3 Welcome to Rijeka! Dear participants of the European Junior Championship in synchronized swimming, welcome to Rijeka, the city that has the special pleasure to host the best European Junior national teams in synchronized swimming from June 21 to 26. It is another great sports event that has been entrusted to Rijeka by the European Swimming League - LEN. I have no doubts that the three hundred strongly competitive young sports women will give us the opportunity to enjoy excellent synchronized performances by all of you who are the future of the sports in our European area. Rijeka already has experience in organizing big sporting events, among which we must stress out especially aquatic sports, and I believe that was an additional motive for LEN to entrust us with full confidence the organization of this championship. With the top conditions and the beautiful ambience of our swimming pool Kantrida, as well as with the warm welcome and support of the citizens of Rijeka, I am confident that this championship will be a beautiful and dear memory to all of you. 4 On behalf of LEN, I welcome you to the 2016 edition of the European Junior Synchronised Swimming and Junior Diving Championships in Rijeka (CRO). We are very happy to come back to Croatia and to the Kantrida Swimming Complex in the city of Rijeka for the chance to see the best young Athletes in Europe compete for the title of Continental Champion. It is a great pleasure to be here. We are grateful to both the Croatian Swimming Federation and the Croatian Diving Federation for their activity and contribution to European Aquatics and we look forward to seeing these athletes demonstrate their skills and capacities. We also hope to see local spectators in great number in the stands supporting the athletes of all participating nations in the exciting and fascinating competition days ahead of us. I take the opportunity to thank the Organising Committee and all those involved in the organisation for their hard work so important in making it a success. We again express our gratitude to the City of Rijeka for their support and constant collaboration with LEN. And we also thank the many volunteers for making this event possible. I am thrilled that in the year when we celebrate the 20 th anniversary of the Croatian Association of Synchronized Swimming is the very same year in which we organize such an important event. I hope we will all enjoy the competition where we expect a big number of teams from all over the Europe. I am sure that all of us together, competitors, coaches, judges, team members, audience as well as us, organizers, will give our best to remember this competition in the best possible light. We are proud that you have arrived in Croatia, which is famous for it s natural beauties. We are proud of Rijeka, the city that has proved itself as a city of sport so many times and that it will be the European Capital of Culture in the year of 2020. 7 RIJEKA Rijeka is a city and port in the Rijeka Bay, on the northern coast of the Kvarner Gulf. The average temperature in January reaches 5 C, while in July 22.8 C. The annual rainfall is 1,600 mm; 2,120 hours of sunshine a year. Good connections with the hinterland, modern port facilities and strong naval and commercial tradition helped Rijeka to develop into Croatia s biggest port. It also represents an important European transit port. Rijeka is a lively cultural and artistic centre, with a number of cultural and educational institutions and schools (several faculties). The main crossroads of the Adriatic tourist traffic flows from central Europe to the central and southern Adriatic. The airport Rijeka is located near Omisalj on the island of Krk. The city of Rijeka is an important business, trade, industrial and cultural centre in the western art of the Republic of Croatia. It is located on the Adriatic, at a point where the sea has made its deepest incision into the European continent. Due to its natural and geopolitical characteristics the area is ideally situated for harbour and shipping centre development. In addition to activities related to the sea, such as tourism, shipping industries, forwarding agencies, harbour activities and shipbuilding, Rijeka within its wide boundaries also boasts numerous other major industries; civil- mechanical-electro engineering, oil and petrochemical, timber, pulp and paper industries all feature in Rijeka s business portfolio. However, the largest part of its economy is concentrated, apart from tourism, on export. Being a coastal town Rijeka boasts a wide diversity of sporting activities. Aquatic sports include sailing regattas, internationally renowned spear fishing contests, sub-aqua sea fishing competitions, swimming and water polo. A mere 30 km from Rijeka the mountains offer opportunities for the hiking, mountaineering, hunting and coarse game fishing enthusiasts. During the winter months the mountains are covered with snow and provide suitable slopes for the amateur and professional skier alike. The town itself has two professional football teams and numerous other sporting clubs; basketball, hockey, handball, tennis, badminton and the bocce.

8 HOW TO REACH US If you come from Zagreb (the official airport) Driving through Grobničko polje you come to the plane where Mongols and Turks were passing in their ruthless attacks. Today here is the racing track that was taken into consideration for the competition in the racing of Formula 1. Through the canyon of the river Rječina and underneath the castle of Trsat you descend by the market route of the road Luiziana, named after the daughter of the Austrian emperor and the second wife of Napoleon Marie Louise and you come to Sušak, the eastern part of the city. Beyond you are the former Paper factory and on the other bank of the river of Rječina, water - spring Zvir, which never drains and recently got the cupola covering. If you come from Trieste (the official airport) or Ljubljana Descending from Matulji towards the city you can see the whole Kvarner Bay, with the mountain Učka at the foot of which is situated Opatija, and islands Krk and Cres. You are partly driving on the former racing track on which the motor races for the Great Adriatic Prize were driven before Grobnik Track was constructed. With the straight road that follows the coast you arrive at the swimming pool of the Swimming Club Primorje next to which is the football stadium Kantrida where the Football Club Rijeka plays its matches. The stadium is very interesting because was erected on the spot of excavation made for the constructing of the city port. Then, driving alongside the industrial units you can see the shipyard 3. maj which developed from the shipyard Ganz - Danubiuz, then you pass near large petroleum refinery, the skyscraper of Novi list, well known daily newspaper, the town park in Mlaka after which follows the hospital complex. The central of the complex is the former Maritime Military Academy, the institution where the Austrian and Hungarian officers were educated from 1866 till 1918. Then you arrive at the railway station and here, you are in the centre of the city of Rijeka. If you come from the sea It is really fascinating experience to come in Rijeka by the sea because it is the only way to understand its elongation and soft placed position alongside the coast. Sailing around almost two kilometers along breakwater, where once was secession bathing place, you enter the port basin built according the ground plans of the French architect Pascal who designed the ports of Marseille and Trieste. After several rises and falls today the port of Rijeka looks almost idyllic with lots of sailing and fishing boats which start from here their cruises in Adriatic.

9 CLIMATE Rijeka is a town and a port in the Gulf of Rijeka on the northern coast of the Bay of Kvarner. It lies at 14 26 east longitude and 45 21 north latitude. Average annual temperature reaches 13.8 C. In May the average temperature is 13.5 C and in June 20.3 C. Average humidity during the year is 58%, while in May and June it reaches 64%. Total annual precipitation amounts to 1228 mm with a total of 86 rainy days. In May and June this value reaches 129 mm and 109 mm respectively. In December, during the Championship average temperature is 6.9 C with precipitation amount to 155.9 mm and the number of sunny days reaches only to 6 days but 11 rainy days. The most typical winds on the Adriatic include the bora (northern wind) and scirocco (southern wind). TOURIST ROUTE - a sightseeing tour of the city s nucleus 1. 10 ACCREDITATION All athletes, coaches and team staff will be provided with accreditation. Accreditation can be made only through the official webpage and will be collected by a designated member of team staff for the full team from the competition main office upon arrival at the Kantrida swimming pools (please refer to the map). To collect the accreditation you will be required to show the passports of each member of the team for which you are collecting accreditation. From the point of collection, accreditation must be worn and visible at all times. TRANSPORT Transport to and from the official ports of entry (Zagreb airport and Trieste airport) will be provided by the Organizing Committee following them receiving your flight information (rijekajunior2016.eu). Transport from other ports of entry can also be arranged through Organizing Committee, but at the Federation s expense. Transport will be provided between the Rijeka and Opatija accommodation clusters and Kantrida swimming pools. Transport is not provided for teams not accommodated through the official travel agency. Detailed transfer schedules will be available at each hotel information desk and the information desk at the Kantrida swimming pools.

11 VENUE INFORMATION All training and competition will take place at the Kantrida swimming pools located at the west part of the city of Rijeka, driving towards the city of Opatija. The Swimming Pools Kantrida, sports, leisure and entertainment complex were inaugurated in 2008 and completed in 2011. The construction works began with reconstruction and enlargement of the open Olympic Pool situated in the immediate vicinity of the sea. The end result was five swimming pools of different dimensions. Apart from the swimming pools, the complex includes additional contents, which is why it is not only used for highquality preparations and competitions by professional athletes but also for leisure and entertainment. It was awarded several international awards. On the wet side, the facility boasts the Olympic Swimming Pool 1 (indoor swimming pool) with a unique retractable roof structure, the reconstructed Olympic Swimming Pool 2 (outdoor swimming pool), a 25m swimming pool, a children s swimming pool and a diving pool. The swimming pools are used by athletes of various age groups for professional trainings and by general public for leisure. They are well equipped to meet the highest standards in water sports. Beside the complex is a beach, which was officially opened to the public in the middle of June 2011. On the dry side, there are fitness suites, wellness, scuba diving center, cafés, and parking facilities, all offering a breathtaking view of the Kvarner Bay and the islands. In 2009 the Swimming Pools Kantrida took part in an architecture contest and won a bronze medal awarded to water sports facilities by the International Association for Sports and Leisure Facilities (IAKS) and the International Olympic Committee (IOC). They received a special recognition (IPC Distinction) by the International Paralympics Committee among facilities suitable for the disabled. As part of the initiative Blue Flower, in 2011 the Ploče Beach received a special recognition in the category of the best equipped public beaches. The drop off and pick up point is located adjacent to the gas station above the venue.

13 FACILITIES & SERVICES SPORT INFORMATION A Sport Information Desk is located by the main entrance to the Kantrida swimming pools. The desk will provide a variety of services to teams, as follows: Dissemination of competition and training information Publication and distribution of start lists, draw lists and results Lost and found Weather information Transport schedules General information The desk will be open throughout all training and competition sessions from Saturday 19 th June, 2016. CHANGING ROOMS Athlete changing facilities are located adjacent to both the competition and training pools. These areas include showers, toilets and changing cubicles. The lockers require a coded bracelet for each locker that will be provided by the Organising Committee after leaving the deposit. Any lost or damaged bracelet will be charged. ATHLETE PREPARATION Athletes are welcome to use the gym located between the competition and training pools for preparation. MEDICAL SERVICES Medical services will be available from the medical team during all training and competition sessions. There will be doctors, paramedics and a fully equipped ambulance available at all times. If additional treatment or diagnostics are required, the athlete will be transferred to Clinical Hospital Centre Rijeka which is a 20 minute drive from the Kantrida swimming pools. VENUE CATERING No catering will be organized at the venue. Teams using official accommodation will have lunch at hotel Ambassador in Opatija. There is a café at the Kantrida swimming pools serving snacks, drinks, and cold beverages. A restaurant can be found just below the venue, at the seaside.

14 VICTORY CEREMONIES All victory ceremonies at Rijeka Junior 2016 will take place on the Field of Play. Athlete chaperones will be on hand to advise and guide all athletes before, during and after the victory ceremony. A medal and gift will be awarded to the athlete / team finishing in 1st, 2nd and 3rd positions. In line with LEN General Event Rule E19.2, all athletes taking part in the victory ceremony are asked to meet the following dress requirements; Complete Federation tracksuit Shoes No national flags No goggles or items of sport equipment Bib provided must be worn and visible No mobile phones for selfies Any athlete not present or adhering to the standards detailed above will be subject to a fine. Athletes will be briefed about ceremony procedures in the staging area and bibs will be supplied and put on in the appropriate way. Following the presentation of medals, the national anthem of the gold medallist(s) will be played and the flags of the medallist s nation will be displayed. OPENING CEREMONY Opening ceremony will be held on June 22 nd at 20:30 hours at Trsat Castle. After dinner in hotels transport will be organized for all participants to and from the opening ceremony. Minimum of two atletes of each team dressed in National sport outfit have to be present during the Opening ceremony parade. MAYOR S RECEPTION Two representatives of each National team (Head of delegation and coach preferable) are invited to the Reception of the Mayor of City of Rijeka on June 21 st at 12:00 hours. The transport of the representatives will be organized. FAREWELL PARTY Farewell party will be held in the Restaurant Boonker in the centre of Rijeka on June 26 th at 20:00 hours. Transport from the swimming pool to the party and from the party to hotels will be provided. RESULTS DISTRIBUTION Only total results will be distributed to Federations pigeon holes which will be located by the main information desk. They will also be displayed on the noticeboard. 15 VENUE ESSENTIALS SMOKING POLICY Smoking in public buildings and on public transportation is prohibited in Croatia. Any persons found in breach of this law may be subject to eviction from the venue and potential prosecution. It is allowed to smoke outside Kantrida swimming pools and on the café terrace. TAP WATER Tap water in Croatia is safe to drink unless otherwise signposted. INTERNET ACCESS Free wireless internet is available throughout the Kantrida swimming pools. LOST & FOUND All reports of lost items at the Kantrida swimming pools should be directed to the Sport Information Desk. This is also the location to which all found items should be delivered.

16 COMPETITION INFORMATION The synchronised swimming competition will be held from 21-27 June at the Kantrida swimming pools. The Kantrida swimming pools host a 10-lane, 50m, 2.2m deep competition pool and an 8-lane, 50m, 2m outdoor training pool. Both pools will be used for training. The competition field of play will consist of a 30m x 25m area within the competition pool, an entry platform (12m wide x 3m deep x 0.5m high) and two judges panels on raised platforms (12m wide x 2m deep x 0.5 high), one either side of the pool. The field of play will be presented in accordance with FINA Rules and Regulations. The draw for the preliminary routines will be conducted at the technical meeting. The 12 solos, duets and teams with the highest scores in the preliminary phase will progress to the final. If two or more free routines are tied for the 12th qualifying place at the end of the preliminary phase, the routine with the higher execution score will progress. If the tie remains, all tied teams will progress to the final. The 12 qualified solos, duets and teams will be drawn for the free routine final in two groups of six. Those who placed 1 6 will draw for start numbers 7 12; those who placed 7 12 will draw for start numbers 1 6. PRE SWIMMERS Pre swimmers will be used for finals and will swim as start number 0. For finals, the selection of these swimmers will be based on them placing number 13 after the preliminary phase or provided by the host nation if less than 13 entries. There will be no pre swimmers in preliminaries.

18 COMPETITION RULES The competition will be held in accordance with the editions of the following documents that are in force at the time of the Championships; LEN General Rules LEN European Junior Championships in Synchronised Swimming FINA Rules and Regulations (2015-2017) COMPETITION DRAW The draws for order of appearance will take place at the Technical Meeting on 21st June 2016. scheduled for 15:00. CHANGES TO ENTRIES AFTER THE DRAW Changes to the names of the competitors after the draws will only be permitted in accordance with FINA Rules and Regulations SS 13.5.1. Forms for reserves, titled List of Participants will be available from the Sport Information Desk. These forms should be returned at least two hours before the published start time of routine number one. WITHDRAWAL In accordance with LEN rule J-SY 3.6, withdrawals from any final shall be announced no later than one hour after the end of the Preliminaries concerned. If a withdrawal is submitted after this point, the Federation will be fined in line with LEN Rule E 17.6. PROTESTS AND APPEALS For the regulations governing protests please refer to the LEN General Event rule E22.2. Protest forms may be collected from the Sport Information Desk. The team representative wishing to submit the protest will be escorted by a volunteer to submit the protest form to the LEN office who will work with the relevant technical official to process the protest. APPOINTMENT OF JUDGES Three panels of five judges will be used to judge each routine event. The composition of the panels will be determined by the LEN Technical Synchronised Swimming Committee.

20 PRE-COMPETITIONS PROCEDURES VENUE FAMILIARISATION During a Federation s initial visit to the Kantrida swimming pools OC representatives will be on hand to provide a short venue tour covering all areas of athlete flows and will be able to answer questions about the venue. TECHNICAL MEETING Date: 21 st June, 2016 Time: 13:30 hours Location: Technical Officials Meeting Room, Kantrida Swimming Pools It is mandatory for a representative from each Federation to attend the Technical Meeting, which will be led by the LEN Technical Synchronised Swimming Committee. All representatives will be required to notify their attendance during a roll call. The meeting will cover the following key topics; Welcome and Roll Call Introduction from LEN Draw for order of appearance Changes to entries after the draw Athlete flows DRAW FOR ORDER OF APPEARANCE The draw for order of appearance for all preliminary events will be conducted at the Technical Meeting under the supervision of the LEN Technical Synchronised Swimming Committee, the Referee and the Chief Recorder. The draws will be manual and conducted in line with FINA Rules and Regulations SS 13.6 (Routine sessions). COMPETITION PROCEDURES TEAM LEADERS MEETINGS On the competition days a daily team leaders meeting will take place at 8:00 in the Technical Officials Meeting Room at the Kantrida swimming pools.

Competitors will be organised into their start order in the Last Call Room and then directed onto the FOP. Two coaches can accompany athletes to the First Call room. No alternates permitted for solos and duets. Two alternates for all team and free combination events. First two competing routines, plus preswimmer (finals), must report to the Last Call Room wearing full kit and will submit their Accreditation Pass on arrival. Their kit will be checked against the clothing and equipment guidelines. All other routines must report a minimum of three routines prior to their start number. All clothing and belongings should be placed in the kit box with their respective order of swim number. There will be one box for solos and duets, two boxes for team and three for free combinations. Two coaches and alternates leave the Last Call room. No alternates permitted for solos and duets. Two alternates for all team and free combination events. DURING COMPETITION Athletes can use dedicated areas to relax, stretch and warm up between events and during competition. The following spaces are available; Athlete Preparation First Call Room

22 POST-COMPETITION PROCEDURES LEAVING THE FIELD OF PLAY All athletes and coaches will be directed by a FOP member and must exit the FOP via the designated path. ACCREDITATION COLLECTION Athletes will collect their accreditation along with other belongings after their performance. The accreditation will be placed in a basket in the Last Call Room and the athletes will receive it immediately after leaving the FOP. TRAINING INFORMATION Training will take place at the Kantrida swimming pools. A detailed training schedule will be provided on arrival. Training will take place in both the competition and training pools. All music training will take place in the competition pool only. On training days each Federation will have access to a music session each day, based on team size, access to lap swimming, and access to pool space for non-music training. On competition days warm up time will be available for competing athletes only. Music time will be allocated based on start list order of finals and access to lap swimming is also available. On all competition days, an area in the training pool will be available during the competition session and for one hour following the completion of the final routine. 25 SOCIAL MEDIA GUIDELINES Rijeka Junior 2016 encourages and fully supports athletes, as well as other accredited persons, to take part in social media activities throughout the duration of the Championships. Rijeka Junior 2016 want as many athletes and team staff as possible to share their experiences and successes at the Championships. It is worth noting the below though: All activities should be in a first-person, diary-type format and not in the role of a journalist for example reporting competitions. Posts may not include any information, which is confidential or private in relation to any other person or organisation. Social media postings and blogs should at all times support the spirit of the Championship and shall not be discriminatory, offensive, hateful, defamatory or otherwise illegal and shall not contain vulgar or obscene words or images. In addition, they should not: Intrude upon the privacy of participants or other accredited persons and entities Interfere with the competitions or the ceremonies of the Championships Violate security measures PHOTOGRAPHS Participants and other accredited individuals may take photographs within the competition venue and post them on social media platforms or websites for personal use.
