2017-2018 USA Volleyball REFEREE EXAM Form C USA Volleyball (USAV) and PAVO collaborate on developing the theoretical examinations. For clarity and simplification, each rules code has a specific examination. This is the USAV version of the Form C examination. To be certified by both PAVO and USAV, the examination for each rule code must be completed in two separate test sessions. If anyone taking this written exam has special needs because of any disability, please advise the test administrator and provide documentation of your disability. Exam Instructions and Information: Read each question thoroughly and answer each question on the attached answer sheet using current USA Volleyball Domestic Competition Regulations. Team S refers to the serving team, and Team R refers to the receiving team. When a team s serve or receive status is not relevant to the question, Team A or Team B is used to differentiate the teams. The following assumptions and information pertain to each question unless other conditions are specifically noted: USAV clarification boxes take precedence over the corresponding FIVB rule and if applicable, should be used when considering each answer. Rule 10.1.2 ( Pursuit Rule ) is in effect. Do not consider special rules used in Open competition or 14 and Under competition. No sanctions (team or individual) have been assessed unless noted. The penalty area is not being used. Requests for interruptions (time-outs, substitutions) or line-up checks have not been acknowledged (whistled) by the referees. For the purpose of this test use the following information: R = RECEIVING TEAM R1 = RIGHT BACK R2 = RIGHT FRONT R3 = CENTER FRONT R4 = LEFT FRONT R5 = LEFT BACK R6 = CENTER BACK S = SERVING TEAM S1 = RIGHT BACK S2 = RIGHT FRONT S3 = CENTER FRONT S4 = LEFT FRONT S5 = LEFT BACK S6 = CENTER BACK DIRECTIONS: Read each situation carefully. Decide whether the statement is true (T) or false (F). Write either T or F in the space provided on the answer sheet. Assume no other conditions exist except those specifically mentioned in the question. 1. R3 contacts S4 in the space under the net. This contact prevents S4 from playing the ball. The second referee should whistle a penetration fault on R3. 2. Team and individual sanctions remain in effect for the entire match and are recorded on the scoresheet. 3. A team can use the designated second Libero to replace the Acting Libero in the middle of set two by simply sending the second Libero onto the court while the ball is out of play, through the Libero replacement zone. 4. The head coach must sit in the chair or on the bench closest to the Scorer table. 5. S4 blocks a ball, which rebounds from the top of the net and remains on Team S s side of the net. No Team R player touches the ball. S4 then passes the ball to a teammate. The first referee should whistle and indicate two hits, a double contact fault by S4. 6. All assistant coaches must remain seated on the bench throughout the match. 7. Team R s first hit sends the ball into the body of the net. S3 moves toward the net and places his/her hands in a position to deflect the natural rebounding action of the ball when it contacts the net. The ball touches S3 s hands through the net and falls to the floor. The second referee should whistle a net fault by S3. 8. When a substitution has been recognized (whistled) by a referee, the substitute is required to enter the match. 9. A ball that is heading towards the opponent s court through the lower space under the net is in play until the moment it has completely crossed the vertical plane of the net. 10. After playing the ball, R2 has significant contact with the net outside the antenna, which shakes the net. The second referee should whistle a net fault by R2. Page 3 of 7

11. In the picture below, Team B player #1 for the team in black (on the left) is a back-row player, and he is trying to make his team s second contact. However, the ball enters the plane above the net and a front-row player for Team A in white (on the right) legally hits the ball into Team B player #1 s shoulder, which is below the height of the net, while #1 is reaching higher than the top of the net. The referees should allow play to continue. 12. A player who has been replaced by exceptional substitution may return to play in a subsequent set in that match. 13. A request for one or two time-outs, and additionally one request for player substitution by either team, may follow one another during the same dead ball, within the same interruption. 14. As seen in the picture below, if two opponents simultaneously contact the ball above the net for an extended period of time (joust), play continues. 15. In the middle of a rally, an errant ball from another court crosses the court near Team S s end line away from the playing action without interfering with play. Team R wins the rally but the Team S captain requests a replay because of the ball on their court. The referees should deny the request for a replay since the errant ball did not interfere with play. 16. A team begins the match with six players; however, the number of players is reduced to fewer than six players when a player is unable to continue due to injury or illness. The team may continue the match with five players. Page 4 of 7

17. Team A players are wearing jerseys that are half white and half black. The Libero for Team A is wearing a jersey that is solid black. The referee determines that the Libero s jersey is illegal since black is one of the predominant colors on the multi-color team member jerseys. 18. R3 trips and touches the bottom of the net while the ball is in the backcourt on Team S s side of the net. The net contact does not interfere with play. The second referee should allow play to continue. 19. While a rally is in progress, two assistant coaches are giving instructions to players on the court while standing in the free zone right in front of the team bench. The referees should allow the assistant coaches to stand and instruct during the match provided their actions are not disruptive. 20. When a ball strikes an overhead obstruction below 15 (4.6 meters) above the court, the first referee will always award a replay. 21. An Assistant Coach can stand and give instructions to players, but has no right to intervene in the match with the officials. 22. The starting Acting Libero for Team S may wear a mesh vest over the team s regular jersey provided the number on the jersey is visible through the mesh vest. 23. Team B wears black shorts. The shorts are the same style and length, but some have 4 white stripes down the side and some do not. This team is considered to have legal uniforms. 24. The numbers on a team s jerseys must be centered horizontally and vertically on both the player s chest and on the upper back. 25. After playing a ball at the net, R3 falls with an elbow and knee landing over the center line. R3 is clearly touching the opponent s court, but there is no opponent in the area (see below). The second referee should whistle and indicate a center line fault by R3. 26. A coach requests two time-outs prior to the start of the match. The referees should deny the request for a second time-out prior to the start of the match as it is not permitted. 27. During play, the coach may give instructions while standing or walking within the free zone in front of his/her team s bench from the extension of the attack line up to and including the warm-up area. 28. Team R s Libero, who is in the front zone near the net, jumps and reaches higher than the top of the net in an attempt to block the ball coming from the opponent. The Libero does not touch the ball during this action. The referees should allow play to continue. 29. A substitution may be requested before the start of a set. 30. As the re-serve rule is being used in 14-and-under age groups, five seconds are allowed for the first service attempt. If a service tossing error occurs, and it does not touch them while it drops, another five seconds are allowed for the second service attempt. 31. R2 and S3 legally and simultaneously contact a ball above the top of the net (joust). The ball lands out of bounds on Team R s side of the net. The first referee should whistle and indicate that Team R wins the rally. 32. During juniors competition, players may participate while wearing pierced earrings provided the earrings are covered with tape or band aids. 33. Safety helmets are not allowed during USAV play, even if they do not create a safety issue for the player or teammates. 34. The Team R s player uniform jerseys are mostly dark purple with some light grey area; while their Libero s uniform jersey is a solid black. This is a legal uniform because light grey and black colors are contrasting. 35. Touching the net during the action of playing the ball, as seen below, is not illegal. 36. When coaches are giving instructions to players on the court, they must remain at least 1.75 meters (5 10 ) from the court when the ball is in play. 37. Each team is entitled to a maximum of three hits including a block contact to return the ball to the opponent s court. 38. Beginning with the 2018-2019 season, the color of the number must clearly contrast with the color of the jersey irrespective of any border around the number. 39. Line-up sheets for the first set of the match must be submitted no later than the twominute mark on the clock timing the pre-match warm-ups. 40. A server may start a service attempt from a position outside the service zone on the playing surface during a service attempt provided that the player is within the service zone at the moment of the service hit or take-off for a jump serve. 41. The first referee should whistle and signal reaching over when a player breaks the plane above the net to bring a ball back to their side of the court. 42. The second referee should not notify the coach until the 12th team substitution has been used by that team. 43. The first team to score 25 points with a minimum lead of two points wins the set, except a deciding set. 44. Following a game interruption (such as a time-out or substitution), the second referee ensures that the scorer shows the ready signal as seen below before resuming play. 45. If a player s hand towel falls to the court during a rally and causes a safety hazard, the first referee will immediately whistle to stop the rally and then award a replay without further sanctions. 46. As the picture shows below, Liberos may serve in one position in the service order. 47. Zero (0), double zero (00) and numbers higher than 99 are not legal uniform numbers. 48. If a line judge interferes during a player s legitimate attempt to play the ball, the referee blows the whistle to stop play because the ball is out. 49. It is the responsibility of the first referee to make sure the playing area is free of obstructions (ball bags, players, tripods, player equipment, etc.) and meets playing requirements. 50. The second referee is responsible for whistling and making an out call on a ball that contacts the antenna, or other net equipment outside the antenna, on the second referee s side of the net.
