RACE OFFICE 9.1 The race office is located at Portsmouth Olympic Harbour. 53 Yonge Street. Kingston, Ontario, CANADA. 9.2 The race office is open: 10 July from 0900 1200 & 1300-1800 11 July from 0900 1200 & 1300-1800 12-18 July from 0900 until 30 minutes after the close of the protest time unless extended at the discretion of the race committee 10. EQUIPMENT INSPECTION 10.1 Information on equipment inspection will be posted on the official notice board. Boats shall be presented with all equipment that shall be used in the regatta, with the bottom mast and boom with all control lines rigged and with the sail and top section derigged ready for inspection. 10.2 Equipment inspection will take place at the boat park between the following dates and times: 10 July from 0900 1200 & 1300-1800 11 July from 0900 1200 & 1300-1800 Equipment inspection outside these times will only be possible at the discretion of the regatta measurer and on payment of CAD 20. 10.3 Wet clothing and equipment checks may be made throughout the regatta at the discretion of the class representative, race committee or the jury. 11. COACH REGISTRATION & TEAM/COACH/SUPPORT BOATS 11.1 All coach/support boats shall pre-register online at the ILCA regatta website before 4 June 2015. 11.2 All coach/support boat drivers shall confirm registration of their boats and submit the names and sails numbers of the sailors they are supporting at the race office before 1800 on 11 July 2015. 11.3 A registration fee of CAD 50.00 per coach shall be paid at registration. This fee will cover daily supplemental food after racing, any docking fees for coach boats, an event shirt and printed materials. 11.4 An optional social fee of CAD 75.00 may be paid at registration to cover food and events for the opening ceremony, mid-week social event and closing ceremony. 11.5 Each coach/support boat shall be clearly display an identification number supplied at registration. No other individual support boats shall be used. A deposit of CAD 20.00 will be required for the identification number. 11.6 Each coach/support boat is required to carry a VHF radio capable of transmitting and receiving all international ship to ship channels.

11.7 Coach/support boat drivers and crews shall wear a life jacket or other adequate personal buoyancy securely fastened at all times when afloat except briefly while changing or adjusting clothing or personal equipment. Wet suits and dry suits do not constitute adequate personal buoyancy. 11.8 When the coach/support boat engine is running, coach/support boat drivers shall be connected to a device that will stop the engine if the boat driver falls out the boat or is otherwise not in control of the boat. 11.9 The movements of coach/support boats will be restricted as defined in the sailing instructions. 11.10 There will be a coaches meeting at the race office 2.5 hours before the first scheduled start time of the first race each day. The objectives of these meetings are to receive feedback from the coaches on the regatta organization, exchange view points and inform the coaches about changes in the sailing instructions and regatta organization in general. 12. COURSES A trapezoid course will be used with inner and outer loops and an upwind finish. The target time for the first boat in each race will be 60 minutes. 13. INTERNATIONAL JURY An international jury will be appointed in accordance with Appendix N and perform the duties listed in rule N2. 14. WHISTLE SYSTEM To encourage boats to take penalties afloat, jury members may blow a whistle when they see what they believe to be a breach of a rule. 15. ALTERNATIVE PENALITIES For protests where only a rule of Part 2 is alleged to have been broken, an arbitration hearing may be offered prior to any formal protest hearing. 16. APPEALS There shall be no appeal from the decisions of the jury. 17. RADIO COMMUNICATION A boat shall neither make radio communication while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 18. SAFETY Each competitor shall wear a life jacket or other adequate personal buoyancy at all times when afloat. Wet suits and dry suits do not constitute adequate personal buoyancy. 19. SCORING 19.1 A total of four races are required to be completed to constitute a championship. 19.2 When from four to nine races have been completed one race score will be excluded. 19.3 When ten or more races have been completed two races scores will be excluded. 19.4 When a qualifying/final series is sailed: (a) The qualifying series races and the final series races will count for total points in the championship. (b) A qualifying series race will not count until all qualifying series fleets have completed that race. (c) One qualifying series race score will be excluded when calculating the division into final series fleets. (d) If only one final series race is completed it will not be excluded. (e) If two or more final series races are completed then a maximum of one final series race score may be excluded. (f) For the purposes of rule A4.2 Scoring the number of boats entered into a qualifying series race will be the number of boats assigned to the largest qualifying fleet. 19.5 For the purposes of rule A11 Scoring abbreviations : ARB means scoring penalty after arbitration, PTS scoring penalty for a yellow flag after finishing, and UFD means a disqualification under instruction 14.2 (U flag). 20. TITLES & PRIZES Laser Masters Championship 20.1 Prizes will be awarded in accordance with the ILCA Honour Awards By-Law for each of the following: Laser Standard Apprentice Men Laser Standard Master Men Laser Standard Grand Master Men Laser Standard Great Grand Master Men Laser Radial Apprentice Men & Women combined Laser Radial Master Men & Women combined Laser Radial Grand Master Men & Women combined Laser Radial Great Grand Master Men & Women combined Laser Radial Apprentice Women Laser Radial Master Women Laser Radial Grand Master Women Laser Radial Great Grand Master Women Laser Radial 75 and over

20.2 Women s results will be determined by the series score in the combined Men & Women competition. (Note: These results will be extracted from the overall results and published without recalculation.) 20.3 The Laser Radial 75 and over result may be determined by the series score in the combined Laser Radial Great Grand Master and 75 and over fleets. (Note: This result will be extracted from the overall result and published without recalculation.). ILCA Cube Prizes 20.4 ILCA cube prizes will be awarded in accordance with the ILCA Honour Award By-Law. 21. PHOTOGRAPHY CONSENT By entering the regatta competitors accept that they may be photographed and/or videotaped participating in the regatta and/or using the regatta facilities and they consent to the taking of such images and to the use, reuse, publication and republication of such images in any media, in conjunction with the competitors name or not, without compensation and without the competitors approval of such images or any use thereof. 22. LIABILITY 22.1 CORK/Sail Kingston Inc., the International Laser Class Association and all their officers, members and volunteers do not accept liability for loss of life or property, or personal injury or damage caused by or arising out of the regatta and competitors take part in the regatta at their own risk. 22.2 The establishment of the Notice of Race and the Sailing Instructions in no way limits or reduces the complete and unlimited responsibilities of a competitor being solely and entirely responsible for the management of a boat he is sailing. 22.3 All competitors shall maintain their boats in a safe and seaworthy condition. 22.4 A competitor shall be of good health and a competent sailor capable of racing a Laser in open water in all conditions including strong winds. 22.5 It is the responsibility of each sailor to decide to participate in a race or to continue racing. 22.6 All competitors shall be insured with valid third party liability insurance with a minimum cover of $300,000 USD per event or equivalent thereof in any other currency. 22.7 A competitor is recommended to have personal accident and health insurance that covers him while attending the regatta and while racing. 23. INDEMNIFICATION To the fullest extent permitted by law, each competitor agrees to indemnify and hold ILCA, CORK/Sail Kingston Inc., owners, affiliates, officers, employees, agents, committee persons and race officials acting in their official capacities harmless, from any third party claim to the extent arising from a competitor's acts or omissions. 24. CHANGES TO THE NOTICE OF RACE This Notice of Race may be subject to amendments which will be identified on the ILCA regatta website.

Notice of Race 2015 Laser Masters World Championships Addendum 1 Application and Entry Procedure 1. PAYMENTS & REFUNDS 1.1 All fees shall be paid online using Pay Pal or credit card. Credit cards used for payment should have an expiry date at least 3 months later than the entry closing date. 1.2 Refunds (if any) will be made to the same Pay Pal account or credit card. 2. APPLICATION PROCEDURE 2.1 Applications will be accepted until the application closing date, with payment of a US$50 application fee which will be deducted from the entry fee, retained by ILCA, or refunded to the sailor under certain circumstances detailed in 4.1. 2.2 After the application closing date each National Laser Association will review and rank the applications from its country or district. 2.3 National Laser Associations can refuse a sailor s application based upon sailing ability or membership status. The sailor will be notified when their application has been refused, and the reason for the refusal will be specified. 2.4 Not later than 15 days after the applications closing date each applicant will either (a) receive an entry offer via email, or (b) have their application added to the waiting list. All sailors that are ranked within the country allocation limit (see the ILCA regatta website for allocation limits) will receive an entry offer. Applications ranked lower than the country allocation limit will be added to the waiting list. The status of each sailor will be listed and automatically updated on the regatta website. 2.5 After allocated entries are offered, extra entries will be offered to sailors on the waiting list as they become available. 2.6 When an entry is offered the sailor must accept or refuse the offer prior to their entry offer expiration date. This date is usually 14 days after the date the entry offer is made, though it may be of shorter duration for entry offers made close to or after the entry closing date. 3. LATE APPLICATIONS 3.1 Sailors who do not apply by the application closing date may have very little chance to attend the regatta. Nevertheless, sailors may submit a late application from approximately 15 days after the application closing date until the entry closing date. Once the National Laser Association has accepted and ranked the late application it will be automatically added to the waiting list. 4. APPLICATIONS CANCELLATION & REFUNDS 4.1 The full application fee less bank charges of US$5 will be refunded if: (a) the application is cancelled via the link provided in the confirmation email before an entry offer is received, or (b) the applicant is offered an entry and refuses the offered entry before the expiration date stated in the entry offer, or (c) the applicant is not offered an entry, or (d) the application is refused by the National Laser Association / District. 4.2 Refunds will be made as soon as possible and not later than a week after the start of the regatta. 4.3 The application fee is not refundable if a sailor is offered an entry and fails to accept or refuse the offer within this time. 5. ENTRIES CANCELLATION & REFUNDS 5.1 If a sailor cancels an entry before the entry closing date the full entry fee less a US$50 fee for bank and administration charges will be refunded not later than a week after the entry closing date. 5.2 No entry fee is refundable for cancellations after the entry closing date.

Notice of Race 2015 Laser Masters World Championships Addendum 2 Charter Boats 1. CHARTER BOATS 1.1 LaserPerfomance will supply up to 160 charter boats for this regatta. The charter boats are 2015 Laser XD models in excellent condition, used in only one previous regatta. 1.2 Charter boats will be allocated based on the ILCA country allocation algorithm. 1.3 Charter boats will be available from 10 July 2015. 1.4 Charter boats cost US$1250 plus a refundable damage deposit of US$500. 1.5 Charter boats are supplied on a launching trolley as a hull with self-bailer, XD padded hiking strap or equivalent, spars (mast top section, appropriate bottom section and a boom), mainsheet side cleats, control line deck block fitting with blocks and control line deck cleat fitting with cleats. 1.6 There will be an option to include a centerboard and rudder with your charter boat for a fee of US$250. 1.7 No fitting may be removed, even if it is subsequently replaced, and no repairs may be undertaken without the permission of the regatta measurer and the charter boat provider. Note: All the fittings are sealed with silicone during manufacture. 1.8 No changes, additions or alterations to the spars, hull and fittings shall be made except the fitting of a compass and wind indicator supplied by the competitor, provided that they can be fitted without piercing or otherwise marking the hull or spars. 1.9 Competitors must provide their own ropes, boom vang, mainsheet block, traveler blocks, tiller and tiller extension, sail and battens. Competitors who do not select the option to include the centerboard and rudder, must provide their own centerboard and rudder for the regatta. 1.10 All charter boats are subject to the Charter Terms and Conditions of charter available at the ILCA regatta web site https://sailing.laserinternational.org/public/site/event-site/4/documents CANCELLATION & REFUND 1.11 ILCA must confirm to the charter provider on 4 June 2015 the number of charter boats required for the championship. 1.12 If a booked charter boat is cancelled before 4 June 2015, the damage deposit and the full charter fee less US$250 for bank and administration charges will be refunded approximately one week after the entry closing date. 1.13 If a charter boat is cancelled on or after 4 June 2015 the damage deposit is refundable but no charter fee is refundable. 1.14 Refunds can only be made to the credit card or PayPal account used to pay for the charter. If at the time of the refund the expiry date of your card has passed (but the number has remained the same) the refund is still possible, but is more complicated and will therefore take longer. If you have changed your credit card in the meantime (new card type and/or new number) then the refund can only be made with a bank transfer (expenses at the cost of the sailor).
