Juan C. Zapata MIAMI- DADE COUNTY COMMISSIONER Introduction I am pleased to announce the West End Connectivity Master Plan, an initiative generated by my office to create a framework to increase the connectivity of local and regional bicycle and pedestrian paths. These routes will create greater access to parks, libraries, schools and business nodes throughout the West End. The plan highlights the addition of approximately fifteen miles of new bicycle routes meant to encourage residents to get out of their cars, enjoy the outdoors and stay fit. The Plan was developed with the assistance of the Miami- Dade County departments of Parks, Recreation and Open Spaces; Public Works and Waste Management; Regulatory and Economic Resources; and Transit. We look forward to collaborating with them during the Plan s future implementation. The following pages display the top pedestrian and bicycle connection path priorities which were identified by my office and County Staff. My office will work to seek funding in order to implement the vision of the West End Connectivity Master Plan. This will be a planning tool for years to come. Parks, Recreation and Open Spaces Department Commission District 11 - Greenway Connection Priorities The five (5) improvement priorities listed below for Commission District 11, promote greenway connectivity and walkability throughout the area and to County Parks. The projects are improvements to both the local and regional greenways. The total cost estimate for all five projects is $13,154,554.00, with the individual costs listed below. Local 1. Construct greenway trail in canal right of way on SW 137 th Avenue between SW 96 th Street and SW 104 th Street. Segment length: 0.46 miles (2,450 linear feet) of trail Estimated project cost: $494,000.00 2. Construct greenway trail in right of way along the east side of SW 142 nd Avenue from Kings Meadow Park to SW 104 th Street. Segment length: 0.33 miles (1,742 linear feet) of trail Estimated project cost: $555,000.00 3. Construct greenway trail/sidewalk in Camp Matecumbe, on SW 142 nd Avenue and SW 120 th Street. Segment length: 0.85 miles (4,510 linear feet) of trail Estimated project cost: $1,047,000.00 4. Construct pedestrian bridge linking West Kendall District Park to neighborhood to the north at SW 159 th Court, which neighbors Gilbert L. Porter Elementary School and Dr. Gilbert Porter Elementary PLC. Estimated project cost: $766,000.00 Regional 5. Black Creek Trail Segment B is multi-use trail along Black Creek from SW 137 th Avenue to SW 177 th Ave (Krome Avenue). The 12 wide paved shared-use path will connect with the 8.4 mile Segment A completed trail and it will connect to the work on Krome Avenue by the Florida March 20, 2015 Page 4 of 13

Department of Transportation, which will provide an 18.5 mile multi-use path. A portion of this segment is adjacent to the West Kendall District dog park. Segment length: 9.2 miles (48,576 linear feet) of multi-use trail Order of magnitude planning level cost estimate: $10,292,554.00 Note: Project budgets are based on current cost estimates. Public Works and Waste Management Department Commission District 11 - Greenway Connection Priorities The seven (7) improvement priorities listed below for Commission District 11, promote bicycle and pedestrian travel within public right of way. The items listed are all in County right of way or County-owned property and will not require acquisition actions. The total cost estimate for all seven projects is $8,502,000.00, with the individual project costs listed below. 1. Milling and resurfacing to create bike lanes on SW 141 st Street between SW 152 nd Avenue and SW 145 th Place. The location presents a good opportunity to add a bicycle facility where none currently exist on a local, low speed street. Segment length: approx. 2,950 Estimated project cost to mill and resurface only the sides of the road and grind out the conflicting markings and restripe to create bike lanes: $63,000.00 Estimated project cost to mill and resurface the entire road and restripe to create bike lanes: $230,000.00 2. Construction of a bike path on SW 47 th Street between Lamar Louise Curry Middle School just west of SW 158 th Avenue and W. Meadow Lake Drive. This project includes the construction of a shared use path to provide connectivity between Eden Lakes Park, Lamar Louise Curry Middle School and the future linear park along SW 157 th Avenue linear park. This project would also connect with our third priority listed below. Segment length: approx. 1,000 Estimated project cost: $51,000.00 3. Milling and striping the existing pavement to add bicycle usage along the roadways in Lakes of the Meadows. Share the road configuration is recommended for the SW 152 nd Avenue/SW 47 th Street corridor, and the number of travel lanes is to be reduced from two (2) lanes to one (1) lane in each direction to provide for bicycle lanes in both directions along Meadow Lake Drive. This improvement will connect to existing bike lanes March 20, 2015 Page 8 of 13

along SW 47 th Street east of SW 147 th Avenue and to the future off-road path along SW 157 th Avenue linear park. This network will provide direct connection to Bird Lakes Park, Eden Lakes Park and the Lakes of the Meadow Library. Segment length: approx. 3 miles Estimated project cost: $122,000.00 4. Install bike lanes on SW 154 th Avenue between SW 88 th Street and SW 72 nd Street. The project includes milling, resurfacing and signing and pavement marking to include on-road bicycle lakes. It also includes the construction of ramps for access to Olympic Park and Kendale Lakes Library. Segment length: approx. 1 mile Estimated project cost: $242,000.00 5. Ongoing project consisting of restriping SW 72 nd Street and SW 127 th Avenue to SW 117 th Avenue to create a bike lane. This project includes milling and resurfacing and this will connect to existing buffered bike lanes west of SW 127 th Avenue. Segment length: approx. 1 mile Estimated project cost: $520,000.00 6. Install 5 buffered bike lanes adjacent to existing 5 sidewalks on SW 152 nd Street between SW 157 th Avenue and SW 147 th Avenue as part of a funded roadway project to widen the existing 2-lane road to 4 lanes with a concrete median. Recently completed between SW 127 Avenue and SW 118 Avenue, this project will contribute to creating a link that connects to existing bike lanes along SW 137 th Avenue. Segment length: approx. 1 mile Estimated project cost: $6,770,000.00 7. Install a 10 shared use path along the west side of the SW 144 Avenue canal from SW 42 Street to SW 9 Terrance. This project includes construction of bicycle/pedestrian ramps at SW 42 nd Street, SW 26 th Street and SW 9 th Street and installation of pedestrian crossing control devices at SW 26 th Street. This path will run parallel to a local low speed street with a canal running along the east side, close to Tree Island Park & Preserve and G. Holmes Braddock High School.
