Championships Dates and Venue. This championship will be held in 3 days and 5 sessions: Friday 28 th, Saturday 29 th and Sunday 30 th in July 2017. The competition arena will be the Athletics Stadium, located in the Nicaraguan Institute of Sports, Plaza España. It has a certified track IAAF Level 2 of 8 lines, with two long jump and triple jump areas, and throw areas for hammer, discus, javelin, shot put, and areas for high jump and pole vault. The warm up area will be located on the west side of the stadium, where the calls room will be located too. Entries and relevant dates. Deadline to confirm participation. Friday, July 7 th, 2017 Deadline to submit final entries. Friday, July 14 th, 2017 Arrival of delegations. Thursday, July 27 th, 2017 at 15:00 HRS Technical Meeting Thursday, July 27 th, 2017 at 19:00 HRS Competition days. Friday 28 th, Saturday 29 th and Sunday 30 th, July 2017. Departure of delegations. Monday, July 31 st, 2017 at 11:00 HRS Confirmations won t be accepted after the established date. Final entries won t be accepted after the established date. All documentation must be sent in the Official Forms to the offices of the Nicaraguan Athletics Federation to the e-mails nca@mf.iaaf.org and jdougu@yahoo.com, with a copy to the Technical Delegate nduran91@gmail.com. Once the forms are submitted, the Delegations must be attentive to acknowledgment of receipt by the Federation and the Technical Delegate. Entries Rules An athlete may participate in up to three (3) individual events and two relays. Each country may enter up to two (2) athletes in individual and multiple events. Each country may enter one (1) relay team in each relay event. Athletes who are 14 years old or younger (born in 2003 or after) won t be allowed to participate. Athletes who are 20 years old or older (born in 1997 or before) won t be allowed to participate. Quota. The maximum number of allowed officials depends on the number of entered athletes. The following table will be used to determine the quantity. (Parents, drivers or staff not involved with the competition) If for some reason the number of previously entered athletes did not arrive in Managua, the table will be applied to define the number of authorized officials. The Delegation will be penalized with USD $100.00 (One hundred US dollars) per athlete who doesn t make his trip to Nicaragua and had been reported in the FINAL ENTRIES. If your Delegation has a driver, you must register him on the final entries form, the cost will be USD $75.00 (Seventy-five US dollars) that includes accommodation and food. 6

Entries fee. All athletes and official staff for each delegation (delegates, coaches, and other officials) must cancel before they can get accreditation, a fee of US $ 75.00 (seventy-five US dollars). It will cover the expenses of 11 meal times from Thursday's dinner (July 27th) to Monday's breakfast (July 31st), also includes the cost of accommodation and local transportation. For all athletes and/or officials who arrive before, or depart after stablished dates, the Delegation will have to cancel US $ 100.00 (One Hundred US Dollars) per person per day. Rules. This championship is under the IAAF Competition Rules 2016-2017. Any technical situation will be resolved according to these rules. General situations not foreseen in the IAAF Competition Rules will be resolved by the Organizing Committee and the Technical Delegate. Confirmation and exclusions. Delegates from each country must submit in writing THE EXCLUSION OF ATHLETES AND THEIR EVENTS, one hour before the end of each day at the Technical Information Center located in the stadium. In case of exclusions, for the first day, they should be made at the end of the Technical Meeting. The disqualification of athletes will be made based on article 142-4 of the IAAF Competition Rules 2016-2017. Appeals. Appeals will be dealt according with Rule 146 of IAAF Competition Rules and must be accompanied by a USD $ 100.00 deposit. 7

Scoring by country to define teams awards. According with the followed table, the place points gained for each athlete in each event will be assigned to the corresponding country's global score by Category and Gender. This score will determine the collective awards. Place Points First 7 Second 5 Third 4 Fourth 3 Fifth 2 Sixth 1 NOTE: Relays points will be considered based on the country who had won the event, not for each athlete who had participated in the event. Awards. The athletes who reach the first three places will go up to the podium to receive their medal. It will be obligatory to wear the official country uniform. The award will be distributed as follows: Individual Events and Relays First Place Gold Medal Second Place Silver Medal Third Place Bronze Medal Collective Awards for Country. Trophy for the Absolute Champion. It s defined based on the global score. Trophy by category and gender for the first, second and third place. A total of 13 trophies in contention. 12 trophies per category and gender plus 1 trophy for the Absolute Champion. 8

Competition officials. Competition Officials, International Area Technical Officials (IATO) and Area Race Walking Judges (ARWJ) will be presented by the Organizing Committee and the Technical Delegate during the Technical Meeting. The National and Auxiliary Officials necessary for the control of the competition will be provided by the Organizing Committee. Each delegation may register up to TWO (2) certified officials to join the Competition Officials working group. For them will be assigned a position according to their certification level. Each delegation will cover the cost of the round-trip-ticket between the country of origin and Nicaragua. The Technical Delegate will verify that the names of the officials are valid and certified by IAAF to perform such position. The Organizing Committee will provide to these Certified Officials the local transportation, accommodation and food, and the fees of USD $ 20.00 (twenty US dollars) per worked session. Bib numbers and Uniforms. All athletes must wear the official uniform of their country, according to the specifications contained in the article 143 of IAAF Competition Rules 2016-2017. Uniforms must be confectioned with the colors of their flag, uniquely. For relays, all athletes shall wear the same shirts in design and color. The Local Organizing Committee will provide TWO (2) numbers for each athlete, one must be worn on the chest and the other one on the back, and cannot be folded or cut. Start lists and results. A copy of the start lists and results can be collected at the beginning of each session in the Technical Information Center (TIC) by the Delegate of each country. They will also be uploading to the CADICA website at www.atletismocadica.org. 9

Heights and progressions. The Technical Delegate, after the closing date for the Final entries, will decide the starting heights and successive height progression for the high jump and pole vault. This information will be provided during the Technical Meeting and in the last version of the Team Manual. Copies will also be available at the TIC. Ages certification. Passports or official ID documents must be delivered to the Technical Delegate upon arrival at the Hotel or during the Technical Meeting, NO COLLECTIVE PASSPORTS OR NON-OFFICIAL DOCUMENTS WILL BE ACCEPTED. The Technical Delegate will be responsible for checking and certify the athletes ages. If at the end of the Technical Meeting, the Technical Delegate does not have such documents, the Organizing Committee will be notified about all athletes who don't meet the requirement, and they won't be allowed to participate of the event. Timing. The automatic Photofinish system (Finishlynx) will be used for taking times on track events. Call Room and Entrance Procedures. The call room will be in charge of supervising the entrance of the athletes towards the competition arena. Therefore, it will be empowered to confiscate any item that does not comply with what is allowed in IAAF regulations. Likewise, it will check the clothing to be used by the athletes in a way that complies with all the guidelines established in IAAF Regulations. The first call will be made one (1) hour before the official start time of the event. The second call will be made fifteen (15) minutes before the event entrance time. In this second call the athlete must prepare to make his entrance. Under no circumstances will an athlete be admitted, once the entrance time has expired. Confiscated items may be withdrawn by the athlete once he has finished competing, or by his Country's Delegate. 10

The entrance schedule is defined in the followed table: Events Runs, Long Distance and Steeplechase Relays and Hurdles Throws, Shot Put, Long, Triple and High Jumps Pole Vault. Entrance to the arena. 10 mins before the official event start time 15 mins before the official event start time 30 mins before the official event start time 45 mins before the official event start time The final version of the Call Room Schedule will be delivered at the Technical Meeting. Competition Implements. The Local Organizing Committee will provide a number of IAAF certified implements however, athletes may use their personal implements provided: they can be appropriately identified and have IAAF certification they pass implement inspection they are made available to all other competitors until the end of the final event For the inspection, the Country's Delegate must take the implement to the Technical Director within 24 hours before the official event start time. The maximum size spikes should not exceed 9 mm, except in high jump and javelin throw where it cannot exceed 12 mm. Official events. In order for an event to be official, at least three (3) ATHLETES per event must have been entered and competed, regardless nationality. If the minimum number of athletes is not achieved, the event will take place as an EXHIBITION with no score for team awards. In order for an event to be performed as an Exhibition, it must have at least 2 athletes, otherwise the event WON'T be performed. The Technical Delegate will inform the official events after receiving the final entries, and about the events that won't be performed during the Technical Meeting. In case of exclusions during or at the end of the Technical Meeting, which affect the number of athletes of an event to less than 3, The Technical Delegate will take the above criteria to determine if the event is performed as an EXHIBITION or if it won t be performed. This decision must be communicated during the Technical Meeting, or through the Technical Information Center. 11

Competition Schedule. Attached to this document, there is the Competition Schedule. The program may be modified after receipt of the final entries. The Technical Delegate will report in latest versions or during the Technical Meeting. Accommodation, food and transport. The relevant information about this, will be delivered once the delegations arrive in Managua or during the Technical Meeting. The feeding and transportation schedules will be delivered during the Technical Meeting. The Local Organizing Committee will inform each delegation, prior to their arrival in Nicaragua, all concerning to transportation and accommodation. The information about hotels to be used, will be made public in later versions. Medical department. Medical prescription. Health assurance document. Each delegation must ensure that all its members (athletes, coaches, officials and others) are in optimal health conditions to participate in the Championship, being responsible for any major emergency, hospitalization and medical higher costs. The Organizing Committee will be giving basic first aid within the stadium facilities. Upon arrival in Nicaragua, each Country Delegate will be signing the document stating that all members of the delegation are in good health and exempting the organizers from any medical complications other than those involved in first aid. 12

Packages with the information in its final version, including technical manual, competition schedule, call room schedule, heights and progressions, start lists, bib numbers, transportation and food schedules, and others, will be delivered at 18:00, for their previous inspection by Country Delegates.
